ERIE COUNTY COMMISSIONERS REGULAR SESSION WEDNESDAY, APRIL 7, 2021 MR. SHENIGO LATE VIA TELEPHONE ___________________________________________________________________________ President Shenigo called the meeting to order and opened with the Pledge of Allegiance. First Public Hearing re CDBG and CHIP Programs. Senior Planner Tim King reviewed a brief history of the Community Housing Impact and Preservation (CHIP) Program. Both of these program objectives are to provide projects that benefit 51% of low-to-moderate income persons or eliminate slum and blight. Since 1995, Erie County has received a total of $7,397,000, with the average Erie County award being $672,454.54. Erie County is partnering with the cities of Huron, Vermilion and Sandusky, for a total of $1.25 million worth of projects that can benefit anyone in Erie County for: private owner rehabilitation, owner home repair, rental rehabilitation, rental home repair, home ownership, and Habitat for Humanity. Mr. King stated the second public hearing will take place sometime in May with applications due to the State by June 22, 2021. The State will announce the grant awards in September 2021 and projects will commence the spring of 2022. Public Comment. ShoMore’ DeNiro, the Northeast Ohio Regional Liaison for Secretary of State Frank LaRose introduced herself to the Board. Ms. DeNiro is traveling around to different counties throughout Ohio to touch base and inform the Commissioners’ that Secretary LaRose’s office has an open door policy and welcomed the Commissioners to contact her at any time with questions they may have. She mentioned a Business Spotlight Program they have started in Ohio that highlights businesses in all counties in Ohio. Ms. DeNiro will be reaching out on a monthly basis to see if counties have business they would like to be highlighted for that month. 171,000 new businesses opened throughout the state of Ohio last year, which surpassed 2019’s numbers. Ms. DeNiro mentioned her office has provided PPE to all Elections Boards and plan to utilize the same precautions for the 2021 election as they did in 2020. She also noted that anyone running for elected office can now submit their campaign finance reports electronically to her office. The Commissioners thanked Ms. DeNiro for taking the time out of her schedule to stop and talk to them. Fiscal Administrator Hank Solowiej re Various Issues. Lodging Tax Collections. Hank Solowiej noted the lodging tax collections for February activities are down 23% compared to last year and year-to-date down 47%. This is one percent of the four percent total bed tax collections.
WEDNESDAY, APRIL 7, 2021 PAGE 2 ___________________________________________________________________________ At the end of this year, Erie County is anticipating approximately $1.1 million in lodging tax collections, compared to $759,000 in 2020 and $1.5 million in 2019. Governmental Electric Aggregation. Hank Solowiej, Pete Daniel and Erin Paolano met with the representative from Palmer Energy Group regarding the governmental electric aggregation program. The current contract is with AEP at 4.565 cents per kilowatt hour, and runs through August 2021. Palmer Energy has compared pricing and will draft two energy agreements for the Commissioners to approve the best priced contract. The contract will be a two-year contract, expiring December 2023. Hank noted that a motion will be needed to authorize him to sign these documents as Pete will likely be retired when they are ready for approval. The Commissioners agreed to set two public hearings for April 14, 2021 at 10:30 a.m. and April 21, 2021 at 10:30 a.m. to discuss the possible separation of the Mental Health and Recovery Board of Erie and Ottawa Counties. On motion of Mr. Shoffner and second of Mr. Old, Board approves the March 17 and March 24, 2021 Commission Meeting Minutes; Roll Call: Both Aye On motion of Mr. Shoffner and second of Mr. Old, Board awards bid re Camp Road Structure H-307 Replacement to Crawford Construction, Co., Galion, Ohio, in the amount of $405,915.17, as the lowest and best bid which meets all specifications and upon the recommendation of the County Engineer; Roll Call: Both Aye On motion of Mr. Shoffner and second of Mr. Old, Board awards bid re Fabrication and delivery of precast concrete box beams for Camp Road Structure H-307 Replacement to Prestress Services Industries of Ohio, LLC, Columbus, Ohio, in the amount of $82,000.00, as the lowest and best bid which meets all specifications and upon the recommendation of the County Engineer; Roll Call: Both Aye Mr. Shenigo called in via telephone. On motion of Mr. Shoffner and second of Mr. Old, Board adopts resolution entering into an agreement with Total ID Solutions, Inc.; Roll Call: All Aye (#21-86 – providing upgrades and technical support to the Ohio CCW ID System for the Sheriff) On motion of Mr. Shoffner and second of Mr. Old, Board adopts resolution entering into a participation agreement with the County Risk Sharing Authority, Inc. (CORSA); Roll Call: All Aye (#21-87 – joint self-insurance pool for three-year period expiring 4/24/21) On motion of Mr. Shoffner and second of Mr. Old, Board adopts resolution declaring certain Erie County equipment surplus and ordering same to be sold by internet auction; Roll Call: All Aye (#21-88)
WEDNESDAY, APRIL 7, 2021 PAGE 3 ___________________________________________________________________________ On motion of Mr. Shoffner and second of Mr. Old, Board authorizes Fiscal Administrator Hank Solowiej to execute necessary documents related to the pricing of electricity, as negotiated by Palmer Energy Company, related to the Erie County Governmental Aggregation Program; Roll Call: All Aye **** Board reviews the following documents approved by the County Administrator Pete Daniel, per authority under Resolution No. 20-103 and No. 20-128: • Docket dated 4/1/21 • Then and now dated 4/2/21 • Interfund transfer re Erie County Sewer Fund; Bay View Sewer Revenue Bond Payment Fund; and Bayview Sewer Revenue Bond Debt SV R Fund • Budget modification re General Operating Fund: Treasurer • Supplemental appropriations and budget modification re Special Project – Tone Fund; Domestic Special Project – Tone Fund; Drug Enforcement Fund; Targeted Community Alternative to Prison Fund; Compensated Reserve Fund; and Medicaid MSY Funding Fund • Contract with HealthAgree, LLC in the amount of $13,500.00 re providing consulting services with insurance companies and managed care plans for The Meadows at Osborn Park. Revised Auditor’s Certificates for Human Resources: • Superior Dental Care, Inc. in additional amounts of $21,000.00 and $200,000.00 re administering dental insurance coverage for Erie County employees. • Medical Mutual Services LLC in an additional amount of $200,000.00 re providing third party stop loss insurance benefits to Erie County. Revised Auditor’s Certificate for DOES: • Wickens Herzer Panza in an additional amount of $150,000.00 re providing legal services related to the Huron County hauling contract litigation. Equipment Outlay and Request Form for Common Pleas Court – Judge Tone • Dell laptop, three Office Standard 2019 software, two computers and two monitors and soundbars in the amount of $1,892.61. Equipment Outlay and Request Forms for DOES: • Lift gate for vehicle #125 in Wastewater Treatment Division in the amount of $4,150.00. • Tandem dump truck for Water Division in the amount of $114,618 • Five replacement computer systems and one new computer system for Water Division in the amount of $8,476.

Received copy of Monthly Financial Report for the month ending 3/31/21 from County Auditor, per O.R.C. 319.05.
