For those of you whose children have attended our school in the past, we are so glad to have you returning. For those of you whose children are just entering Edith Wolford, we are pleased to have you as a part of our school community and know you will find it an incredible place. In order to better ensure a positive year for you and your child(ren), we encourage you to take the time to read through this handbook and discuss relevant points with your child(ren). From experience, we know that you and your student(s) will have a more successful year if everyone is familiar with and understands school expectations. Please review District 20’s Return to School Plan as it pertains to COVID-19 safety protocols and updates. All of Edith Wolford Elementary handbook information is subject to change based on the District 20 Return to School Plan and any Executive Orders of the Governor, as well as orders or guidance from the Colorado Department of Public Health and Environment (CDPHE) and El Paso County Health (ELCPH). The district and Edith Wolford Elementary adhere to guidance from these organizations. I look forward to seeing all of you in the coming weeks. Troy Harting…………………………………..…….…..….USAFA Liaison Mr. Tom Gregory………………………………………..........Superintendent Public school students have certain rights guaranteed by the constitution and laws of Colorado as well as the United States of America. These rights are not the same as adults because the school is a special setting. The law provides that school officials need flexibility to control student behavior in the schools and at school activities, even for actions that occur off- campus, on weekends or during the summer, if the actions threaten to carry over to students or staff at the school. However, students do have numerous protections from undue censorship, arbitrary actions of school employees and elected officials, and unlawful search and seizure, among other things. This handbook informs you of your rights and your responsibilities as an Academy District 20 student. It will help you be a successful student/citizen in the district. Please read it carefully and ask questions of your principal, your counselor, or your teachers if you do not understand. 4
GENERAL SCHOOL INFORMATION Attendance Policies, Procedures & Illness Guidelines • Regular and prompt attendance at school is extremely important to academic success. • Students with one or more of the following will be excluded from school until symptoms have resolved: o Temperature of 100.4 Fahrenheit or higher. Temp must be normal for 24 hours without aid of medications before returning to school. o Flu-like symptoms – should be free of symptoms for 48 hours before returning to school. o Abnormal color/consistency of nasal or eye discharge. o Uncontrolled or unusual cough. o Lung or nasal discharge. o Vomiting two times within 24 hours or has additional symptoms (i.e. fever, diarrhea, abdominal pain, etc.). Parents and/or legal guardians have 48 hours to call in the reason for an absence, after which the student’s record will indicate an “unexcused.” Unexcused absences are recorded as a “truancy” on the student’s permanent attendance record. 5
• For pre-arranged absences, parents should send a note to the teacher AND a note to the office indicating the days the student will be out and the reason for the absence. Before/After School Child Care • Our school contracts with the YMCA to provide before school, after school, and days-out care for our students. • The YMCA child care staff at Wolford handles the scheduling, billing, activities, snacks, etc. • Students must be registered with the YMCA before students can attend their program for the first time. • Students enrolled in the YMCA child care program must follow the conduct guidelines outlined for all Wolford students while at our facility. (Example: Carol, B1 & Mary, C5) • Parents may deposit money into students’ lunch accounts online at the Pay For It website at: https://www.payforit.net/ to pay for meals online. You may also go through the district website - click on the Parents tab, then on the Menu button and then click on “Pay for Meals Online” on the left-hand side. Charges: • When your child has one lunch left on his/her account, his/her hand will be stamped with “last lunch.” • When a child has no lunches left and no sack lunch, he/she will be allowed one charge at a time (limit of two charges) with parent approval. • A pink note will be sent home to remind parents money is due the following day. • If a child owes a charge, and a parent cannot bring in money or a sack lunch that day, the child may select items from the salad bar. ** Amounts left over on your child’s account at the end of the school year can be refunded, carried over to the following year, or transferred to your child’s next District 20 school. Building Access for Parent and Visitors At all District 20 schools, equipment has been installed to better monitor who is in the school building. Upon arrival at the school, parents/visitors will be required to ring a bell or buzzer and will only be allowed in the building after a school staff member remotely opens the door. Then, visitors will sign-in at the front office and receive a visitor’s or volunteer’s badge. For the protection of all, you must identify yourself when requested by school authorities: in the school building, on school grounds, on the bus, at the bus stops, or at school activities, including off-campus activities. Character Virtues Edith Wolford Elementary believes in and teaches ten core principles of behavior: PERSERVERENCE, RESPONSIBILITY, COURAGE, HOPE, RESPECT, INTEGRITY, CITIZENSHIP, EXCELLENCE, COMPASSION, and HONESTY. Each month students who have modeled one or more of the core virtues are recognized at an all- school assembly. Parents will receive a note or phone call to let them know if their child(ren) will be recognized. 7
Community-Based Programs held at Wolford • Groups interested in renting our school facility must make arrangements with our school office by completing the necessary forms at least one week before the scheduled activity is to take place. • Groups must first be approved by the District. • School functions take priority over community scheduled activities. • Activities scheduled on inclement weather days may be cancelled at the discretion of school administration. • Activities scheduled on emergency weather school cancellation days must also be cancelled. Homeless Students Notification Specific rights and protections are ensured to parents, children and youth experiencing homelessness as defined under the McKinney-Vento Homeless Assistance Act. For more information about services for homeless students, refer to administrative policy JFABD or contact the Homeless Liaison – Rachel Lake at (719) 246-0098 or (719) 234-8754. Inclement Weather Website/20Alert: District 20 will post district cancellations, delays, or early releases on the district website. A 20Alert notice via email and text will also be sent out to inform parents, who have signed-up for service. TV and Radio Stations: District 20 notifies the major television and radio stations when there are school cancellations, delays, or early dismissals. School Cancellation: • If the decision is made to cancel school, local radio and television stations will be informed by District 20 officials usually before 6:00 a.m. • Stations will announce that Academy District 20 is closed for the day. • The District website will be updated to reflect the school closure for the day. Delayed School Start: • When adverse weather conditions appear to be developing in the morning, the superintendent has the right to delay the opening of school for two hours. This means classes at Wolford will begin at 10:45 a.m. • Buses will run two hours later than their regular scheduled pick up times. • A final decision as to whether schools will be opened or closed will typically be made prior to 8:00 a.m. on days when there is a delayed start. 8
Early Dismissal: Parents are encouraged to monitor TV and radio stations as well as the District website on adverse weather days in case a decision is made to close schools early. • If school is in session when a storm develops, a decision may be made to send students home early by around 10:30 a.m., if possible. • Radio stations will announce early dismissal times and a 20Alert message will be sent. • Please make plans on where your child will go on these types of days. Talk with your child regarding specific procedures to follow on an early dismissal day. • Complete the early dismissal form that indicates the plan for your child if this situation arises. Return the form to the classroom teacher. This will inform the school as to whether the child will be picked up or ride the bus home during an early release. Parents Picking up Students on Any Storm Day: • If parents feel the weather is bad enough, they may pick up their child at any time. The adult, if not the parent, must be listed as an emergency contact or parents will need to call the office to allow permission for the adult to pick-up their child. • The school maintains a log of children who are picked up early and who picked them up. Snow Days Make-up Days: District 20 builds-in Snow Days into the calendar each year to allow for Colorado’s adverse winter weather. In early May, the Board of Education determines the final day for students based on the number of delays and cancellations used for the year. Indoor Recess: • In case of extreme weather conditions (20˚ F or below), students will be kept inside the building for all activities. • If the temperature and conditions permit, students will go outdoors. Please ensure that your child is prepared with proper clothing. Parties and Celebrations • Please notify your child’s teacher of any specific food allergies. • Refreshments for parties are planned in advance by teachers and assisting parents. • In order to keep all of our students safe, especially those with life-threatening allergies, teachers must be consulted prior to any party plans and/or refreshment plans – including birthday treats. 9
• Birthday treats should be nutritious in nature and mindful of any life- threatening allergies of students in the class. Following school health and wellness goals, non-food treats are encouraged. Contact your child’s teacher for suggestions of non-food treats. • Birthday treats should be brought the last 30 minutes of the school day unless other arrangements have been made with the teacher. • Private party or other party invitations are not to be passed out during school hours or placed in Friday folders. They may be passed out at dismissal time by the student. Pets at School Student and staff safety is our biggest priority at Edith Wolford. All children will either wash their hands or use provided hand wipes after eating snacks and lunch. We ask that treats brought in for special occasions, such as a birthday or a classroom party, be store bought with ingredient labels attached in order to ensure the health and safety of students with food allergies. Behavior Incident Forms will be prefaced with a phone call home from a Wolford staff member. A copy of the Behavior Incident Form will be sent home. For more information on student code of conduct, please consult the latest version of each administrative policy at https://www.boarddocs.com/co/asd20/Board.nsf/Public. Evaluation Students have the right to be evaluated fairly. Grades, progress reports, and other forms of evaluation should be based on requirements that are clearly set forth by teachers and they should be applied fairly to all students. Free Association 14
Students are generally free to associate with groups of your own choosing. However, any group, school-sponsored or not, that acts to interfere with the rights of others, or disrupt the educational process, may be subject to disciplinary actions by the school officials or appropriate law enforcement agencies. Math Fact Fluency It is imperative for students to become fluent in the basic math facts so they can be successful problem solvers and mathematicians. Parents and families can support this fluency with regular practice of math facts in a variety of ways – games, flash cards, and/or online resources. Respect for Property Students are expected to treat all property with care and respect. This applies to property of the school, private property brought to school by school staff or other students, and to property surrounding the school. Neither the district nor the school is responsible for loss, damage or theft of personal property. Toys at School Students are discouraged from bringing toys, games, and other small items to school. Items brought to school often become distractions to the student who brought them and to those around him/her. If toys, including trading cards, are brought to school and become distracting or disruptive to the learning and/or school environment, toys may be taken from your child and you may be contacted to pick them up. The school cannot be responsible for any lost, broken, or stolen items. 15
SCHOOL COMMUNICATION Concerns • If there is a concern, please contact the classroom teacher, administration, or the appropriate Wolford staff member. Parents are asked to first contact the child’s teacher regarding concerns about their students’ class work, policies, behavior, etc., before requesting to speak to a school administrator. • Procedures for filing suggestions and complaints are intended to increase communication and to resolve conflicts respectfully and equally. • In each and every case, a complaint must initially be filed at the lowest level, which should be interpreted as the person who is directly involved and can, with the most ease, expeditiously address the issue. Friday Folders • Folders are sent home every Friday with each student. • The folder may contain completed class work, field trip notices, artwork, lunch menus, school-wide communication (newsletters, upcoming events, etc.). • In the interest of conservation and expense, many school-wide notices will be sent home only with the youngest child attending school in each family. • Parents are asked to carefully review all materials/information in the folders, sign and make comments in the space provided, and have the child return the folder to the teacher the next school day. • Only information about school and/or district sponsored and approved activities and events may be sent home in Friday folders. Please check the community board near the school office for information on other events. Parent Teacher Organization (PTO) Membership and Meetings • Parents with children attending Wolford are automatically members of the PTO • There are no membership fees or dues. • PTO updates are published monthly in the school newsletter. • Meetings are held monthly, on the second Thursday at 9:00 a.m. at R & R Coffee Shop on Black Forest Road (Check the Wolford Newsletter calendar or PTO information board for specific dates, times, and location.) • PTO information board is located in the cafeteria hallway. • ALL parents are invited and encouraged to attend and take an active part. PTO Objectives: To promote safety and welfare of children in the home, school, and community. 17

PTO Officers: Co- Presidents: Raina Seabaugh and Theda Stone Vice President: Sylvia Moreau Treasurer: Jessica Renaud Secretary/Historian: Kristin Berkheimer School Accountability Committee (SAC) The SAC meets quarterly and works with school staff in development of goals for the improvement of education and educational achievement at Wolford. All parents are encouraged to participate on SAC. Volunteers • School volunteers are welcome and appreciated at Wolford and asked to sign in on the yellow register in the office and pick up a volunteer badge. • The primary purpose of volunteers is to assist teachers/staff and enable them to give our children a better education. • Contact your child’s teacher, PTO, or the school office if you wish to volunteer in any capacity. • An orientation is required for all new volunteers. An online review will be provided for all returning volunteers. • Background checks are also conducted on volunteers. PARENT RESPONSIBILITIES Family Educational Rights and Privacy Act (FERPA) The district protects the confidentiality of student records in accordance with the FERPA. Therefore, without written consent from a parent or guardian, we do not disclose personally identifiable information from a child’s education records unless disclosure is covered by one of the exceptions in FERPA (see administrative policy JRA/JRC). If you wish to allow a third party (for example, a step-parent) access to personally identifiable information from your child’s education records, please contact administration to request a third-party consent form. Each parent or guardian must complete the form and have his or her signature notarized. Return the notarized forms to administration. The permission will be effective until a parent/guardian revokes permission in writing and submits the revocation to administration. 18
Arriving Tardy & Leaving Prior to Dismissal The school day begins at 8:45 a.m. It is important that students arrive at school on time each day, as the beginning of the day is when teachers explain the schedule for the day, collect important papers, take attendance, and lunch count, etc. Students arriving after 8:45 a.m., must be accompanied by a parent into the school to be signed in at the front office. A child dropped off without a parent will have an unexcused tardy appear in the student’s attendance record. Parents must come to the office to sign students out on the register when students need to leave early for appointments. At that time, office staff will call the student to the office. Students Withdrawing/Transferring • The school office must be notified as soon as possible when a student is transferring or withdrawing from the school. • School staff will complete withdrawal procedures and forms. • Students must return all school books/materials at the time of withdrawal. A financial charge for unreturned school books/materials will be assessed at the time of departure. • Student records will be sent to the new school once a request from that school is received by school staff and any outstanding financial obligations have been met. TRANSPORTATION Bicycles • A child should wear a helmet when riding to and from school. • Many routes to Wolford are hazardous due to the lack of adequate shoulders on the sides of the roads. Thus, parents who give permission for their children to ride bicycles to school are responsible to train their child(ren) in safe riding behavior. • Parents are responsible for their child’s safety on the way to and from school. • The school assumes no responsibility for bicycles while on school grounds. • Bicycle riding during school hours is not permitted. Bus 19
In District 20, we believe the school bus is an extension of the classroom. Therefore, the same rules apply. The school bus is not an extension of the playground, lunchroom, or the hallways. Students who ride the bus in the afternoon are not considered out of school until they leave the bus at their assigned bus stop. The bus typically has twice the number of students than a classroom. In Colorado, school bus transportation is a privilege. There is no state requirement for school districts in Colorado to provide bus transportation for regular education students. Consequently, if a student repeatedly or seriously disregards the safety guidelines, they could lose their bus riding privileges. As we are in the business of providing a service to the community, we will work hard with parents to resolve issues as they arise. • Transportation to school is not a legal responsibility of the school district. Bus transportation is a privilege, and it is expected that the privilege be appreciated by those who benefit from it. • To enhance safety on school buses, video and audio recording devices have been installed and may be in operation at any time. • Bus students who want to walk to/from school or ride a different bus to/from school must have parent/guardian permission in advance through the school office. • School phones are for emergencies only. Students must make arrangements to go to a friend’s house at home before coming to school. • Students riding a different bus must be issued a bus pass by the school office and is allowed on a space-available basis only. • Anyone having a question regarding bus service may call Transportation at 234-1410. Anyone having a problem regarding any portion of the bus service may fill out a Transportation Complaint form (available at the school office) or call Transportation at 234-1410. 20Ride Transportation Passes: Academy District 20 charges for transportation services. Students will exit the car on the curb side. • In the afternoon, parents will wait in line and pull up as cars leave. When your car is toward the front of the line, a staff member will open the door and the student will enter the car. • For the safety of ALL our students, we ask that parents in the cone zone stay in their cars and wait for a staff member to assist the child(ren) getting in and out. • Parents who choose to get out of the cars must park in a designated parking space and wait for students outside in the front of the school. Please use one of the two crosswalks when walking between the school and your car. • Parents should not park or wait in their cars in any fire lanes or along the north side of the building. • Please be aware of the two crosswalks in the Kiss and Drop area. For the safety of those crossing, ensure that your car is not blocking these crosswalks. • Students not picked up on time, may be taken to the YMCA and parents will incur charges for that time. 22
