DOVER AREA SCHOOL DISTRICT 2015-16 1:1 Device Program Handbook It is the mission of the Dover Area School District to create a caring environment that gives all students the opportunity to achieve their fullest personal and academic potential in order to become productive and responsible citizens.
Background Information The focus of the 1:1 Device Program in the Dover Area School District (DASD) is to provide current tools and resources to the 21st Century Learner. Excellence in education requires that technology be seamlessly integrated throughout the educational program. Increasing access to technology is essential, and one of the learning tools of 21st Century students is the iPad mini. The individual use of iPad minis is a way to empower students to maximize their full potential and to prepare them for post-secondary education and the modern workplace. According to studies and school reports, students who use a computing device in a one-to-one (1:1) education environment are more organized and engaged learners, attend school more regularly, advance their knowledge and understanding of technology, and become constructors and designers of information and ideas. The iPad mini is a “next generation” device that makes learning more engaging and accessible. Learning results from the continuous dynamic interaction among students, educators, parents/guardians, and the extended community. However, technology immersion does not diminish the vital role of the teacher but transforms the teacher from the director of learning to a facilitator of learning. Effective teaching and learning with iPad minis integrates technology into the curriculum anytime, anyplace. Why use iPad Minis? 1. iPad minis represent a new “space” in technology: This space is between the mobile space (phones and iPods) and the portable space (laptops and netbooks). This “space” is expanding every day. 2. Personalize learning: it is widely recognized the 1 to 28 one-way knowledge-transfer model is fast becoming redundant. As teachers and lectures begin to create new ways of tackling this issue, the iPad minis could play a useful role in this transformation. 3. Low maintenance: the iPad mini needs little if any maintenance and installing “apps” is simple, quick, and easy – there is less need for technical support. 4. It is a blank canvas; the iPad mini is a tactile and engaging handheld device which could transform the way young people learn 5. Instant-on and all day battery: it’s possible to get on the internet instantly. 6. Auto-save: Apps on the iPad mini save automatically. No more excuses like “I forgot to save my homework!” 7. Contextual Learning: the iPad mini is an “anywhere anytime” learning device. This makes it ideal for projects and learning which take place out of the classroom. 8. Goals for Student Users • To increase students’ productivity in and outside the classroom when completing assignments, projects, and other activities as assigned by teachers. • To capitalize on the convergence of academic resources such as textbooks, scholarly sources, content rich media, applicable apps, and best practices. • To facilitate mobile learning across the school campus and beyond. • To promote leadership in one’s own learning by establishing access to educational resources and providing a host of tools to craft information in ways that support specific curricular areas. • 1 Receiving an iPad Mini 1. Each student will receive an iPad mini, cover, and USB cable/AC charger. 2. Parents/guardians and students must sign and return the Acceptable Use Policy (AUP), hold harmless agreement, and technology fee documents before an iPad mini is issued to the student for home use. 3. iPad minis will be labeled in a manner specified by the district; this will include the serial number. 4. The iPad mini is the property of the Dover Area School District and as a result may be subject to inspection at any time. The student should have NO expectation of privacy of materials found on an iPad mini or a school supplied or supported email service. 1.2 Returning an iPad Mini 1. iPad minis and all DASD accessories will be returned upon request of the District. 2. iPad minis and all DASD accessories will be inspected at the close of the school year to be checked for serviceability. 3. Seniors will return iPad minis and all DASD accessories as requested. 4. iPad minis must be returned immediately when a student: a. transfers out of the district b. is expelled c. terminates enrollment for any reason d. or fails to abide by the Acceptable Use Policy (AUP). 2015-‐16 DASD iPad Mini Handbook Rev Final 3
1.3 Technology Fee Agreement ANNUAL TECHNOLOGY FEE AGREEMENT In order to prepare students for the 21st century and be competitive in their future workplace, a Dover Area School District student’s educational experience will now include an iPad mini as a digital tool for learning. The payment of the technology fee and completion of this agreement will allow your child to be issued an iPad mini as a personal learning device in school and/or at home. Students will be expected to complete assignments requiring the use of technology at school and in their home. Internet access is not required for at home assignments that would be graded. Cash, check, or money order may be used to pay the annual fee. The annual technology fee is $35.00 per iPad mini, with a family maximum of $105.00 for multiple students. Technology Fee Coverage • The annual technology fee affords students the opportunity to use the iPad mini at school and at home. The fee covers a one-time iPad mini, charger, or cable replacement in the event of theft or damage. • The fee does not cover outright loss of the iPad mini, charger, or cable. • Intentional mistreatment resulting in malicious damage to the iPad mini that is caused by the assigned student user will result in disciplinary action to include the repair or retail replacement cost (not less than $379) of the device, as well as potential police involvement. A parent and student conference will be held with the principal, or designee, to review the incident and determine a plan for future use. • By declining, or opting out, of the benefits for participation in the program, your child will not be able to use the iPad mini off district property. Your child will still have the same educational opportunities of using the technology during the school day. You also agree to pay the repair or retail replacement charge (not less than $379) for any damage caused by your child when using the device in school. • In the event of an incident, any applicable charges must be paid before a replacement iPad mini is issued. 2015-‐16 DASD iPad Mini Handbook Rev Final 4
Incident Reporting Procedures In School Damage • When damage occurs in school the student should report the problem immediately to the classroom teacher, or to the principal’s office. Our in-house technician will evaluate the damage. If the damage requires repair and is the first incident for the child, the issue will be recorded and the repair or replacement will be initiated. Parent notification will be made as an alert to the future charges and student use of the iPad mini. Additional repairs will result in the assessment of charges and parent notification as indicated above. A copy of the report delivered to the building principal’s office within ten (10) business days of the incident or discovery of the theft. Failure to comply with reporting requirement will result in a charge for the full replacement cost of the iPad mini (not less than $379). Misuse/Neglect • The assigned student, parent, or a district employee will report damage resulting from negligence or intentional misuse to the principal’s office--whether the damage was during or outside of the school day. A parent conference will be held to review the incident and the resulting discipline and charges will be assessed. Please keep in mind that the technology fee specifically states that it does not cover intentional misuse or negligence. • Negligent damage should be the remote exception. This type of damage is not limited to the screen, but impacts multiple internal and external areas of the device. Examples of negligent damage may include but is not limited to, writing on the screen, scratches/etching on the screen or casing, and obvious signs of heavy impact from throwing the device. 2 Care of an iPad Mini Students are responsible for the general care of the iPad mini they have been issued by the district. iPad minis that are broken or fail to work properly must be reported to the school office for an evaluation of the equipment by our in-house technician. Care must be taken to protect the screen. Students are responsible for anything done using their assigned iPad mini or their login. iPad minis are the property of the district and all users will follow these procedures and the DASD Acceptable Use Policy. 2.1 General Precautions 1. While the iPad mini is considered scratch resistant, the iPad mini will scratch. Avoid using any sharp object(s) on the iPad mini. 2. iPad minis do not respond well to liquids. Avoid applying liquids to the iPad mini. The iPad mini can be cleaned with a soft, slightly water-dampened, lint-free cloth. Avoid getting moisture in the openings. Do not use window cleaners, household cleaners, aerosol sprays, solvents, alcohol, ammonia, or abrasives to clean the iPad mini. Use of unapproved cleaners may remove the protective film covering the face of the iPad mini. 3. Do not attempt to gain access to the internal electronics or repair an iPad mini. If an iPad mini fails to work or is damaged, report the problem to the classroom teacher or to the principal’s office. 4. There is no “jail breaking” of this device. – (altering the base operating system of the iPad mini) 5. Never throw or slide an iPad mini. 6. Cords and cables must be inserted carefully into the iPad mini to prevent damage. 7. iPad minis and district-provided cover must remain free of any writing, drawing, stickers, or labels that are not the property of the district. 8. Students may purchase their own cover if desired. 9. iPad minis have the ability to be remotely located. Modifying, disabling or attempting to disable the locator is a violation of the Acceptable Use Policy (AUP) and grounds for disciplinary action. 10. iPad minis have a unique identification number and at no time should the numbers or labels be modified or removed. 11. iPad minis must never be left in an unlocked locker, in an unlocked car, or in any unsupervised area. 12. iPad minis should be placed vertically in the top locker compartment or in a backpack/bookbag to avoid putting any pressure on the screen. 13. iPad minis must not be left in a vehicle or a location that is not temperature controlled. 14. iPad minis must be charged for school each day. This is the student’s responsibility. 15. iPad minis are assigned to individual students and the responsibility for the care of the iPad mini solely rests with that individual. 16. DO NOT ATTEMPT TO CONTACT APPLE SERVICE DIRECTLY FOR REPAIR QUESTIONS. PLEASE CONTACT THE SCHOOL OFFICE. 2.2 Carrying iPad Minis The protective cover provided with the iPad mini has sufficient padding to protect the iPad mini from normal treatment and provide a suitable means for carrying the device within the school. The iPad mini must be protected by a cover at all times. 3 Using an iPad Mini at School iPad minis are intended for use at school each day. In addition to teacher expectations for the iPad mini use, school messages, announcements, calendars, and schedules may be accessed using the iPad mini. Students are responsible for bringing their iPad mini to all classes unless specifically instructed not to do so by a teacher. 3.1 Charging an iPad Mini’s Battery 1. iPad minis must be brought to school each day in a fully charged condition. A USB cable/AC charger will be issued to the student for charging at home. 2. When charging at home on a computer, the iTunes preferences MUST NOT be set for automatic syncing. 3.2 Screensavers/Background photos While personalized screensavers or backgrounds are permitted, inappropriate or provocative images including but not limited to pornographic images, guns, weapons, inappropriate language, threatening language, drug, alcohol, or gang related images are not permitted and subject to disciplinary action. 3.3 Sound, Music, Games, Software/Apps 1. Sound must be muted at all times unless permission is obtained from the teacher for instructional purposes. 2. Students should provide their own headsets. 3. Playing music or games is only allowed on the iPad mini at the discretion of the teacher during the school day. 3.4 Using the iPad Mini Camera The iPad mini comes equipped with both camera and video capacities. As with all recording devices, it is best practice and common courtesy to ask permission before recording an individual or group and notifying the individual or group if the image will be posted online. Inappropriate use of pictures and video is a violation of the acceptable use policy and subject to disciplinary action. iPad mini cameras are never to be used in a locker room or restroom. 2015-‐16 DASD iPad Mini Handbook Rev Final 7
3.5 iPad Mini Naming The iPad mini must be named using your DASD school id number only. The iPad name is found under Settings – General – About - Name. Any iPad found named incorrectly will be disabled remotely and the student will need to speak with their building principal concerning reactivating the device. 4 Home Internet Access Parents/guardians, please take the necessary precautions for internet safety with your student! For more tips, please see the “Parents’/Guardians’ Guide for Student Use”. As part of our commitment to student safety, DASD provides internet filtering on the district’s network as well as cloud filtering for students when not on the district network. 1. Students are allowed to set up wireless networks on their iPad minis. This will assist them with iPad mini use while at home. Printing at home will require a wireless printer, proper settings on the iPad mini and the correct app. 2. All students should recognize and guard their personal and private information. While on the Internet, students shall not reveal personal information, including a home address or phone number, or the address or phone numbers of other students. 5 Managing files and saving work 5.1 Saving to the iPad mini 1. The iPad mini affords limited electronic storage space. As with all electronic files, it is good practice to back up, duplicate, or archive files to an independent storage space including the use of iCloud. 2. Students may save work to the iPad mini and/or to the district approved websites such as Google Drive/Docs, DropBox, etcetera. 3. Students may also email documents to themselves for storage on a flash drive or on a home computer. 4. Storage space will be available on the iPad mini—BUT will NOT be backed up in case of re- imaging. 5. It is the student’s responsibility to ensure that work is not lost due to mechanical failure or accidental deletion. 6. The Dover Area School District makes no guarantee, written or implied, that materials on the iPad mini, including student work, will be safe from deletion or corruption, accidental or otherwise. 2015-‐16 DASD iPad Mini Handbook Rev Final 8
5.2 Network Connectivity The Dover Area School District makes no guarantee that the district’s network will be up and running 100% of the time. In the rare case that the network is down, the district will not be responsible for lost or missing data. 6 Software/apps on the iPad Minis 6.1 Originally Installed Software/apps 1. The software/apps originally installed by the DASD must remain on the iPad mini in usable condition and be easily accessible at all times. 2. From time to time the school may add software/apps for use in a particular course. Deletion of personal apps may be necessary to accommodate instructional applications for school use. 3. Periodic checks of iPad minis will be made to ensure that students have not removed required apps. 6.2 Additional Software/apps Students may load extra software/apps on their iPad minis. In addition, teachers may require students to download free apps that are specific for that particular class. This is to be done at the direction and discretion of the teacher. 6.3 Inspection Students may be selected at random to provide their iPad mini for inspection. 6.4 Procedure for Reloading Software/apps If technical difficulties occur, illegal software/apps are found, or non-DASD- installed apps are discovered, the iPad mini will be restored from a backup or reset to factory default settings. When warranted, iPad mini use restrictions may be imposed as a consequence. DASD does not accept responsibility for the loss of any software/apps or documents deleted due to a re- format or re- image. 6.5 Software/app upgrades Upgrade versions of licensed software/apps are available from time to time. 7 Parent/Guardian Responsibilities 1. Talk to your child about internet safety and the standards that your child should follow in the use of the internet just as you do on the use of all media information sources such as television, telephones, movies, music, and radio. Please see additional information in the Frequently Asked Questions section. 2. Should you want your child to opt out of having an iPad mini to take home, you will need to submit a signed AUP document and hold harmless agreement. Your child will pick up and return an iPad mini from the school office each day for use during the school day. Students are responsible for following the Acceptable Use Policy and appropriate handling of the device during school. 8 Legal Propriety 1. Comply with trademark and copyright laws and all license agreements. 2. Ignorance of the law is not immunity. If you are unsure, inquire with the principal’s office. 3. Plagiarism is a violation of the DASD rules. Give credit to all sources used, whether quoted or summarized. This includes all forms of media on the internet, such as graphics, movies, music, and text. 4. Use or possession of hacking software is strictly prohibited and violators will be subject to DASD discipline. FREQUENTLY ASKED QUESTIONS 1. Does my child have to accept an iPad mini? If a parent/guardian does not want the child to take an iPad mini home, the parent may submit that request in writing to the office. In this case the student will need to check the iPad mini in and out of the designated location each day. 2. How is the District paying for the iPad minis? The iPad minis are being leased from Apple, Inc. for three years. At the end of three years, the District has the option to purchase the iPad minis for a nominal fee. It has not been determined what will be done with the iPad minis at that time. 3. As a parent/guardian, how do I monitor my child’s use of the internet? While your child is using the DASD network, there are filters available. When your child uses another network, the iPad mini does not provide filtering at this time. Please see the attached document entitled “Parents’/Guardians’ Guide to Student Internet Use” 4. What if we don’t have wireless internet at home? An iPad mini’s use is maximized with wireless internet. If a family does not have wireless internet, a student may use the iPad mini at school, at the public library, at local businesses with wifi capabilities, or wherever wifi is available. Arrangements can be made for the student to be at school outside of normal school hours by contacting the office. 5. Can students buy their own cover? Yes, be aware that covers have different capabilities. Some covers (sometimes called “smart covers”) are magnetic and can turn the iPad mini on and off, others cannot. The choice of cover may affect the battery life. 6. Can a student download apps or music? Yes and no, the iPad mini is intended for educational purposes and is a school owned device; therefore, apps and music may be downloaded as long as they are not interfering with the educational environment, are deemed school appropriate, and meet the other policies of DASD. If space becomes an issue, items such as music must be deleted in order to allow the student the ability to do his or her schoolwork. 7. Can an iPhone charger work on the iPad mini? Chargers for an iPhone will work to charge the iPad mini. However, the iPhone charger will take a longer time to charge because it draws 1 amp and the iPad mini charger draws 2 amps. Please plan accordingly. 8. Will students keep the iPad mini for the summer? Still to be determined 9. Can a student use a personal iPad mini at school? Parents' Guide to Student Internet Use The Dover Area School District recognizes that with new technologies come new challenges to both teachers and parents. Below is a series of suggestions drawn from a wide variety of professional sources that may aid you, the parent, in effectively guiding your child’s use of the iPad mini. 1. Take extra steps to protect your child. Encourage your child to use and store the iPad mini in an open area of your home, such as the kitchen or family room, so you can monitor what your child is doing online. Use the Internet with your child to help develop safe searching habits. Children often model adult behavior. 2. Go where your child goes online. Monitor the places that your child visits. Let your child know that you're there, and help teach her/him how to act as s/he works and socializes online. 3. Review your child’s friend’s list. You may want to limit your child’s online “friends” to people your child actually knows and is working with in real life. 4. Understand sites' privacy policies. Internet sites should spell out your rights to review and delete your child’s information. 5. Limit the time your student is on the iPad mini. While the iPad mini is a very engaging device, it is a school work device. Care and constant monitoring will reduce your child’s exposure to excessive use. 6. Report unwelcome or malicious online threats. Report in a timely fashion to the school any online interactions that can be considered threatening. 7. Help your child develop a routine. Many parents have found success by helping create a routine for their child’s computer use. Define a routine as to how the iPad mini is cared for and when and where its use is appropriate. 8. Take a look at the apps or programs. It is to the advantage of the students, parents, and school that the parents have a working understanding of the programs and student work found on the iPad mini. 9. Read and share with your child the DASD iPad mini Procedures and Information Guide. Student Pledge for iPad Mini Use 2015-2016 • I will use my iPad mini in ways that are appropriate, meet the expectations of the Dover Area School District, and are educational. • I will use appropriate language when using e-mails, journals, wikis, blogs, or other forms of communication. I will not create, or encourage others to create, discourteous or abusive content. I will not use electronic communication to spread rumors, gossip, or engage in activity that is harmful to other persons. • I understand that my iPad mini is subject to inspection at any time without notice and remains the property of the Dover Area School District. • I will follow the policies outlined in the iPad mini Handbook and the Acceptable Use Policy while at school, as well as outside the school day. • I will take good care of my iPad mini. • I will never leave my iPad mini unattended. • I will never loan out my iPad mini to other individuals. • I will know where my iPad mini is at all times. • I will charge my iPad mini’s battery daily and arrive at school with my device charged. • I will keep food and beverages away from my iPad mini since they may cause damage to the device. • I will not use of the iPad mini camera to take and/or distribute inappropriate or unethical material • I will not disassemble any part of my iPad mini or attempt any repairs. • I will not place decorations (such as stickers, markers, etc.) on my iPad mini or provided case. • I will not deface the serial number on any iPad mini. • I will file a police report in case of theft, vandalism, and other acts covered by insurance as well as report to the administration of my building. • I will be responsible for all damages or loss caused by neglect or abuse. • I agree to return the iPad mini, case, and power cords in good working condition. • I will keep my iPad mini named with my student id. • I agree to the stipulations set forth in the above documents including the 1:1 Policies and Procedures, the Acceptable Use Policy, the iPad mini Insurance Agreement Form, and the Student Pledge for iPad mini Use.
