Short-term Amendments Shippers can begin submitting amendments for the next month at 11am, 4 business days before the end of the month We receive amendments throughout the month for the current month, but we receive multiple amendments requests by various shippers at 11am for amendments affecting the following month We analyze all the amendments submitted together in a batch process because it helps us give shippers the most capacity. Unfortunately, this approval process is time consuming and can take several hours to complete. We follow tariff guidelines of First Come, First Serve 34 March 2, 2021
How We Review Amendments 1 We start with the available capacity • If there has been no new contract prior to 11am, then this is the same capacity posted online 2 We begin by analyzing the first RFS submitted (first in queue) and work our way through the queue to the last RFS submitted (last in queue) • If there is enough available capacity, we accept the RFS • If there is no available capacity, we reject the RFS • If there is some available capacity, we provide shippers with their options so they can submit a Copy Forward 35 March 2, 2021
Best Practices Unless you are shortening your path, there is no way to guarantee that you will get the capacity you’re requesting* *Assuming there is ample MAP capacity How can shippers improve their odds? Submit requests as soon as possible after 11am Prioritize the order in which you submit your requests Are you completely changing your path? If so, submit it first. Are you trying to extend your path through a constrained area? If so, submit it first. Are you just shortening your path on a contract? If so, submit it later. Are you amending an interruptible contract? If so, submit it last. Submitting a request even ONE second after another shipper can impact the outcome for the request 36 March 2, 2021
Things to Keep in Mind Things change from month to month. Just because a shipper’s amendment is approved one month, doesn’t mean it will be approved next month • Starting capacity may be different • Other shippers can change their amendments • Other shippers may submit their requests earlier No shippers can control any of the factors listed above • The best thing each shipper can do is get their requests in quickly so that they are as high in the queue as possible An expanded version of this training is available at QuestarPipeline.com 37 March 2, 2021

Capacity postings are available at: https://www.questarpipeline.com • Informational Postings – Capacity – Operationally Available o Here you will find daily available capacity which follows the end of each cycle. Ending volumes include activity from the cycle such as cuts and allocations. What points were constrained during the cycle in question? This can be found at: www.questarpipeline.com • Customer Activities – Customer Support o Scroll down, and on the right-hand side of the screen you will find “Constraint Points”, from there click on the pipeline in question to see up to date allocations. 56 March 2, 2021
FAQ’s What do you do if you cannot see your nom from the Nomination Submission screen in the Nomination Maintenance screen? • In nom submission, change any nominations that did not make it to nom maintenance by at least 1 dth. Balance all paths/ups/downs, then submit the nomination. If this does not work, call the scheduling hotline. How can I tell where a cut was made? • The best way to verify where a cut originated is in Nom Maintenance. In the path, select the nom in question. Either the Upstream or Downstream side will have CPR (Confirming Party Reduction) as the reason reduction code, along with EDI browser or the User ID of the person who made the cut. This is the location where the cut originated from, and the other side will have a PBL (Path Balancing) as the reason reduction code to balance out the nomination. 57 March 2, 2021
