I DIGITAL TRANSFORMATION PROJECTS, PROCEDURES AND SERVICES FOR CITIZENS Ministry of Agriculture and Rural Development 1 Countryside at a Click. Contract farming to reduce agricultural intermedia- tion, helping to preserve the income of small and medium-sized producers and guarantee food supplies in the context of the health emergency declared by the COVID 19. Twenty-nine entrepreneurial e-commerce platforms have been set up to facilitate and reduce producers' trading costs. https://www.minagricultura.gov.co/Paginas/El-Campo-a-un-clic.aspx 2 Rural Registration. Registration of the productive activity of our country to facilitate the definition of differentiated public policies and have an institutional offer tailored to the needs of producers. Its purpose is to formalize the activity of agricultural production, promote financial inclusion, and facilitate the granting of credits, subsidies, incentives or state support to agricultural and rural activities. The project is currently being implemented and its progress, as of 19 August, is 21% for phase 2, which is scheduled for December 2020. Land Restitution Unit - URT 3 Electronic Demand Automation. This IT tool seeks to file claims electroni- cally, eliminating physical filing; thus, it aims at the massification of the electronic claim for restitution before the judges, through the interoperability through web services between the URT and the Superior Council of the Judiciary and the creation of an electronic file. It is expected that the time in the filing of each claim will be reduced from an average of four hours to just a few minutes, thus eliminating the need for on-site visits and speeding up the process. All territorial bodies (16) have implemented automation. During the quarantine 196 electronic claims were made with 262 requests. The project is currently in the implementa- tion stage (75%). 4
I DIGITAL TRANSFORMATION PROJECTS, PROCEDURES AND SERVICES FOR CITIZENS National Aquaculture and Fisheries Authority - AUNAP 4 Automation of procedures. The entity has 14 fully digitalized procedures, by means of a digital form, allowing its users to carry out the entire process online, including the PSE payment service. Currently, they are making progress with the development of the Portal so that citizens can follow up on their applications. Procedures related to permits for small-scale commercial fishing, industrial commercial fishing, commercialization of fishing products, research fishing, fishing patents, boat replacement, authorization for restocking and/or rescue, transfer and release of fishing resources in Colombia's inland waters, among others. https://aunap.analitica.com.co/AZDigital/ScriptPersonalizados/Formularios/ FormularioSolicitud/form.html National Land Agency - ANT 5 Strengthening of RESO (Registry of Ordering Subjects). This initia- tive aims to optimize the performance of the RESO process by implementing improvements in the Integrated Land System - SIT and strengthening operational capacity; in other words, optimizing the process of land titling and formalization procedures through interoperability with other entities. It is currently in the formulation stage (80%). Agrarian Bank 6 MoviAgro. Automation of the credit process and the analysis stage of its management process for the small agricultural producer segment, with assets under 145 S.M.M.L.V. It is currently in the implementation stage (60%). 5
I DIGITAL TRANSFORMATION PROJECTS, PROCEDURES AND SERVICES FOR CITIZENS 7 MoviCuenta. Virtual product, which works through Agrarian Bank's App and from which individuals can open a simplified account, as well as make transfers, withdraw cash and pay for the bank's products. The project has been completed. During the pandemic, 224,637 accounts were created, of which 206,159 are for young people in action and 18,478 are for individuals. There were 144,146 transactions worth $27 billion through PSE, and 37,005 interbank transactions worth $13.7 billion. 8 Own Market Place. Implementation of a platform that will allow the pur- chase and sale of agricultural products from the small and medium producer, generating funding to the Bank through a closed ecosystem, in which all custom- ers of the platform have accounts in the entity and, therefore, all transactions will be 100% digital. The project is in the testing certification phase. Colombian Agricultural Institute - ICA 9 Automation and rationalization of procedures. Automation of all the entity's procedures. The registration of establishments has been automatically simplified, going from 15 procedures to one, reducing the time of the process from 105 days to hours. Likewise, product registration has been reduced from 330 days to 15 days. http://tramites.ica.gov.co/raw/login 10 SNIITA (National System of Information, Identification and Tracea- bility of Animals) - Creation of the Integrated Data Model of the Livestock Sector. Harmonization of three information systems (SIGMA, SAGA- RI and SINIGAN) related to the articulation of guidelines for mobilization, control of vaccination cycles and identification of bovine and buffalo cattle, in order to generate, with unique, timely and reliable data, quality statistics and traceability schemes to improve the competitiveness of the sector. 6

It allows the rural producer to request an analysis of his soil and through the use of Artificial Intelli- gence, receive recommendations. Through Efecty - Servientrega the farmer sends his sample to Agrosavia and there, it goes through a drying, identification and sampling process. Specialized teams are responsible for digitalizing this infor- mation, which is then analyzed by the AI algorithm (Watson IBM), which, at the end of the prediction process, sends the recommendation to the farmer. The farmer has access to a portal that allows him to see the status of the process of his sample and download his respective report. More than 14,000 soil samples have been generated for crops, of which 8,000, belonging to 2,000 users, have gone through AI. Governments, municipalities and rural producers have access to this service, which has analyzed coffee, cane and cocoa crops, among others. https://www.agrosavia.co/media/3795/proyecto-suelos-efecty.pdf Agricultural Rural Planning Unit - UPRA 12 SIPRA (Agricultural Rural Planning System). Digital ecosystem consolidating actors, policies, process, technologies, services, information systems, information and data, which strategically aligned seek a per- manent digital transformation in agricultural matters and rural development. 14 SIGRA (Agricultural Risk Management System). Platform providing tools for decision-making and guiding actions and policies for the prevention, adapta- tion or reduction of the effects of the different risks affecting the agricultural sector. II DIGITAL TRANSFORMATION PROJECTS, PROCEDURES AND SERVICES FOR CITIZENS Ministry of the Environment and Sustainable Development 1 Green business app. Mobile application developed for Android (soon for iOS) which aims to promote green and sustainable businesses approved by the Minis- try and the environmental authorities, which works as a guide to offer products and services. Since the launch of the beta version, 250 downloads have been made, 7,852 visits have been made and it has information on more than 800 busi- nesses oriented towards the COVID-19 emergency. The Agile service will be accompanied by the updating of its technolo- gy for the standardization and access to the management of regulated proce- dures in the Colombian environmental sector (complaints, permits, authorizations and environmental licenses), as well as the communication and interaction between the actors participating in one way or another in the recovery, conserva- tion, protection, organization, management, control, use and exploitation of the natural resources and the environment of the Nation. This solution guarantees agility in procedures, unity of criteria, reliability and transparency, integrating the environmental authorities of all regions of the country, in order to establish a virtual, transparent and efficient national one-stop shop for environmental proce- dures. During the first half of 2021, the procedures for the Concession of Under- ground Water and Discharging Permits will be updated and standardized. 9

Institutional repository in the RedCOL platform turning available the national scientific production in networks and international initiatives of scientific documentation. Currently, it has 57 institutions linked through universities, institutes and research centers to the different regional of the country that have scientific information products, consolidating to date 124, 380 research products that are available in RedCol’s technological infrastructure and is regularly updated to give visibility to new research products. http://redcol.minciencias.gov.co/vufind/ 11

IV DIGITAL TRANSFORMATION PROJECTS, PROCEDURES AND SERVICES FOR CITIZENS Ministry of Trade, Industry and Tourism 1 Simple State Strategy, Agile Colombia. An inter-administrative agree- ment between the Ministry of Commerce, Industry and Tourism and the Superin- tendence of Notaries and Registry - SNR, which seeks to encourage and promote the expansion of the electronic filing application in cities and notaries' offices (a total of 13 offices and 194 notaries' offices as of 31 December 2020), in addition to those already proposed by the SNR in its schedule for 2020. There is also an inter -administrative agreement between the Colombian Agricultural Institute (ICA) and the Ministry of Commerce, Industry and Tourism (MinCIT) to combine human, technical, administrative and financial efforts in order to implement actions aimed at virtualizing, simplifying and improving the regulation of procedures and processes. Case study: Strategy for rationalization of SimplifICA procedures. 2 VUCE 2.0 (Single Window for Foreign Trade). Foreign trade facilitation tool that allows all the formalities related to import, export and transit operations to be carried out electronically from a single point of entry. The import module allows annual savings of $1,171,863 for each of the 7,000 companies that are no longer charged for the massive loading of information records. Interoperability with Customs reduced shipping time by 5.4%, compared to air and 4% to sea exports. Likewise, together with the SIC, the approval time for the import approval process went from 1 day for the free regime and 2 days for the pre-clearance regime, to three hours for the Entity, benefiting 3,127 importers. https://vuceimpo.vuce.gov.co/TMS.Solution.VUCEIMPO/(SwgUB8M7)/PB/es/Home/ Inicio 3 VUE (Single Business Window). A tool that allows entrepreneurs and busi- nesspeople to carry out virtual procedures for the creation and operation of com- panies. It has supported the creation of 115,722 companies. In 2019, the Chambers of Commerce of Armenia, Manizales, Pereira and Valledupar implemented the VUE, and efforts are currently being made for the Chambers of Commerce of Santa Marta, Palmera, Buga, Dos Quebradas, La Dorada and Girardot to imple- ment it as well. https://www.vue.gov.co/pereira/inicio 13

Project that is being developed in partner- ship with the IDB (loan for 20 million dollars) to make a single investment win- dow, which will allow the investor to manage all the procedures to create their company and consolidate their investment through a single channel (face to face and digital). 5 Alianza Pacífico. Automation of certificates and cross-border digital signature for customs declaration. Interoperability with the countries of the Alianza Pacífico and Mercosur, for the strengthening of e-commerce and cybersecurity in the framework of the Digital Agenda 2021. 6 New platform of free trade zones. Mobile application to request declara- tions, extensions, to register their qualification as users and consult current regu- lations for CEOS. It allows a significant reduction in time and costs to carry out the procedures of these business development instruments. http://zonasfrancas.mincit.gov.co ProColombia 7 Export Access. A tool created by ProColombia, the Inter-American Develop- ment Bank and the IDB Group's Innovation Laboratory, which allows entrepreneurs to be aware of the non-tariff export requirements for more than 5,000 multisec- toral tariff codes, in five countries of origin and nine destination countries. http://www.exportaccess.intradebid.org/account/login INNPULSA 8 C Emprende Entrepreneurship and innovation ecosystem. Model of collaborative work and synergy between incubators, accelerators, investment funds, and providers of technological services tailored to the enterprises. In 2019, the head- quarters of the Bogota Chamber of Commerce and the Universidad del Bosque, and the laboratories in Bogota and Medellin were launched. Register of Cultural Agents for the identification and characteri- zation of artists, creators and cultural managers. This register was created as a useful instrument for the formulation and implementation of differential public cultural policies with a territorial and population focus, which facilitates the implementation of strategies to improve access to sources of funding, the deliv- ery of incentives, stimulus and the institutional offer for registered users, the articulation of the offer of products and services of the Nation with the territorial entities and the generation of information for decision making, among others. This project is in its final phase where the URL www.soycultura.mincultura.gov.co will be available to users at the end of September 2020. 2 Master Data - Database Unification (Data Analysis - Big Data). Cur- rently there are 48 applications within the Ministry of Culture where it is required to build a business intelligence solution for decision-making. The solution will be divided into 3 main stages: 1. Architecture of a Business Intelligence solution. 2. Architecture of a Master Data Management (MDM) and Data Quality Manage- ment (DQS) solution. 3. Inclusion of Low Impact, Unstructured Systems. After the implementation stage of the first phase of the data analysis project, the imple- mentation of a DQS (Data Quality Service) and MDM (Master Data Management) solution is considered. 3 Share what we are (Comparte lo que Somos). Share what we are is a public invitation of national character that grants economic incentives, in the framework of the articles 17 and 18 of the Law 391 of 1997- General Law of Culture, in response to the sanitary emergency by COVID-19, to natural persons, groups and legal persons, belonging to the cultural, artistic and patrimonial sector, residents in Colombia and adults. The project was completed in July 2020 and the economic incentives are being given to the winners. 16
V DIGITAL TRANSFORMATION PROJECTS, PROCEDURES AND SERVICES FOR CITIZENS 4 Latin Retina. A free, public digital platform, led by the Ministry of Culture in cooperation with Bolivia, Ecuador, Mexico, Peru and Uruguay, which allows all citizens of Latin America and the Caribbean to watch Colombian and Latin Ameri- can films over the Internet. In the context of the healthcare emergency caused by Covid-19, the Ministry of Culture allocated additional resources to expand the capacity and scope of the platform, in order to meet the high demand for digital home entertainment. In addition, with the launch of the application for mobile devices with IOS and Android operating systems in March, the content access windows for users were expanded. In the months of March, April and May 2020, the platform grew in visits by 525% compared to the same months in 2019, with growth peaks of: 484% in March, 726% in April and 380% in May. https://www.retinalatina.org/ 5 Bank of contents. A repository that allows access via Internet to more than 6,000 contents (audiovisual, multimedia, graphic, textual, games) belonging both to the Ministry's heritage and to the results of the calls and processes carried out by the Entity, which can be accessed by both citizens and entities for consultation from different territories. This repository has allowed the circulation and access to a wide range of cultural content that reflects the cultural, territorial, population and ethnic diversity of the country. Next year the respective modifications will be made so that the portal can be adapted to any mobile device. https://bancodecontenidos.mincultura.gov.co/ 6 BEPS (Periodic Economic Benefits). Voluntary savings program designed to protect people whose resources are insufficient to pay pension contributions. The objective of the BEPS Program is to "Create a culture of voluntary long-term savings in the population that generates income below the current legal minimum wage, so that at the end of their productive stage they can have an economic income that will allow them to have a peaceful old age. A database of creators and cultural managers is being consolidated through a platform developed by the Ministry of Culture for the identification process carried out by the country's municipalities for the implementation of Decree 2012 of 2017 and Resolution 2260 of 2018. This will allow the exchange of information with Colpensiones (Colombian Pension Administrator) to define the viability of the registered persons, who meet the requirements to be benefited in the modalities contemplated by the decree within the framework of the Periodic Economic Benefits program -BEPS-. http://sifo.mincultura.gov.co/IGC/ 17

These are understood as those industries that gener- ate value by virtue of their goods and services, which are based on intellectual property. The creative industries include the sectors that combine the creation, production and marketing of goods and services based on intangible cultural content, and/or those that generate protection within the framework of copyright. https://www.economianaranja.gov.co/ 8 PULEP (Unique Portal for Public Performing Arts Shows). The Unique Portal for Public Performances in the Performing Arts -PULEP-, is an initiative of the National Government, led and coordinated by the Ministry of Culture, whose main purpose is to simplify, centralize and facilitate the procedures for perform- ing public performances in the performing arts in Colombia. From the perspective of producers, ticket operators and other actors in the sector, the aim is to reduce transaction costs and make it easier for producers and ticket operators of public performing arts shows to carry out the procedures and formalities for this type of event. From the perspective of the competent public bodies, PULEP seeks to centralize and coordinate the procedures carried out by the public authorities at national and territorial level, which are responsible for authorizing, controlling and monitoring public performing arts events. https://pulep.mincultura.gov.co/ 9 SIMUS (Music Information System). The Music Information System arises from the need to organize and compile information on the existing musical com- munity, made up of a wide range of musical expressions present throughout the national territory, which makes difficult to promote, motivate and encourage the formation of networks in which all the protagonists of musical events participate. It seeks to optimize the management and artistic processes of the musical activi- ty, in its different manifestations, specialties and related activities, in order to achieve an effective contribution of music in the socio-cultural construction of the country. It articulates services to the citizens by integrating the sources of musical information in a single web platform conceived to become the system that captures, organizes and contains the musical information of the country. https://simus.mincultura.gov.co/ 18

The Information System for the Arts - SiArtes, seeks to integrate the different information systems of the Directorate of Arts of the Ministry of Culture to facilitate decision-making in the development of the arts, adapted to new technologies facilitating the satisfaction of the information needs of the arts sector and in accordance with the policies and guidelines of the Ministry of Culture. One of its main functions is to identify, regionalize and register information on artistic practices at the national level, as well as to select, systematize, standardize and organize information on the offerings of the Directorate of Arts. https://siartes.mincultura.gov.co General Archive of the Nation 11 Augmented reality application for the AGN App (Wars of Inde- pendence). In commemoration of the bicentenary of the 1819 Liberator Cam- paign, the National General Archive has created this application so that its users can interact with each of the pages of the "Wars of Independence - Vargas Reser- voir" booklet through the magic of Augmented Reality. https://www.archivogeneral.gov.co/guerrasdeindependencia 12 ArchiApp, 360° virtual tour-Geolocation of historical archives and museum on the network of the Ministry of Culture. ArchiApp is the mobile application of the National General Archive, created for IOS and Android mobile devices, which incorporates functionalities to bring citizens closer to the work carried out by the organization. This project seeks, through an exercise in augmented reality, to cover the follow- ing points, of which we will be able to make a brief mention of its history and the relationship that this place has with documents that are in the custody of the National General Archive: Plaza de Bolívar, Bogotá's Primate Cathedral, Palace of Justice, Liévano Palace (Bogotá's Mayor's Office), National Capitol (Congress), Colombian Academy of History, Astronomical Observatory, Presidency of the Republic, General Archive of the Nation, San Carlos Palace (Ministry of Foreign Affairs), Colón Theatre, Mint (Museum Bank of the Republic This project will be available at the end of the term through the App of the General Archive of the Nation. 14 Project developed through technological solutions or innovative processes (Videogame). Within the framework of the National Government's orange economy policy, the Sub- directorate of Information Technologies, Archives and Electronic Documents has programmed the creation of a video game based on historical facts related to the documents we keep in the National Archives of Colombia. As a thematic axis, we proposed to carry out the project with the documents of the "Gorgona Island Prison" and in this way develop a five (5) level video game type 2.5 D platform (2D backgrounds and 3D characters) in which we will observe part of the daily life (daily activities) and some aspects through which a prisoner goes until he is released. This project will be available at the end of the project through the App of the General Archive of the Nation. 15 Archive modernization strategy. Within the framework of CONPES 3975 National Policy for Digital Transformation and Artificial Intelligence, the National General Archive is leading the following initiative: To design the archive moderni- zation strategy, with the aim of encouraging the digital transformation of all national entities. This strategy will seek the incorporation of technologies that contribute to the digitalization, the creation of electronic files and documents, as well as their digital preservation, promotion and access. It is currently under construction. 20

Within the framework of CONPES 3975 National Policy for Digital Transformation and Artificial Intelligence, the National General Archive is leading the following initiative: Coordinate the appro- priate formation, management and digital preservation of electronic files, taking into account the information that can be generated in the procedures and services of the Colombian State's Single Portal. The above, with the objective of ensuring the adequate treatment and management of the digital information of the archives and preserving its value and meaning, guaranteeing the integrity, security and transparency of administrative actions. It is currently under construction. 17 Electronic document management plan (roadmap). Within the framework of the CONPES 3920 National Policy for the Exploitation of Data (Big Data), the National General Archive is leading the following activities: Generate an electronic document management plan (Roadmap) that will be applied in public entities for the progressive automation of administrative processes and procedures in the production and management of electronic native documents and digitized, implementing standards that allow the data contained in them to be discoverable, usable and reliable. The above, without detriment to the rules of conservation and documentary preservation. The digitization of historical documents or those from previous periods will be prioritized and defined in accordance with the needs of the entities. It is currently under construction. The project called ADN - National Digital Archive is a technological and organizational structure that supports the AGN's (National Digital Archive) digital information management and preservation model. The ADN project includes the definition of policies, guidelines, directives, standards and the projection of the necessary technological infrastructure to receive the transfers of files of historical value in digital or electronic format from public entities of the national order from the central sector of the Executive Branch, as well as the national order bodies attached or linked to the ministries, administra- tive departments, government agencies and superintendencies, to ensure their protection, conservation and access by citizens. The repository is currently under construction. 19 SISNA (Information system of the National Archives System). The SISNA consists of a technological platform that allows the user to see graphically how the archival policy is being complied with in Colombia, specifically the National Archives System, which contains the archives of public entities. National Library of the Ministry of Culture, requires renewing and strengthening the technological platform of the entity through the updating of the IT infrastructure, which are in obsolescence, and that is fundamental to guarantee the fulfillment of the stra- tegic goals of the Entity and the objectives directed to the virtual and face to face attention of users, the divulgation of the cultural activity, the quality in the provi- sion of the services supported with the use of technologies, and the access of the public to the information in different formats. Therefore, taking into account the obligation to comply with the plans, programs and projects approved within the framework of the institutional mission and with the aim of promoting access to cultural goods and services, it is necessary to have an updated infrastructure that allows the entity to optimally provide the aforementioned services and to comply with them. 23

Since this Legalization System was made available, 19,432 citizens from different regions of the country have requested the procedure online. ICETEX 13 Digitalization of the credit legalization process and generation of electronic promissory notes. Saving time and money for the citizen travel- ling to the places of collection and the fulfillment of the policy of zero paper, within the phase of credit granting. Cost reduction of nearly 74% in the issuance and custody of electronic promissory notes, from an average of $9,934 pesos per approved credit, in logistic activities, legal and physical verifications, among others, to a value of $740 pesos. Nearly 50,000 beneficiaries. ICFES 14 Electronic Evidence. Presentation of state evidence through electronic means. The test was performed in a high level technological infrastructure arranged in a public cloud where a supervision and monitoring software was configured and integrated to an online evaluation platform. More than 72,511 people successfully completed the e-TyT and home test of the year 2020, in the sessions of 1, 22 and 23 August, achieving a reduction in the time taken to present, process and deliver results. The test had a monitoring and surveillance system that, through AI, captured an image of the student every 30 seconds. This allowed the processing of 17 million images per day with a 99.99% success rate on the platform. 29

The entity has 73 automated procedures pub- lished on the website, with the aim of facilitating the reception of documents, eliminating the use of paper, reducing response times and costs by avoiding travel and giving citizens the option of monitoring the status of each procedure. This website offers the following budgetary procedures: SITPRES-EICE, SIIF admin- istration, CINAC inactive accounts, public credit procedures, and public-private associations, among others. 2 Electronic Certification of Working Time. A tool that allows the issuance of certification without working time and wages based on the information that public employers or employers with public functions upload into the system and is provided to entities that recognize pension benefits through the completion of a single electronic form. For fund administrators, it is a simple process through a single format and facilitates the process for pensioning any member, reducing the time needed to access their allowance or pension. The response times with this tool are shorter and it is a completely free process. 3 Guardianship Judicial Offices. Mechanism in the electronic headquarters that allows the judicial offices to file before the entity the actions of tutelage, providences and challenges, foreseen in article 86 of the Political Constitution and in the decree 2591 of 1991. The tool allows the online reporting of the current status of the Ministry's actions and notifications from the judicial office immedi- ately. For guardianships with a response time of 4 hours or less, the time is reduced by 75%, for guardianships of 48 hours it is reduced by 25%. . 31

Platform allowing the programming of ration delivery, accom- paniment of families and monitoring of child development of the beneficiaries of early childhood programs. It will allow for the registration and visualization of the daily attendance of minors at the service units (community homes and welfare gardens). 2 ADA (Adoption Assistant). Assistant guiding families through the adoption application process and introductory courses, through the entity's web platform. This system allows modernizing and simplifying the adoption process, reducing the time from 24 to 9 months, through an Artificial Intelligence algorithm will speed up the suitability evaluations of the interviews to applicant families. Cur- rently, the system operates in Bogotá, Cundinamarca, Antioquia, Risaralda, Valle, Tolima and Santander. The project impacts on 4,314 children and adolescents waiting for a family, and 868 families are on waiting lists for 2020. 34

Strategy focused on the standardization of the information systems that the Ministry has. Short-medium term initiative, which begins in 2020, incorporating the architecture of the Modular Interoperable System. The modules included for the 2020 period are: SICAAC, Houses of Justice, SICEQ and Disciplinary Control, Criminal Policy and International Affairs. It will be developed through Contract No. 367 of 2020 for the Software Factory. 2 Integrated Management System. Strategy that will cover the following processes and activities: Strategic Planning, Audit / Internal Control, Management Indicators, Risk Management, Action Plans (PEI, PAI, FURAG, AI, Continuous Improvement, etc.), Process Management. This solution will improve the strategic actions and results, planning, control and monitoring in the Entity. 3 Unified Justice Observatory. As part of the PETI of the DTGIJ of the MJD, the initiative to improve and optimize the operation of the Entity's observatories was defined. This will be achieved by modifying the technological architecture of the current solutions, as well as the "User Experience" of the solution. Aspects such as: Data Warehouse Design, Services, Procedures, Parameterizations, Business Intelligence, Geospatial Viewers, Computer Security, among others, will be updated to state-of-the-art tools. As a result, it will be possible to count on an effective control in statistical matters, an increase in the effectiveness of the processes, the optimization of the quality of the data and comparative analysis of results. 4 MJD Mobile Application. Initiative that will allow the MJD to have a mobile application that supports and facilitates access to information and statistics relat- ed to justice at a territorial level by all users (internal and external) of the Entity. It will have a graphic design and interactive visualizations, conceived from differ- ent sources of information, allowing to improve the decision-making process of public policy and to optimize the development and participation of the Entity in the sessions of the Building a Country workshop. 38

The R+D+i strategy (Research, Development and Innovation) of the Directorate of Information Technologies and Management in Justice (DTGIJ) of the MJD, is an integral part of the model and guidelines of the Entity's IT strategic planning. It incorporates as a baseline, the current situation of this, the needs at the management and operational level, good and best practices in the market, as well as compliance with quality standards provided by the National Government and accreditation / certification bodies. This strategy seeks to position the MJD at a national level, as a model entity to follow, with avant-garde processes and new information and communication technologies (hardware and software), which can be replicated in the entities attached to the justice sector, in order to generate progress and transversal alignment. 6 Advanced technological tools (Power BI - Big Data - Blockchain - Artificial Intelligence). Strategy that seeks to strengthen the MJD, in the use of ICT tools, which generate value in the mission processes of the entity and enhance the current tools. Among the strategies is Blockchain in the implementa- tion of recruitment processes, Power BI in the implementation of control panels using prescriptive and predictive statistics, Artificial Intelligence and Big Data in the implementation of Artificial Intelligence models and data processing to support the construction of public policies. 7 Gov.co + Electronic Headquarters. For the Validity 2020. The Elec- tronic Headquarters will integrate all the institutional portals, websites, platforms, one-stop shops, applications and solutions that exist, allowing citizens to carry out procedures and processes in accordance with the provisions of Article 14 of Decree 2106 of 2019; advancing the necessary actions for compliance with the commitments made as part of Presidential Directive 02 of April 2, 2019, to become part of GOV.CO. 8 Cloud Services (Cloud Infrastructure). Provision of comprehensive telephone and telecommunications services for the population deprived of liberty (PPL) in the National Prisons (ERON) administered by INPEC at zero cost to the entity. This project aims to design and implement an Enterprise Architecture model with its business domains, information, applica- tions, technology, as well as, the architecture of integration and interoperability, which serves as the main tool for the digital transformation of the Entity. Articu- late and strengthen the ANDJE's information systems such as EKOGUI and other support systems of the entity, under a systemic approach, taking into account the needs and expectations of both internal and external customers, as well as the accelerators that allow enhancing the value delivered in the Legal Defense of the State. 12 CRM. This project seeks to strengthen the Agency's relationship model with its value groups, through a "Software as a Service- SAAS", accessible via the web- site for user management, which will enable the legal advice process to be strengthened in its role as coordinator in the State's Legal Defense System. 13 ANDJE Innovation Model. This project aims to structure the innovation model that responds to the strategic objectives of the entity, defining the pillars, structure and internal processes, objectives and projects that allow the entity to innovate in a systematic and strategic way. 14 Strengthening EKOGUI. This project seeks, under the services of a software factory and a counterpart team, to develop and implement additional functions for the Unique System of Management and Information of the State's Litigious Activity -EKOGUI that contribute to strengthen the monitoring of the State's legal defense cycle. As part of this project, a data quality module will be developed, allowing the modification of data from legal proceedings directly in the system, while maintaining the traceability and integrity of the information. The evolution of the modules for recording and updating out-of-court settlements will be carried out in accordance with the architectural guidelines and other requirements of version 2.0 of the eKogui system, with the respective migration of the data recorded in version 1.0 of the system. 41

This project aims to acquire Artificial Intel- ligence services for the study of candidates for international arbitrators appointed by Colombia. This service consists of predictive reports for the formation of inter- national arbitration tribunals taking into account historical information on the decisions of international arbitrators. 16 Strengthening the Legal Community of Knowledge. ANDJE created the Legal Knowledge Community (CJC), as a knowledge management tool devel- oped through the digital platform conocimientojuridico.defensajuridica.gov.co. Through the CJC, the ANDJE promotes the transfer of good practices, the systematization of knowledge and the training strategy to the actors of the legal defense system. Today the CJC has more than 6,000 registered users, a daily traffic of 700 visits to the web portal and a demand for virtual training that is significantly increasing: 6,083 certificates were issued between January and May 2020. During the previous period, 2,258 certificates had been issued. However, designing a relevant offer for national and territorial public bodies requires further study of increasingly specific content applicable to the practice of defenders in the dynamic context of litigation. In order to achieve these objectives, it is essen- tial to incorporate digital pedagogical tools that encourage active learning. This purpose includes the acquisition of content from one's own experience, the development of skills to effectively solve problems and the implementation of tools that facilitate access to CJC content without distinction. In this initial project, 6 Legal Defense courses will be virtualized and the aim is to optimize the CJC learning platform. 17 Software for the Management of Legal Processes. In order to achieve an adequate follow-up to the management and intervention of 1,104 cur- rent cases (422 in National Defense, 667 before the ISHR and 15 in international investment tribunals) and 1,953 cases (228 in National Defense, 329 to be notified to Colombia and 1,396 pending preliminary study at the ISHR) expected in the next 3 years, both nationally and internationally, the entity requires a technological tool that will enable it to manage its interventions efficiently. In this regard, the intention is to acquire a "Software as a Service - SAAS", accessible through the website for process management, through workflows that allow control, monitoring and management of legal processes, record the time spent by pro- cesses and improve administrative management from the generation of reports and data migration. 42

Im- plementation of the integrated Geographic Information System to facilitate the execution of geospatial management processes, covering the activities required in the planning, production, maintenance, updating, disposal and reuse of resources and geographic components, in addition to providing clarity and support to the guidelines related to information in the Reference Framework enabled by the MINTIC Digital Government. 4 Low-code platform for the agile construction of solutions.
