Adding value to research and technology through integration of artists in projects and synergy crea- tion between creative industries, entrepreneurs, researchers and arts Executive summary This document formalizes the content of the deliverable D3.9–Documentation on Open Data of the VERTIGO project. Simultaneous to the completion of the STARTS Residencies program organized by VERTIGO, the pur- pose of the publication of the open dataset presented in this document is to provide further studies with open and sustainable support, a comprehensive set of information on the program for further studies. The dataset is a subset of texts available on the vertigo.starts.eu website; it extends its access and use conditions : • use beyond the basic copyright conditions of the website enabling publication within defined conditions; • sustainability: long-term access beyond the potential web site life cycle. After an introduction to VERTIGO and the STARTS Residencies program (Section 1), the document presents the dataset (Section 2) and its licensing conditions (Section 3).
Adding value to research and technology through integration of artists in projects and synergy crea- tion between creative industries, entrepreneurs, researchers and arts SECTION 1 – Introduction to VERTIGO-STARTS Residen- cies VERTIGO is a Coordination and Support Action (CSA) supported by the European Commission, under the European H2020 ICT S+T+ARTS initiative, innovation at the nexus of Science Technology, and the ARTS, supported by European’s Commission DG-CONNECT. STARTS promotes the arts as catalysts for efficient conversion of science and technology knowledge into products, services, and processes. The period of execution of VERTIGO was from December 2016 to May 2020 (42 months). It was managed by a European consortium including the following partners : • IRCAM-Centre Pompidou (Institut de Recherche et Coordination Acoustique/Musique, France) – Project Coordinator : Hugues Vinet (IRCAM) • Fhg-IUK (ICT Group of the Fraunhofer Institute, Germany) • EPFL (Ecole Polytechnique Fédérale de Lausanne, Switzerland) • Inova+ (SME, Portugal) • Artshare (SME, Portugal) • Libelium (SME, Spain) • Association Culture Tech (France) VERTIGO was selected in the framework of the first H2020 ICT Call (ICT36-2015) supporting the STARTS initiative. To achieve its objectives, the STARTS Residencies program managed by VERTIGO has organized and funded artist residencies within Tech Projects - companies, research labs, universities and consortia located in Europe and managing research, development and innovation project, either internal or collaborative. The STARTS Residencies program was organised in 3 yearly open calls for proposals which were selected by an international jury. A total budget of 900.000 € has been allocated for funding the participation of artists in 45 residencies. The selected artists were expected to contribute to the innovative aspects of Tech Projects’ research by bringing original perspectives through artistic practices. Those practices would lead to the production of original artwork based on the project technology and featuring novel use-cases with a high potential for innovation. STARTS Residencies also acted as a platform to showcase produced works to the public and actors of innovation in the framework of various public events and communica- tion actions and through the development of the STARTS starts.eu web site. The 3 yearly calls for the selection of the residencies stakeholders took place from 2017 to 2019, each of which included 2 steps: first a call for Tech Projects interested in hosting an artist which resulted in the selection and publication of a list of available Tech Projects, and then a call for artistic residencies based on one Tech project from the list and aiming at producing an artwork based on the Tech Project tech- nology. Artists could apply alone or together with a Producer, an organisation willing to bring additional support (funding, production means) to the residency and the artwork production and dissemination. STARTS Residencies also therefore organised a call for Producers available for considering joint appli- cations with artists. After review of the residencies application by the concerned Tech Projects represent- atives, an international jury then selected the best STARTS residencies matching the various defined criteria including the congruence with the Tech Project’s expectations, the artistic quality, the technical approach, the potential innovation impact and the relevance of the implementation plan.
Adding value to research and technology through integration of artists in projects and synergy crea- tion between creative industries, entrepreneurs, researchers and arts Once residencies were selected, a process of collaboration was started and coordinated by one repre- sentative of VERTIGO-STARTS Residencies, following a monitoring methodology defined for all the residencies. This process, which started with the signature of a co-production agreement between all stakeholders (Tech project, artist(s), VERTIGO representative, optional Producer) included 3 formal meetings (inception, mid-term, completion) with defined deliveries for each of them. VERTIGO also developed the starts.eu web platform which is the main matchmaking hub of the STARTS community. All information about VERTIGO and its STARTS Residencies program is pre- sented in the subdomain vertigo.starts.eu. It contains all public information about the selected residen- cies, the selected Tech Projects and Producers, the presentation of events in which the residencies were presented, as well as all written public documentation (deliverables, brochure, event programs, etc.). .
Adding value to research and technology through integration of artists in projects and synergy crea- tion between creative industries, entrepreneurs, researchers and arts SECTION 2 – Presentation of the open dataset This section presents the motivations which drove to the setting of the open dataset, an introduction to its contents and their detailed description. 2.1. Introduction to the dataset As VERTIGO is a Coordination and Support Action supporting the STARTS program, it did not include research activities aiming at producing a scientific dataset. However, its program of art-science residencies was organised at an unprecedented scale and generated a significant amount of new knowledge which may be useful for further studies. This knowledge concerns the methodology it developed for art-science team building (the process of the call), for ensuring their proper execution through a formalised monitoring approach, and detailed information about each of the residencies and of the concerned stakeholders (Artists, Tech Projects, Producers). All related information is published on the vertigo.starts.eu project’s website. The purpose of this open dataset is to give long-term access to a set of data which is expected to last beyond the life cycle of the vertigo.starts.eu website, while providing additional rights of use beyond the website’s copyright terms which limit the use to access. A detailed study was performed on the contents that could be part of the dataset and the related delivery license. This latter aspect is presented in Section 3. As for the choice of data, the goal was to include an as comprehensive view as possible, while not infringing third-party rights, including for the contents produced by the STARTS Residencies stakeholders. In particular, for all contents present in the website, rights were granted, unless specific additional agreements, on the basis of the Legal conditions of the vertigo.starts.eu website, which prevents to use the contents outside of the starts.eu website. This implied that the dataset should exclude all media (photos videos, audio, etc.) potentially including neighbouring rights that were not documented, and include only texts. The information present in the dataset can be summarized as follows : • a presentation of each of the 45 residencies, made of the following elements : o The residency portfolio: produced by the VERTIGO partners at the completion of the residency, it provides all factual information (involved stakeholders, the period of execution), abstracts, and a synthesis on the residency: its elements of specificity, its impact in terms of innovation and public information available (events, publications, etc.); o 3 questions to the artist: asked the artist at the beginning of the residency o The residency final public report produced by the artist at the end of the residency • a presentation of the selected Tech Projects, not only the ones involved in the implemented residencies, but also the ones that published their offer to host a residency without an actual implementation as part of STARTS Residencies. These texts were produced following the same template by all the Tech Projects to be included in the list of available Tech Projects for the artistic calls. They include an abstract, a summary of their main challenges, what they expect from the artists and which resources they foresee to bring them. It should be noted that their situation may have evolved from these initial statements and the moment when they hosted a residency.
Adding value to research and technology through integration of artists in projects and synergy crea- tion between creative industries, entrepreneurs, researchers and arts • a presentations of the available Producers: similarly to Tech Projects, texts of presentation of organisations that advertised their availability for co-applying with an artist for an artistic residency. 2.2. Dataset structure and contents The dataset structure is the following. A (D) after a name means it is a directory. All the texts are available in pdf, docx, csv and html formats. About: This text presents the contents of the dataset and the related context of the STARTS Residencies program: the text is essentially the same as sections 1 and 2.1 of this document License: The terms of use, as presented in section 3. Tech Projects : • A csv spreadsheet including the following elements for each Tech Project: o ICT-Project Name o ICT-Project Website o Brief description of the challenge o Description of the challenges faced by the ICT-Project o Brief description of the technology o What the project is looking to gain from the collaboration and what kind of artist would be suitable o Resources available to the artist o 5 keywords to describe the project and challenge o Possible period of implementation Producers : • A page including a presentation of all available Producers including: o Producer Contact Details: Name, website o Description of the Producer organisation Artistic Residencies (D): • Includes one directory per Artist each containing the following texts: o 3 questions to the artist: questions asked to the artist at the inception meeting o The residency portfolio: a text document produced by the VERTIGO consortium including the following elements: § Header • Tech Project name • Artist(s) name(s) • Producer(s) if any: name and address • Grant category: 1 (15 k€ funding) or 2 (30 k€ funding) • Date (Start-End) of execution • Residency location(s)
Adding value to research and technology through integration of artists in projects and synergy crea- tion between creative industries, entrepreneurs, researchers and arts • STARTS monitoring partner: the VERTIGO partner in charge of monitoring the residency • Five keywords (defined by the artist) § Residency teaser: a brief introduction to the residency subject and artwork § Residency abstract: A short presentation of the residency team, subject of research and results § Specificities of the residency § Innovation impact § Public exposure: the listing as of VERTIGO’s completion date of May 31st 2020 of the public presentations (publications, events,…) about the residency. o The residency final public report produced by the artist at the end of the residency 2.3. Dataset access At the production date of the current deliverable, the dataset is published on the Zenodo long-term data repository managed by the CERN, and connected to the OpenAIRE scientific database of the European Commission. This choice gives the best conditions of long-term preservation and referencing concerning the VERTIGO project. The URI of the repository is: https://zenodo.org/record/3843435 Additional deposits in other reference open data repositories may be considered in the future.
Adding value to research and technology through integration of artists in projects and synergy crea- tion between creative industries, entrepreneurs, researchers and arts Section 3 – Licensing conditions 3.1. Specification IRCAM, as owner of the vertigo.starts.eu website from which all the data are extracted, holds the copy- right on these data, and the purpose of this license is to extend their right of use upon certain conditions. Instead of writing a dedicated license, we opted for the use of an existing one, provided that : • It is a well-established license adapted specifying to the use of copyrighted content; • It is valid internationally, i.e. compatible with national laws of many if not all countries; • The publication of part or all of the texts must indicate that they refer to the VERTIGO STARTS Residencies Program: it is mandatory since it its participants – Artists, Tech Projects, Producers, Consortium Members - allowed to publish related information only related to the context of VERTIGO-STARTS Residencies, especially with the mention of their names and the actions they were involved in. The choice of the international version of Creative Commons (CC) license matches all these criteria and its choice appeared obvious as the main international reference compatible with national laws on copy- right issues. Among the 6 available CC licenses, the following options were selected : • Attribution : it is an integral part of all CC options, enabling right of use to third parties; • Non commercial: STARTS Residencies is a program funded by public European funds and the primary purpose of use of the documents shall not be commercial : the main targeted use is for knowledge production and its as wide as possible dissemination. • No derivatives : none of the texts either produced by the residencies stakeholders themselves, presenting their project or institution, or by the consortium members, presenting the residencies and their results, should not be altered in any way. These texts are given to be quoted in their original form.
