COVID-19 Update for MCPS School Board June 9, 2020

Updates for Planning to Reopen Schools (All Subject to Change) Phase II (Currently) ● Face-to-face can be offered to PK-3, SPED, and ELL ● 6 foot restriction ● 50 person limit on large gathering ● Daily health screenings of students and staff ● Face covering by staff when at least six feet of physical distance can’t be maintained ● Face covering for students, as developmentally appropriate, in settings where physical distance can’t be maintained

Updates for Planning to Reopen Schools (All Subject to Change) Due to social distancing restrictions in Phase III, a likely scenario for the reopening of schools for the 2020-21 School Year in that phase is as follows: ● Schools Open On-Time with a combination of remote learning and face-to-face instruction with social distancing restrictions ● Flexible Scheduling & Differentiated Access ● It remains possible that there can be intermittent (extended) school closures. Therefore, we must be prepared to move into and out of Remote Learning.
Transportation is a Driving Factor in Planning Option 1: Maintain six feet distance Secondary - THREE Runs: on buses at all times Drop off by 8:00 AM Dismiss by 11:00 AM Special Education and ESL Run- TBD ● Buses limited to 13 students (6 feet apart) ● SEVEN Runs/Day for FOUR Days/Week (Monday, Tuesday, Thursday, Friday) Elementary - FOUR Runs: ● 28 Runs/Week (Normally 20 Runs/Week) PK-Grade 1: Drop off by 9:00 AM Dismiss by 3:00 PM ● Increased cost for drivers and fuel Grades 2-5: Drop off by 10:00 AM Dismiss by 4:00 PM
Transportation is a Driving Factor in Planning Update from information shared today by VDOE and Governor Northam: -VDH does not plan to change written guidance guidance which supports that the research is solid for 6 ft. social distancing, but they agree more mitigation could allow flexibility. - If you work with appropriate entities to include the school board, legal representation, and risk management and feel the mitigation measures implemented are good you could take that risk on.

Transportation- Comparison of Benefits of each Option Mitigation efforts in place on bus: 6 foot distancing on bus Aide and student use of masks Approx 13 students per Approx 26 students per bus bus -Easier for teachers to provide consistent instruction -Maintains social distance of 6 -Mitigates long term losses for students and helps to minimize feet by placing students learning gaps diagonally in skipped rows -Increases number of students receive in person instruction daily - Compliance with VDH - Allows for more consistency in travel for elementary with recommendations students pk-5 all transported at the same time - would make afternoon transport for secondary students receiving special education or ESL services more streamlined - students will have increased access to mental health supports - Allows for enhanced relationship building at start of the year -Potential significant cost savings

Updates for Planning to Reopen Schools: Elementary ➢ Staggered scheduling where Prek - 2 students attend school 2 consecutive full days each week ➢ Staggered scheduling where Grades 3 - 5 students attend school one or two full days each week ➢ Students with disabilities, English Language Learners, and students with no cellular access may choose to attend each day ➢ Virtual/remote instruction for students at home on instructional days

Updates for Planning to Reopen Schools Childcare Families- Utilizing internal coordinator to identify community childcare partners, analyze parent needs, and expand current school based childcare programs Employees- We plan to allow elementary age students of employees to attend school daily. This is essential as the Families First Coronavirus Act requires paid leave at ¾ for up to 10 weeks. This would significantly impact our ability to educate students .

Secondary Schedules: Remote with Schedule of In-Person Contact ● Allows us to reopen schools for the 2020-21 School Year on time with a combination of remote learning and face-to-face instruction with social distancing restrictions. ● Flexible Scheduling allows students and teachers to touch base in person while following social distancing restrictions in Phase III. ● Other classes will meet remotely with synchronous instruction on a schedule. ● Provides students with access to Internet and other school resources/support when they are scheduled to be in the building.
Secondary Schedules: Remote with Schedule of In-Person Contact ● Differentiated Access (Students with Disabilities, English Learners, students in need of intervention, students with no home cellular access) - Plan TBD ● Transportation is a Driving Factor for Planning ○ Option 1: Maximum of 25% of Middle School Students and 25% of High School Students will attend one designated class in person on their assigned days. ○ Option 2: Maximum of 50% of Middle School Students and 50% of High School Students will attend one designated class in person on their assigned days. ● It remains possible that there can be intermittent (extended) school closures. MCPS Virtual School Option for Grades 6-12 Once Schools Reopen: ● Some families won’t want their children to return to school buildings (fear/caution) ● Medically fragile/vulnerable students (need to stay home) ● Some students will prefer to remain in remote learning (successful/thriving) ● Some homeschooled students who may be interested in enrolling to participate in our Remote Learning will not want to attend traditional school ● Providing an option for student to remain in a fully remote learning environment would meet these needs
What is Needed to Prepare for MCPS Virtual School Program ● The Elementary Advisory Committee will continue to work on virtual option for elementary ● Designate a Middle School and a High School as the MCPS Virtual Schools ● Select Strategies for Remote Learning: o Synchronous / Follow Schedule (Live Stream, Video-Conferencing, or Google SWIVL) o Asynchronous (Recorded Lessons, PLATO) o Combination ● Provide Training for Teachers, Students, & Parents ● Establish Clear Expectations for Remote Learning ● Additional IT Support

Policy Revisions for MCPS Virtual School - 1st Reading (Vote June 16, 2020) 7-2.4 Student School and Students who wish to enroll in the MCPS Virtual School Program will be enrolled in the Classroom Assignments middle or high school designated by the School Board to administer this program regardless of the attendance area in which the family resides. 7-2.2 Student Attendance Added “MCPS Virtual School Program” Section * Revised our participation in Virtual Virginia’s full time program * Revised definition of “external courses”. 7-2.4 Student School and Exceptions may be granted for students who demonstrate a need to take courses in a fully remote Classroom Assignments learning environment for a defined period of time due to extenuating circumstances to remain enrolled in their current school, if courses are available in remote learning environment. These students must follow through with a plan to return to their current school and resume face-to-face instruction once the extenuating circumstances no longer exist. Revised “Admission of Nonpublic Students for Part-Time Enrollment: Prohibition” Section. Students in the MCPS Virtual School Program: * May enroll on a full-time or part-time basis 7-2.2 Student Attendance * Will be permitted to participate in academic or extracurricular activities at the designated school. * Will be allowed to participate in athletics at the designated school if they meet all VHSL eligibility requirements
