1. INTRODUCTION Tanglin Rugby Club is a not-for-profit children’s rugby and touch club that leases fields at Turf Club Road from the SLA and The Blue House. We are a registered society in Singapore and are also an affiliated member of the Singapore Rugby Union (SRU) There are two full-sized rugby pitches, a full-sized soccer pitch and a fourth smaller pitch. There are four tented areas, a Clubroom and male and female toilets 2. PURPOSE The purpose of the document is to define the COVID-19 Safe Management Plan at the premises and give guidelines for its implementation and governance. 3. GROUND OVERVIEW Please refer to the diagrams in Appendix A. Tanglin Rugby Club has grounds that include two rugby fields, one football field and one smaller field. There are two cricket wickets on the grounds There are also tented areas, a Clubroom and male and female toilets. The Clubroom and toilets will be locked and inaccessible to all until further notice The total floor area of the whole site is 36,384 metres squared. This is broken down into 20,154 sq.m covering the area for Pitches 1 and 2 and 16,230 sq.m in the area covering Pitches 3 and 4 We will be operating three separate entrance and exit points for TRC Grounds -TRC A (pitch 3), TRC B (pitch 1) and TRC C (pitch 2). Within each TRC ground we have created three independent Facilities where kids and coaches will train. Each facility will have separate entrance and exits Entrance to each facility will be roped off and parents will be directed to a separate area to wait for their child. Currently, only Pitch 1 and Pitch 3 will be utilised for sports and will be marked with 10 pods per pitch so there is an absolute maximum of 50 people behind the ropes per facility at any one time Chairs will be stacked and marked as out of bounds to users 3
5. CROWD MANAGEMENT PLAN Tanglin Rugby Club does not have any full-time employees and contracts with a third-party to manage the grounds. We have appointed this third-party, The Cage Cricket Pte Ltd, to assist with the crowd management plan and provide the staff to ensure that third-party users abide by the conditions set out below All third-parties who use the ground will be issued with the TRC indemnity form, see Appendix D, which will provide clear guidelines on their role in implementing TRC’s SMP 6. GROUND ACCESS Tanglin Rugby Club has multiple access points along Turf Club Road and also from the path past The Rainforest which enters TRC grounds at the corner of Pitch 4 (see Appendix A). For the implementation of this SMP, all access points will be cordoned off with the exception of a separate entrance and exit point to each ground. These are indicated on the grounds diagram in Appendix A All TRC members and third-party users will be informed of this restriction in access through all available communication channels and there will be signs displayed along the cordons stating that no-one is to enter the grounds except at the entrance to TRC A, TRC B or TRC C. There will be separate exit points for each ground and people will only move in a clockwise direction around both the ground and facility Anyone seen violating these requirements will be asked to leave the grounds and will not be permitted to return at any point during the period of restrictions Full registration, SafeEntry check-ins and temperature checks will take place at the three access points. Anyone with any visible symptoms or a temperature of 37.5 degrees or above will be denied access. 7. COVID-19 RISK EDUCATION a. All TRC Committee members and TRC Head Coaches will complete World Rugby Covid- 19 Return to Play Awareness Test for Coaches and Players. Relevant Committee members to complete World Rugby Covid-19 Return to Play Awareness Test for Administrators https://playerwelfare.worldrugby.org/covid-19-courses b. Information to be circulated to all TRC coaches and members covering Crowd Management Plans, Hygiene, Cleanliness, Safe-Distancing protocols and the use of TraceTogether application c. Education posters have been designed (see Appendix E for examples) and will be put up at all players rest locations and fields of play d. Floor markings will be placed in tented areas to assist with safe distancing 4
e. 1m markings will be placed by the entrances to assist with safe distancing whilst waiting to enter f. All third-party users will be alerted to TRC SMP plan and their personal responsibilities. All third-party users must sign up to their responsibilities before their booking can be confirmed. Any users found not following all guidelines will not be permitted to use the fields going forward 8. SAFETY MANAGEMENT OFFICERS Appointed SMO for TRC: Senthil Kumar Mobile: +65 9009 8056 Email: cricket@thecage.com.sg Senthil Kumar will be in overall charge of the implementation of the SMP for TRC and Cricket bookings TRC shall set the terms of how this will be done for their own use and third-party users. For example – for third-party users such as ESA, responsibility for Safe Entry will be passed on to them as per the agreement that they will sign. TRC safety management resources shall review third-party plans and oversee the event partners safety management officers to ensure compliance 9. SITE OFFICE COVID-19 SAFETY MANAGEMENT PLAN a. Type of Bookings and Safety Related Responsibilities Type of Booking Safety Responsibility TRC activities TRC – via TCC SCA and other cricket activities TRC – via TCC. All home cricket teams will need to sign their agreement to abide by ALL safety measures Organised bookings - sport academies, Run by third-party operator such as ESA, friendly games, league organisers, TSG. tournaments TRC – via Third Party Operators, TCC will review their safe management plans and do spot checks to ensure that all TRC protocols are being followed. All third- parties must sign an indemnity form in which they commit to Safety Plans and Procedures as prescribed by TRC 5
c. Declarations and Documentations - Safe Entry/Exit: QR code displayed for access to the TRC grounds. ALL members/visitors must scan in and out - TRC will have the ability to scan NRIC/FINs or manually enter NRIC/FIN numbers in SafeEntry if people cannot scan the QR code. - In the event that the member/visitor does not have a mobile phone or their NRIC/FIN then a physical declaration form will be made available and will have to be fully filled up by the member/visitor. Please see Appendix B. We expect everybody to enter using SafeEntry and this would be a rare exception - Declaration and indemnity by third-party organisers - All TRC Members, coaches and parents will need to register their intention to attend training by midnight on a Thursday on Google Sheets. These will be managed centrally and will be set up for each age group and each week. - ONLY those registered in advance will be permitted to access the grounds. Registration will be checked at the SafeEntry point - Team Managers will use this information to determine pods and communicate these in advance to avoid any crowding or waiting at registration. - These records will indicate which 5 players have been in a pod and will be maintained by the SMO for a period of at least 35 days post event d. Main Registration Site for TRC A: The entrance will be over the metal bridge at the bottom of pitch 3. The registration desk will be set up here. The entrance will be clearly signed and will have 1m markings to assist with safe distancing 7
e. Exit for TRC A: The exit for TRC A will be alongside the metal ambulance barrier. Staff will remind people to check out at the exit f. Main Registration Site for TRC B: The entrance will be over the metal bridge at the café area. The registration desk will be set up here. The entrance will be clearly signed and will have 1m markings to assist with safe distancing 8
g. Exit for TRC B: The exit for TRC B will be over the metal bridge at the edge of the stage. Staff will remind people to check out at the exit h. Main Registration Site for TRC C: The entry for TRC C will be through the red archway at the top of Pitch 1. Staff will remind people to check out at the exit 9
i. Exit for TRC C: The exit for TRC C will be next to the ambulance access by the red arch. Staff will remind people to check out at the exit j. Staggered Timing: - All bookings will be managed to ensure that there is staggered timing so there are no crowding issues at the entrance/exit. TRC bookings have been set 20 minutes apart and everyone will be asked to leave as soon as the session is over k. Quarantine areas: - There will be a designated quarantine area in each ground for anybody that feels unwell or develops symptoms during a session. This will be the Clubroom for TRC B and a cordoned off area of a tent for TRC A and TRC C. These areas are purely for the person to wait at a safe distance until they can evacuate the grounds 10

12. TERMS & CONDITIONS ADVISORY TO CUSTOMERS a. All customers will have to duly comply with all requests of information, be agreeable for temperature screening and to maintain Safe Management measures. TRC will reserve the right to deny use of the field to any individual / group that does not comply b. TRC will have the right to close off any ground or facility at any time in response to any new emergency information or conditions. Customers will not be able to hold TRC responsible for any such measures c. With regards to any Covid-19 related decisions, TRC will only take its guidance from the Ministry of Health, Sports SG and related NSA’s with regards to decisions and conditions for sports activities. No other viewpoints will be entertained, and all members/third parties will have to accept TRC’s decisions. 13. Appendix D Use of Tanglin Rugby Club Grounds: SafeEntry and Indemnity Form Dear User of Tanglin Rugby Club (“TRC”), In our preparations for reopening, we would like to outline some of our requirements to ensure that all our Third-Party Users have their own SafeEntry and additional Safety Management Protocols (SMP) in place. Before we can allow you to use our facilities we require that you fulfil the five requirements below: 1. Inform your customers and staff that they will be required to enter using the TANGLIN RUGBY CLUB SafeEntry QR Code - There will be TRC QR codes displayed at the grounds - Please only check in to the facility that you are using, TRC a or TRC B - Ensure your members check-out 2. Have prepared your detailed Safety Management Protocols, including plans for temperature taking on entry - This must be submitted to TRC in advance of any booking and must be approved before any booking can take place - Your members must be requested to use TraceTogether - Anyone that looks unwell or has a temperature of 37.5 or above must be denied entry - Travel and health declarations should be obtained for all attendees - Registers should be maintained to aid contact tracing, this includes recording who is in each group of five 3. Only use the dedicated Site Access and Exit points for each facility by Turf Club Road - There will be NO access to TRC via the path from The Rainforest or at any other point along the perimeter of the grounds except via the entrances indicated 4. Sign and return the attached Indemnity Form (this must be done before you will be permitted to use our facilities) - All sections must be completed and you must acknowledge that you take FULL responsibility for ensuring that all SafeEntry procedures are followed, temperatures are checked, registration is taken and that safe distancing is maintained at ALL times whilst on TRC premises - Return the signed form by email to Kimberly Power at Membership@trc.sg 5. Tanglin Rugby Club – Pitch User’s Waiver and Indemnity Agreement This Agreement is between: (1) (Name) …………………………………..…………………. (NRIC/FIN/Passport No)…………………………………. of (home address)…………………………………………………………………………………………………………… (the “Pitch User”); and (2) Tanglin Rugby Club of 21 Greenwood Lane, 286949, Singapore a registered society with registration number UENT06SS0061J (“TRC”) The Pitch User wishes to use the TRC Pitches and facilities at Turf Club Road, Turf City, Singapore 287994 (the “Pitches”) for one or more sport and/or social events (each an “Event”). TRC has agreed to allow the Pitch User to use the Pitches for one or more Events strictly on the basis of this agreement that: 1. The User acknowledges that TRC cannot be responsible for the activities carried on during the Event. 2. The User accepts full and unqualified responsibility for all persons attending or participating in each Event, including the compliance by those persons with all legal requirements that apply to the Event (including, but not limited to, all COVID-19 related laws, guidelines, advisories, plans and/or instructions); 3. Before the Event, the Pitch User will submit to TRC its safety management plan (the “Pitch User’s Safety Management Plan”) for approval by TRC, which must be in strict compliance with: (a) All applicable COVID-19 Regulations and statutes applicable to the Event; (b) All applicable guidelines and other instructions from Sport Singapore including the “Advisory for Resumption of Sport and Physical Exercise and Activity for Phase Two Safe Transition” (including all updates) https://www.sportsingapore.gov.sg/Newsroom/Media-Releases/2020/Advisory- For-Resumption-Of-Sport-And-Physical-Exercise-and-Activity-For-Phase-Two-Safe- Transition (c) All applicable instructions, guidelines and/or advisories from any sporting governing body that may apply to the Event; and (d) The TRC COVID 19 Safety Management Plan. 4. The Event must not proceed without the approval by TRC (at its sole discretion) of the Pitch User’s Safety Management Plan. 5. Once approved by TRC, the Pitch User’s Safety Management Plan shall become a part of this agreement. 6. Any failure by the Pitch User or any participant in the Event to adhere to the Pitch User’s Safety Management Plan and/or any of the laws, guidelines, advisories, plans and/or instructions listed at 3 (a) to (d) above will result in: (a) the immediate cancellation of the Event (without any refund of the Pitch User’s contribution to the cost of the Pitches); and 21
(b) the suspension of any future Event until the Pitch User can demonstrate to the satisfaction of TRC that such future Event(s) can be carried on in compliance with those laws, guidelines, advisories, plans and/or instructions. 7. The Pitch User agrees: (a) that it has full legal responsibility for the Event and that TRC and its officers, employees, agents and/or volunteers shall have no liability whatsoever (including to the extent permissible by law, in respect of physical injury, illness, loss of life and/or damage to property) directly or indirectly arising from or otherwise in connection with any Event; and (b) to indemnify and hold harmless TRC from any losses, claims, demands, actions, proceedings, damages, fines and/or penalties, including any legal fees and other expenses incurred by TRC directly or indirectly arising from or in any way connected with any Event; 8. The Pitch User consents to the collection, use and/or disclosure of his/her personal data by TRC for the purposes of the Event, the operation of this agreement and any operational follow up. Overview • Received Advisory for Resumption of Sport from Sports SG and Return to Safe Play Guidelines from SRU and TSG. • TRC operates as Ground Operator and club - multiple policies to ensure our members and third parties can use facilities • TRC has to complete a ‘Club Safe Return to Sport Plan’ as well as a ‘Facility Safety Plan’ before any organized and approved sessions can happen • No TRC members can use the grounds unless organized and approved training • Third party users will have to complete TRC’s indemnity form and share their Safety Plan as well as follow TRC’s Facility Safety Management Plan • Cricket had been contracted through summer however they currently can’t play NB. This may change • Committee approval to return to training this weekend • However, all members need to be patient, coaches will need to be creative and we will need everyone’s help to ensure this works. Rugby/Touch Guidelines • We are creating three separate facilities – each incorporating pitches 1, 2 and 3. • Each will have separate entrances and exits • TRC Pitches 1, 2 and 3 will each be transformed into 10 subgroups or pods, pitch 4 will currently not be used • Group/pod Size: Max 5 players in their designated area • Max. 50 kids/coaches per roped facility, parents separate viewing area outside • Coaches can work across max 4 pods and not be stationed just in one pod or on sideline. When entering pods keep safe distancing from all kids, so direct them but don't physically position them/hold pads. Rugby/Touch Guidelines • Coaches to be counted in total participants (max. 50 participants at any facility) • Facilities Management personnel will be wearing high visibility jackets and will be the only individuals who can cross from TRC Ground A to Ground B • Masks: All to wear, to, within and from venue. Exceptions: kids while training, coaches in pods (coaches on side to wear masks) • No full contact – eg rucks, mauls, lineouts or scrums, no tackling • ‘Transient’ touch is allowed – as quoted by Mr Lim Teck Yin CEO Sport Singapore. If kids don’t have NRIC/Fin card then bring number and manual completion required. Without kids ID number no entry will be granted. APPENDIX G Email to Members 23 June 2020 Dear TRC Members, As per Lee's earlier note we are very pleased to announce that we will resume training this weekend albeit overcoming one last administrative hurdle which I will cover later. Over the past few days we have received guidance from Sports SG, SRU (Singapore Rugby Union) and TSG (Touch Singapore) as to the protocols we need to follow. I'm sure you will appreciate these are significant as we act as both a Ground Operator and a Rugby Club with different policies which we need to adhere to. Apologies for the long mail but I have summarised critical information for members to ensure a safe and enjoyable return. Last night Head Coaches and Team Managers received a more detailed briefing from the Committee and further information will be disseminated on an age group basis. Please note the following: 1. We need to split TRC into two separate grounds. Pitch 1 (in front of clubhouse) will be known as TRC B and pitch 3 (to the left of pitch one if you look towards the grandstand) will be known as TRC A. 2. Within each ground there will be a playing facility subdivided into 10 pods. 3. No more than 5 players/coaches can be included in each pod 4. Pods need to be 3m apart 5. Total coaches and kids in anyone facility (including coaches area) is 50 6. Different entrance and exits will exist for each ground and facility (see attached) 7. You will NOT be able to move between TRC A and TRC B 8. Upon arrival at your respective ground entrance please adhere to social distancing queue lines. You will need to scan TRC QR Code Safe Entry - note you cannot use Singpass only QR code app. For kids without phones they/parents must bring their NRIC/FIN card or their ID number. This will be manually entered at each registration desk. If kids do not have safe entry on their phones, ID or ID number they will NOT be allowed entry. 10. At ground entrance all will receive temperature check, if 37.5 or higher entrance will not be granted. 11. Upon entrance Coaches/Team Managers will direct kids to facility entrance and pre-allocated pods where they will remain for the duration of training - for younger age groups coaches will be in pods. Kids to take water bottles to pods. 12. Following Governing Body advice there will be no tackling, scrums, lineouts or mauls but touch tackles will be allowed along with pads and other equipment. Head Coaches will advise on mouthguard requirement subject to their training plan. 13. No equipment/balls will be shared across pods, all equipment/balls will be disinfected before next session. 14. Once in ground parents will be directed to their viewing area and not be allowed in playing facility. Parents must maintain social distancing and not form additional sub groups. We request a minimum number of parents attend training. 15. Parents and coaches not in pods must wear masks at all times. Kids/Coaches in pods do not need to wear masks when training but as soon as finished please put back on before exiting. 16. After training has finished parents please await arrival of your children in a staggered manner at facility exit, they will exit by pod (9, then 10, etc), please then exit the ground immediately abiding by all social distancing measures and avoid forming groups waiting for taxis. 34
17. Training times have been reduced to 45 mins for U12's and below and 1 hour for U13's and above - this will be continuously reviewed. 18. Training schedule is attached for this week and runs from Saturday 9am to Sunday 6.30pm in order to meet all safe distancing guidelines. We've moved from a 4.5 hour Sunday session to 13 hours across the weekend and thanks in advance to all the volunteers who will help pull this off. 19. There will be no clubhouse, F&B or toilets open, so bring your own coffee and go before you arrive! 20. Please note that cricket had pre booked all weekends during the summer holiday but with their current restrictions cannot yet return to play. If their restrictions are relaxed we will have to figure something else out! 21. Kids MUST pre-register on a google sheet form (not Team Snap) by midnight Thursday (this will be shared by TM's shortly) for the following weekend. After this time it will be locked and if name is not down your child cannot attend training for the upcoming weekend. Head Coaches will need to know exactly the numbers who are turning up so they can pre arrange kids into pods and ensure correct number of coaches are allocated so not to go over 50 max capacity per facility. Likewise if you commit, please turn up. We have created a repository of over 25 drills and games that can be played by 4-5 players but if two kids don't turn up in a pod we have a problem! 22. Understandably, bearing in mind these restrictions, U5's have decided to delay their return to rugby - a decision the club fully agrees with and is similar across other Junior Clubs. U6's are trialling this weekend to see how it goes - good luck coaches! 23. In the last few days Kim has created a 34 page Safety Management Plan, we are working on the grounds this week to ensure we are compliant on all areas and have been informed that we will receive spot checks from Sports SG at least once every day. So please, it's up to us all to adhere to the above. 24. Most importantly, a reminder that there is no obligation for any coaches, parents or kids to attend training. Lastly, that caveat. Due to TRC's society status we are still awaiting approval from ROSES and Enterprise Singapore to resume services. We believe this will be a formality but it's a formality we must adhere to and hope to receive by this Friday 5pm. We ask everyone for your continued patience, flexibility and support whilst we go through this opening phase. We know it's not ideal but the committee, coaches, team managers and many other volunteers are working very hard to ensure we can get the kids out of the house, exercising and having fun in a safe and compliant manner.
