COPPENS ACADEMY OPERATING GUIDELINES
              FOR COVID-19
  A. Policy and Procedures
      Policy
The purpose of this policy is to provide clear direction for the Service Provider to
follow when conducting health screening procedures. This policy is designed to
help reduce risk of the spread of illness, including COVID-19.

In accordance with Ontario Regulation 137/15, s. 36(1), and in consideration of
the increased health risk associated with the spread of COVID-19, the Service
Provider is required to conduct a health screening of all individuals (staff, and
children) entering the child care premises. Parents dropping off children, although
not entering the centre, must participate in health screening on their child’s
      behalf.

Health screening must be conducted in accordance with the procedures
described in this policy. All individuals entering the childcare premises, or
dropping their child off must pass health screening prior to entry.

In the interest of reducing risk of infection no visitors, volunteers or any other non-
essential individuals (e.g. placement student, or music instructor) shall be allowed
entry into the child care premises. Any essential visitors that must enter the
childcare centre must be screened (e.g. emergency maintenance).

      Procedure

All staff, parents/guardians and children shall be subject to health screening upon
      arrival at Coppens Academy Childcare.

The first staff to arrive at the centre will complete the health screening procedure
on themselves, and then perform the health screening procedure on
subsequently arriving individuals. Please note, subsequently arriving staff may
also conduct health screening on themselves, providing that they complete and
sign a health screening form (Appendix A). Health screening of children must be
carried out by the designated staff.

COPPENS ACADEMY OPERATING GUIDELINES
              FOR COVID-19
It is permissible for one staff person to conduct the health screening, provided all
duties described in this policy are carried out.

Staff and children may be permitted to enter Coppens Academy centre only upon
      passing the health screening.

Parents/guardians shall be not be permitted to enter the childcare centre, except

      screening outdoors prior to any individual entering Coppens Academy Childcare;

If space does not allow for a health screening area to be set up outside of
Coppens Academy Childcare, the health screening area must be located
      immediately inside the entrance of the childcare centre;

No individual shall be permitted to proceed into Coppens Academy without
      successfully passing the health screening;

In order to ensure that all individuals are screened, only one building entrance is
to be used. All other doors must be secured to prevent entrance (doors must
remain functional to allow emergency exit); (Kitchen door at Golden Mile will be
      inaccessible for delivery)

A table should be set up in the screening area with all needed materials:

 Hand sanitizer (ensure hand sanitizer is visible to those entering the
                                                building)
           Screening questionnaires
           Pens

At a minimum individual exclusion applies in all circumstances:

     • If an individual answers “yes” to a screening question or become symptomatic
while in program, the individual is excluded from program.

     • If a child becomes symptomatic while in program, they must be isolated
immediately and picked up as soon as possible as per the program’s Isolation
of Ill Children Policy and Procedure. The parent/guardian of the child must be
instructed to attend the local assessment centre for COVID-19 testing. Public
         Health must be notified, Serious Occurrence Reporting is also required;

     • If a staff becomes symptomatic while in program they must leave the centre as
soon as possible and be instructed to attend the local assessment centre for
COVID-19 testing. Public Health must be notified, Serious Occurrence
         Reporting is also required;

     • If the symptomatic individual has a negative COVID-19 test result, they may
return to program after being symptom free for 24 hours (48 hours symptom
free in the case of gastrointestinal symptoms)

     • If the symptomatic individual has a positive COVID-19 test result, all children
and child care staff/providers in the same cohort, and siblings in the same or a
different cohort will be excluded from programming. Public Health will provide
any further direction on testing and isolation of these close contacts.

     • In the event of an increase in COVID-19 activity within the community the
Medical Officer of Health may implement cohort exclusion, which would
         require the following:

     • If an individual answers “yes” to a symptom screening question and had
attended the centre in the two days prior, or becomes symptomatic while in
program, all children and child care staff/providers in the same cohort, and
siblings in the same or a different cohort are excluded. Public Health will
provide any further direction on testing and isolation of these close contacts.

Please Note: Specifics regarding individual and/or cohort exclusion may change
based on further provincial guidance or updated instruction from the Medical Officer
   of Health.

displaying symptoms of COVID-19 to hold in place (the cohort will not leave the
immediate area and will secure in place).
 Administration will contact the KFL&A Health unit and follow the recommendations
      of the Covid-19 nurses.
 Administration will immediately contact the parents/guardians of the child
displaying symptoms of COVID-19 for immediate pick-up of their child.
Administration will also relay the information and recommendations of the KFL&A
      Covid-19 nurse.
 Symptomatic children will be immediately separated from others in the

who is providing care to the child should maintain a distance of 2 metres.

 If a 2-metre distance cannot be maintained from the ill child, advice from
KFL&A will be necessary to prevent/limit virus transmission to those providing
         care.
            • While waiting for administration to contact KFL&A, educators should at
a minimum wear a surgical / procedure mask and a pair of gloves.
Educators may also use a blanket to shield their clothes from
contacting the clothes of the symptomatic child.
            • Hygiene and respiratory etiquette should be practiced while the child is
              waiting to be picked up.
            • Tissues should be provided to the child for proper respiratory etiquette,
with proper disposal of the tissues and proper hand hygiene.

 Environmental cleaning of the space the child was separated will be
immediately conducted once the child has been picked up.

F. Infection Prevention and Control
Policy
 The purpose of this policy is to provide clear direction for environmental
cleaning and disinfecting practices in emergency childcare settings. This policy
is designed to help reduce risk of the spread of illness, including COVID-19.

 In accordance with Ontario Regulation 137/15, s. 33 and in consideration of the
increased health risk associated with the spread of COVID-19, Coppens
Academy Childcare is required to strictly adhere to environmental cleaning and
disinfecting procedures, as described in this document.

 All employees of Coppens Academy Childcare are expected to know and
understand these procedures, and carry out these procedures as per their job
           duties.

Cleaning and disinfecting:
 Where possible, use pre-mixed solution. (Only using disinfectants that have a
Drug Identification Number (DIN) Low level hospital grade disinfectants may be
        used).

 If using bleach for disinfecting, a solution of 1000ppm should be used with a
contact time of 10 minutes. The measurements for 1000ppm bleach solution
are 20 ml (4 teaspoons) household bleach + 1000 ml (4 cups) water. If using a

that can be cleaned and disinfected (e.g. avoid plush toys). All fabric items,
such as pillows, stuffed animals, puppets, and dress up clothes should be
        removed from the play environment;

 Toys that are unable to be cleaned will be removed from the classroom areas

 Increasing the frequency of cleaning and disinfecting objects, toys and

         from home daily.

 outdoor play is encouraged in small groups in order to encourage physical
distancing. The climber may be used but must be disinfected on all high touch
areas (e.g. handrails, slide rails) between each cohort use. Balls and other
outdoor toys must be spray sanitized between cohort groups.

 Encourage more physical space between children by:

                  • Spreading children out into different areas;
                  • Staggering, or alternating, lunchtime and outdoor playtime between
                    cohorts; and,
                  • Incorporating more individual activities or activities that encourage
                    more space between children.

   2. FREQUENTLY TOUCHED AREAS:
 Clean frequently touched areas twice a day. In addition to routine cleaning,
surfaces that have frequent contact with hands should be cleaned and
disinfected twice per day and when visibly dirty.
                 • Examples include doorknobs, light switches, toilet handles,
                   counters, handrails, and keypads.

 Increased frequency of cleaning schedule for toilets, toilet seats, handwashing

 Toothbrushing and teeth brushing will be halted during this time.

 Children must not share soothers, bottles, sippy cups, toothbrushes, facecloths,
etc. Label these items with the child’s name to discourage accidental sharing.

 Reinforce “no food sharing” policies.

 If meals or snacks are provided, ensure each child has their own individual
meal or snack. Multi-use utensils must be sanitized.
                 • Provided meals and snacks will only occur if a medical form has
                   been submitted to administration.

 When holding toddlers, use blankets or cloths over educator clothing
and change the blankets or cloths between children.

 Avoid getting close to faces of all children, where possible.

 Increase the distance between nap mats. If space is tight, place children
head-to-toe or toe-to-toe. Cots and cribs should be disinfected after each
         use.

G. Actions to protect your health
General guidelines:
 Wash your hands often with soap and water or alcohol-based hand
sanitizer. Incorporating additional hand hygiene opportunities into the
daily schedule. Soap and water is the preferred method of washing,
hand sanitizer should only be used when access to soap and water is
        restricted (outdoor play).

 Sneeze and cough into your sleeve.

 Avoid touching your eyes, nose or mouth.

 Avoid contact with people who are sick.

 Stay at home if you are sick and remind parents that they should be

         home.

 If traveling outside of Canada, stay home for 14 days upon your return and
remind parents to do so as well.

Social distancing
Involves taking steps to limit the number of people you come into close contact with (i.e.
within 2 meters of another person) outside of your immediate family. It is recommended
to limit the spread of COVID-19 in the community.

 Social distancing will be difficult to maintain in a child care setting however,
supervising smaller groups of children and offering increased outdoor play
are strategies that support social distancing.

 Educators should incorporating more individual activities or activities that
          encourage more space between children.

 Educators will refrain from social singing.

Staff
 Staff should respect the 2-meter recommendations from the Ministry.

 Staff should not gather for lunch, break or other activities.

 Staff are encouraged not to bring personal items into the classroom area or
        unless the item will be needed throughout the day (e.g. a water bottle, keys etc.);

 All hard surface personal items brought into the classroom area by any individual
must be cleaned and disinfected upon arrival.

 Staff will communicate with parents using the Class Dojo application, email, and
phone. All face-to-face meeting will be suspended until further notice. If a
parent does require due to extenuating reasons a need to speak with a staff
member in person, the staff member will stand on the childcare side of the
screening table and the parent will stand behind the designated line maintaining
        the 2 meter separation.

 Meetings between the Coppens Academy locations will be held via the ZOOM

 Staff rotation will be limited to required breaks.

 Staff shifts will be Monday to Friday from 8:00a.m. to 5:00p.m. Staff will work a total
of 44 hours a week. All staff have signed off on the overtime and will receive pay of
time and a half for all overtime hours.

KFL&A Public Health
To: All Businesses
                                     Memo
From: Dr. Kieran Moore, Medical Officer of Health
Date: July 17, 2020
RE: Stage 3 Reopening and Amendments to the Mandatory Face Coverings
Order for Commercial and Municipal Establishments in KFL&A

On June 27, 2020, Dr. Kieran Moore, Medical Officer of Health for KFL&A Public Health, issued an order
which directed all persons who own or operate a commercial or municipal establishment in the KFL&A
area to prohibit persons from entering their premises or remaining in their premises if the person is not
wearing a face covering. Further, to ensure the availability of alcohol-based hand rub at all entrances and
exits for the use of all persons entering or exiting the establishment.

All commercial establishments permitted to re-open under the Government of Ontario’s
Stage 2 must adhere to O. Reg. 263/20 Emergency Management and Civil Protection Act (EMCPA). The
revised Section 22 mandatory order, issued July 17, 2020 to wear face coverings does not supersede
these requirements, including any exemptions to wear proper personal protective equipment.

Today, the Province of Ontario has moved forward into Stage 3. KFL&A Public Health have revised the
Section 22 mandatory order to wear face coverings to reflect the Stage 3 reopening. All commercial
establishments permitted to re-open under the Government of Ontario’s Stage 3 must adhere to O. Reg.
364/20 Emergency Management and Civil Protection Act (EMCPA).

This Order applies to any customer, client, employee, or visitor who enters the premises of a commercial
or municipal establishment including:

   • Retail stores
   • Convenience stores
   • Malls/plazas
   • Food premises and bars
   • Personal service settings
   • Grocery stores and bakeries
   • Churches, synagogues, mosques, temples, or other places of worship and faith settings

   • Farmer’s markets
   • Areas of mechanics’ shops/garages/repair shops which are open to the public

   • Childcare facilities
   • Business offices not open to members of the public

Face coverings can be removed for the following purposes in the following
establishments:
   • Indoor physical activity including fitness studios and gyms.
   • Public Health does, however, recommend that individuals wear a face covering when going to
and from the activity or equipment. (e.g., yoga mat, treadmill, weights)
   • Restaurant or cinema while actively consuming food or drink. A face covering must be used when
         an individual leaves their seat.
   • For an emergency medical procedure in a medical facility
   • Religious leaders providing sermons or speeches in places of worship
Although temporary removal of face coverings is acceptable in the instances above, KFL&A Public Health
strongly recommends individuals wear a face covering when possible.

 Questions about face coverings
We have summarized key pieces of information found on the agency’s website at
www.kflaph.ca/FaceCoverings that we hope will assist you in complying with this new Order.

   • A face covering is defined as a non-medical mask or bandana, scarf, or cloth mask that has
been purchased or made. It must cover the mouth, nose, and chin ensuring a barrier that limits
the transmission of infectious respiratory droplets.

   • There are exemptions from wearing a face covering on the premises if:

                     a) The person is a child under the age of two years; or a child under the age of 5
years either chronologically or developmentally and he or she refuses to wear a
                         face covering and cannot be persuaded to do so by their caregiver;
                     b) Wearing a face covering would inhibit the person’s ability to breathe in any way;
                         or
                     c) For any other medical reason, the person cannot safely wear a face covering such
as, but not limited to, respiratory disease, cognitive difficulties or difficulties in
                         hearing or processing information.
                     d) The Person is unable to apply or remove a Face Covering without assistance,
including those who are accommodated under the Accessibility for Ontarians
with Disabilities Act (AODA) or who have protections under the Ontario Human
                         Rights Code, R.S.O. 1990, c.H.19, as amended

   • If a customer not wearing a face covering enters your establishment, a friendly
reminder about the Section 22 order should be given to them. If the customer discloses
that they have an exemption; instead, of turning them away make every effort to serve them,
keeping 2 metres (6 feet) from them.

              FOR COVID-19
 • A medical note or proof of exemption is not required. All exemptions to the Section 22 order
should be enacted and enforced in “good faith”.

 • If an employee is not wearing a face covering due to an exemption and a mask is not required for
their position under the EMCPA, the commercial establishment may want to consider informing
       individuals prior to being serviced.

 • A face shield is not a substitute for wearing a face covering as it does not filter
respiratory droplets. A face shield may provide additional protection for the wearer against
droplets expelled from another person; however, these droplets may still be inhaled around the
shield. Respiratory droplets expelled by the wearer may escape around the sides of the face
shield, which therefore provides less protection to others. Persons who wear a face shield are
recommended to also wear a face covering.

The exception would be for persons who have an exemption (i.e., unable to wear a face covering
but can wear a face shield). This approach is a “better than nothing” alternative.

 • If a person requires an employee to remove their face covering to speak to them (e.g., for a
specific communication need like lip reading), it is acceptable. We remind the employee to be
aware of the safe handling procedures for their face coverings and to keep 2 metres (6 feet) away
       from others.

 • For persons in the establishment that are seen removing their face covering for extended periods
of time, a friendly reminder should be given to encourage the person to keep on their face
       covering.

 • Wearing a mask is not an alternative to physical distancing. Every effort should be
made to keep a 2 metre (6 feet) distance even when wearing a mask.

 • There is a fine for owners or operators of commercial or municipal establishments that fail to
comply with this Order. They may be liable, on conviction, to a fine of up to $5,000.00 for every
day or part of day on which the offence occurs or continues.

 • For visible signage indicating that face coverings are required inside the establishment, visit
       www.kflaph.ca/Signage.

 • Reopening in KFL&A: Toolkit for Businesses and Workplaces is availble to provide
public health guidance around COVID-19 for establishments and businesses in Kingston,
Frontenac, and Lennox & Addington (KFL&A) as they reopen their doors to employees, clients,
and customers. This business toolkit includes a checklist to help non-health care environments re-
establish operations in a way that reduces the risk of transmission of COVID-19.

COPPENS ACADEMY OPERATING GUIDELINES
              FOR COVID-19
Increasing scientific evidence supports wearing a mask when in enclosed public spaces as an important
measure in reducing COVID-19 transmission. While the evidence is evolving, there are some ecological
studies and models that suggest COVID-19 transmission rates can be reduced with sufficient population-
level use of non-medical masks or face coverings along with hand hygiene, physical distancing, staying
home if ill, and testing for those who are exposed.

As we move to into the Stage 3 reopening of the province, there is the potential for resurgence of COVID-
19, as we have seen in other countries. Please continue to visit our website for the most up to date
information on COVID-19 at www.kflaph.ca/Coronavirus.
