Professional Learning Framework Overview 2022-2023 Professional Learning is an integral part of the overall mission of the Teaching and Learning Department. This ongoing, comprehensive plan details the continued integration of the Conroe ISD Instructional Model as it is addressed through the various professional learning workshop offerings. The district’s curriculum, instruction, and professional learning are adjusted, developed, and aligned on an ongoing basis to address the district’s student achievement needs as evaluated in data reflective of student performance on statewide and locally developed assessments. The department’s resources, time, and budgets are aligned for the best possible use of our professional learning local and federal funds. The Teaching and Learning Department participates in district-wide initiatives and various content areas and special programs. Over the past fifteen years our plan for professional learning has incorporated the addition of layers to the Conroe ISD Instructional Model with the spiraling from year to year of training on best practices emphasizing differentiated instruction. In addition to these district-wide professional learning workshops, professionals in the department provide feeder- based and individual campus professional learning based on the needs determined by the campus administration in their Campus Improvement Plans and student achievement data. Teachers also access the professional learning sessions through our online Eduphoria Workshop registration system. Each teacher in the district has a personal profile which tracks their professional development. The Teaching and Learning Department has also expanded online offerings to district paraprofessionals and substitutes and will continue its expansion in all content areas. The Teaching and Learning Department is dedicated to supporting quality instruction in our district. Focusing on providing comprehensive professional learning programs is one way of supporting our district’s quality instructional programs. We also continue to recognize the ongoing need to grow the leadership capacity with our in-district talent as well as bringing in current research-based best practices that align with our district’s Professional Learning Framework and Instructional Model. 3
Professional Learning Highlights 2022-2023 CISD Leadership Academy – Is a series of professional learning opportunities for Conroe ISD team members interested in developing leadership skills in their current positions or in becoming principals, assistant principals, Teaching and Learning coordinators, counselors, diagnosticians, specialists or other leadership roles. The training series provides support for current teachers seeking to enhance their leadership skills and knowledge, for individuals who aspire to become campus administrators, for individuals seeking future district leadership opportunities other than campus administration, and continued support and refinement for current administrators. Cross-Curricular Integration – The Teaching and Learning Department will continue to emphasize cross-curricular instruction with an added focus on alignment of integrated TEKS and corresponding cross-curricular activities including the alignment of materials. The integration of College and Career Readiness (CCRS) and English Language Proficiency Standards (ELPS), as well as the new Technology Applications TEKS for grades K-12 from the state, will continue to be emphasized throughout the curriculum and trainings offered by The Teaching and Learning Department. Curriculum, Management Audit Training (CMAT) Level 1 - Members of both Teaching and Learning and Student Support Services departments will participate in the Level 1 CMAT training provided by the Texas Association of School Administrators (TASA) next school year. Level 1 CMAT focuses on the best thinking in curriculum, assessment, and instructional design and delivery, using the five Curriculum Management Audit™ standards written by Fenwick English to maximize student achievement: (1) planning and change; (2) curriculum scope; (3) staff development; (4) assessment scope and trend data; and (5) planning and the change intervention process. CISD staff will use this knowledge to determine scope of written curriculum and specification of curriculum guide components, to ensure district wide curriculum articulation and development, and to establish an internal curriculum management plan. In addition, systems of identifying district equality issues, assessing curriculum connectivity, using test data appropriately, and monitoring curriculum and instruction delivery through the use of teacher appraisals and walk-throughs will be established. Dyslexia Program Training – In order to serve students with dyslexia in the most effective and efficient manner, Conroe ISD provides training for Region 4 Education Service Center’s Reading by Design: An Individualized Literacy Intervention. This evidence-based dyslexia program is for dyslexia teachers 4
(Kindergarten – 12th Grade) throughout the district and provides instruction for the implementation of a systematic, explicit, and multisensory dyslexia intervention. CISD provides interventions using Reading by Design, Take Flight, and Esperanza. All of these programs are aligned with research-based practices for developing literacy and follow an intensive, explicit, and cumulative design for remediation of reading and writing skills for students with dyslexia. As a department, we continue to support campuses by providing annual dyslexia training, as well as online, district, and campus professional learning opportunities for all teachers focused on supporting students with dyslexia. Dyslexia interventionists will continue to hone their craft through professional learning opportunities provided throughout the year. The Dyslexia Department continues to provide dyslexia certification opportunities for dyslexia interventionists employed by CISD. In addition to the four interventionists currently on year two of the CALT/ALT-A certification track with the Dyslexia Center of Austin using Take Flight, a Scottish Rite intervention, more are beginning training this summer. Bilingual dyslexia interventionists also have the opportunity to pursue bilingual CALP certification. Education Resource Group Guided Math Schools - The Conroe ISD Math Department will work collaboratively with the Education Resource Group team to complete a Guided Math Framework Math Leadership Team Model with a specific focus on small group instruction and anchor stations. This will be delivered through ten days (or maybe less for year two campuses) of job-embedded professional learning using a strategic approach to develop teacher capacity by grounding the professional development in day-to-day teaching practices. This job imbedded coaching will consist of a combination of an observation/feedback support cycle, goal setting, tips with resources, demonstration lessons and lesson planning assistance. Each coaching model will be tailored to the campus's specific needs in the areas of small group instruction and anchor stations based on the data collected in an initial two-day audit of the campuses current Guided Math program. The overall coaching capacity and techniques that will be gained from this leadership model will reach beyond the content of mathematics so that coaching can become consistent and pervasive at the school level. Instructional Coaching Institute – Instructional coaching is a form of ongoing job embedded professional learning within classrooms that helps our district’s teachers develop strong plans, obtain feedback, refine their practices, and examine results. Research shows that strong instructional coaching can make a significant difference for teacher practice and student outcomes. Conroe ISD has developed a district instructional coaching model and plan for professional learning for all district administrators and both district and campus instructional coaches. The Professional Learning Framework will additionally expand the current district’s instructional coaching program into the secondary level as well 5
as support principals in developing and implementing a Professional Learning Framework for their individual campus. Within the scope of the institute, instructional coaches will learn the knowledge and skills of six essential domains: (1) understanding how to work with adults; (2) understanding the coaching cycle; (3) understanding high-impact teaching practices; (4) understanding how to gather data and use video as a part of coaching; (5) effective communication skills; and (6) effective leadership skills and systems thinking, that need to be in place for success. Instructional Technology Professional Learning – Instructional Technology promotes using technology effectively for assessing student learning, differentiating instruction, and providing relevant and engaging learning experiences for all students. Professional learning opportunities are provided to build the capacity of teachers and administrators to fully integrate technology into the instructional process. In addition to the professional learning opportunities offered throughout the year, instructional technology remains committed to meeting the needs of teachers and campuses through designing professional learning opportunities on campus. Jennifer Serravallo and Onsite Campus Coaching and Modeling – Jennifer Serravallo's standing in CISD is exceptionally high due to the accessibility of her published resources, The Reading and Writing Strategies Books and Reading Conferences. Campuses using staff developers from Serravallo's team will spend the year exploring conferring and small group instruction in depth. A customized professional learning cycle of PD, classroom work and reflection will be built around each topic selected by the campus. Multi-Tiered Systems and Supports (MTSS) – Is a framework that takes a proactive approach to identifying students with academic or behavioral needs. The Department of Student Support Services will be providing professional learning throughout leadership training focusing on the components of the safe and collaborative culture, high-quality instruction, strategic use of data, and professional teaching and learning. Training will also be provided to campus teams on the problem-solving process and use of the Branching Minds technology platform to track the effectiveness of interventions. Standards Based Report Card Training – for 1st Grade Teachers is an optional 1/2 day Q & A to provide clarity to teachers who were hired for this year and/or those who need additional clarification on the work. New Hires – The district’s newly hired teachers will have opportunities to attend a New Hire series of workshops that are specifically designed for teachers to have background in the district’s best practices. The trainings will allow the teachers to “hit the ground running” in the fall with this rich instructional background. The 6
Teaching and Learning Department will be encouraging current district teachers who are changing content areas to attend these trainings as well. Positive Behavior Interventions & Supports (PBIS) – PBIS is a positive, proactive and instructional approach to strengthen school climate, culture and safety, improve classroom management, promote positive relationships in schools and provide students with social and behavioral skills needed to be successful learners. PBIS is designed to improve behavioral success by employing a nonpunitive, proactive, multi-tiered system of supports. PBIS can involve procedures at the school-wide level, the classroom level, and the individual student level. It is essential that universal factors are the primary focus of professional learning for PBIS. This includes the structure of the school/classroom, the teaching of expectations to students, observing and monitoring student behavior and adjusting plans when necessary, initiating positive interactions with students to form positive relationships, and correcting student behavior in a calm, consistent, and fluent manner. In 2022-2023, campus teams will continue to participate in team training to develop a comprehensive plan to implement school-wide PBIS through the work of Foundations. The professional learning focuses on creating supportive environments that have clear and positive behavioral expectations that are taught and practiced, consistent supervision skills, as well as effective behavior management and positive behavior support of all students. To address classroom and behavior management, professional learning will be provided to all new teachers during Intro to CISD on the CHAMPS process. CHAMPS is not a program, but a process designed to help school personnel make all settings physically and emotionally safe for all students and staff. It helps teachers identify and maintain the effective aspects of current management plans while adding and/or strengthening missing or less-effective aspects. This approach guides teachers in making research and data-based decisions on classroom management. This will be done through district-wide professional learning, campus-based staff development, and working with individual classrooms and teachers. Reading Academies - As part of House Bill 3, the Elementary Language Arts Department will continue to provide Reading Academies in the 2022-2023 school year. In CISD, we anticipate completing the training and support of nearly all K-4 staff and anticipate expanding our work into the intermediate grades in the fall of 2023. The content of the Academy covers a wide range of literacy topics, from phonological awareness to advanced comprehension skills. In addition to Self- Paced module work, participants will receive regular on-site coaching to help take the learning into classrooms. 7
Ready Bodies, Learning Minds - With the increasing demands on our youngest students, coupled with a recent trend that limits exposure to movement from infancy to school appropriate age, we are seeing more students with immature and faulty sensory, lack of motor development, and struggling to adapt to the school environment. Motor and sensory development provides the central nervous system with the ability to perform tasks necessary for success in school. Limited attention span, poor posture, difficulty sustaining equilibrium, poor coordination, restlessness, problems with spatial relationships and slow academic progress are common with immature neurological systems. If the neurological systems are not functioning properly, the student will have a limited foundation on which to build. We must support our students in building this foundation. We can accomplish this by providing them with targeted experiences that teach them the skills that are prerequisites for learning. This will be accomplished through the implementation of Ready Bodies, Learning Minds Motor Labs as a part of our implementation of full day Prekindergarten during their Physical Education time of the day. The development of these skills, necessary for learning readiness and mastery of the environment, is the goal of Ready Bodies, Learning Minds Motor Labs. Vector Solutions – Teachers, librarians, speech therapists, and nurses will have the opportunity to take online staff development courses during the summer in “exchange” for not being required to attend the professional learning training on August 2, 2022. The online training for “exchange” day is through the Vector Solutions system. Vector Solutions is a library of online school-focused safety courses that can be accessed anytime, anywhere through the Conroe ISD Single Sign-On or the Conroe ISD website. The Vector Solutions courses selected for our faculty and staff cover varying topics including Child Abuse Identification and Intervention, Emergency Operations, Cybersecurity, Health Emergencies, Sexual Harassment, and many others. Social Emotional Learning (SEL) – The Student Support Service Department will continue to provide training on Social Emotional Learning through campus Foundations teams. Through this work, students will develop a healthy sense of self and consideration for others, recognize diversity with understanding and respect for others, successfully manage their emotions and behaviors, and make responsible decisions. Special Education Learning Institute – To build capacity in special education teachers by applying the foundations of special education to job-related experiences. Participants will learn how to increase their collaboration with other staff, implement active engagement techniques, provide effective in-class support, and integrate content knowledge and strategies in order to specially design instruction. This will also include developing a better understanding of the process of creating meaningful IEPs, which will improve student achievement. 8
State of Texas Assessments of Academic Readiness (STAAR) Initiative – The Teaching and Learning Department will continue taking the lead by preparing the district’s administrative staff and teachers for the instructional depth and rigor necessitated by our state assessment. The Teaching and Learning Department will emphasize the components of the Conroe ISD Instructional Model during the District Wide Professional Learning on August 4, 2022. The focus of conference speakers as well as content sessions will include the following: The Conroe ISD Instructional Model Integration of Online Assessment Items and Instructional Best Practices Purpose of Common Formative Assessments and Data-Informed Instruction Use of Accommodations During Daily Instruction and Assessment Solicitation of Teacher Feedback on the new Curriculum Audit Management Training (CMAT) Process Social Emotional Learning Follow-up trainings will be provided throughout the 2022-2023 school year through content area leadership meetings. Summer Curriculum Rewrites and Revisions – Each summer the Teaching and Learning Department engages in curriculum rewrites or revisions based on any changes in state TEKS/curriculum and on a review of district/campus assessment data. The changes result in some revisions in all core content areas each year. The Teaching and Learning Coordinators develop teams of master teacher curriculum writers that are trained by the core coordinators and district instructional coaches. The process is also facilitated and monitored by the Teaching and Learning staff. Texas Instructional Leadership (TIL) – Is a program through which campuses and district leaders receive training and support in their ability to build the capacity of educators that they manage. It consists of a suite of trainings intended to foster continuous improvement by helping campus and district administrators grow concrete instructional leadership skills in the areas of lesson alignment and formative assessments, observation and feedback, schoolwide culture routines, and data driven instruction. TIL trainings are aligned with many of the best practices described in the Effective Schools Framework. The trainings are provided by Education Service Centers in an effort to build capacity and support in the execution of a campus improvement plan. The trainings include face-to-face professional development, implementation support, and one-on-one coaching. 9
The Holdsworth Center Leadership Collaborative – Is designed to help district leaders build internal leadership capacity, with the end goal of having a strong bench of leaders ready to step into school leader positions when they arise. Specifically, district leaders will define what great leadership looks like in their district and learn how to use their district’s leadership framework to build systems and structure to sustain their school leadership pipeline. CISD will work with Holdsworth staff to learn best practices from organizations inside and outside of education that have built high-performing talent management systems. Additionally, learning content will feature elements of Holdsworth’s core curriculum for all Holdsworth leaders in the areas of personal leadership, growing and empowering others and creating change. Three CISD staff members will participate in this program, Assistant Superintendent of Teaching and Learning, Assistant Superintendent of Student Support Services, and the Director of Human Resources. The Teaching and Learning Instruction Model (Conroe ISD Instructional Model) – The Teaching and Learning Department continues to assume the leadership role in implementing the Conroe ISD Instructional Model emphasizing all aspects of differentiated instruction. The three components of our district’s instructional model include the alignment of the TEKS, the students’ Learning process of the required curriculum, and the ongoing Assessment in which both teachers and students evaluate their learning (See Conroe ISD Instructional Model on page 8). Lead4ward Leadership Sessions – lead4ward makes a difference in the lives of students by helping educators focus their work, creating structures that give teachers and students a sense of hope and confidence, and supporting leaders with systems they can trust. Our leadership sessions start with maximizing time to plan instruction that is relevant, engaging, and rigorous! Using lead4ward’s methodology and tools, we’ll investigate the thinking skills students need to be successful on STAAR 2.0, help them apply their learning, and show what they know. During this professional development, leaders will have the opportunity to: • use the lead4ward tools and resources in instructional planning • enhance activities with the Instructional Strategies Playlist • establish instructional routines for all students • discover ways to expand student thinking • move instructional planning to action • connect learning to student success, including STAAR 2.0 Executive N2 Learning –The Executive Leadership Institute (ELI) is designed to build the capacity of district executive leaders for system-wide improvements in teaching and learning. Sessions will include opportunities for leaders to cultivate strategic approaches and actions in order to support district transformational 10
efforts. In addition to the scheduled sessions, each participant will receive the support of an Executive Coach throughout the year. ELI provides a systematic approach to bridge the personal leadership qualities that were key in past successes to being strategic and successful in central office leadership roles. Session Topics include: Leading Transformational Change • Collaborate with fellow district leaders on the implementation of the strategies within Creating a New Vision for Public Education in Texas • Reflect and plan 1-on-1 with a professional executive coach • Systems Thinking in a Collaborative Culture • Synthesize research from authors and expertise from district leaders with teams of leaders • Develop relationships with fellow district leaders through deep learning discussions and planning Becoming an Influencer • Articulate a future-ready plan to transform district leadership culture, processes, and outcomes LLI - Professional learning will be provided in layers throughout the year to include district and campus instructional coaches, academic interventionists and teachers. Branching Minds - Professional learning will be provided to campus teams, interventionists, and teachers throughout the year based on the needs of each campus. New PE and Health TEKS Implementation - The new Texas Essential Knowledge and Skills (TEKS) for health education have been adopted to guide instruction that allows youth to develop and sustain health-promoting behaviors throughout their lives. The essential skills that embody the interconnection of health literacy are within the strands of physical health and hygiene, mental health and wellness, healthy eating and physical activity, injury and violence prevention and safety, alcohol, tobacco, and other drugs, and reproductive and sexual health (Grades 6-12). The health education TEKS should be presented to students in a positive manner to support the development of a healthy self-concept and responsible decision-making. The new health TEKS for 11
grades K-12 will go into effect fall semester of 2022. Instructional materials to support the teaching of junior high and high school health have been adopted as a part of Proclamation 2022. Training on the new standards and the use of adopted instructional materials will continue throughout the first year of implementation. The new Texas Essential Knowledge and Skills (TEKS) for physical education have been adopted to guide instruction that allows youth to improve physical fitness and skill development, support and improve academic achievement, reduce stress and increase blood flow to the brain, strengthen peer relationships, and improve self-confidence and self-esteem. The physical education TEKS are categorized into five strands that are of equal importance and value: movement patterns and movement skills; performance strategies; health, physical activity, and fitness; social and emotional health; and lifetime wellness. The physical education TEKS for grades K-12 will go into effect fall semester of 2022. Instructional materials to support the teaching of the newly created high school physical education course, Lifetime Fitness and Wellness Pursuits, have been adopted as a part of Proclamation 2022. In addition to Lifetime Fitness and Wellness Pursuits, two additional high school physical education courses were created: Skill-Based Lifetime Activities and Lifetime Recreation and Outdoor Pursuits. These new courses will begin to be offered in the fall semester of 2022. Training on the new standards and the use of adopted instructional materials will continue throughout the first year of implementation. The Homegrown Intermediate and Junior High School Literacy Institute - Intermediate and junior high school educators from across the district will convene between June 27-29 at Grand Oaks High School for collaboration and learning on all aspects of balanced literacy. Participants will customize their morning schedule from a range of available breakout sessions and dig deep into workshop practices through immersive afternoon small group seminars. The Foundations of CISD Reads & Writes Institute for New Teachers - This institute is designed for new educators and veterans new to Conroe ISD. Learners will experience a full day in Elementary Language Arts, participating in each component of CISD Reads and Writes with carefully-timed micro-PDs built into the day on topics ranging from workshop environment to building a classroom library. A full day session in August is followed by half day offerings in October and February for late hires. Distinguished School Nursing -The Health Services department provides support, guidance, training, and varied professional learning opportunities for both the novice and experienced school nurse. Our comprehensive offerings include Transitioning to School Nursing providing targeted learning for the new school nurse on their unique role in the educational setting. We impart the expected 12
nursing standards through Standards of Nursing Practice in Conroe ISD to ensure all students have access to the highest quality nursing care. Based on the National Association of School Nurses Framework for 21st Century School Nursing Practice, Health Services provides leadership opportunities for school nurses to teach colleagues through School Nursing Framework: 5 Principles as well as presenting a pathway towards distinguished school nursing practice with School Nursing Framework: Distinguished School Nursing. 13

Accountability, Assessment, Evaluation, and Instructional Materials The department of Accountability, Assessment, Evaluation, and Instructional Materials is tasked with providing Texas Education Agency (TEA) mandated trainings in security, confidentiality and test procedures to all campus testing coordinators. TEA releases a final testing calendar each year that determines the final scheduling of these required sessions. The department of Accountability, Assessment, Evaluation, and Instructional Materials supports student learning through acquiring, generating, maintaining and disseminating information and instructional materials in a timely manner. We serve the district at all levels in measuring and improving student learning for local, state and federal accountability. In addition, the department works to facilitate and provide professional development in the use of data systems to support the continuous improvement of academic and administrative processes. The department also designs and conducts evaluative studies of district/campus programs, initiatives, and services, and produces evaluative findings (including student achievement data). In addition, support is provided for schools identified for improvement and/or scoring below state target levels. We are honored to work collaboratively with district and campus leaders in the implementation of school improvement initiatives. Our dedicated efforts will be on implementing the teaching of specific language skills into all core content classes to assist Emergent Bilinguals in their acquisition of English. We will continue the process of implementing a Content-based ESL Instructional Model in grades Pre-Kindergarten through 4th grade by which classroom expectations are established and monitored. The goal, as we look forward, is to encourage implementation and preparation of teachers at all grade levels through quality professional learning opportunities. Our Dual Language One-way and Two-way programs continue to grow and thrive, as we offer students the gift of biliteracy and biculturalism across Conroe ISD. We have also embedded the instructional coaching component within our professional learning model, as we know this is the most effective method of implementing quality instruction. We look forward to continue to share these powerful instructional practices with more teachers as part of our comprehensive professional learning plan.
