Invitation for Technical Profile and Financial Bid Introduction Uttarakhand is blessed with rich avifaunal diversity.710 species of birds that is more than half of the birds recorded in India are found in Uttarakhand Forest Department Uttarakhand proposes to publish a Coffee-table Book highlighting the uniqueness and interesting facts about the birds found in the state. Tenders/request for the proposal are invited to carry out this work from individuals/consultancy firms/groups/publishers having sufficient experience of such works. Name of Work Earnest Money Production of a Coffee Table Book on Rs. 30,000/- “Birds of Uttarakhand” The proposal must contain two separate envelopes, contained in a third envelope, one for Technical Profile and the other for Financial Bid, mentioned on these envelopes. All the received proposals will first be shortlisted by a committee, constituted for this purpose, on the basis of examination of technical profiles. Based on the marks scored for each parameter of the technical profile, the committee will decide about opening of the short listed financial proposals. All proposals which includes the concept note, the technical bid and financial bid (separate sealed covers for each and should accordingly be super scribed), should be submitted till 16 July 2020 by 15:00 hrs. at the office of the Chief Conservator of Forests, Ecotourism Publicity and Extension, Uttarakhand, 85, Rajpur Road, Dehradun-248001, only through registered post/speed post. Canvassing in any form will lead to outright disqualification. The concept notes and technical bids will be opened on the same day at 16:00 hrs at the office of the Chief Conservator of Forests, Ecotourism Publicity and Extension 85, Rajpur Road, Dehradun. 1
Background Material for Preparing Concept Note & Technical Profile A Coffee Table Book on “Birds of Uttarakhand” Objective: Besides documentation, the prime objective of the Coffee Table book is to put forth the rich avifaunal diversity before discerning clientele within the country and abroad. And to promote Uttarakhand as a birdwatching destination. Scope of Work: The book will contain pictures of about 225 species of birds found in the state. The bird species will be selected by focussing on the following criterion - Birds that are listed in IUCN redlist of threatened species. - Birds and their amazing diversity in habitat from plains to the majestic Himalayan Region. - Endemic birds of Uttarakhand. The text accompanying the bird images should be focused on interesting natural history stories, habitat and folklore. Key bird behaviour such as migration breeding, sexual dimorphism, brood parasitism should be covered though the book. Some picture of the birds will be provided by the Forest Department collected from renowned photographers, amateurs and bird watchers. Rights of Use: All material collected during the exercise including photographs etc. will become the property of the Forest Department, Uttarakhand. The copyright of the Coffee-Table Book will rest with the Forest Department. However, credit will be duly acknowledged in the publication of the contributors. Terms and Conditions 1. Any applicant can submit only one tender. More than one tenders shall be disqualified. 2. Applicants need to deposit a demand draft/pay order of Rs.2000/- and 18% GST towards the cost of tender form in favour of Divisional Forest Officer, Dehradun Forest Division, Dehradun. 3. The rates (in Indian Rupees) should be inclusive of GST, freight and forwarding charges. Rates are to be strictly quoted in tender document only (both in digits and in words), else it will be considered invalid. Rates for additional/optional features should be quoted on blank sheets provided in the tender document itself, if required. 4. The tenders should be accompanied (along with technical bid) with a Demand Draft/pay order of Rs.30,000/- (Thirty Thousand Only) as Earnest Money Deposit (EMD) payable to the Divisional Forest Officer, Dehradun Forest Division. Selected bidder will have to deposit performance security (5% of tender value). 5. The earnest money of the selected applicant will be refunded after completion of the work whereas the same will be applicable for other applicants after end of tendering process. 6. The tender document received without EMD and the cost of tender documents (for those who have downloaded the document from the) will not be entertained. 7. The tender received after the prescribed date and time i.e. 16 July 2020 15:00 hrs. will not be considered. 8. Chief Conservator of Forests, Ecotourism Publicity and Extension, Uttarakhand, Dehradun reserves the right to accept or reject any of the tender without assigning any reason. 9. Chief Conservator of Forests, Ecotourism Publicity and Extension, Uttarakhand, reserve the right to alter/modify any or all conditions of this tender notice. 10. In case of any dispute, Principal Chief Conservator of Forests, (HoFF) Uttarakhand, shall decide the issue and his decision will be final and shall be binding on the parties. 11. The person/agency should have proven experience in writing books related to forest and wildlife. 12. The work is to be completed by 30 Sept. 2020 of the issue of confirmed order on turn key basis. 13. Rates should be quoted separately for number of printed copies. If no entry is made against any of the number of copies, it will be assumed that bidder is not interested in quoting for that number of copies. 14. Approval of dummy sample for the size, paper and binding of product will be mandatory before issuance of confirmed order. 15. On the basis of the overall evaluation, the work may be entrusted as per the final selection followed by signing of an agreement between the Forest Department and the selected party. 16. The selected entity will have to present the progress of the work at different stages before the Forest Department. 17.
