Transport: It is IMPERATIVE that you CARRY YOUR TRANSPORT PASS with you at all times. You need to show this pass for the bus service to greens each day. Players who have paid their transport fee ($30.00 per player) will be picked up from accommodation and brought to Club Mount and transported to the greens they are playing at by bus. At the end of each days play you will be returned to Club Mount Maunganui. From there, vans will be available to transport you back to your accommodation. Please register your requirements on registration day, with our coach convenor (Straw) on Sunday 5th February 2017 and notify how many persons require this pickup. Thereafter, please confirm your following days transport requirements with our Transport Convenor (Straw) the evening prior. Club Mount President’s Welcome As President of the Host Club it gives me great pleasure to extend a very warm welcome to all those participating in the Clubs NZ 44th Men’s National Outdoor Bowling Tournament 2017 together with their supporters. Club Mount Maunganui is very proud of its wonderful facilities, and we trust this will be a pleasurable experience and something you will remember. This is a time for making new friends and catching up with the “old” foes. I would like to pass on my sincere thanks to the organising committee for their time and effort in preparing this tournament for you the players and extend our gratitude to the Club’s Sponsors, without them these tournaments wouldn’t be as successful as they are. While you are in Mount Maunganui we would ask that all participants where possible use our sponsor’s services as this gives them some mileage in return for their generosity. Again, welcome to our Club we hope that this week proves to be an experience that will generate many fond memories for you all. Please make yourselves at home and enjoy the great facilities that our Club here at the Mount and our sister Clubs from around the Tauranga area have to offer. With our beautiful beaches, many cafes and restaurants, and of course “The Mount”, we are truly privileged to live in this relaxed part of the Country. May you all enjoy the rub of the green, great bowling and fellowship and you make lifelong friends and memories. Club Mount Maunganui (Inc) HOUSE KEEPING Club Membership during your visit to our Club: Our Club requires that all players, visitors & guests sign in the membership book provided at the entrance or the bar and keep your tear off slip for the duration of this tournament. You will only need to sign in again if you lose your slip. Entrance to the Club: Please use the main, side & bowls side entrance to the Club at all times. Club Courtesy Coaches: Straw is our Coach Convenor for this Tournament. It is imperative you make sure you BOOK for your early morning Motel collections the NIGHT BEFORE. For those participants who have paid in advance for Transport. It is also imperative that we have you at the Club no later than 7.30am each morning as the buses to the greens depart at approx. 7.45am. Please make sure you carry your TRANSPORT PASS with you at all Times, you will need to show this prior to boarding. Food: We will have an exceptional variety of fresh nutritious food available all day, so we ask, please do not bring your food onto club premises – see the Restaurant Catering page in this programme for details on times and what will be served and where. Raffles: will be available all day during the tournament and we very much appreciate your support of these. Gaming Machines: We have 18 Gaming Machines situated in the Gaming lounge along the hallway opposite the bar. Remember to have your sign in slip with you in case you are asked by any of the bar staff if you require a cancelled credit or win a jackpot. Smoking Area: The Club Inside/Outside smoking area, is located in the Sports Bar Area (please ask a staff member if unsure), Sound System: The sound system in the club for announcements of all matches will be broadcast throughout the Club, however, it is advisable to let the Control Table know or alternatively your mates if you are leaving the premises for any length of time. Bowlers Promotions: Please see posters around the Club for your Daily Specials. Promenade Room is located on the right hand side of the main entrance way, next to our Restaurant. This area is for you the Bowlers, to have lunch, and enjoy the sunshine outside. Tea and Coffee will also be available from this area of the Club. Fire Evacuation: In the event of a fire alarm sounding, and the need to evacuate the premises, please listen to all staff and then make your way out of the nearest exit and congregate in the main carpark area opposite the main entrance. Health & Safety: Our Club meets all the requirements in respect of the Act. The first aid room is located in the Bowls Area and is available at all times. The defibrillator is located at the Club reception area on the wall. Defibrillator: Our Heartstart AED (Automated External Defibrillator) is located in the Club Reception Area on the back wall. First Aid Room: is located in the hallway towards the Bowls Area Control Room and Office directly opposite the toilets.

Tournament Player Information All Teams must register on Sunday 5th February 2017 between 2pm and 4pm at Club Mount Maunganui 2017 Delegates Meeting The Annual Delegates meeting will be held at 4pm on Sunday 5th February 2017 in the upstairs “Cruise Deck” at Club Mount Maunganui. Close Tournament Applications received to host the 2019 Tournament or expressions of interest received Club NZ Men’s National Outdoor Bowling Tournament February 2017 Two Notices of motion to the Annual General Delegates Meeting to be held at Club Mount Maunganui on Sunday, February 5th @ 4pm 1. Remit 1 will replace the 2nd paragraph of #3 of the General Conditions Remit 1: If a match ends in a draw after the required time or ends have expired, a further end is to be played to find a winner. A coin toss to determine the order of play, with the winner choosing, shall be made. If during the extra end the kitty is played outside the rink boundary, it is to be replaced on, or as close to the two metre spot in a straight line to the mat as possible and the end continues. 2. Remit 2: a new General Condition to follow sequentially after #7 as a standard condition – this will save discussion and agreement on an annual basis at the delegates meeting Remit 2: If the kitty is incorrectly delivered it shall be placed in a legal position by the opposition skip, who has the right to have the mat replaced as well. Tournament Play Conditions Moase Cup Refer General Conditions #3 to #6 Jim Dempsey Trophy Post Section Consolation Tournament Comprising of those qualifiers who fall aside in the first round of Post Section Play on the Wednesday afternoon. SKIPS MUST ENTER their team on Wednesday night before 7pm. Semi-finals and Finals will be played on the Friday. All games up to the final to be 21 ends or 2 hours and 30 minutes. Start time for both days will be 8.45am. Kelly Plate Consolation Tournament Thursday 9th Open to non-qualifiers from the Moase Cup. Teams wishing to participate in this Consolation Tournament must enter their SKIPS name and their CLUB on the sheets available at any of the greens on Wednesday no later than 15 minutes after the conclusion of the last section game. Semis and Finals are to be played on Friday 10th. Kelly Plate – Conditions of Play Section play shall be 4 games each of 1 hour and 30 minutes duration or in the event of inclement weather such as other times as the Tournament Committee shall decide. In the event of a tie, a draw is a draw (2 points for a win, and 1 point for a draw). The winning team from each section to qualify for post section play after completion of the 4 games of section play. A play-off or play-offs will be conducted too find the eventual section winner. All such play shall be over 3 complete ends. If necessary one game of post section play may be played on completion of section play to eliminate byes on the final day. Post section play shall be games of 1 hour and 30 minutes in line with section play. Game 1 8.45am to 10.15am Game 2 10.30am to 12noon Game 3 12.45pm to 2.15pm Game 4 2.30pm to 4 pm
GENERAL CONDITIONS 1. Regulation bowling attire must be worn during competition play. Bowling shorts will be permitted providing white socks are worn. Teams are permitted to wear their Chartered Clubs colours. This will be strictly enforced. 2. The entrants will be divided into sections and will play as stated in the programme. 3. All section games will be 21 ends with a time limit of two hours and thirty minutes. In the event of a tie a draw is a draw. 4. Section play of eight games shall be played with three games on Monday and Tuesday and two games on Wednesday. Games will commence at 8.45am, the second game to commence no later than12 mid-day and the third game to commence no later than 3pm. 5. Teams to qualify for post section play shall be:- (a) Any Team, which scores12 points or more in its section (2 points for a win, 1 point for a draw) (b) Any Team which through its scores less than12 points is the winner of its section or ties as one of the winners of its section. 6. Post Section: One round of post section will be played on Wednesday afternoon commencing at 4pm. Play on Thursday and Friday will commence at 8.45am. That as many teams as possible play the first round of post section play in the Moase Cup and that byes be played on the Thursday morning. 7. The laws of the game issued by Bowls New Zealand Inc in regard to size, weight and testing of bowls will be strictly adhered to. ALL bowls must bear the test stamp of Bowls New Zealand Inc. no earlier than 1982. The umpire prior to the commencement of play may inspect all bowls. 8. (a) The Tournament shall be open to any financial member of a Clubs New Zealand (Inc) Club and complies with the by-laws in terms of (3) Sporting Competitions, provided that such member is also a financial member of a bowling club affiliated to Bowls New Zealand (Inc). The team may consist of three members of one club and one member of another club. The odd member of the four may NOT SKIP. The tournament committee may arrange post entries composite teams in order to balance the draw. (b) Sponsors Teams may participate but shall note qualify for tournament trophies (ie) Moase Cup, Jim Dempsey Trophy or Kelly Plate. They must comply with conditions outlined in 8(a). 9. No change of players will be allowed except in the case of illness or through any reason, which in the opinion of the Match Committee, is considered justifiable. A substitute may be appointed by or subject to the approval of the Match Committee but in no case shall the substitute play in the position of Skip. 10. The winning skip shall at the completion of each game hand to the umpire or his appointee a correctly entered score card of the game signed by himself and the opposing skip. 11. The Match Committee shall have the right to: (a) Vary the Day’s play (b) Reduce the number of ends of all or any section (c) In other aspects to alter or amend the program if circumstances will not permit it being carried out in its entirety. (d) Their decision is final. 12. If any four fails to be present at the time set down for the commencement of game, or within 5 minutes thereafter, the umpire shall report the matter to the controlling body who may disqualify the offending player or team or award the game to the opposing team. 13. Any dispute other than those upon the Laws of the Game, requiring immediate decision shall be adjudicated upon by the skips concerned. Failing their agreement, the dispute shall be referred to the Umpire and Green Controller and their decision shall be final.
14. A penalty of no less than $10 may be enforced by the executive against any player or four who commences play and for any reason other than illness or justifiable cause acceptable to the executive committee discontinues before the finish of matches. A similar penalty may be enforced against any play or four who enter and fail, without justifiable excuse by the executive, to fulfil his or their engagement. 15. The executive reserves the right to disqualify any player or four for misdemeanour and may return the entry fee. 16. The protest regarding any game must be handed to the umpire before the commencement of the new game. 17. All the rules and conditions governing the tournament shall be those of Bowls New Zealand (Inc). 18. A Post Section Consolation Tournament shall be conducted on Thursday. The team that were losers of Wednesday afternoon Post Section 1st round play will be eligible to enter. 19. A consolation tournament shall be conducted on Thursday. All teams that fail to qualify for Post Section play will be eligible to enter this Consolation event. No other teams will be permitted to enter. 20. The finals of the Moase Cup & Jim Dempsey Trophy will be 21 ends with no time limit. 21. The presentation of prizes will take place within 30 minutes of the conclusion of the finals being played. 22. Unless the host club is advised within three weeks before the tournament of a valid reason for a team withdrawing, the entry fee will be forfeited. 23. Tournament Meeting:- (a) There shall be a tournament meeting of delegates that shall be arranged by the Host Club. (b) The meeting shall be held on the Sunday prior to the start of the tournament and shall commence at 4pm (c) Each Club shall have two (2) delegates at the meeting (d) There shall be one vote per club (e) The date for which remits shall be submitted by, shall be the closing date for entries 24. Application to Host:- (a) All applications to host the tournament shall be submitted to Clubs New Zealand Sports Council. (b) All applications shall be on the Formal Application Form that shall be distributed by Clubs New Zealand Sports Council to the Clubs that have registered intent to apply to host a future tournament. (c) Applications shall close with Clubs New Zealand Sports Council on the same date as the closing date for entries. (d) Clubs New Zealand Sports Council shall forward all applications to the host club immediately after the closing date (e) Clubs New Zealand Sport Council shall forward an official application form to those clubs that have registered intent to host a future tournament (f) That the host club provide information not later than 12 months in advance a list of suitable accommodation details plus a contact person who can arrange accommodation if requested.
