Background The City of Temiskaming Shores closed municipal arenas in March 2020 as the COVID-19 pandemic hit the Province of Ontario. Closing arenas in short order was accomplished by quick actions of staff and communication with our user groups. Provincial regulations, national sport governing body return to play guidelines, local infrastructure constraints and local recreation priorities were all considered as this document was created to come up with a plan that can be safely executed. This document provides information on how the Don Shepherdson Memorial Arena (located at 75 Wellington St. S) and the Shelley Herbert-Shea Memorial Arena (located at 400 Ferguson Ave.) in the City of Temiskaming Shores will operate. The re-opening plan goes over changes to operations from an administration perspective, changes to the facility and how the public interacts with the facility, other notes to consider and the main takeaways to remember. General Rules Everyone who enters the facility shall abide by all applicable public health measures. Any person entering the facility, including those who are going onto the ice surface are required to wear a face covering. Masks will not be provided by the City of Temiskaming Shores. Everyone entering the facility will be required to have their own face mask. Mask usage includes participants while they are dressing or undressing within dressing rooms. Masks may be temporarily removed by anyone actively engaging in an athletic or fitness activity. Physical distancing of 2m shall be maintained at all times within the facility. Rental Changes Ice rental bookings will be spaced a minimum of 10 minutes apart, with gaps of 15 or 30 minutes allocated when available to allow for minimal overlap time between users who visit the facility for adjacent rental times. This will minimize the amount of contact time two ice rental groups will have while also providing the least disruption to normal operations. No spectators will be permitted in the facility, other than up to one accompanying parent, guardian or other adult for each athlete under the age of 18. No younger siblings will be allowed to access the facility including those who may have an earlier or later ice time scheduled. Rental organizers shall be allowed into the facility to administer their rentals and/or programs. Contact Tracing Contact tracing for those who enter the facility will be completed based upon which colour stage of the Province’s reopening framework our district is placed in. In the green stage, all ice rental organizers are required to keep an attendance record including the name, contact number and Page 3 of 14
contact email for every participant who attends each rental of the facility. For example, if Hockey Team A has a 2-hour ice rental on Monday and a 2-hour ice rental on Friday they will be required to have a separate list for both rentals comprising of the actual attendance for each day. In Yellow, Orange and Red stages, all ice rental organizers are required to ensure everyone who enters the facility for their rental fills out the electronic COVID-19 screening and contact tracing form the City of Temiskaming Shores has developed. A sign with QR code will be present at the entrance of the facility for attendees to open the form with their phones. The form can also be accessed by going to: https://forms.temiskamingshores.ca/COVID-19/Facility-Check-in-Form. Everyone will be required to fill out the form completely and honestly. If an attendee answers “Yes” to any of the questions they shall NOT enter the facility. This form needs to be completed by everyone who enters the facility including minors and City of Temiskaming Shores staff will be following up with renters to ensure compliance. The form may be completed before entering the facility. Facility Flow General facility flow will be in one direction as per the indications marked on the floor and all people within the facility will be required to follow physical distancing requirements. The main entrance of each facility will be split with designated entrance and exit doors. Once entering the facility, participants will have direct routes to the dressing area(s) with parents and/or guardians expected to move directly to where they will be for the duration of the rental. Parents/guardians will be allowed to accompany their children to the designated dressing area to assist them tying skates or buckling their helmet. Access to certain areas of the facilities may be restricted. Parents and guardians are encouraged to leave the facility for the duration of the ice rental and return at its conclusion. Upon entering the facility, there will be a reminder to self-screen for COVID-19 symptoms. There will also be a hand sanitizer station immediately upon entering that everyone should use before going further into the facility. All ice users will immediately continue to their assigned dressing areas while any parents/guardians will be required to follow the directional markers on the floor to proceed to a seating area or leave the facility. Washrooms and Cleaning Staff will be undertaking additional cleaning and disinfecting of the facility before, during and after facility rentals. All disinfecting will be completed with EP50 (DIN:02340321) as per manufacturer’s directions regarding dilution and use. Dressing areas, including their washroom(s) will be cleaned and disinfected after each use by a user. Washrooms within the facility will be open for restricted use by patrons only. No members of the general public will be allowed in the facility to ensure current regulations are being followed. The washrooms within Page 4 of 14
the lobby of the facility will be open for use but will be restricted for use to one person at a time. The washrooms will be cleaned and disinfected twice per day. All washrooms within participant dressing areas will be cleaned and disinfected between each use of that dressing area. Hand sanitizer will be available in multiple public locations within each facility. Hand sanitizer will also be provided at the entrance of each facility and at the entrance to all dressing room locations. Dressing Procedure o All rentals will be provided specific dressing rooms with individually marked dressing spots within each room spaced 6ft apart. Dressing rooms will have capacities of 7, 8, or 9 people depending on their size. o Dressing rooms will remain locked until 15 minutes before each rental. Before the arena attendant goes onto the ice surface with the resurfacer, they will unlock the dressing room door for the next participants to use. After they complete the resurfacing they will clean and lock the last used dressing rooms. o After a rental is over, participants will use the same dressing room and same spot they used prior to going on the ice. After undressing, participants are required to immediately leave the facility. o No showers will be available, and participants will be required to leave the facility as soon as possible after their rental has finished. No participant shall stay in the facility longer than 15 minutes after the conclusion of their ice time. o In the event that a rental has more participants than individual dressing spots available in a dressing area, the renter shall ensure that room capacities are not exceeded. They shall coordinate with their participants to share the dressing spaces in the allocated time before and after their rentals. Leased Dressing Rooms The Don Shepherdson Memorial Arena has 3 dressing rooms leased to tenants for their private use. These dressing rooms shall be available to use as long as physical distancing of 2-meters is maintained at all times and room capacities are not exceeded. Room 11 within the arena (also known as the Cubs room) is currently leased for use by the New Liskeard Cubs hockey team. That room will be available for use by the leasee granted that they follow applicable rules as set out within this plan. The room shall have a max capacity of 10 people, be opened no earlier than 15 minutes before a rental, shall be closed no more than 15 minutes after a rental and all who use the room shall maintain physical distancing of 2-meters from one another. Room 12 within the arena (also known as the Lions room) is currently leased for use by the New Liskeard Lions hockey team. That room will be available for use by the leasee granted that they Page 5 of 14
follow applicable rules as set out within this plan. The room shall have a max capacity of 10 people, be opened no earlier than 15 minutes before a rental, shall be closed no more than 15 minutes after a rental and all who use the room shall maintain physical distancing of 2-meters from one another. Room 13 within the arena is currently leased for use by the Grant Propane Oldtimers hockey team. That room will be available for use by the leasee granted that they follow applicable rules as set out within this plan. The room shall have a max capacity of 6 people, be opened no earlier than 15 minutes before a rental, shall be closed no more than 15 minutes after a rental and all who use the room shall maintain physical distancing of 2-meters from one another. The Shelley Herbert Shea Memorial Arena has 2 dressing rooms leased to tenants for their private use. These dressing rooms shall be available to use as long as physical distancing of 2-meters is maintained at all times and room capacities are not exceeded. Room 16 within the arena is currently leased to the Haileybury Figure Skating Club. The club shall only allow coaches to use the room to get dressed before using the ice surface. All other skaters shall either use their regularly assigned dressing room within the facility or the first row of bleacher seating nearest the ice surface door to the entrance of Room 16. Spaces will be marked 6ft apart on the first row of the bleachers to reinforce physical distancing. Room 17 within the arena (also known as the Old 54’s room) is currently leased for use by the Armstrong Oldtimers hockey team. That room will be available for use by the leasee granted that they follow applicable rules as set out within this plan. The room shall have a max capacity of 12 people, be opened no earlier than 15 minutes before a rental, shall be closed no more than 15 minutes after a rental and all who use the room shall maintain physical distancing of 2-meters from one another. NOHA U16/U18 AAA Hub The NOHA and OHF has approved the U16/U18 hub concept beginning on November 16, 2020. The hub concept will see the New Liskeard U18’s cohort with the North Bay U18s in four teams of 11 players a piece. These four teams will play modified 5-on-5 games. Any usage of the DSMA for games within the NOHA U16/U18 hub shall follow all rules and regulations as outlined within this document except for the following modifications: 1. All NOHA U16/U18 hub games shall be scheduled to begin a minimum of 45 minutes after the preceding ice rental for any other user group. NOHA U16/U18 hub games scheduled back-to-back shall be permitted to have a 15-minute gap between games. Any ice rentals following a NOHA U16/U18 hub game shall begin no sooner than 45 minutes after the conclusion of the preceding icetime. The City of Temiskaming Shores will not charge a fee for any time between ice rentals. Page 6 of 14
2. The New Liskeard U18’s shall provide a volunteer to be stationed at the entrance to the facility no later than 15 minutes before the start of a game to ensure people entering the facility are adhering to the rules as outlined in this document. 3. Dressing rooms shall be provided in the following order: a. Game 1 i. New Liskeard U18’s Team 1 – Cubs Room, Room 2, Lions Room ii. Visiting U18’s Team 1 – Room 3, Room 4 b. Game 2 i. New Liskeard U18’s Team 2 – Cubs Room, Room 2, Lions Room ii. Visiting U18’s Team 2 – Room 6, Room 7, Room 8 4. The New Liskeard U18’s will ensure messaging to the public clearly states games are NOT open to the public. 5. In addition to one parent per participant under 18 years of age only, the following members of the public shall also be allowed into the facility: rostered team personal, 1 volunteer to observe the facility entrance, scorekeeper, referees. Other Notes The vending machines will be available for use with extra disinfection of touch points provided throughout the day. However, water fountains and the pay phone will not be available for use. This plan will be revised as new information is available whether from the provincial government, ORFA or the Timiskaming Health Unit. Staff will review our procedures after ice is installed and users have been through the facility. Main Takeaways • Participants must arrive at the facility no more than 15 minutes before their scheduled ice time and leave no more than 15 minutes after their booking. A dressing area will be provided and unlocked by arena staff no earlier than 15 minutes before their scheduled booking. Any participant who needs assistance putting on their equipment MUST arrive at the facility partially dressed. • There will be specific directions for walking around the facility to minimize the amount of close contact between people and to better allow for physical distancing. • Only one parent or guardian will be allowed per participant to access the facility for supervision purposes. • Staff will provide additional cleaning and disinfecting around the facility including disinfecting the dressing areas after each booking. • Everyone who enters the facility will be required to self-screen themselves for COVID-19 symptoms. Any person who displays a symptom of COVID-19 is to refrain from entering the facility. Page 7 of 14
• Facility renters will be required to keep a list of participants who attended each ice booking to assist contact tracers in the event of a positive COVID-19 test. • This document will be reviewed regularly and will be changed as government regulations, public health directives and other information is made available. Don Shepherdson Memorial Arena Information Usage of the Don Shepherdson Memorial Arena will be different from before the facility closed in March. COVID-19 has shown to transmit from person to person within indoor spaces more readily than outdoor spaces which necessitates extra precautions for reopening. City staff have consulted with the most up-to-date information available from industry leaders and municipal partners to minimize the risks of COVID-19 transmission. The Don Shepherdson Memorial Arena poses unique challenges due to its age and the size of common areas throughout the facility. We have created a plan which provides the most reasonable compromise of facility limitations, public health guidelines and new industry standards. Dressing rooms will be provided for participants to use but capacities will be limited to ensure everyone can maintain a physical distance of 2-meters. No off ice warm ups of any kind will be allowed within the facility. Participants who will be using the ice surface will be required to arrive to the facility no more than 15 minutes before their scheduled ice time. Any participant who requires assistance to put on their equipment MUST arrive dressed (minus their skates and helmets). Any participant who does not require assistance to put on their equipment is STRONGLY RECOMMENDED to arrive dressed to the facility. In all instances, dressing rooms will only be available for participants 15 minutes before their scheduled ice time. Up to 30 people will be allowed to use the ice surface per rental as long as physical distancing off the ice surface is maintained (e.g. within dressing rooms, hallways, lobby area, etc). Any ice rentals where more than 30 people are expected to be on the ice surface at a given time are required to submit a dressing room and facility usage plan to the Director of Recreation which outlines how the renter will ensure physical distancing takes place at all times off the ice surface for their users. Facility amenities such as the sound system and scoreboard may be used as long as they are disinfected before and after each use. Temiskaming Shores Minor Hockey Association Half-Ice boards may be used provided they are setup and taken down following the agreed upon regular procedure and physical distancing is maintained at all time. During the parent-and-tot skating program delivered by the Haileybury Figure Skating Club on Thursdays from 5:45pm to 6:15pm, the maximum number of people allowed to be on the ice surface will be increased from 30 to 40. Before and after this program, the Haileybury Figure Skating Club will be offering other skating programs with the maximum number of skaters much lower than the 30-person limit. Therefore, the total number of people who will be in the facility before, during and after the parent and-and-tot program will still be within a range which ensures physical distancing of 2-meters can still occur. Province of Ontario Reopening Framework The City of Temiskaming Shores Arena Reopening plan has been created to follow applicable public health measures. In addition to the measures outlined in this plan, additional measures for each stage of the province of Ontario’s reopening framework are below. To find out which stage of the reopening framework the District of Timiskaming is in go to www.timiskaminghu.com. Should a measure outlined in the plan contradict an item within a certain stage of the reopening framework, the item within the reopening framework shall be followed. Green – Prevent • Masks must be worn while in the facility unless engaged in a sport. • A maximum of 50 people will be allowed in the facility. • Everyone in the facility must maintain 2m of distance from one another unless engaged in a sport. • Event organizers must collect a list of names and contact information for everyone who attends their rental. • All other applicable restrictions will apply. Red – Control • Masks must be worn while in the facility unless engaged in a sport. • No spectators of any kind will be allowed, only 1 parent or guardian may be allowed per participant under 18 years old. • Team sports must not be practiced or played except for training (no games or scrimmages). • Only 10 people will be permitted on the ice surface at any one time. • Everyone in the facility must maintain 2m of distance from one another including while on the ice surface. • Event organizers must ensure everyone who enters the facility during their rental fills out the City of Temiskaming Shores electronic Covid-19 screening form. • All other applicable restrictions will apply.
