Crowds who turned out to see the legendary Chris de Burgh perform for BBC's Proms in the Park at Buile Hill Park in Salford, were kept safe like no other music fans ever before. Organisers of the event from Salford City Council provided CCTV for the audience, to prevent potential trouble spots in the crowd, using the advanced Intelligent Moving Camera known as IMC, from Viseum. The camera monitored an area the size of 14 football pitches to look out for potential incidents, all by itself, without human intervention. The camera is completely automated and not controlled by a person. Whilst providing a key benefit of not infringing anyone's privacy, this camera's performance provided reassurance for the audience that they were being actively protected, ensuring the ultimate deterrent to would-be-offenders. The IMC was only specified on the Tuesday prior to last Saturday's concert; a major advantage of this camera is its ability to be rapidly deployed in such circumstances. After recently watching one of their new IMCs perform excellently while protecting another part of Salford, the council expressed a desire to have a further one to protect their event, so Viseum immediately conjured up a solution for use at the BBC Proms in the Park. The costs for conventional CCTV coverage of this event would have been astronomical. It would have taken around 130 traditional CCTV cameras to provide similar coverage, and they still would not have provided the same amount of close up evidence as a single innovative IMC camera. Danny Hoy, facilities manager for Salford City Council, said: “The IMC's six fixed lenses with pan, tilt and zoom (PTZ) functions, make it ideal for covering large scale events. Traditional cameras can only look at a fraction of a space at any one time, unlike the Viseum model which constantly protects the entire area. It also works without the need for an operator, which saves both time and money.” The IMC is a well established and proven technology, research demonstrating a fantastic success rate in clearing up problems. At the Proms concert the camera was scheduled to look for any type of “crowd surge or kerfuffle”. Group 4, main show contractors, commented: “This system is extremely easy to use and significantly adds to crowd protection. Having any type of CCTV at these types of event is rare. This may now have changed with the introduction of this technology.” Local police present at the event commented: “Impressive”, “certainly very clever technology”, and “amazing!” “The BBC had never seen anything like it”, added Stuart Thompson. “It took us a while to explain that nobody was operating it, and there was no danger of us getting in their way as it was totally automated.” The IMC can follow instructions to focus on anything from anti-social behaviour to street drinking, making it an invaluable resource for anyone concerned with security in any environment. Viseum showcased the IMC at its technology event in Salford on Wednesday 16 September, representatives of local authorities, police forces and commercial organisations attending to see the IMC in action and learn more about what can now be achieved with CCTV. IMC Intelligent Moving Camera CCTV driven-by ho ® Case Study & Endorsement 2009 ho Guildford Borough Council ho Patented IMC Technology Surrey Police NEW INTELLIGENT MOVING CAMERA HELPS TACKLE ANTI-SOCIAL BEHAVIOUR The latest camera to be added to Guildford Borough Council's CCTV operation has demonstrated that its ability to move intelligently by itself has helped reduce disorder. The Intelligent Moving Camera (IMC), provided by Viseum, has been placed where it can detect activity at a particularly unusual junction where five roads meet and people congregate. The camera is programmed according to need and can then be put to use to address specific behaviours according to current neighbourhood issues. The IMC has been fully integrated into Guildford's CCTV control room to assist their operators in proactively looking after the community. As well as its automated functions, they can also take manual control of this camera if needed to focus attention on any particular issues. Alec Herd, Chairman of the National CCTV User Group, who manages the Surrey Police CCTV control room explained: “This camera has helped address residents' fear of crime in an area that was difficult to police with traditional CCTV technologies. Offenders have also got the message – they realise they cannot evade the camera's intelligent monitoring. “The camera provides an excellent deterrent and a lot of the problems we used to experience in this location have simply vanished.” “I knew that until it was put in and trialled nothing would be certain, but I am pleased to report that it has demonstrated it can address a majority of the problems. The ability for an operator to take manual control of the automatic movement of the IMC ensures it is directed accordingly – which in turn can free up more time for operators to monitor other cameras across the borough. "Since the installation there has been a positive response in that the low level anti-social behaviour in the area has fallen off and residents should be reassured by the presence of the camera. As such it has been a successful introduction and its continuing use in this specific location will be of benefit to the community and local retailers." Viseum's managing director, Stuart Thompson explained: “This installation has done a great job where no obvious solution previously existed and has delivered a return on our customer's investment in less than three months. “This particular IMC overlooks a busy local shopping area. We set up intelligent surveillance profiles using local knowledge to seek out pedestrian disturbances during weekdays, evenings and weekends, and vehicular incidents during rush-hour. ”An alert was received from our remote managed service on the evening of 13 September, identifying a disturbance. The IMC had picked everything up well and allowed the police to attend and control the incident before it escalated into crimes being committed.” Guildford is one of the first areas to integrate this new technology and many visitors have come to see how the IMC could work in their control rooms. All who have seen it in action have made plans to introduce the system and take advantage of its human-to-machine interplay to help in their problem areas and to improve the overall efficiency of their CCTV schemes. This camera had captured close up evidence that would have been missed by any other camera, of a gang throwing stones and smashing residents' windows. The evidence was played to all the PCs who looked at each other with delight saying “this camera is perfect”. As they watched the movie they recognized and were able to name all the individuals involved. The PC who manages this particular area said “with various crime reduction initiatives they have managed to make a real difference to problem communities all over the Borough, but with this particular community nothing made a difference until this camera was installed”. He also commented “no other camera would have caught this evidence” and “The Viseum camera has made a much bigger impact on the public than any other camera” and “Having this camera looking like it's being manned is priceless”. A recent comment by Ealing Council "As part of our commitment to making Ealing safer we have recently installed a new CCTV camera known as an Intelligent Moving Camera or simply IMC. These cameras move automatically to capture crime and anti-social behaviour without the need for CCTV operators being present. This camera is seen to be constantly monitoring the area and gives the impression that it is being controlled by a CCTV Operator. This provides both reassurance to residents and small business owners and a deterrent to would be offenders. Our staff also use this camera proactively to provide even greater protection for the surrounding community. For example, our CCTV managers instruct this camera to look out for potentially aggressive street drinking in certain areas, so that when our staff are busy dealing with other security issues, they can either watch this camera and quickly pass information that it captures over to the police, or allow it to move completely autonomously to collect the evidence." The Viseum IMC system not only captured all reported incidents but also a number of crimes that would have gone unnoticed by any other solution – amongst others, this included a late night disturbance of gangs fighting (the ring leaders were later expelled from the area under ASBO injunctions), and a drunken gang of youths who trespassed onto the council library's roof to throw stones down at the public.
