Capital Works Monthly Review > May 2021 SAFETY 1.1. Summary In May 2021: • Eleven safety interactions were undertaken. • Two site safety inspections were undertaken. • 91% of monthly action plans activities were carried out. One incident was reported in May 1.2. Incidents and Injuries The following incidents involving a contractor was reported: • While on-site for a prestart meeting a dog attacked; latching onto left sleeve and scratching arm but didn't manage to bite. Each incident is investigated, and appropriate corrective measures implemented to reduce future risks. 4

Ten days were lost in May as they recovered. 5
Capital Works Monthly Review > May 2021 CAPITAL PROJECT UPDATES 2.1. Capital Summary Report Following is the capital financial summary for the YTD delivery to end of May 2021. The current approved 2020/21 amended budget is $108.5M. The YTD capital project spend is $74.2M which is approximately $1.9M below the YTD forecast of $76.1M (approximately 97.5%). The top five projects underspent account for $1.7M of this variance. Context and comments on each variance can be found on page 7 of this the report. The project spend to the end of May is $74.2M, approximately $34.3M below the 20/21 Amended Budget of $108.5M (68.4% delivered against 20/21 Amended Budget). 2.2. Capital Works Monthly Review > May 2021 Capital Spend by Department for May 2021 The table below summarises the year to date financial summary for the 2020/21 Capital program at the end of May 2021. ($224,322) Microphone System Replacement 52259 Fifth Lane Reconstruction Contractor delays in supplying supporting ($220,500) documentation. Project is running relatively on track. 53902 Patch St & Cyril McKie Construction works delayed due to wet weather during ($250,070) Crt, Sarina Pavement period where significant pavement material supply was Rehabilitation/R expected. This has delayed some of these works. 7

Capital Works Monthly Review > May 2021 PORTFOLIO MANAGEMENT OFFICE 3.1 Monthly Achievements Following on from our presentation to the Executive Leadership Team in April of the Enterprise Project Management Framework (EPMF) review, we have working on some priority actions which include: • Working with People & Culture to develop some recommended training packages for EPMF users. • Collaboration with stakeholders to understand where document duplication exists; and • Networking with local private industry to undertake further benchmarking of the EPMF. In line with future planning for the LTFF, in May we released the 21/22 quarterly assessments dates for new and renewal projects coming into the program, Asset owners need to have their Concept and Business Cases in by the designated dates to be assessed and inclusion in the budget review process. To ensure adherence to the designated dates in the weeks prior to rounds closing the Portfolio Management Office (PMO) will be facilitating training sessions focusing on initiating and work flowing entries in SharePoint Online (The System). Looking at improvement initiatives for the Program Development Review Group (PDRG), the PMO have been working with Sustainability Officer Tim Ey for insight on identifying and documenting the Environmental Sustainability aspects of project submissions. This work aims to improve the skillsets of our users for both completing submissions and performing assessment responsibilities as part of the PDRG. With the LTFF allocation of project funding and revised delivery year underway, the PMO team has continued to work with individual delivery teams to develop individual programs of works for the 2021-2022 Capital Works projects. First pass master programming has been achieved with ongoing adjustments occurring as the scheduling team make up lost time from the receipt of the initial financial information. We are on target with the Master program planned for final time-line review and baselining in late July as per previous years. The PMO team have been working with stakeholders to improve project delivery visibility for reporting and subsequent implementation into the Master Program. We have been working closely with the Assets team to significantly reduce the value in the WIP, we are working through introducing more defined processes, to close out projects in a timelier manner. 9
Capital Works Monthly Review > May 2021 DESIGN SERVICES 4.1 Design Summary Report Overview Design Services commenced and completed several notable design projects during this period. Detailed design has commenced for the upgrade for Seaforth Esplanade. It involves several disciplines across playground, landscape and civil components needed for this high-profile project. Preliminary design options of the access shuttle-track for the mountain bike trail are being ground-proofed as the project enters the feasibility stage of alignments determined through desk-top analysis. This will allow concept estimates to be developed with a reduced contingency allowance through a better appreciation of the anticipated risk components. They also completed additional survey for the Northern Beaches Community Hub and the Mountain Bike Trail Head in Finch Hatton to progress the concept plans for these major projects. This is part of continued works to replace the permanent survey marks that will be destroyed during the upcoming reservoir refurbishment. Working at heights procedures were strictly implemented. 11
Capital Works Monthly Review > May 2021 CONTRACT SERVICES 5.1 Resurfacing Reseal Program 2020/2021 Overview The resurfacing and rehabilitation program comprises resurfacing works on various streets and roads around the region. Resurfacing includes two types of treatments, one being Asphalt on urban streets and roads, the other Bitumen Spray Resealing on rural roads. Resurfacing works are carried out to protect the pavement and extend the road pavement life. The RPQ have progressed well towards the end of the month with several sites completed, some issues arising from the contractor supplied spray rates which are significantly higher than tendered allowances, Council working with Contractor to confirm conformity with specification, current program has RPQ finishing prior to the end of June. Capital Works Monthly Review > May 2021 5.2 Caping Road, Bloomsbury Bridge Replacement Overview The Caping Road timber bridge crossing is located on the O’Connell River approximately 9km north of Bloomsbury. It is a low-level river crossing servicing an isolated agricultural community with the bridge regularly inundated preventing access. During inundation the bridge is regularly damaged. A recent condition assessment found several components in poor condition requiring replacement. It was determined to construct a new bridge to replace the existing floodway crossing. The new structure once completed will significantly improve the level of service to impacted residents with improvements to freight efficiency for market access by graziers. Capital Works Monthly Review > May 2021 5.3 Park Improvement Projects Overview Council is delivering a program of Park renewals for the community to provide well designed parks and open space networks which cater for the changing needs of the community and to promote outdoor social and recreational activities. The equipment in the playgrounds has been in service for more than the prescribed operational life and has been assessed as requiring replacement. Work in these parks includes the replacement and/or adjustment to the softfall edging, softfall depth and/or sub-soil drainage servicing these playgrounds as well as hard landscaping and soft landscaping, to various extents depending on the park. The Park upgrades are at various locations within the region including, Sarina, South Mackay, Eimeo, Ooralea, Marian and Shoal Point. Capital Works Monthly Review > May 2021 5.4 Koumala Water Quality Upgrade – Water Treatment Plant Overview This project comprises the design and construction of a new water treatment plant in Koumala, Water Tower Road. The proposed project works includes the direct treatment of raw water being softened with the use of an ion exchange softening process. Possession of site given at the end of April. Clean Teq civil works sub-contractor has completed site establishment and bulk earthworks. Capital Works Monthly Review > May 2021 5.5 Yakapari Seaforth Road Shared Path Stage 1 - Seaforth Reservoir Road to Aviland Drive Overview This project comprises the construction of Stage 1 of a shared pathway from the existing path end in front of Seaforth State School to Aviland Drive. The shared pathway will provide greater connectivity and safety for school students and residents along Yakapari Seaforth Road. Mackay Regional Council has been successful in obtaining ‘Works for Queensland’ Funding to contribute towards this pathway project. Capital Works Monthly Review > May 2021 5.6 Yakapari Seaforth Road Shared Path Stages 2 & 3 - Seaforth Reservoir Road to Aviland Drive Overview This project comprises the construction of Stage 2&3 of a shared pathway from the existing path end stage 1 works through to midway between Prince Charles Avenue and Palm Avenue. The shared pathway will include elevated walkways across waterway areas and provide greater connectivity and safety for school students and residents along Yakapari Seaforth Road. Mackay Regional Council has been is funding stage 2 and 3 from its Accelerated capital works program for pathway project. Capital Works Monthly Review > May 2021 5.7 Pioneer River, Estuary Fish Habitat Improvement Project Overview This project is aimed at enhancing recreational and tourist fishing experiences via complex marine habitat installations adjacent to three designated fishing platforms in Mackay’s Pioneer River. The three locations are adjacent to the Bridge Road, Brisbane Street, and Carlyle Street fishing platforms which are linked by the Bluewater Trail. This project is partly funded by Queensland Government’s Works for Queensland COVID program and partly funded by Mackay Regional Council. These sites are Kinchant Dam (KD01) Rocky Waterholes Wallingford Road (RW7) and Rocky Waterholes Wallingford Road (RW9): the works include the treatment of the upstream and downstream channels, and improvement of pedestrian access. Kinchant Dam road will remain open under traffic control however Rocky Waterholes sites will be closed to traffic. 20
Capital Works Monthly Review > May 2021 MAJOR PROJECTS 6.1 Northern Entry Statement Bruce Hwy Ring Road Landscaping Overview To enhance the Northern entry into Mackay, the newly constructed roundabout required landscaping / revegetation work inclusive of pivotal infrastructure such as signage, irrigation system, solar and lighting. The project saw the introduction of over 8,000 plants including 42 rare grass trees. The successful tenderer for this project was Urbanscapes and possession of site was granted 10th March 2021. Practical completion was achieved on 10th May 2021. Project finalisation has commenced, initiating the 16-week establishment & maintenance period. Council & Urbanscapes are working collaboratively to close out outstanding items & complete the associated As Constructed documentation. Capital Works Monthly Review > May 2021 6.2 Fifth Lane Overview Fifth Lane Revitalisation project will provide an environment that will enhance the city centre and provide a venue within the CBD to host community events. The project will include the removal and replacement of the existing surface finish, modifications to inground services, drainage and water connections, installation of a new electrical conduit and pit system along with the provisions of a new electrical switchboard and associated event power and lighting installation. Seaforth Civil were successful in securing the revitalisation works and are currently achieving all project milestones. Construction of the Fifth Lane Revitalisation is approximately 60% complete. Water main renewal works are also concurrently being completed in Fifth Lane by Council’s Mackay Water. Capital Works Monthly Review > May 2021 FIELD SERVICES 7.1 Midge Point Water Network Upgrade Overview To install a new water main from the Kunapipi Road to the Midge Point Reservoir (approximately 1100m of 250mm pipe). There is an existing main in this area which will remain operational, though these works will allow the reservoir to have dedicated inlet and outlet mains as opposed to the dual functioning main already there. This new arrangement will prevent water bypassing the reservoir and going directly to customers. Capital Works Monthly Review > May 2021 7.2 Milton St/ Alfred St Signalised Intersection Overview The project is a Roads to Recovery funded project and consists of the upgrade of the Milton Street and Alfred Street intersection. The project includes the signalisation of the intersection with a “scramble” pedestrian crossing for when there are events on at the adjacent showgrounds. Works include the upgrade of the water infrastructure along Milton street, the installation of traffic lights (incorporating traffic into the showgrounds) and traffic islands, and a renewed asphalt surfacing. Long lead times on some procurement items have created further delays to final completion. Recent Project Activities Central median islands poured – stencilling to be completed. All footpaths poured awaiting tactile and paver treatment. MRC electricians installed 50% of the traffic light posts – signals expected to be operational second week June.
