ARES – Académie de Recherche et d’Enseignement supérieur 1 CONTEXT 1.1 THE ACADÉMIE DE RECHERCHE ET D’ENSEIGNEMENT SUPÉRIEUR (ARES) AND DEVELOPMENT COOPERATION. The Académie de Recherche et d'Enseignement Supérieur (ARES) is the federation of higher education establishments of the Fédération Wallonie-Bruxelles. As a public interest organisation, it is responsible for supporting institutions in their teaching, research and community service missions. It brings together 6 universities, 19 high schools, 16 elite colleges for the arts and 89 higher education institutions for social advancement for which it organises the communications for and promotes its collaborations nationally and internationally. As the sole overarching body, ARES ensures a global coordination to the higher education sector of the Fédération Wallonie-Bruxelles. It will particularly ensure the consistency of the training being supplied and its relevance to the employment market, it supports establishments in their advocacy efforts and their international relations, and makes research policy recommendations for scientific or artistic subject matters. The Academy provides information on higher education in Fédération Wallonie-Bruxelles. It equally coordinates the engagement of establishments in lifelong learning, promoting success or development cooperation matters. Finally, it collects and processes a set of scientific and statistical data relating to the sector with a view to monitoring, evaluating and improving practices to improve the quality of teaching or the support for some 200,000 students that make up the institutions. In terms of cooperation, ARES, via its Cooperation and Development Commission (CCD), supports higher education institutions from its 18 partner countries in the exercise of their three core missions - education, research and service to society - and in their development role. Around an academic cooperation policy for common development, defined by ARES, the higher education institutions of the Fédération Wallonie-Bruxelles develop joint research activities, training or institutional support. They provide, alongside their Southern partner countries, the implementation and scientific supervision, ARES provides funding as well as financial and administrative management. As an acting institutional partner of the Belgian development cooperation, ARES benefits in this context from funding from the Directorate General for Cooperation and Development and Humanitarian aid (DGD) of the Ministry of Foreign Affairs, Foreign Trade and Cooperation of development. ARES – Académie de Recherche et d’Enseignement supérieur 2 THE ELAN POSTDOCTORAL SCHOLARSHIPS INSTRUMENT 2.1 OBJECTIVES AND DEFINITION The Elan postdoctoral scholarship offers junior doctors, newly reinstated in their home institution after having received ARES funding within the scheme of an IS, a DRP, a TS1, or Courses and International Placements and having completed their doctoral thesis under the supervision of a supervisor or co-supervisor of an institution belonging to the Fédération Wallonie-Bruxelles, support enabling them to maintain the academic momentum gained in the form of a locally conducted research or teaching project. They enable the junior doctor to get the equipment and the educational tools necessary for their relocation, for further research planned or for course preparations. It may also be of assistance for the publication or support the student in participating in scientific events. The Elan postdoctoral scholarship is governed by the terms of the competitive call for applications. Through the individual level, it acts on the institutional level as well as on that of the training and research units. 2.2 EXPECTED OUTCOMES Expected outcomes 1: The skills acquired by those who have received ARES funding for education and research are strengthened in a sustainable way. Expected outcome 2: The potential that those who have received ARES funding represent for their institution in terms of teaching and research capacity is supported in the future. 2.3 TARGET-GROUPS AND BENIFICIARIES Target-groups: Junior doctors from ARES' Southern partner institutions. Direct beneficiaries: Junior doctors from ARES' Southern partner institutions. Indirect beneficiaries: ARES' Southern partner institutions 2.4 DURATION The duration of funding is 9 months, from the 1 March to 31 December 2018. 2.5 FUNDING The Elan postdoctoral scholarship consists of ARES granting financial support whereby expenses must be claimed between the 1 March 2018 and 31 December 2018, and is subject to budget availability. 1 Or for the preceding instruments: IUC program or TIP project. ARES – Académie de Recherche et d’Enseignement supérieur The maximum grant is €10,0002. It may include the following categories (see application form for details): Investment and operation costs (equipment, subscriptions...) 1 journey outbound-return in Belgium (if placement at a higher education institution of the Fédération Wallonie Bruxelles is planned) Trip cost in Belgium (min. 1 month and max. 3 months) 1 journey outbound-return South-South (if placement at a another south university is planned) Trip cost South-South (min. 1 month and max. 3 months) 2.6 STAKEHOLDERS South junior doctor: A doctor from one of ARES' partner institutions in the south which received funding from ARES (TIP, DRP-TPS, IUC/IS or Courses and International Placements) and has obtained their doctorate title for at least five months (by the time of the deadline for application) under the guidance of a supervisor or co-supervisor of an institution belonging to the Fédération Wallonie-Bruxelles, and who files an application with their local institution. Coordination cells of the southern partner institution: The IUC/IS institutions southern partners cooperation committees ensure, within their institution, that the calls are forwarded and the applications are sent to ARES. Southern supervisors TIP/DRP-TPS-IIP: The southern supervisors of TIP/DRP-TPS-IIP programs ensure the calls from applicants who receive funding from ARES are forwarded and having completed their thesis under the guidance of a supervisor or a co-supervisor from an institution belonging to the Fédération Wallonie-Bruxelles in the domain they are working in. If the applicant is not attached to a IUC/IS ARES partner institution, the supervisor must send the application to ARES. 2.7 ELIGIBILITY CRITERIA The applicants must meet ALL eligibility requirements: Having obtained their doctorate within the last five years (at the time of close of call) under the guidance of a supervisor or a co-supervisor of an institution belonging to the Fédération Wallonie-Bruxelles; Having received ARES funding within the scope of a IUC/IS program, a TIP, DRP, TPS or a Course and International Placement; Be a teacher or researcher in one of ARES' Southern partner institutions in terms of development cooperation (see list in point 2.11); Having submitted a complete application on time and according to the requirements (see point 2.9). ARES – Académie de Recherche et d’Enseignement supérieur 2.8 CREATING A FILE The 2018 application form for an Elan postdoctoral grant from ARES completed (advertised by the institutions cooperation committee IUC/IS Southern partners and the southern supervisors TIP/DRP-TPS-IIP); Documents to enclose (see application form). 2.9 HOW TO SUBMIT AN APPLICATION The announcement for applications to be made was launched by ARES on 12 December 2016 to the coordination committees of IUC/IS Southern partner institutions, who are encouraged to promote it internally and the Southern TIP/DRP- TPS-IIP supervisors, who are encouraged to promote it to those who receive ARES funding in the field of their work or research group; The applications must be entered on the basis of an application form being submitted and distributed by the IUC/IS Southern partners institutions cooperation committees and the Southern TIP/DRP-TPS-IIP supervisor; They must be submitted to the cooperation committee's local manager at the IUC/IS institution of the applicant (see list at point 3.2) or to the Southern supervisor TIP/DRP-TPS-IIP, if the applicant is not connected to one of the IUC/IS ARES partner institutions; They must be submitted officially to ARES by the IUC/IS institution of the applicant or the Southern supervisor TIP/DRP-TPS-IIP, if the applicant is not attached to one of the IUC/IS ARES partner institutions, in the form of A SINGLE pdf document (including attachments) by 15 January 2018; The applicants are informed of the outcome of the selection from 13 March 2017. 2.10 SELECTION METHOD 2.10.1 Selection procedure The administrative eligibility of applicant files are examined by the CCD administrators at ARES, and validated by the GT; The eligible files are analysed and scored by external experts from the Fédération Wallonie-Bruxelles on the basis of a selection criteria mentioned at point 2.10.2; Based on the scores given and the available budget, the CCD office at ARES carries out a classification and the selection of applications; The proposed selection is sent to the Cooperation and Development Commission at ARES for approval. 2.10.2 Selection criteria ARES selects beneficiaries of the Elan postdoctoral scholarship based on the following criteria: The scientific and academic quality of the application; The expected impact of the grant on the work and professional career of the applicant; Strategic guidance and mark-up - Postdoctoral Scholarships ELAN 2018 – 13 November 2017 ARES – ACADÉMIE DE RECHERCHE ET D’ENSEIGNEMENT SUPÉRIEUR, RUE ROYALE 180, 1000 BRUXELLES T : +32 2 225 45 11 6 /14
ARES – Académie de Recherche et d’Enseignement supérieur The expected impact of the grant on the applicant's institution; If applicable, the suitability of the trip in Belgium and/or a trip South-South in relation to reaching the objectives. The rationale for expenses detailed in the budget; The letters ofrecommendations presented by the applicant; The quality of links with the higher education institutions of the Fédération Wallonie- Bruxelles in Belgium; Where appropriate, the relevance of a second financial support agreed by ARES is given to the grant applicant.
