Our mission To build our clients’ resilience and optimize their operations through effective management of safety and security risks restrata.com Introduction The BSOC provides liaison for International Oil Companies and private business with the Basrah Operations Command (BaOC), the seat of Iraqi Security Forces (ISF) power within the province. Co-located with the BaOC at the Shatt al Arab hotel, the BSOC has a unique relationship being the only private company authorized by the Ministry Of Defence (MOD) to interact with the BaOC. Client and ISF interaction is handled within two departments, Operations and Insight, providing assistance with freedom of movement, emergency liaison and information and analysis through a raft of bespoke and regular reporting.
Business Solutions Operations Centre (BSOC) Key products and services offered by the BSOC are: 1. Freedom of movement assistance and coordination with ISF The BSOC provides an interface for companies with the ISF, which gives the capability to get assistance with difficulties that may occur, assisting with freedom of movement. The BSOC also provide subscribers with information from the ISF that could impact on essential journeys, allowing operations staff to plan accordingly. 2. Insight - Information Assessment and Analysis The information and analysis products provide subscribers with the situational awareness required for effective risk management. Through 5 regular reports, Post Incident Reports (PIR) and bespoke products, the BSOC Insight department utilizes its unique relationship with the BaOC and access to its official reporting to provide the most authoritative and complete picture of the security situation in the Southeast and wider Iraq. 3. Coordination of an ISF First Response The BSOC can initiate the ISF response for any emergency involving subscriber assets that requires such support. This includes major incidents within the concession areas. The BSOC also maintains close liaison between the ISF and subscriber’s security management staff in order to provide updates during an incident. 4. Out of Area movement authorisation: To secure movement outside Basrah province necessitates having to arrange access through multiple departments and commands. Using the BSOC’s unique connection to the MOD, authorisation from the MOD Military Movements Division (MMD) can be secured, allowing movement throughout the entire country. The BSOC provides a one stop shop, allowing the client to submit their request and rely on the BSOC who will secure the relevant movement paperwork from the highest authority. 5. Asset Tracking: The BSOC provides asset tracking utilizing SecureLocate™ and the SecureLocate™ In Vehicle Monitoring System (IVMS) platforms. This enables the BSOC to see transponders from a multitude of different manufacturers, ensuring that any security provider a client uses can be tracked and monitored by the BSOC. Using this system rapid assistance can be provided to client assets in the event of a denial of freedom of movement or emergency requests for assistance. The support of the ISF is essential to companies wishing to maintain operational freedom of movement throughout Iraq. It is also important in the planning and conduct of commercial operations to maintain situational awareness through the provision of timely and comprehensive assessment and analysis. The BSOC operation room is closely integrated with the ISF Basrah Operational Command and has a unique relationship at the highest levels of command in the region. The Southeast Daily A rundown on the pertinent issues within the Southeast of Iraq. Covering Basrah, Dhi Qar, Maysan and Muthana this reports gives a real time picture of the current security picture. 2. The Basrah Weekly A consolidated report looking at the last week’s incidents and how this effects the medium term security situation. 3. The Iraq Weekly Covering the whole country, this product analyses the last week’s significant incidents, building a medium term threat picture to operations in the country. 4. The Basrah Monthly The most comprehensive BSOC Basrah based report. Combining all incidents for the last month this product gives a significant insight into the current situation in the province and analysis on what possible outcomes should be expected in the future. 5. The Iraq Monthly As with the Basrah Monthly, this product focuses on the last months’ worth of significant reporting, and how this will affect the current security situation in Iraq.
Business Solutions Operations Centre (BSOC) BSOC subscription costs Operations support: • Incident liaison In the case of a request for ISF assistance, the BSOC will liaise between your Operations room and the Basrah Operations Command’s Provincial Joint Operations Centre to ensure your request reaches the highest level • Out of Area Mission Requests A Basrah based PSC has authority to move in Basrah Province through the PJCC. To move outside of the province, authority must be given the IA in Baghdad. The BSOC can request authority through the IGFC, providing nationwide movement. • Freedom and tracking of movement Using SecureLocate, the BSOC can track your teams and provide assistance with freedom of movement. Should a Checkpoint halt your progress the BSOC can liaise with the BaOC to assist with getting you moving again.
