S6M-04464 Rhoda Grant: NHS Staff Recruitment and Retention—That the Parliament notes
the reported ongoing issues with staff recruitment in NHS Highland, while it attempts to expand its
services by providing a National Treatment Centre in Inverness and to support NHS Grampian by
providing obstetric services for Moray; considers that the Highlands and Islands has a world-class
university in the University of the Highlands and Islands (UHI); understands that UHI previously
carried out successful training of midwifery staff for the Highlands and Islands region to meet
staffing demand as part of a two-year pilot in response to a specific workforce need; further
understands that funding for this programme has now been moved to Edinburgh Napier University
to cover the whole of Scotland; notes the view that NHS staff should be trained close to home in
order to enhance recruitment and retention of staff, and further notes the call, therefore, for the
Scottish Government to develop training for NHS staff at the University of the Highlands and
Islands.

Debate on the subject of—

S6M-04703 Bill Kidd: Making Scotland Hostile to Trafficking and a Safe Place for Ukrainian
Refugees—That the Parliament welcomes the launch of the Hope for Justice and anti-trafficking
partners' website, Ukrainians Welcome, which is aimed at protecting refugees in the UK against
modern slavery, and the Organization for Security and Co-operation in Europe's (OSCE) new
recommendations on mitigating the risks of trafficking, following the crisis in Ukraine, as it
considers refugees are particularly vulnerable to trafficking for sexual exploitation and other forms
of modern slavery; understands that the Scottish Government has committed to criminalising sex
buyers, addressing the reported impunity of sex buyers in exploiting vulnerable women and
children, and, through criminalisation, making Scotland hostile to human traffickers; considers that
Baroness Helena Kennedy QC's report on Misogyny and Criminal Justice in Scotland affirms the
understanding of commercial sexual exploitation, including pornography, prostitution and
trafficking, as "violence against women and girls"; recognises the OSCE's reported findings that
internet searches for Ukrainian women for sale for sexual exploitation has increased by between
200% to 600% across multiple countries in Europe since the Ukrainian refugee crisis started, and
that, in the UK, internet searches for Ukrainian women has increased by 669%, compared with
March 2021; considers that the criminalisation of sex buyers in Scotland would tackle the demand
that fosters trafficking and respond to Palermo protocol commitments; commends the efforts of

anti-trafficking organisations, such as International Justice Mission, which presented information to
the Cross-Party Group on Human Trafficking on the work that it has been doing to prevent human
trafficking occurring at the Romanian-Ukrainian border since the war in Ukraine started, and A21,
which it understands is safely housing Ukrainian survivors of sex trafficking and runs trafficking
awareness campaigns across Europe; considers that such examples show the success that is
possible when authorities and charities work collaboratively to warn refugees of the signs of
human traffickers and provide practical assistance to avoid refugees taking up unsafe offers of
accommodation or transport; believes that vulnerability to trafficking increases when refugees are
in transit or when financial resources reduce over time, and recognises what it sees as the
invaluable work of individual sponsors, community groups and local organisations in welcoming
refugees to Glasgow and the rest of Scotland, and ensuring that they are provided with the
practical and emotional support needed to begin to find refuge and safety as they rebuild their
lives.

—That the Parliament congratulates Coatbridge boxer, Mark McKeown, on recently winning the
vacant Celtic featherweight belt; understands that Mark has six straight wins and two technical
knock-outs in his career so far; praises the efforts of his dedicated fans, travelling to Swansea to
see his victory; commends all at Keir Hardie Boxing Club who have supported Mark’s journey;
recognises the diligence and determination needed to become a boxing champion, and wishes

*S6M-04701 Liam Kerr: Aberdeen Student Show Raises £103,014 for 48 Charities —That the
Parliament congratulates Aberdeen Student Show for raising £103,014 for 48 charities; notes that
this was done through their "Dirty Danestone" show, which took place over four nights;
understands that Aberdeen Student Show has been taking place since 1921 and is open to any
students in Aberdeen to take part in; applauds what it sees as the amazing work that Aberdeen
Student Show is doing, and wishes all at Aberdeen Student Show the best for the future.

Opens in Lanarkshire—That the Parliament welcomes the opening of what it understands is
Scotland’s biggest ultra-rapid EV charging station, in Lanarkshire; understands that Fastned’s
latest station is the 10th of its kind in the UK and is located in the Palace Grounds Retail Park in
Hamilton, just off the A72 near the M74; notes that the station comprises eight chargers, each of
which, it understands, is supplied by 100% renewable energy and is capable of adding up to 300
miles of range to fully-electric cars in 20 minutes; recognises that the station was part-funded by
the Scottish Government’s Low Carbon Infrastructure Transition Programme (LCITP); appreciates
that the LCITP is designed to create the conditions to attract commercial investment in innovative
low-carbon infrastructure projects, which can be replicated elsewhere in Scotland to maximise
Scotland's potential in the low-carbon sector, and considers that this investment supports the
Scottish Government’s commitment to phase out the need for petrol and diesel cars and vans by
2030, which it believes will improve the air quality and respond to the climate emergency by
supporting Scotland’s transition to a low carbon economy.

Members' Bills Proposals
                                     Proposals for Members’ Bills

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a
consultation document (or a statement of reasons why consultation is not considered
necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the
draft, accompanied by a summary of consultation responses (or the statement of reasons). The
member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures,
within one month, the support of at least 18 other members from at least half the political parties or
groups represented in the Parliamentary Bureau, and provided no statement is made that the
Scottish Government is planning equivalent legislation.

Douglas Ross: Proposed Right to Addiction Recovery (Scotland) Bill—Proposal for a Bill to
give those addicted to drugs and/or alcohol the right to access the necessary addiction treatment
they require. (lodged 30 May 2022)
