Page 1 of 13 BULLETIN 2021-04 (7083) Eastern Region Canadian Pacific Railway Eastern Region Districts 1 & 2 April 05, 2021 Internet users can view monthly Bid-Aw ard information by visiting the CP Station w ebsite at https:\\employees.cpr.ca The follow ing documents must accompany the bulletin application, clearly indicating employee number/name 1. Employee Information Sheet 2. Driver' s license (including air brake designation) and Drivers Abstract (if not previously supplied) If applying online, the above listed documents must be sent separately by fax or by email. Employees are also required to forw ard a copy of their application and accompanying documents to their Local (Union) Representative. Employees are responsible to confirm that their faxed bulletin application and required documents have been received w ithin the noted closing t ime/date. The employee may confirm by email or by phone, leaving a voice message. A reply w ill only be provided if the application w as not received or is incomplete. All positions are temporary unless advertised as permanent. Employees bidding on Permanent Positions must indicate in the Explanation Field on Bid Sheet w hether they w ish to Stay on Temp (SOT). The program schedule and dates advertised may be altered based on operational requirements. Article 10.4 applies to positions on seasonal initial bulletins only. An employee w ho has applied for a position may cancel their application provided w ritten cancellation reaches the designated officer and the Union officer prior to the closing date and t ime of the bulletin, otherw ise they w ill not be permitted to do so. Note: In circumstances w hereby an employee has made a legitimate error in the manner in w hich they bid on the Initial Gang Bulletin they may notify their TCRC MWED Director and request the error be corrected (Article 10.9).
Canadian Pacific Railw ay Eastern Region Districts 1 & 2 Page 2 of 13 IMPORTANT CHANGES 5.1 Pre-Employment Qualification Testing (per Procedure # HR 203.1, Alcohol and Drug Procedures for Engineering) Effective October 1, 2020, MWED employees: • In non-safety sensitive positions aw arded a safety sensitive position are subject to a Pre- Qualification Drug Test (PQDT) • Will be awarded a safety sensitive position on a RQ (Required to Qualify) PDQT basis, pending test results. • Must answ er the COVID-19 screening questions asked by their receiving supervisor/manager. • Must appear for the testing at the scheduled t ime and location, advised by their receiving supervisor/manager. • Must bring their CP Employee ID Card or Government issued photo ID to identify themselves to the collector at the t ime of testing. Additionally, MWED employees: • Failing to appear for testing at the scheduled t ime and location, w ith the appropriate identification, may result in removal from the aw ard and/or subject to investigation for refusal to participate under CP' s Alcohol and Drug Policy and Procedure. • Testing positive on a drug test (w hich is a violation of the Alcohol and Drug Policy and Procedure) w ill be advised that the qualification requirements of the position w ere not met. • Awarded a safety sensitive position w ho test positive on a test w ill be removed from service, subject to an investigation and discipline up to and including dismissal. If CP determines that the employee' s employment w ill be continued after a confirmed Policy and Procedure violation individuals w ill be required to enter into an agreement governing their continued employment. Note, MWED employees: · Currently in a safety sensitive position are not subject to a PQDT.
