Executive Officer Comments t Permits Soar To Highest Level For April Since 2006 MICHAEL C. STOSKOPF, EXECUTIVE OFFICER New Housing Permit Forecast B ased on residential permit data compiled by the Home Builders Supply Company Builders Association of asabuilderssupply.com Cabinet Corporation Southeastern Michigan (HBA) and reported in the HBA Southeastern Michigan Residential Building Activity Report™, a total of 496 single-family permits were issued in Macomb, Oakland, St. Clair and Wayne counties in April 2018. The result was up 5 percent from March (473), up 13 percent from April 2017 (441) and brings the year-to-date total to 1,521 for the second best start to a year since 2006. Perhaps more exciting is the fact that the number of permits issued in April 2018 was the highest level for the month of April dating back to 2006 when a total of 655 single-family permits were issued. The results for April reflect burgeoning demand for new home construction, likely combined with permits delayed due to adverse weather conditions to start 2018. Not to be outdone, the 508 multi-family rental unit construction permits issued thus far mark the fastest pace to start a year since 1998 (1,340). Demand for newly constructed homes should remain strong throughout 2018. HBA Council Update t NAHBR Professional Remodelers O n May 9, the NAHBR Professional Remodelers Council held a networking event at Oakland Schools to aid in the process of finding qualified entry level workers. Members and guests had the opportunity to see what the students are accomplishing, get an overview of their program and learn how the students would like to work with our members. The Council will meet again on Wednesday, July 18 in the first floor conference room at HBA’s new location from Noon - 2:00 p.m. for a Roundtable Discussion on members’ biggest problems and best solutions. PROPERTY MANAGEMENT® t Apartment Association of Michigan Advocacy Update WRITTEN BY FORREST WALL, CAE, STAFF VICE PRESIDENT AND INDUSTRY RELATIONS NAHB Continues Push For Affordable Housing Credit Improvements Act A lthough the recent Congressional approval of a $1.3 trillion spending bill includes marginal improvements to the Low Income Housing Tax Credit (LIHTC) program, the National Association of Home Builders (NAHB) continues its advocacy for a piece of additional legislation that would enhance the credit. This legislation, called the Affordable Housing Credit Improvements Act (AHCIA), enjoys bipartisan support and if approved would promote the construction of multifamily rental housing. The AHCIA would achieve this by making permanent the 4% credit rate for acquisition and bond- financed projects, thus providing more certainty and flexibility in financing affordable housing projects. Additionally, the legislation would allow energy tax incentives to be used in combination with LIHTCs, and help combat local opposition to affordable housing by prohibiting local approval and certification requirements. NAHB estimates it would result in an additional 400,000 LIHTC units over the next 10 years. Fix Needed For Depreciation Error Under Tax Reform The National Multifamily Housing Council (NMHC) is seeking a fix to a wording problem in last year’s tax reform legislation which affects the AAM BREAKFAST CLUB apartment industry. The intent of the language in the law was to allow all companies to choose to deduct business interest, and if they do so they THURSDAY, JUNE 21 must depreciate the property over 30 years (instead of 27.5 years).
