2019-20 Budget Information East Hampton Public Schools East Hampton, Connecticut Budget Requests (by Tier) The items on the following pages have been requested for inclusion in the 2019-2020 Budget by members of the East Hampton Public Schools community including administrators, teachers, staff members, parents, and students. Within this proposal, the East Hampton Public Schools Community and Board of Education have committed to a bold plan to improve education at all levels, PreK-12. The ranking of requests into tiers of Green (recommended for budget inclusion), Yellow (considered for budget inclusion), and Red (future consideration for budget inclusion) mark a commitment to opportunities for all levels of students. There are equal advances proposed for academic achievement in the classroom, arts/activities/athletics that provide students with important experiences for growth, as well as support for students with a wide variety of needs. The proposals this year will act as a catalyst for the expansion of academic and extracurricular activities that promote growth in the STEM areas (Science, Technology, Engineering, and Math) thus providing East Hampton students the ability to be competitive in career opportunities in the sciences, engineering, and manufacturing – the most promising areas of growth for this generation. High School Requests High Restore High School English Teacher (Reinstate Position from 2017-18) $0 School The position restores an English teacher to the High School that was eliminated this year. Department would return to 6 teachers. Filled from Impact: There would be five courses (Including semester-long electives) or additional sections of English reinstated at the High School. within High Increase High School Music Teacher from .8 (PT) to 1.0 (FT) $22,000 School High School Choir Teacher is currently part time. Salary Impact: Additional electives including Advanced Placement (AP) Music Theory would available to students. High New Textbooks: Advanced Placement (AP) Biology $4,000 School Current AP Biology books are not aligned with the current College Board AP Biology Curriculum and test. Replacement Impact: Students will be better prepared for AP test and college biology courses. Textbook High Add High School Course: Advanced Placement (AP) Physics $3,000 School AP Physics is an advanced offering for students interested in science or planning to major/minor in science, math, or engineering in college. Training, Texts Impact: Additional STEM preparation for Juniors and Seniors at the High School. & Supplies High Add High School Course: Advanced Placement (AP) Computer Science Principles $2,000 School AP Computer Science is an advanced offering for students interested in computers or planning to major/minor in math/computers in college. Training, Texts Impact: Additional STEM preparation for Juniors and Seniors at the High School. & Supplies High Add High School Course: Advanced Placement (AP) Music Theory $2,000 School AP Music Theory is an advanced offering for students interested in music or planning to major/minor in music in college. Training, Texts Impact: Additional elective for Juniors and Seniors at the High School. & Supplies High Add High School Course: Forensics $1,000 School Forensics is an elective for students interested in science or planning to major/minor in science. Texts & Supplies Impact: Additional STEM elective for Juniors and Seniors at the High School. High Add High School Course: CAPSTONE Research & Project $0 School CAPSTONE projects are required of Seniors. This course would allow for in-depth research/internship opportunity. Impact: Additional elective for Seniors at the High School. This course could be offered as Advanced Placement (AP) Capstone in the future High Add High School Courses: Theater Arts $0 School Theater arts semester courses and full year courses will be offered to all students at the high school. Impact: Additional English elective or Arts elective for student depending on the course chosen. High Include partial High School Football transportation funding in Athletic Budget $5,000 School High School Football (a co-op program with East Haddam HS and Coginchaug HS) is totally funded by parents and Football Boosters Impact: Families would likely still pay approximately $650 per student athlete, but other costs (transportation) would be partially covered. High Upgrades to Technology Software $2,500 School Upgrade software for digital art courses, television studio, and Library computer lab. Impact: Antiquated software is replaced allowing students to benefit from professional grade software for future careers. Salary & Impact: There would be five courses or additional sections of math reinstated at the High School. Benefits High Add High School Course: Advanced Placement (AP) Human Geography and/or other Social Studies Electives $4,000 School AP Human Geography, Introduction to Sociology, and Human Rights are three elective courses under consideration for the High School Books & Impact: Additional elective for Juniors and Seniors at the High School. High Additional Funding for High School Athletic Trainer $4,500 School Currently $15,000 is allotted to the Athletic Trainer; however, inadequate coverage is available for games on campus and practices $13,500 is Impact: Required for safety at games and practices for athletes including Varsity and JV games/practices as well as athlete access to trainer. recommended High Stipend for Bellringer AM News $2,500 School The Bellringer News is broadcast each morning at the High School. Staff is required to be on site prior to the start of the school day. Impact: Staff paid for time associated with this activity that is filmed, edited, and broadcast each day – also is available for public viewing. High Stipend for Tri M Music Honor Society $350 School Music students are selected for this based on grades, performance levels, and commitment to service. Impact: Group already exists and offers service to the school and community throughout the year. High Stipend for Bellringer Book Club $350 School New stipend to promote reading for pleasure, increase social interaction around reading, and give students internship opportunities in library. Impact: The new library is a hub of student activity and this club would make use of the space and allow students to assist in the space. High Stipend for Fishing Club $650 School New stipend to promote fishing and care/support of local rivers, waterway, and our lake. Impact: There is interest in this club that promotes the sport of fishing and the ecology of our waterways and lake. High Upgrades to High School Auditorium $15,000 School Upgrade digital mixing board and sound equipment; upgrade lighting board and lighting instruments. (Could be done in phases.) Impact: Benefits school assemblies, music programs, and drama productions as well as community theater and other auditorium events. High Add additional High School Security Personnel $40,000 School There is currently one school officer (former police officer) hired for school security at the High School. Salary & Impact: An additional School Security Officer adds an additional layer of safety inside and outside of the high school. Benefits High Add High School Cooperative Work Experience Teacher / Coach $74,000 School This position would result in courses to prepare students for careers along with an extended internship opportunity. Salary & Impact: There would be additional courses and an internship program for all students at the High School. Benefits High Add School Resource Officer (SRO) housed at East Hampton High School (serving all schools) $100,000 School The cost associated with a Police Officer would be shared by the Board of Education (70%) and the Town of East Hampton (30%). Salary & Impact: Working as a member of the East Hampton Police Department, a School Resource Office (SRO) would service the schools. Benefits Middle School Requests Middle Add Science, Technology, Engineering, Math (STEM) Coordinator/Supervisor (Grades 4-8) $0 School Work with Math, Science, Computer Teachers to create coordinated coding and pre-engineering experiences in classrooms and after school. Referendum #4 Impact: Coordinator oversees curricular experiences for all students introducing them to basics of coding along with pre-engineering. Middle Restore Middle School World Language Teacher (Reinstate Position from 2017-18) $0 School This position would restore a World Language Teacher to the Middle School that would be dedicated to Grade 6 language. Referendum #4 Impact: Grade 6 World Language reinstated to a full year experience making future Advanced Placement (AP) courses at EHHS possible, Middle Restore Special Education Teacher to support Grades 6-8 $0 School New district programming (STARS) was started by taking existing Special Education Teachers off line rather than hiring new teachers. Filled from Impact: Appropriate level of teacher caseloads and better assurance of meeting future IEP service hours. within
Middle Middle School Literacy (Reading) Support Specialist $0 School Currently there are two literacy specialists at Memorial (formerly three), one literacy specialist at Center, and none at the Middle School. Filled from Impact: Students who need reading support would receive services from certified specialist. within Middle Add Stipend for Competitive Robotics Team $1,000 School This program would produce teams that would compete in the middle school LEGO robotics league. Impact: Students would be exposed to robotics programming and construction. In the future a high school team would be supported. Middle Increase to Middle School Developmental Guidance Program (Additional time for Grade 6 Students) $0 School This pilot program was begun in 2018-19 for students in Grade 6. Impact: Grade 6 Development Guidance program/course will be enhanced for social-emotional development. Middle Add Stipend for Assistant Cheerleading Coach $2,000 School There is currently one coach for the Middle School Cheer Program. A second coach is warranted to support the number of students. Impact: assistant provides a safer environment for student athletes to practice and perform. Middle Assistant Principal 10-month to 12-month position $20,000 School Middle School is the only school of the three with Assistant Principals to have a 10-month AP as opposed to a 12-month AP. Impact: Summer scheduling, curriculum work, program planning is enhanced Middle Add Middle School Math SRBI Tutor/Interventionist $36,000 School Add specialist for Scientific Research Based Intervention for student math support and interventions, along with teacher classroom support. Salary & Impact: More services to students who require math intervention. Benefits Middle Restore Middle School Department Head Stipends (Reinstate Positions from 2017-18) $11,500 School These positions coordinate curricular activities of English, Social Studies, Math, Science, and Special Areas Departments. $2,300 each Impact: Centralized leadership team for school improvement initiatives. Middle Add Stipend for Assistant Cross Country Coach (3rd positions based on numbers) $2,000 School Cross Country is a “no cuts” sport at the Middle School to encourage as many students to participate as possible in the fall. Impact: Third coach required for safety based on numbers at practices and the meets. Middle Add Stipend for National Junior Honor Society $1,000 School This program is national organization that promotes high achievement in academics, character, and service. Impact: Students in Grades 7 & 8 would be eligible for induction based on school work, good character, and service to school and community. Middle Add Stipend for EarlyAct Club (based on High School Interact Club) $1,000 School Based on the Rotary Club Model, this club brings together students to develop leadership through service. Fifty students already involved. Impact: The High School Interact Club with over 100 students has been very successful in promoting the power of Service Above Self. Middle Add Stipend for Mountain Biking Club $650 School Local non-profit group has offered to support the club with events, uniforms, and other supports. A coach is required on the school’s part. Impact: Activity for students not already involved in athletic offerings at the school. Feeder program for High School Cycling Team. Middle Upgrades to Classroom Furniture (Math Classrooms) $21,000 School Classroom tables/chairs/ furniture to promote new curriculum and new transition to Math Workshop model. Impact: Benefits curricular changes and nature of activities in math classrooms. Middle Interactive Board Applications (Math Classrooms) $1,500 School Classroom technology to promote new curriculum and new transition to Math Workshop model. Impact: Benefits curricular changes and nature of activities in math classrooms.

Center Create a STEM-MAKERSPACE-CODING Lab (Science-Technology-Engineering-Math) $6,000 School Preparing students for STEM careers begins at an early age. Fostering an interest in our female students is crucial. Supplies Impact: Lab becomes an exploratory area for all students introducing them to basics of coding along with pre-engineering. + Grant Funding Center Add Reflex Math Program 4-5 $3,000 School Reflex math is an online program that reinforces mathematical principles independently online. Impact: Students have 24/7 access to mathematical practice and review online. Center Add Guidance Counselor $74,000 School There is no Guidance Counselor at the Center School at an age when a developmental guidance program is crucial for social - emotional learning. Salary & Impact: Center School could be more proactive working with students and families to support emotional learning and self-regulation skills. Benefits Center Restore Center School Science Team Leaders $5,000 School These positions coordinate curricular activities for team members in Grades 4 and 5. $2,500 each Impact: Leadership for implementation of Next Generation Science Standards. Center Add World Language Teacher for Grades 3-5 $74,000 School Currently there is no exposure to World Languages until Grade 7 (Grade 6 eliminated in 2018-19). Salary & Impact: This position would add an introductory World Language program in Grade 3 (Memorial School) and Grades 4-5 (Center School). Benefits Center Add additional Elementary Library/Media Specialist 4-5 $74,000 School Currently there is one Library/Media Specialist that shares time between the Center School and Memorial School. A full time Library/Media. Memorial Add “Fundations” K-1 Phonics Program $12,000 School With limited funds last year, only one grade received this program. Impact: Students receive an appropriate phonics and spelling program at the earliest grades. Memorial Accreditation with National Association for the Education of Young Children (NAEYC) $5,000 School Funds needed for costs association with accreditation, which is required for continuation of the grant that supports full-day preschool program. Impact: Both full day and half day preschool programs in the school will be accredited by the national board, NAEYC. Memorial Restore Memorial School Literacy (Reading) Specialist (Reinstate Position from 2016-17) $74,000 School Currently there are two literacy specialists at Memorial. Two years ago, there were three for 600 hundred students. Salary & Impact: Students who need reading support would receive services from certified specialist. Benefits Memorial Add Special Education Teacher to support Grades 2-3 $74,000 School New district programming (STARS) was started by taking existing Special Education Teachers off line rather than hiring new teachers. Salary & Impact: Appropriate level of teacher caseloads and better assurance of meeting future IEP service hours. Memorial Improved Learning Environments Flexible Furniture $10,000 School Flexible classroom tables/chairs/ furniture to meet needs of active learning. Impact: Promotion of Project Based Learning, Genius Hour activities, and Personalized Learning. Memorial Replacement and Addition to Fitness Equipment $2,000 School Equipment to be used in PreK-3 classes. Impact: Promotion of fitness and achievement of school’s accountability plan. Memorial Additional Leveled Reading Texts $12,000 School Reading resources promote dynamic instructional practices that engage students as active learners and increase student achievement. Impact: Deeper learning in the classrooms and personalized learning opportunities. Memorial I-Pad Cart $10,000 School Currently there is one iPad Cart available in the school. The iPads are used as an introduction to technology. Impact: To be used for various assessments as well as curricular programs. Would help with transition from touch screen to Chromebook usage. Memorial Additional Supplies for Grade 1 $16,000 School Requested are additional Chromebooks, Wobble Stools (flexible seating), online programming for math (Moby Max), and reading (RAZ Kids) Impact: Leadership for implementation of Next Generation Science Standards. Memorial Add Stipend for Art Club $350 School Adding an Art Club creates additional after school enrichment for students. Impact: Specialized instruction and additional enrichment for students in Grades K-3. Memorial Additional Supplies for Art Classes $3,000 School Consumable art supplies in a variety of media need to be enhanced for Grades PreK-3. Impact: Provide students lessons that are connected to National Core Art Standards.

Benefits Memorial Add Technology Teacher $74,000 School With an emphasis on digital learning, students need a basic introduction to keyboarding, computer usage, internet safety, and digital tools/apps. Salary & Impact: Focus would be placed on elementary coding and online learning. Benefits Memorial Add Full Time Paraeducators for Kindergarten (4) $36,000 each School Currently there are two paraeducators for Kindergarten classrooms. Salary & Impact: Ensure that students in need of remediation and support do not fall behind as well as deeper learning for all students in class. Benefits Memorial Add Kindergarten to Special Friend Program (funded by Primary Mental Health Grant for Grades 1-3) $8,000 School Includes 20 students in K to be serviced as part of the Special Friend Program (social/emotional learning). Impact: Expands program that is already grant-funded. District-wide Requests District- Add Board Certified Behavior Analyst (BCBA) $0 wide District programming has resulted in less outplacements. BCBA oversees staff who work with students with autism / behavioral supports. Funded from Impact: Continuation of educating students in-district in highly effective manner. tuition District- Enhance Professional Learning/Development, PK-12 $10,000 wide The district is spending approximately $1,000 per building to train teachers in essential programming. Impact: An increase in professional learning funds enhances teaching skills in our staff, PK-12. District- Add Emergency Trauma Response Kits to all schools - Additional Safety Feature for Schools $2,000 wide There should be supplies for immediate trauma response in schools in case of severe emergency. $500 Impact: Schools are prepared with “QuickClot” and tourniquets designed for use in the field for rapid control of extremity bleeding. per school District- Classroom Science Supplies for Next Generation Science Standards (NGSS) $15,000 wide Advancing curriculum and units to meet the expectations of the new Science Standards is essential for students. Impact: Supports our STEM initiative to promote careers in engineering and the other STEM areas. STEM (Science, Technology, Engineering, Math) is important in East Hampton! With Thousands Of Manufacturing Jobs Approaching, Connecticut Trains Hundreds (Bullet points from an article in the Hartford Courant) Thousands of manufacturing jobs are becoming available in Connecticut, but schools and businesses are straining as they find and train just hundreds of new workers ready to be hired. Connecticut may have to turn to recruiting out-of-state workers, Department of Economic and Community Development Commissioner Catherine Smith said. A ramp-up in military work and commercial aviation and waves of retiring baby boomers — those between the ages of 53 and 71 — are putting pressure on Connecticut’s manufacturers to find qualified workers. At the state’s advanced manufacturing technology centers, 500 students this year received certificates for a range of manufacturing skills such as reading blueprints, milling and metrology, the study of measurement. That’s double the number in the 2016 school year and signals the challenge manufacturing companies and the Connecticut State Colleges and Universities system face as they try to fill an expected 25,000 or so manufacturing jobs in the next 20 years, said Michael W. Kozlowski, director of strategic initiatives at CSCU. Electric Boat needs to hire 14,000 workers over the next decade as the General Dynamics Corp. subsidiary builds two submarines a year, with a third now being designed. Pratt & Whitney, the jet engine unit of United Technologies Corp., expects to fill 8,000 jobs in Connecticut in the next decade, much of it to fill a backlog of its next-generation engine, but also to keep up with rising demand from airlines. And Sikorsky has committed to making 200 U.S. Navy helicopters in Connecticut until at least 2032. An agreement with the state requires the Lockheed Martin Corp. subsidiary to keep employment in the state to more than 8,000 by the end of a 14-year agreement and boost spending on Connecticut suppliers. More than 4,000 smaller manufacturers in the state that make parts for Sikorsky, Pratt & Whitney and Electric Boat also will need to hire thousands of workers in the next decade. The Connecticut Department of Labor projects a nearly 3 percent increase, or about 4,400 more manufacturing jobs, for a total of 164,000 in 2024. Connecticut schools make the state a “bastion for well-educated” students who can make the transition to advanced manufacturing that increasingly relies on digital technology. Platt Brothers, which makes parts for the medical equipment, aerospace, automotive and other industries, relies on the advanced manufacturing technology center at Naugatuck Valley Community College to supply workers and certify current employees who upgrade their skills, he said. Other advanced manufacturing technology centers operate at Housatonic, Manchester, Middlesex, Quinebaug Valley and Three Rivers community colleges. Nationally, manufacturing is expected to expand as workers retire and the economy expands, said Cristina Crawford, program coordinator at the Manufacturing Institute, a Washington, D.C., research organization. About 3.5 million manufacturing jobs in the U.S. are likely going unfilled, with 2 million of those jobs vacant because of skills gaps, she said.
