Introduction Martin Davies, Chair of the BID, opened the meeting by welcoming the attendees and thanking them for coming. 2. Apologies:

Minutes of the 2017 AGM: Minutes were circulated. There were no outstanding matters requiring action. It was resolved that the minutes be accepted. Proposer – Andy Duck Seconder – Martin Davies 4. Review of 2017-18: Paul Kinvig, Chief Operating Officer of the Town Centre BID, covered the activities of the BID company for the 2017-18 period. The priorities of the BID, as per the Business Plan voted for in 2017, are as follows: Marketing & Promotion Events & Festivals Safe & Secure Clean & Green Marketing & Promotion The BID has developed a new logo, in response to often being mistaken for the local council. The BID has positioned itself as a critical friend of the council, with some very positive results from working together with them. The BID runs the ‘Make It Bournemouth’ social media channels, with over 10K likes on Facebook and a post reach of up to 65K, and 7.5K followers on Twitter. The ‘Make It Bournemouth’ website contains listings of all levy paying businesses and can be used by levy payers to promote their offers and in-store events. The BID has been working to raise the profile of Bournemouth town centre with local and regional PR, with an estimated 356K views in the last 4 months alone. Events & Festivals The BID has supported several events in 2017-18: The biggest event the BID has been working on is Christmas Tree Wonderland, alongside Coastal BID and Bournemouth Council. This launches on Friday 16 November 2018 alongside a much improved free parking offer, with 35 days of free parking available this year compared to 8 days last year, including free parking on the launch and on Black Friday.
The Metropole Market continued in 2018, attracting over 100K visitors to Lansdowne and winning a National Award (ATCM Awards 2018 – Best Event). The One World By The Sea Festival took place in October, with a variety of events including a one- day family event taking place in the Triangle. Circus Folly, a brand new event for Horseshoe Common, took place in 2018, with plans for a larger carnival event in 2019. Slide Bournemouth was introduced to the Richmond Hill area in summer 2018, returning in June 2019. The Parry 100 Festival took place in Westover Road, with Westover Road and Gervis Place businesses invited to appear in the programme. Safe & Secure The Town Centre Ranger team patrol the town 7 days a week, dealing with enquiries and helping to keep the town feeling safe. They have recovered 16K worth of stock for town centre businesses by monitoring and reporting shoplifting and liaising with town centre cameras and police. They have also administered first aid in 49 cases, one of which saved the person’s life. The BID directly funds the management of the Night Time Economy, sits on the Townwatch committee and is involved with the Purple Flag Accreditation. Clean & Green The BID has employed a rapid response cleaner to help keep Bournemouth’s streets clean and tidy. Over 2,000 extra bags of rubbish have been cleared from the BID streets, with nearly 450 needles recovered and responsibly disposed of, and 10 major clean up areas, including the Glen Fern car park after travellers camped there, Lansdowne Place and the Triangle. The BID is now employing a second cleaner to assist with this job due to the positive response. The BID also funded additional bins throughout the town, and worked with the local authority over the summer to increase litter picking and cleaning provision. The BID has also provided the first window vinyls for the vacant M&S property, with other properties lined up, including Westover Road. Work is ongoing with levy payers to decide what message they want on the vinyls. The BID held a Big Bournemouth Clean Up event, working with volunteers and businesses to tidy up the town centre and restore pride. In addition: The BID has instigated the set up of several ‘Quarter’ Groups within the town centre in order to facilitate communication in the various areas and help channel the BID’s activities: the Lansdowne Quarter, the Triangle Quarter, the Westover Quarter, the Horseshoe Quarter & the Richmond Quarter. The Quarter Groups also validate funding applications for events in their area.
The BID has run a sequence of free business seminars during 2018, on GDPR, Customer Service Masterclass, Motivating Your Team, Stress & Mental Health in the Workplace, Marketing on a Budget, Anti-Social Behaviour, Networking and how to Make the Most of Christmas. The BID sends out fortnightly email newsletters to levy payers. Paul urged levy payers to sign up to receive these in order to stay aware of the BID’s activities. Bournemouth footfall continues to buck local and national trends, being 13% up on the previous year, compared to other coastal towns (-4.5%), the South West (-3.4%) and the UK (-2.5%). This is the third consecutive year of growth. 5. Presentation of the Annual Report and Accounts for 2017-18: The Chair thanked Schofields for preparing the annual report and accounts, copies of which were circulated to all members of the company, and Schofields for looking after the BID’s day-to-day accounting needs over the last year. It was resolved that the Annual Report and Accounts for 2017-18 be adopted. Proposer – Mike Hawkyard Seconder – Kerry Homer 6. Appointment of Auditors for 2017-18: It was resolved that Schofields Chartered Accountants be appointed as auditors for the year 2018-19 Proposer – Andy Duck Seconder – Rod Cake 7. Articles of Association: It was resolved that the Articles of Association which were sent out with the Notice of Meeting be adopted. Proposer – Andy Duck Seconder – Kerry Homer 8. Appointment of a new Board of Directors The Chair explained that as per the Town Centre BID’s Articles of Association, it is agreed that one third of the directors stand down each year to allow new members of the company the chance to put themselves forward. Five directors have stood down and their spaces have become available. However, as the BID’s business plan makes allowance for up to 19 directors in total, further spaces are also available. The Chair explained that the position of board director is voluntary, and involves attending approximately 6 board meetings per year, plus sub-group meetings as required. As such, there was no requirement to hold a formal ballot. It was resolved that Alan Dove, Bill Cotton, David Smith, Kerry Homer and Ally Tanswell be re- appointed as directors of the company. Proposer – Kerry Homer Seconder – David Smith It was resolved that Ian Saul be appointed as a director of the company. Proposer – Lyn Turnbull Seconder – Rod Cake The Chair welcomed the new and returning directors and thanked all of the directors for giving up their time and expertise free of charge.
The Chair closed the formal part of the AGM at this point to allow non-members to participate and ask any questions. 9. Looking forward to 2019 and beyond: Paul Kinvig stressed the need to focus on the four categories that were voted in by the levy payers: Marketing & Promotion, Events & Festivals, Safe & Secure, Clean & Green. There are some exciting event ideas in the pipeline, including a Style Weekend, Sports and Hypercar Show, revamped Food Festival and augmented reality trails. The BID will continue to work with the council and police to address the challenge of low level ASB, homelessness and begging. Paul urged levy payers to get involved with their local Quarter Group, and to check that someone in their organisation is receiving the regular BID updates. Paul introduced Oddny, the new Town Centre BID Business Liaison Officer, who will be visiting businesses to talk about the help and support the BID can offer and increase communication between the BID and businesses. The next printed newsletter will be coming out to all levy paying businesses in early 2019. The Chair thanked the team of Town Rangers, Ricky Smith, the Clean & Green operator, the board of directors and the professional team of Paul Kinvig, Clare Rhodes, Bob Carter and Oddny Edwards. Paul Kinvig echoed this and added his thanks to Martin Davies. 10. Questions: The Chair invited questions & comments from the members and non-members present: Darren Peach asked whether gardening is part of the Clean & Green remit, as there is a patch of land adjoining his business which is in a bad state of repair. Martin Davies advised the BID cannot take on jobs that sit with the local authority - however, the BID can lobby them for action. 10. AOB: The Chair thanked all those who had come along.
