1.2      Project summary
Building Information Modelling (BIM) has been in existence for almost 20 years and is now a cornerstone of the UK
Government’s Construction Strategy (https://www.gov.uk/government/publications/building-information-modelling).
In RIIO-ED1 we introduced new tools that enable us to manage
projects using BIM, such as on the Network Rail infrastructure
projects, HS2 and GWE. We have also started to develop some BIM
models for a standard library and selected some trial capital projects
to learn and develop our capability utilising BIM.
Whilst a lot of our work is either internal or working with smaller
companies who currently are not using BIM, we expect this area to
develop further in RIIO-ED2 and need to ensure that we can meet the
expectations of our Stakeholders. BIM Level 2 (see https://bim-
level2.org/en/faqs/) is now seen as the recommended standard for all
involved in construction to adopt. The BS EN ISO 19650 series (https://www.bsigroup.com/en-GB/iso-19650-BIM/) is
now in force and will further drive the industry to adopt the practice. The business benefits of using BIM have been well
documented (https://www.cdbb.cam.ac.uk/BIM/BBM) and National Grid have reported significant savings in their
capital programme through the use of BIM (e.g.
https://www.nationalgrid.com/sites/default/files/documents/Building_Information_Modelling_%28BIM%29_at_Bacton
%2C_Peterborough_%26_Huntingdon.pdf). Whilst our works are generally not to this scale, we nonetheless would
expect to see reasonable benefits.
The Scottish Futures Trust describes BIM as“…an information exchange process which is specific to that project and
coordinated between various systems and project participants" (Source:

https://bimportal.scottishfuturestrust.org.uk/page/standards-level-2). In RIIO-ED2 we intend to build on our RIIO-ED1
base so that we can achieve Level 2 within the period, although we only expect full collaboration on our largest projects.

1.4        Current Proposal / Optioneering
In order to reach BIM Level 2, we will need to enhance the current systems, build ‘digital twin’ models, and agree
optimal communication routes and standards with contractors and the supply chain. The systems will need appropriate
processing power and storage for the 3D models, as well as allow for coordination with Stakeholders. In terms of
models, we have already developed these for some components, and in RIIO-ED2 will extend these two additional
components, incorporating the parts of our supply chain that have BIM capabilities (e.g.
https://www.se.com/uk/en/work/support/bim/).
In order to deliver the above function, the system must:
      •   Build on the RIIO-ED1 investment, allowing for 360⁰ collaboration with our partners, supply chain and
          stakeholders where they have reciprocal facilities.
      •   Have the ability to manage the full life cycle of all projects.
      •   Support being a ‘live’ tool throughout the design and construction through a common environment, including
          the low-level design and construction updates (e.g. monthly).
      •   Be capable of holding all data needed to drive decisions on projects.
      •   Ensure that the data is always held by SSE, pre, during and post construction, whilst it is shared and updated by
          project partners.
      •   The system must be able to integrate with our Asset Management, GIS, Project Planning and Finance systems,
          and ideally Environmental tools (e.g. Footprinting).
              o We currently expect to use the plug-ins available in Maximo and Autodesk to integrate between
                  Autodesk Vault/BIM 360 and Maximo, so we can maximise the use of our RIIO-ED1 investments.
      •   The system must support common naming standards.
              o It would also ideally be able to use CIM.
      •   The system must be able to handle (load, display, transfer) very large files.
The overall system should also have the capability to incorporate estimating and contract payment facilities, triggering
payments on completion of project actions (i.e. drawing issue). We however do not expect such facilities to be
implemented in RIIO-ED2, as most of our supply chain are not expecting to be ready for such integrated working.
1.5        Stakeholder Evidence
BIM is a cornerstone of a Digital Built Britain, as set out in the Government’s strategy
https://www.gov.uk/guidance/creating-a-digital-built-britain-what-you-need-to-know). Moreover, our supply chain has
stated that better and earlier information, in a form that they can use, will enable them to offer savings in our delivery
programme.

Based on the benefits realised by others in the sector, we expect that a reasonable level of savings will be achieved on
contracted works. We will work with our supply chain partners to agree a level of savings that would be realistic, based
on how far they believe they will be able to utilise the benefits provided by BIM within the RIIO-ED2 period. For that
reason we have not put a figure to the benefits in our Draft Business Plan, and will confirm any expected savings within
our Final Business Plan. We expect that the overall NPV will be positive, based on the benefits accrued by similar
organisations. Some of the following benefits are expected to be monetised as the ED2 programme is developed:
      •   Savings on the procurement of large capital projects.
      •   Efficiencies on the management of large capital projects.
      •   More efficient construction.
      •   Ability to provide customers with detailed information about projects that are ongoing/planned in their area.
          Customer feels like they are being engaged with throughout the whole process, not just up front. Improving
          satisfaction score.
      •   Efficiency through the lifecycle of a building or infrastructure – this is achieved by enabling
          consistency, optimising time management and strategic decision-making.
      •   Increased productivity, which accelerates delivery.
      •   Eliminating risks and assisting health and safety planning – this leads to a safer approach and fewer mistakes
          through seamless sharing of information, coming from a verified source and used consistently.
      •   Improved prediction and reduction of the whole lifecycle costs.
      •   Support for the whole supply chain to manage data, reducing wasted effort and cost in capturing unwanted
          information.

The improvements include:
       •   Deliver on the Government Construction Strategy initiatives.
       •   Improved project safety through better coordination with our supply chain.
       •   Improved reporting on projects, including environmental.

1.7.2.1    Foundation to other Projects/Initiatives
1.8        Key Assumptions
The current programme and costings assume that all planned RIIO-ED1 system changes will be complete before the
start of RIIO-ED2. If some of the current planned application changes are not completed, this will increase the
complexity, and hence cost and timescale, of this project.
Any new personal devices required for projects or field work (e.g. laptops, tablets, mobiles, etc.) will be provided
outside of this project.
There will also be quite significant business Change required, both internally and with the supply chain. Costs for this
work are covered elsewhere, and it will require early action (e.g. into governance, contracts and similar).
1.9        High Level Dependencies
None directly, as BIM will deliver all stated benefits through the project scope.
There are however links to the Asset Management systems, and these will bring additional benefits to the business (as
described in Section 1.3).
1.10       Deliverability & Risk
Our deliverability strategy [chapter 18] describes our approach to evidencing the deliverability of our overall plan as a
package, and its individual components. Testing of our EJPs has prioritised assessment of efficiency and capacity, and
this has ensured that we can demonstrate a credible plan to move from SSEN’s ED1 performance to our target ED2
efficiency. We have also demonstrated that SSEN’s in house and contractor options can, or will through investment or
managed change, provide the capacity and skills at the right time, in the right locations. This assessment has been part
of the regular assessment of our EJPs, IDPs and BPDTs, and we will further refine our bottom up efficiencies and work
plan phasing for our final submission in December through the ongoing development of our ED2 Commercial
& Deliverability Strategy and engagement with our supply chain.

Our deliverability testing has identified a major strategic opportunity which is relevant to all EJPs.
•     In ED2 SSEN will change the way Capital Expenditure is delivered, maximising synergies within the network to
      minimise disruptions for our customers. This is particularly relevant for a Price Control period where volumes of
      work are increasing across all work types.

•     The principle is to develop and deliver Programmes of work, manage risk and complexity at Programme level and to
      develop strategic relationships with our Suppliers and Partners to enable efficiency realisation.
