01 DEAN'S GREETINGS Your global experience begins here! Welcome to 2019 Global Governance Summer School (G2S2) ! We are delighted to have you here in Taiwan with us. As human society is facing great challenges to many global issues, e.g. humanitarian relief, business, technology, environment, climate change, energy, and ocean etc., it has become an immense test of our generation. Recognizing the need for nurturing young talents with innovative mindset, leadership charisma and globalized vision, International College of Innovation (ICI) of National Chengchi University has devoted to the mission ever since. G2S2 is designed to connect globalization and regionalization in the Asian context. Aiming to provide a high-quality education for each and every student, and to create an innovative and positive learning environment for all of you, my team and I have been working on G2S2 effortlessly. In total, we invite 37 worldwide lecturers, including the distinguished professors, ambassadors, admirals, entrepreneurs and experts from various research areas and industries to provide you the best learning opportunity. I am sure that you will have a great time gaining precious knowledge from the solid curriculum, having fun learning a new language, and experiencing the beauty of Taiwan. 02 National Chengchi University (NCCU) Taiwan's Top University in Humanities and Social Science Introduction National Chengchi University (NCCU) was founded in 1927. The university has been upholding its motto of “Harmony, Independence, Balance, and Preeminence.” NCCU currently has 10 colleges, including International College of Innovation, with other colleges excelling in the Liberal Arts, Law, Commerce, Science, Foreign Languages, Social Sciences, Communication, International Affairs, and Education.
03 A Multilingual Study Environment NCCU attracts more than 2,000 overseas students from over 70 different countries each year. Currently, NCCU has 675 partner universities worldwide, across 5 continents. Furthermore, NCCU offers courses in nearly 30 languages and aims to cultivate globally-minded individuals with excellent language skills. There are new areas of demand calling for a more inclusive and innovative perspective cutting across the conventional theories, rationales, mechanisms, and institutes of global governance in Asia. Recognizing this urgent need and crucial trend in education, the International College of Innovation (ICI) was founded in 2018 as the tenth college of NCCU. The ICI is devoted not only in knowledge- sharing but also fostering connection to future careers. Our 3-pillar curriculum covers Asian Studies and Global Governance, Commerce, and Information Technology to help the students adapt to the rapidly changing world.

07 G2S2 PROGRAM The Global Governance Summer School (G2S2) program is a 6-week, intensive, certificate- granting course designed for students around the world who are potential leaders and considered young professionals in their fields. The scope of the program is broad enough that students from a wide array of interests will add value in participating in the program, but the focus on Asia enables students to develop special understanding of a critical region. Aside from the daily academic instruction, participants will have the opportunity to pursue their own research agenda, study Chinese at any level, engage with leading scholars and experts, visit local companies, and return home with the rich cultural experiences.

12 COURSE ARRANGEMENT 1. Global Governance This course aims to take an overall survey of governance in international context. In the rise of Asian century, there are new areas of demand in all regions calling for a more inclusive and innovative global perspective cutting across the conventional theories, rationale, mechanism, and institutes of governance. Given this, the course would review the historical evolution of the international system and basic concepts of international relations and public international law, examine international cooperation and highlight specific issues areas including international law and governance, security and peacekeeping, human rights, migration, refugees, foreign aids, etc. Studies of non-state actors such as non-governmental organizations (NGOs) and multinational corporations (MNCs) as well as trans-governmental relations of sub- national governments and government agencies would also be covered in class.

14 2. Asian Entrepreneurship and Business This course is designed to provide students with real time experience within the Asian business scenarios. From the business plan for starters to the analysis of the new business development, this course provides a linkage between students, universities, and real entrepreneurs based on a reciprocal cooperation. Students taking the course will receive the knowledge and the skills necessary for employment, investment, marketing, business funding, and further advanced research on Asian entrepreneurship. Students are expected to be equipped with a sound education base in entrepreneurship and aware of the procedures to open their own businesses. Main Outlines: 1. Entrepreneurship and Asian culture 2. Taiwan entrepreneurship and regional development 3. Entrepreneurship and business case studies

Asian Politics, Society, History, and Cultures This course examines traits of Asian politics, society, history, and cultures that distinguish this region and shape its domestic political processes and inter-state relations. It provides in-depth coverage of government and politics in contemporary Asia as well as the historical contexts and cultural practices. Students are expected to understand the social and political structure of Asian countries, interaction between state and non-state actors, domestic and foreign policy priorities of Asian countries, strengths and weaknesses of political institutions, and the role of populism, nationalism and identity politics, as well as religion, popular culture, and soft power in Asian countries. Main Outlines: 1. Asian culture in business 2. Asian political development and democratization 3. Asian society and culture 4. Politics and ethnics in Asian community

U.S.-China-Taiwan Relations The rapid ascent of the People’s Republic of China (PRC) as a major power has made its relationship with the United States as a central issue in contemporary international politics. Despite the fact that U.S.-China cooperation could play a positive role in global challenges such as nuclear proliferation, sustainable development, and international development, the U.S.-China relations is at times turbulent, and its future remains critical. Given this, this course aims to examine the diplomatic, military, and economic relations between China and the United States via historical facts, theories, and current debates. This class would also investigate the cultural, social, academic, and psychological interactions between Americans and the Chinese.

The Indo-Pacific vs. Belt and Road Initiative: Taiwan’s role? 5. The rein of Xi Jinping and the “one China principle": Way out or Way forward?
18 5. International Security in Asia This course examines major issues of Asian security by linking theory and practice. We will apply various theoretical concepts and arguments to probe the problems of Asian security and analyze the implications. From the classical concepts such as balance of power, deterrence, and grand strategy, to the non-traditional security challenges including climate change, resources scarcity, infectious diseases, natural disasters, refugees and migration, students are expected to understand the changing nature of security in Asia, different theoretical understandings of security issues, and a multidisciplinary approach for assessing the appropriate policy responses.

20 6. Political Economies of Asia With the ongoing integration of global economics and trade, political differences between countries are slowly being reconciled or ameliorated. The various political economies found within Asia have a significant impact on the global system, from the authoritarian, government-directed capitalism of modern China and the strictly authoritarian North Korea, to the free-market, Western systems of South Korea and Japan, and the various forms found through South and Southeast Asia. As the global economy increasingly relies on production capabilities of Asian labor, so too will rise the importance and value of understanding political economy in Asia.
21 Main outlines: 1. Changing international political economy in East Asia 2. Northeast Asia and Southeast Asia's interaction under the ASEAN plus Six framework 3. The evolution of Asian economic integration 4. Major actors’ approaches and policies to regional economic integration 5. Regional mechanisms relating to regional economic integration such as APEC, ASEAN plus Three summits, and ASEAN 6. The Korean peninsula nuclear crisis and East Asia major players’ policy toward the Korean peninsula
22 7. Cross-Strait Interactions The enduring legacy of conflict between the People’s Republic of China and the Republic of China is the stature of Taiwan in the international system. Today, Taiwan’s security, politics, economy, and future are all intimately tied to both its international stature and its relationship with China. As such, while Taiwan’s international relations are important, its’ relations across the Taiwan Strait and Cross-Strait Interactions are perhaps even more important to understand. Cross-Strait Interactions today range from economic and political to the cultural and personal. This course examines these interactions in detail and provides opportunity for students to consider the future of the Cross-Strait relationship.

Great Power Practice in International Organizations and Global Governance With the increasing emphasis by the People’s Republic of China on “global governance” rather than “international law,” regional organizations are of increasing importance for Chinese grand strategy. But the PRC’s interaction with such organizations, including the Asian Development Bank, ASEAN, and the Shanghai Cooperation Organization, is multifaceted and reflects China’s broader aims to enhance its own influence and, wherever possible, prevent other countries from partnering to counter Chinese objectives. This course examines multiple regional organizations regarding China, Taiwan and others as well as analyzes their ongoing practice within these organizations.

26 9. International Law and Global Governance in Asia The modern international legal order took true form in the aftermath of World War II with the creation of the United Nations and, shortly thereafter, all of the various organizations and treaties that underpin modern international law. While this order was primarily shaped by Western powers, the rules and law set by them has had a major impact on Asia and its development. With the onset of the Cold War, political economic development took several turns toward communism, militarism, market capitalism and law followed. But in the last 30 years, Asian regional organizations, legal agreements, and institutions have developed within that legal framework and led to a new approach to international organization that we call global governance.
27 Transnational issues, ranging from climate change to maritime dispute settlement, all fall under this framework of progressive legal development and governance. Main Outlines: 1. Common law practice in the context of Asian development 2. China’s legal practice in Asian community 3. Ocean, energy law in Euro-Asia practice 4. Ocean resources and challenges to legal practice: Taiwan’s experience 5. Sustainable fisheries and international law
28 10. International Business Dispute Settlement As economies integrate and trade between countries deepen, issues between businesses arise. Intellectual property, exclusive development zones, and government contract preferences all affect international business and give rise to conflict between them. As businesses look to settle their disputes, they have multiple options available to them. From informal negotiation to arbitration to legal action in a court of law, international businesses have a range of options - and challenges to settle disputes. In this course, we evaluate the merits of several such systems of dispute settlement and students will have an opportunity to develop their own skills in conflict resolution and management.
