Bend Elks Game Day Procedures for 2021 Season The Bend Elks are a summer-collegiate baseball team operating in the West Coast League. The Bend Elks physical location is Vince Genna Stadium, 401 SE Roosevelt Ave. Bend OR 97702. Kelsie Hirko – Operating Owner/Marketing & Sales Kelsie@BendElks.com - (503) 329-4288 (Cell) or (541) 312-9259 (Office) Michael Hirko – General Manager Michael@BendElks.com - (541) 848-8699 or (541) 312-9259 (Office) 1) General Procedures a) Vince Genna Stadium is an open-air facility with minimal enclosed spaces. b) Use of face masks, face covers, and/or face shields will be required for all employees, customers, players, and all visitors five years of age and older unless eating or drinking. c) Signs will be displayed and public address announcements will be announced reminding customers of mask wearing and physical distancing. d) All players, coaches, trainers, and anyone else in dugouts and bullpens will be required to follow face mask/covering requirements when not actively playing on the field. e) All players and staff will have to answer symptom screening questions and take their temperature daily in order to enter the ballpark. All equipment entering and being used in Vince Genna Stadium will be sanitized. f) All Bend Elks players, coaches, and staff will be strongly encouraged to get vaccinated. The front office staff will be fully vaccinated before the first game. g) Prior to starting the season with the Bend Elks, all staff, players, coaches, front office staff, volunteers, and interns will sign documentation to verify they know and understand Bend Elks Protocols. h) All staff, coaches, players, volunteers, and customers with any symptoms of COVID-19 will be prohibited from entering the stadium. i) The Bend Elks will discourage any athletes, coaches, or staff with increased risk of complications from COVID-19 from risking exposure at Vince Genna Stadium and in their extracurricular activities. j) All high touch surfaces and restrooms will be cleaned and sanitized prior to gates opening for a game and will be cleaned frequently during all games. 2) Stadium Capacity a) Vince Genna Stadium has a capacity of 3,500. b) The Bend Elks will limit the number of spectators to be in accordance with Oregon Health Authority regulations at the time of each event c) The stadium capacity would be:
i) Extreme Risk – 100 people ii) High Risk (15%) – 525 people iii) Moderate Risk (25%) – 875 people iv) Low Risk (50%) – 1,750 people 3) Physical Distancing Measures Procedures a) The Bend Elks will abide by the current gathering size/capacity limits set by the Oregon Health Authority according to Sector Risk Guidance Levels. b) Establish and maintain distance of at least 6 feet per person in areas where players or customers could potentially gather. c) Rows and seats will be marked as blocked off between groups to ensure physical distancing while seated. d) Markings will be placed on the ground to clarify spacing between individuals while in lines (i.e. concessions lines, ticket lines, bathroom lines). e) Bend Elks will have physical distancing monitors throughout the stadium to help encourage and enforce physical distancing. 4) Game Day Procedures for Staff a) Staff arrives 3 hours prior to the start of the game. b) Staff will wear a minimum of a two-layer face mask at all times in the stadium. c) Staff will have their temperature checked and answer health screening questions before entering the stadium. This will be digitally tracked and recorded. d) Staff will sanitize the stadium, dugout, high touch points, bathrooms, doors, and any other heavily trafficked areas prior to player/coach arrival and as needed through each game at a minimum of once per hour. e) Staff will set up handwashing and hand sanitizing stations at dedicated locations and fill/monitor throughout each game. f) Staff will work in assigned areas and maintain 6 feet distance at all times. g) Staff is required to self-monitor off site interactions and self-report any potential contamination. 5) Game Day Procedures for Players/Coaches a) Players/Coaches will start to arrive at the stadium 3.5 hours prior to the start of the game. b) Players/Coaches will wear face masks/coverings at all times in the stadium, unless actively participating in the game on the field. c) Players/Coaches will have their temperature checked and answer health screening questions before entering the stadium. This will be digitally tracked and recorded. d) Players/Coaches will use their designated bathrooms and handwashing stations. e) Players/Coaches will sanitize all personal equipment. f) All shared equipment will be sanitized between each use. g) Players/Coaches will frequently use hand washing or hand sanitizing stations before games, throughout batting practice, during games, after any contact with shared equipment, and after games. 2
h) Spitting and shaking hands/high fives are prohibited. i) Seeds and chewing tobacco are prohibited. j) Teams are encouraged to spread players out in the dugout and bullpen to encourage physical distancing as much as possible. k) Players/Coaches are required to self-monitor off site interactions and self-report any potential contamination. 6) On Field In Game Procedures a) All used equipment will be sanitized between innings. b) All players will make best efforts to stay physically distant and will spread throughout the dugout and the bullpens. c) Teams take turns on the field and are restricted from entering other team’s dugouts while in use or as a holding area for players. d) Players will use a handwashing or sanitizing station between innings or whenever necessary after contact with shared equipment, another team member, an opposing team member, a coach, a support staff member, or any other person. e) Umpires are directed to maintain physical distance between themselves and players throughout the game. They will wash or sanitize hands before the game and after contact with any equipment or players. f) Umpires will aid in enforcing face mask/covering and physical distancing rules on the field and in the dugout and bullpens. g) Umpires are required to self-monitor off site interactions and self-report any potential contamination. 7) Spectator Procedures a) Face mask, face covering, and/or face shield will be required for all persons at the stadium. Face masks and face coverings are recommended. b) Face mask, face covering, and/or face shield will be required to be worn at all times unless both seated and eating or drinking. This rule may be changed based on current Oregon Health Authority guidelines at the time of each game. c) All spectators will be instructed and required to avoid contact with people from different parties in any area of the facility, including the parking lot. d) Post signs listing symptoms of COVID-19 and reminders of physical distancing and face mask/covering rules from the Oregon Health Authority website. e) Provide handwashing and/or hand sanitizing stations throughout the stadium. f) Keep all seated party groups at or below the capacity per Oregon Health Authority Guidelines. g) Assign physical distancing monitors at all areas that can lead to congestions (i.e. dugouts, bathrooms, entrances/exits, etc.). h) Clean and sanitize restrooms hourly during the event and ensure adequate sanitary supplies. i) Sanitize high contact locations hourly (I.e. hand rails, door handles, counters, etc.). j) Encourage touchless/contactless payments and limit cash payment locations. k) Scan tickets to limit contact. 3
8) Food and Beverage Procedures a) All staff members will be reminded of and required to follow all typical Health Department regulations. b) All staff members will be required to sign the Oregon Health Authority Food Employee Reporting Agreement and Bend Elks Game Day Procedures. c) The Bend Elks will provide contactless condiments and table wear. d) The Bend Elks will encourage use of online ordering to limit lines and contact with staff. e) The Bend Elks will encourage staff to use to gloves and utensils to minimize or eliminate employee bare-hand contact with ready to eat food. 9) Broadcast/Press Box Procedures a) Video/radio broadcaster(s) and public address announcer will be divided from the rest of the press box through physical or plexiglass dividers. b) Video/radio broadcaster(s) and public address announcer will wear a face mask/cover at all times, except when actively broadcasting or doing a public address announcement. This exception is to ensure no muffled broadcast or public address announcements. c) All staff will be discouraged from sharing equipment. If any equipment is shared it will be sanitized between uses. d) The press box is clearly marked for staff only and blocked off from customers. 10) Travel/Away Game Procedures a) All Bend Elks players/coaches will have their temperature taken and answer health screening questions before leaving for away games to ensure no one with any symptoms goes on the bus or on the road trip. b) All Bend Elks players/coaches will have their temperature taken each day on a road trip. c) Only essential personnel, players, and coaches will travel. d) All Bend Elks players/coaches and the bus driver will be required to wear a face mask, face covering, and/or face shield during all travel. e) The bus will be cleaned and sanitized prior to use. f) All players and coaches will be given individual hand sanitizers for their use during travel. g) The Bend Elks will provide additional hand sanitizer, disinfectant wipes, and ready-to- use disinfectant spray for use during travel. h) The Bend Elks will encourage good hygiene, physical distancing, and wearing of masks during all travel. i) Require seating in the bus beside a hotel roommate or person from the same household whenever possible. j) The Bend Elks will avoid overnight or prolonged stays when possible. k) Coach will wash or sanitize hands before distributing per diem money to players. l) If anyone in the traveling party display any signs or symptoms of COVID-19, they will be required to immediately self-quarantine and receive testing. 11) West Coast League Play 4
a) The West Coast League will have a COVID-19 Committee in order to ensure cohesive, safe play throughout the league. b) The Bend Elks would work with the West Coast League COVID-19 Committee if there are any positive cases on our team or an opposing team to ensure any necessary contact tracing, canceling/re-scheduling games, or isolation while on the road is possible. 12) COVID-19 Testing Procedure a) Covid-19 testing is widely available throughout the city of Bend. If a player, coach, or staff member start to exhibit symptoms the Bend Elks organization will assist in connecting with testing locations as needed. 13) Player/Coach/Staff Positive COVID-19 Test Procedure a) Any individual exhibiting COVID-19 symptoms should immediately self-isolate and contact the Bend Elks front office. b) The Bend Elks front office staff will assist in setting up COVID-19 testing and begin contact tracing within the organization. The Bend Elks front office staff will begin to notify any close contact individuals that they should quarantine if necessary. c) All presumed or confirmed positive test results will be communicated to the Deschutes County Public Health Authority and Oregon Health Authority. d) The individual who has tested positive will follow all Oregon Health Authority guidance in regards to quarantine. (Further information available in section 15.a) They will maintain in close contact with the Bend Elks. e) Anyone who has tested positive for COVID-19 will have to have proof that they have completed their quarantine according to Oregon Health Authority guidelines. f) Players who have tested positive for COVID-19 will be further cleared for participation by an athletic trainer to ensure no long-term health issues. 14) Spectator Positive COVID-19 Procedure a) If the Bend Elks are contacted by the Deschutes County Health Department that a COVID-19 positive individual attended a Bend Elks game. The Bend Elks will release all contact tracing logs for players, coaches, staff, and spectators. The Bend Elks will follow all instructions from the Deschutes County Health Department in regards to player/coach/staff/spectator outreach, and stadium sanitization. b) The Bend Elks will ensure communication to the Deschutes County Health Department if an individual report to us a positive case. 15) Quarantine Procedure a) Confirmed or Presumptive COVID-19 Case i) An individual must follow the most up-to-date Oregon Health Authority Isolation and Quarantine Guidance. This includes: (1) Isolate for at least 10 days after illness onset and until 24 hours after fever is gone, without use of antipyretics, and COVID-19 symptoms are improving. 5
(2) Isolate for at least 10 days after the collection date of the specimen that tested positive if asymptomatic or only with symptoms other than fever, cough, shortness of breath, and diarrhea. (3) Isolate for at least 20 days if suffering from sever to critical illness related to COVID-19, if hospitalized for COVID-19, or if the individual has a severely compromised immune system. (4) Stay in close communication with the Bend Elks, local or state public health authorities, and cooperate with public health recommendations. b) Close Contact Individual i) Not fully vaccinated (1) An unvaccinated individual must follow the most up-to-date Oregon Health Authority Isolation and Quarantine Guidance. This includes: (a) Quarantine for at least fourteen days from the date of exposure unless: (i) After 10 days of quarantine without any testing; or (ii) After 7 days with a negative test result by antigen or Nucleic Acid Amplification Test within 48 hours before ending quarantine. (b) Monitor for symptoms daily. (c) Isolate according to guidance upon becoming a confirmed or presumptive COVID-19 case during quarantine. (d) Stay in close communication with the Bend Elks, local or state public health authorities, and cooperate with public health recommendations. ii) Vaccinated (1) Vaccinated means fourteen days post the second dose of the FDA Authorized 2- dose series (Moderna or Pfizer) or fourteen days post the first dose of the FDA Authorized 1-does series vaccine (Johnson & Johnson) (2) Tier 1 Individuals (a) Those who are residents of long term care facilities, adult foster homes, hospitals, residential health care, or IDD facilities. (b) A full fourteen-day at home quarantine is required. (c) Staff of these facilities must not work for the fourteen-day period after exposure but are not required to quarantine. (3) Tier 2 Individuals (a) Those that have immunosuppressive health conditions or who take chronic immunosuppressive medications, or who are over the age of 75, or who work as non-medical care givers. (b) Home quarantine until day eight of receiving a negative test result, with test taken on day eight or later. Strict face mask wearing and social distancing is required for the duration of the fourteen-day period. (c) If no testing is done, a full fourteen-day at home quarantine is required. (4) Tier 3 Individuals (a) All other fully vaccinated individuals (b) No quarantine is necessary. (c) Testing on day six or seven following exposure is strongly recommended. 6
