AVALOS P-TECH SCHOOL // P-TECH // Renewal // didelpilar@aldineisd.org The Avalos P-TECH business and industry memorandum of engagement (i.e., articulation agreement) aligns with the Blueprint Requirements by articulating the purpose of the partnership between the Industry/Business Partners, Aldine ISD, and Avalos P-TECH, outlining the roles, responsibilities, and expectations of the industry partner, while also describing how each partner’s expertise and level of engagement will best serve our school and scholars. Our agreement further defines terms of engagements and termination clause. As we enter in to Provisional Designation in 2020-2021, our goal is to work together with our Work-Based Learning Advisory Board to clearly define specific roles and responsibilities of our Business/Industry Partners: work site supervisors, for when students are at job sites; mentors, at Avalos and in the workplace; teachers, how best to support trans-disciplinary connections and co-teaching opportunities; and support personnel and other partners as students progress from career awareness to application and beyond. We feel it is crucial that every partner commits to a foundation of support that reinforces our ideals of college and career readiness, but that also bolsters sustainability through community engagement. The articulation agreement is reflective of our respect of their time and expertise, and allows for various stages of buy-in and levels of engagement. The agreement will evolve and be adapted annually to best meet the needs of our program as well as the Blueprint requirements. Describe how the Business/Industry articulation agreement addresses the following Business/Industry Blueprint Requirements: Support for students' activities, such a clubs, Career and Technical Student Organizations, competitions, and special invitations. The Business/Industry articulation agreement states that the partner will provide "support, when applicable, for students' activities, such as clubs, Career and Technical Student Organizations, competitions, and special initiatives". The agreement establishes a partnership in which our school engages in on-going collaboration with our partners in designing and developing innovative strategies for supporting student activities. Our Avalos P-TECH Work-Based Learning Liaison communicates openly and continuously with our Industry Partner liaisons to identify appropriate opportunities and creative methods of supporting our organizations, and other school initiatives. For example, Momentum Education, our mentoring program manager, provides individual support as part of Avalos Speech and Debate Club, including giving feedback during student practice sessions for Lincoln-Douglas debate and performance coaching and writing review for Poetry and Prose division. Workforce Solutions and BakerRipley provide volunteers to judge school district events for Texas Association of Future Educators, as well as lead sessions on various topics from financial literacy to developing skills that further support college and career readiness such as resume building, interview prep, and presentation. BakerRipley also provides opportunities for students to participate in STEM and Leadership Development clubs. Our annual mock interview circuit is supported by our partners from East Aldine Management District, Wellbore Integrity Solutions, Aldine ISD Human Resources, BakerRipley and Workforce Solutions. Additionally, our partners support our Open House events with informational workshops for parents and engaging workshops for students. As students progress to their advanced courses in their respective programs of study, the partner will have additional opportunities to provide increased access to industry personnel, work-based learning experiences, facilities, services and resources. AVALOS P-TECH SCHOOL // P-TECH // Renewal // didelpilar@aldineisd.org Describe how the IHE articulation agreement addresses the following IHE Blueprint Requirement: Curriculum alignment and courses of study, which enables a student to combine high school courses and college-level courses to earn either an associate degree, postsecondary certificate provided by an IHE, or industry certification. The articulation agreement has been written to ensure students enter Avalos P-TECH under the Foundation High School Program with Endorsement and begin an educational pathway to receive a high school diploma and an associate degree, a two-year postsecondary certificate, and/or industry certification. Avalos P-TECH students are enrolled as Lone Star College-East Aldine Center Dual Credit students, allowing them to earn college and high school credit simultaneously according to the sequence of their chosen program of study. LSCS ensures the curriculum in each course of study is created with industry expert input and meets industry standards through regular review by their industry partners. Each student's individualized academic plan must follow the courses and sequences defined in the LSCS Course of Study. Courses are evaluated and approved through the official Lone Star College curriculum approval process and are taught at the college level. Aldine ISD faculty collaborate with LSCS faculty to ensure all crosswalk documents are agreed on for alignment and that a plan is in place for any discrepancies. College credits towards the completion of Level 1 Workforce Certificates that progress into respective Associates degree courses upon meeting the TSIA requirements, with the primary emphasis being on the Core Curriculum requirements for an Associate of Applied Science (AAS), and Associate of Arts in Teaching (AAT) for each of the Programs of Study. Describe how the IHE articulation agreement addresses the following IHE Blueprint Requirements: Policies for: 1) advising students on the transferability of all college credit offered and earned, 2) ensuring the IHE transcripts college credit earned through dual credit in the same semester that credit is earned, 3) advising students as to the transferability and applicability to baccalaureate degree plans for all college credit offered and earned (college credits earned during high school should allow students to progress from an associate degree to a bachelor's degree and beyond in their chosen field), 4) students accessing the IHE facilities, services and resources LSCS advisors work in conjunction with the Avalos P-TECH (hereinafter P-TECH) counselor to ensure that students have one-on-one meetings to discuss progress toward completion of respective Associates degrees, two-year postsecondary certificates, or industry certifications, and to review transcripts. Students in dual credit courses are eligible to utilize the same, or comparable, academic and instructional support services afforded to all LSCS students, and are awarded credit in the same semester as courses are completed. P-TECH students are invited to participate in the LSCS college fairs and meet with advisors to review transcripts and explore 4-year university options, and discuss transferability of Associates degree toward completion of a Bachelors degree and beyond in their chosen field and dual credit classes. LSCS provides P-TECH students with advisory services that consist of both the academic dean and access to the College’s Student Services. All academic policies and instructional supports available to students at LSCS are offered to students enrolled at the P- TECH, and include providing advising to students on the transferability of college credits offered and earned. P-TECH students are provided equitable access to the LSCS’s campus, services, and resources at no charge, with additional support given to students who are unable to access outside-of-school hours, including ID cards, parking facilities, and other campus facilities. P-TECH will have similar access to services and facilities as LSCS students have on the College campuses. P-TECH students are eligible to utilize the same or comparable academic and instructional support services that are afforded college students. The Lone Star College System (LSCS) articulation agreement addresses the transportation costs and fees including provisions for discontinuing operation while ensuring students previously enrolled will have opportunity to complete their course of study. Specifically, the agreement states that Aldine ISD will provide transportation for students to and from the P-TECH school in accordance with Aldine ISD policy and transportation guidelines. Furthermore, the agreement states that Aldine ISD and LSCS each reserve the right to terminate the Agreement at the end of the semester by providing written notice to the other party at least 60 days prior to the date of termination. Termination arrangements will be agreed between both parties. If the decision is made to discontinue operation of the P-TECH Program the following guidelines will be considered: -An 11th grade cohort will continue operation through that cohort's scheduled graduation from the P-TECH School, -9th and 10th grade cohorts will discontinue operation at the end of the closing school year of the P-TECH School. -While in the process of discontinuing operations, the P-TECH School may not enroll any additional students in the grades that have been phased out. -While the P-TECH School is in the process of discontinuing operations, it will continue to meet all the required design elements and provide full support for all students enrolled in the P-TECH Program. Describe how the IHE articulation agreement addresses the following IHE Blueprint Requirements: Data sharing agreement that includes provisions for teacher data such as qualifications and student level data such as credit hours taken and earned, GPA, formative data to assess if student is on track for college readiness Aldine ISD and LSCS agree, for purposes of the Agreement, to share and provide data or information regarding any teacher or instructor of a course in the P-TECH Program, or proposed teacher or instructor of a course in the P-TECH Program, including but not limited to, information regarding a teacher's or instructor's qualifications or certification. In consideration of building a community of practice that includes the bidirectional sharing of data and data privacy between relevant Aldine ISD and LSCS and includes nbut is not limited to sudent level data, such as credit hours taken and earned, GPA, and TSIA results and progress towards college readiness. The agreement designates relevant Aldine ISD personnel as school officials with legitimate educational interests in LSCS and Aldine ISD education records covered by the Agreement, to the extent that these officials require access to the records to carry out the purpose of the Agreement. The agreement further states that Aldine ISD agrees to maintain the confidentiality of the education record in accordance with the provisions of FERPA. It also states that Aldine ISD is aware once a student is registered in a college-level course, the student is under FERPA's post-secondary rules, and any release of the student's records to parents, legal guardians, or third parties is at LSCS's discretion. Cyber Houston Wellbore Integrity Solutions (i.e. Drilco) Aldine ISD Narratives: Regional Workforce Alignment, Work-Based Learning Work-Based Learning Add up to three activities offered to 9th grade students. 9th Grade Activities Networking & Cybersecurity Simulation - learners develop strong work ethic and collaboration skills while being introduced to their career pathway through a timed simulation of infiltration. They work in teams to solve problems and make decisions based on short scenarios presented by the industry partner facilitator and defend their decisions to the facilitator and their classmates. Welding Inspection Technology Exploration Workshop- learners engage with machinery associated with the oil & gas industry as it relates to welding and welding inspection work ethic. Students work in teams to use dye penetrant materials and ultrasonic imaging tools to locate possible weak points and breeches within finished piping commonly used in above-ground oil pipelines and chemical plants. The student groups work ethic is evaluated and feedback is provided using a rubric. Paralegal Studies Career Exploration and Simulation Project- learners were afforded an opportunity with a lawyer and teacher facilitator to walk through the 1990s Pacific Gas & Electric company class action lawsuit from California. In this simulation, students pieced evidence together from aerial photography, affidavits, and medical records to form briefs and counterarguments that were used in a mock courtroom. Add up to three activities offered to 10th grade students. 10th Grade Activities Networking & Cybersecurity Career Planning -learners design a small business network. Industry partner facilitators create a list of required hardware and software components including firewalls, VoIP, routers, and switches.

Students must work in teams and demonstrate correct data entry and tracking while working under time crunch. Paralegal Studies Industry Site Tour- learners tour a law office and learn practical use and expectations of being an administrator of the firm. Observations lead to a question & answer session conclusion where learners are able to ask questions about project management and handling multiple tasks including research and document creation while managing the office. With this data, they create an organization management chart. What steps did your academy take to address the need? Avalos P-TECH administration has identified the following positions as potential staffing challenges for the 2021-2022 school year with regards to finding a highly-qualified teacher that meets the basic requirements to teach dual-credit: CTE Teacher, Principles of Information Technology World History Teacher AP/Dual Credit CTE Teacher, Professional Communications We are working closely with our High School Area Superintendent and Aldine ISD Human Resource Department to develop a multi- directional plan to identify and recruit qualified candidates based on the Lone Star College (LSC) qualifications, which require these individuals to hold applicable Bachelors and Masters degree, and approved number of hours of study, and years of experience in the career field for the course of study. The plan includes early approval of the Avalos P-TECH positions for 2020-2021 and posting the positions immediately after they are board approved. Secondly, Avalos P-TECH leaders and faculty are sharing the information about the positions and qualifications with industry partners, district Career and Technology Education department directors, university departments aligned to our programs of study, and former colleagues that meet the dual credit criteria. We continually advocate for finding candidates that meet the individual needs of our career pathways, including possible exceptions that look at employment history and expertise in place of hours of study as part of a formal degree plan. Aldine ISD will host a teacher fair in March and transfer fair in April. We are confident that with this approach we will successfully find highly qualified and right-fit candidates for these positions. Is the academy a TSIA testing site? Formative data is collected bi-weekly on targeted students to monitor growth Acceleration in Reading and Math. Students are provided access to multiple modalities of Initiative accelerated learning, including two adaptive online platforms (Achieve3000 & MyOn) that provide learning activities that are individualized, differentiated, and subject- specific; all students are also allotted daily, silent reading and reflection time and may choose their own texts from Lexile-specific libraries, or access the adaptive online platforms’ libraries to choose texts to read. Tutorials - Academic tutorials are offered Monday through Thursday (after-school) provided by College content-related faculty and admin staff; student are identified to attend tutoring Readiness sesisons based on classroom grade snapshots taken every 3 weeks. TSIA tutorials and are offered after-school in collaboration with IHE (LSC), with additional TSI Saturday Academic Boot Camps. Students who are not college ready are required to practice Support individualized TSI readiness skills daily using an online learning module (Edgenuity) that tracks growth learner-specific areas. The Reading Class roster of students in Reading is regularly updated according to student growth using adata from an online progress monitoring software. Research based practices such as guided reading groups lead by two teachers in the class, independent reading of books at the student’s independent reading level, writing about reading, and vocabulary development in a work station structure are used. Summer All incoming 9th grade students attend a mandatory, two-week summer bridge Bridge program. The bridge’s curriculum focuses on pathway-specific workshops and program for experiences to help students become college-ready, culminating in taking the TSIA. new 9th and Bridge students take daily courses to prepare them for TSI, attend and participate in 10th graders pathway-specific workshops hosted by industry partners and mentors, learning note- taking and organization skills taught by faculty, take a tour of the IHE (LSC) to learn of the services provided there, and have pathway-specific guest lecturers from various fields speak on topics related to transitioning and becoming ready for college and their careers.
