AECOM Australia Pty Ltd The Centre’s for National Resilience provide purpose-built quarantine accommodation across Australia. AECOM is supporting the Commonwealth Government as Lead Consultant across the country’s three facilities which provide capacity as strategic Commonwealth assets for ongoing use in future health crises, national emergencies, and humanitarian responses. AECOM’s Quantity Surveying team are providing cost management services for the three facilities and were instrumental in contributing to the successful delivery of the Melbourne facility which was delivered under an accelerated program. The team exceled in their response to the pressures and demands of the project with high levels of professional, teamwork and innovation. Arcadis Developed by the Arcadis Cost Management Team in Australia, Cost Clarity is an online application designed to improve and maximise our clients experience. Cost Clarity provides our clients with instantaneous access to their project cost data. It challenges and improves project performance by providing clear and transparent data, improving project team collaboration, and by generating advanced analytics and insights. All of this together, provides our clients with an elevated understanding of the cost impact of their decisions. It is a quantum shift in the delivery of cost management services. BGIS BGIS developed a unique model that proposed the installation of LED lighting projects, whilst significantly reduces the CAPEX outlay component required by the Client through the obtainment of Energy Saving Certificates whilst leveraging off the NSW State Government grant (IPART Energy Saving Scheme) providing a gain share incentive – a concept that hasn’t yet been seen across the commercial sector in this format. Building Approvals and Advice (BA&A) With a passion for building safety worthy of celebration, the small team of certifiers at Building Approvals and Advice (BA&A) worked hard to help ensure compliant homes and pools around Brisbane. Technology and innovation enhanced workflow efficiency. Their commitment to education for industry professionals was deserving of recognition. Despite significant challenges and complex decisions to be made after state legislative updates, change was managed effectively. Guidance from the Royal Institution of Charted Surveyors (RICS) supported the BA&A team to act ethically. They have demonstrated outstanding dedication, collaboration, and professionalism to deliver smooth building approvals for complex residential projects. Capital Consulting International (Australia) Pty Ltd CCI provides dispute resolution services to the insurance and construction industry. We combine international best practice with local know-how. CCI acquired Aston Consult in 2021. The Puhoi to Warkworth Project is an 18.5 km dual carriageway PPP Project, being constructed north of Auckland, New Zealand by a joint venture between The Fletcher Construction Company and Acciona Infrastructure. Since 2019 CCI has provided a variety of commercial and dispute resolution services to the joint venture. This submission showcases a particular assignment undertaken just before the start of the Covid 19 Pandemic, which enabled the Project to avoid a lengthy legal dispute. CBRE CBRE’s Building Consultancy team consistently delivered for clients despite the challenges of COVID-19, achieving significant year-on- year growth of over 35%. Several key projects were completed, including the AVEO portfolio, comprising 93 Retirement living assets in five states within a 2 month delivery period, working with other CBRE teams to assist a potential buyer on the Milestone Portfolio (45 Properties, 112 Buildings) and culminating in the Technical Due Diligence of the Dexus Australia Logistics Portfolio, comprising of 76 industrial &logistics assets. The team launched 3D scanning services and established a permanent Environmental, Social, and Governance (ESG) team in 2022. CBRE CBRE’s multi-disciplinary No1 ANZAC Square management team upholds the highest standards of service, ethics and expertise to deliver on AsheMorgan’s vision for a transformed office precinct and tenant experience that sets a new benchmark for Brisbane. With a focus on deep tenant engagement throughout a challenging $25 million renovation with 95% occupancy, the team has exceeded the expectations of their client and tenants to deliver an outstanding tenant experience that matches the premium build and finish of the space. CBRE CBRE’s Advisory & Transaction Services – Occupier team is proud to have worked with Not-for-profits (NFPs) during the pandemic period to help them reduce costs and channel funds towards causes that matter. In 2021, this included working with Headspace in Melbourne to achieve over $590,000 in lease savings over two years, with our process and in-depth financial analysis allowing us to exceed headspace’s targets on cost and flexibility. These achievements led to the team’s appointment by the youth mental health foundation to review its Sydney and Brisbane lease arrangements in 2022. Cushman & Wakefield The paper “Office Demand in a Post Pandemic Market” provides a quantitative estimate as to how the structural force of increased hybrid working will balance with the cyclical force of employers fighting a ‘war for talent’ amid a historically tight labour market. Rather than using a one-size-fits-all approach, it utilizes scenarios that can be applied to a range of industries, as well as tenants and landlords alike. The authors are John Sears, Head of Research ANZ, Chris Marrable, Director - Strategic Consulting ANZ, and Dominic Brown, Global Head of Demographic Insights. Cushman & Wakefield Cushman & Wakefield (C&W) acted as project managers for a purpose-built PC2 laboratory and warehouse facility in Bundamba, Queensland. This unique and technically complex project repurposed an existing warehouse into a ‘building-within-a-building’ structure that encompasses laboratories, temperature-controlled storage, and office amenities. The solutions-focus and professionalism of the team ensured the completed facility met the exacting standards of their client while challenging the industry status quo providing a leading example that existing building stock can be repurposed. C&W project management team is proud to have been instrumental in building the largest genomics testing facility in the southern hemisphere. Cygnet West Cygnet West is a market-leading team of 140 professionals providing all property services across the office, retail, industrial, hotel, retirement living, land and residential sectors. With a 90-plus year history of operating in Western Australia, Cygnet West has more than 2,500 properties under management and during 2021 were responsible for 156,000 sqm leasing transactions and $1.2 billion worth of property successfully sold on behalf of clients across all property types. In 2021, Cygnet West was able to break through WA’s strict border restrictions to broker 94.5 per cent of all Perth CBD office sales worth more than $10 million. JLL Australia Through the COVID-19 pandemic period, Australia Post experienced unprecedented growth in e-commerce take-up by the community and businesses, resulting in the expansion of their property portfolio and operational hours. JLL Australia Post account FM operations team assisted Australia Post with a variety of risk management measures, operational changes, and risk management approaches to support 24x7 operations, and COVID-19 response teams to assist the Community facing retail network. JLL’s successful implementation of COVID-19 pandemic support to Australia Post limited the impacts crippling distribution and logistics services, and over 99% of the post office network remained open. JLL JLL was engaged by a major occupier in Perth to help them create a hybrid working environment to enable their people to work where and when to get great outcomes. A detailed study and unique approach to market engagement was devised to maximise the outcome for our client in a city with limited options that met their requirements. This led to an outcome that exceeded all expectations providing our client with a flexible work environment with significant cost savings across the term of the lease. Knight Frank Australia Pty Ltd During late 2021 through to early 2022, the Knight Frank Building Consultancy team was awarded a 10-year capital expenditure and Repairs and Maintenance assessments life cycle audit instruction on a portfolio of 21 Aged care and Retirement Living Facilities across Australia on behalf of St Vincent’s Care Services. The team successfully inspected 21 assets concurrently over a 4-month period and provided a concise comprehensive report which detailed the condition of all assets structurally, and identified any WHS, sustainability and climate risks. This enabled the client to understand their assets and ascertain likely capital costs required for their ongoing maintenance. Knight Frank Australia Pty Ltd Knight Frank’s WorkZone team has achieved multiple sustainability firsts; thus, setting a standard for Western Australian commercial properties. Linesight Linesight was engaged by Equinix, the world’s digital infrastructure company™, to provide full cost management services for its first xScale data centre in the country known as SY9x, a project that supports Australia’s transformation into a top 10 digital economy. The facility falls within the US$575million joint venture (both SY9x & SY10x), which will provide more than 55MW power capacity and accommodate the unique workload deployment of a targeted group of hyperscale companies, including the world’s largest cloud service providers. The scope and scale of these data centres aligns Australia’s vision to become a modern data and digital- driven society by 2030. MBM The requirements of the recently developed SBBIS is work perfectly suited to the Chartered Building Surveyor and is heavily reliant on the core competencies such as building pathology, defects assessment and rectification methodology. The well documented issues with residential developments within NSW required action by the industry and this scheme will play a large part in providing assurance to the many stakeholders involved in residential strata developments. Involvement with RICS Building Surveying Panel will only advance the benefits within the industry for the various stakeholders, owners and occupiers, RICS and the Chartered Building Surveyor. MBM The MBM expert witness team is a proud and high achieving team who has developed strong communication skills and technical skills that have allowed them to flawlessly deliver quantum expert witness evidence to numerous clients on a vast selection of projects. The ability to perform under tight deadlines and court orders, the ability to read, review and evaluate thousands of pages of liability evidence and reports, and then to complete high quality deliverables should not be overlooked. The team make up includes 3 older experienced experts, two emerging experts in their twenties and a female cadet in training. MBM MBM’s evolution from traditional cost planner to a modern and commercial cost advisor is a move we feel all modern quantity surveyors need to make to stay relevant and contribute to a greater good. The point of difference in MBM producing the DfMA guidelines document (costing modern schools construction) is that we were not only contributors or bit part players but acknowledged drivers of the methodology. Plan1 Project Management & Consultancy Richard as part of Plan1 Project Management & Consultancy, being independent, utilised his strong relationships with all real estate agencies and landlords across City of Melbourne to foster a collaborative approach to reactivating spaces across the municipality. Richard strategically focused on strengthening strips where there are deep vacancy issues. With Richard’s strong network of agencies,19 formerly vacant shopfronts were activated to a range of tenants in the first 9 months of the program. Richard also worked with several successful applicants to the shopfront activation program to extend their leases on a longer-term basis. Project Cost Management Group Project Cost Management Group (PCMG) has innovated and customised a Program & Budgeting Tool to capture, organise, visualise and present on the Victorian Government’s $5.3 billion Housing program. PCMG look beyond the typical out-of-the-box reporting method where the program involves multiple stakeholders and spans from site across the State of Victoria. It’s PCMG’s continuous customization, interactive nature and proactive approach of the tool, which showcase how when innovation is coupled with expertise, professionalism, and teamwork, that outstanding value for money outcomes can be achieved outcomes that are deserving of the 2022 RICS Innovation Award. Project Cost Management Group Project Cost Management Group (PCMG) was engaged as Principal Cost Manager on Victorian Government’s $5.3B Big Housing Build Program to find a way to capture, organise, visualise and present on several billion dollars of cost information coming from sites across the State. PCMG overcame this challenge by developing an innovative Program & Budgeting Tool. It’s PCMG’s continuous customization and proactive approach of the tool, however, which showcase how when innovation is coupled with expertise, professionalism, and teamwork, that outstanding value for money outcomes can be achieved, outcomes that are deserving of the 2022 RICS Quantity Surveying Team of the Year Award. Property Inspections Sunshine Coast Stuart Marsay BSc MRICS (Property Inspections Sunshine Coast) is the first RICS residential building and timber pest consultancy in Australia, specialising in residential properties. He is the first and only RICS practitioner to have successfully navigated the QBCC and pest management criterion, which shows the determination he has as an individual to succeed. QV1 QV1 is a 43-storey modernist skyscraper located at the western end of Perth’s CBD. Designed by internationally renowned architect Harry Seidler AC, QV1 was one of Australia’s most energy-efficient buildings at its 1991 completion. As the oldest premium-grade office tower in Perth CBD, QV1 prioritises achieving outstanding sustainability outcomes through a robust ESG framework that is industry-leading. ResolveXO ResolveXO industrial team, while managing the property portfolio of their client Silk Contract Logistics, identified an opportunity to consolidate the warehousing and distribution centres into a single high-tech ‘campus’ - better located, more efficient and environmentally sustainable. In solving how to fund the project, the team developed an innovative approach that allowed their client to purchase a 12HA parcel of land with a long settlement term. This permitted the ResolveXO team to prepare development applications, market the land to prospective developers, create a favourable leaseback, and sell at a significant profit achieving their client’s objectives with minimal exposure to risk. Savills Australia The Savills-nominated project management team that delivered the retail and urban ground-plane precinct of West Village has demonstrated the highest levels of client service, leadership and initiative to help Sekisui House produce what is arguably one of the finest examples of urban renewal in Australia. The team delivered an inspiring and authentic retail environment that seamlessly blends with a superb example of sub-tropical gardens that creates a place of respite and peace in the middle of inner-city Brisbane. Savills Australia The Savills Property Consultancy (SPC) team is nominated for their work in aiding the transformation of Blacktown in the west of Sydney. Blacktown City Council (BCC) has embarked upon of program of 8 projects to transform the city. The SPC team has been appointed on 6 of these projects, including: attracting a University for Blacktown and the Blacktown Exercise Sports and Technology Hub (BEST Hub). Systech International Systech has provided crucial dispute resolution and avoidance services to major infrastructure projects in New South Wales. The team has proven that it can work under extreme pressure to meet the various time constraints, whilst producing the required evidence and substantiation to a high standard. This required our team to show a great commercial and legal understanding of how to present a claim and required a high level of construction knowledge to identify areas of lost productivity. Systech International The Systech team developed a new project planning and delay analysis software, which features industry leading precision and accuracy by producing daily analysis reports that identify delays in real time, allowing timely notifications and preventive mitigation measures to be implemented in advance of project impacts. It performs Time Impact and Windows Analysis, to quantify Extensions of Time, defining periods of compensation. It is of particular importance as both are calculated to a precision 30 times more accurate than the standard practice of monthly analysis, to establish entitlement and concurrency. Systech International The Systech Quantity Surveying Team on the North East Link Project, Victoria are providing Cost Engineering and Commercial Management services to the Client, MTIA. In particular, the Team is responsible for developing innovative tendering techniques, including embedding team members in bid teams to ensure compliance and to focus on deliverables, greater cost certainty and mitigation of delays. This approach called for exceptional professionalism and impeccable conduct and ensured the bidders could deliver compliant bids with the required level of experience and confirm specific resource availability, during Covid-19 restrictions to keep the tender process on track. TBH TBH is the experienced voice in Claims and Dispute Resolution. The TBH-Dispute-Resolution-Team wanted to re-connect to the industries construction dispute lawyers following the lock downs experienced by us all around Australia. Commencing in 2021, the TBH-Dispute-Resolution-Team are in the process of delivering +40 training sessions to legal teams on the principles of disputes within time and cost claims. The purpose of these sessions is to deliver an educational activity that is relevant to their immediate or long- term needs in relation to their professional development and practice of law. Turner & Townsend Turner & Townsend’s Portfolio commercial management team based in Sydney have been working together for over five years, delivering major projects for key clients. The quantity surveying team comprised of Simon Kearney (Director), Robert Mahon (Associate Director) and Atika Anwar (Senior Cost Manager) are redefining the definition and role of cost managers in Australia by taking full ownership of budgets and cost and providing data driven insights and proactive advice to their clients. Turner & Townsend The Solar in Schools program supports the Northern Territory Government’s ambitious net zero targets. The program has been an incredible success through reducing carbon emissions, providing a unique learning opportunity for students and saving schools tens of thousands of dollars that is then redirected back into school budgets. Turner & Townsend In mid-2021, Turner & Townsend was engaged by the Woolworths Supermarkets Format and Network Development (FND) to program manage and accelerate their sustainability program to help Woolworths achieve its ambitious sustainability commitments. As the program managers for the FND sustainability program, Turner & Townsend is collaborating with the Woolworths FND team to reduce carbon emissions by assisting them in implementing innovative practices, new technologies and standardising their practical sustainability initiatives into new supermarket stores and store upgrades. The FND Sustainability Program is specifically focused on the improvement of sustainability across the Woolworths supermarkets portfolio and supports the Woolworths Groups’ commitment to sustainability. Atika Anwar, Turner & Townsend Atika Anwar is a senior cost manager at Turner & Townsend and the youngest quantity surveyor to manage a portfolio of fit-out projects for Turner & Townsend’s key client accounts. Atika takes full ownership of budgets and costs, saving her clients millions of dollars across their program of works. Atika is a strong advocate for women in the construction industry and is currently the NAWIC NSW Chapter Treasurer Co-Chair, using her cost management skills to create a positive change for women in the construction industry. Chanel Ong, MBM Born in 1995 in Sydney’s South West to refugee parents from Cambodia, the path to a professional Quantity Surveyor was not something that was expected. After graduating from an all female high school, it came as a surprise when Chanel chose to pursue a career in an industry that was heavily male dominated. With her team of 4 she managed $1B Nepean Redevelopment Project from the Early Design Phase, Business Case Cost Planning, through Very Early Contractor Involvement (VECI), Early Contractor Involvement, Main Works Offer, Tender Review, Delivery and Completion of Stage 1 Works. David Nguyen, ResolveXO David works as a Corporate Property Analyst at Australasia’s largest independent Corporate Property Strategy firm, ResolveXO. Kelly Paine, Systech International After a decade working in planning for a main contractor Bouygues UK, Kelly now leads the planning department for Systech in Australia. She has had the opportunity to work in leading roles in complex projects involving delay analysis, expert work in disputes, and claim negotiations. Her experience covers an extensive scope of works and she provides professional services both local and global clients including many major Contractors and large engineering projects. Currently, she is working on a large transport infrastructure project, setting up and implementing project controls systems, in alignment with other projects and packages to ensure a successful delivery.
