It can be a challenge to keep children safe because of the many ways that a perpetrator can take advantage of a child, and many are in a position of trust. The U.S. Bureau of Justice Statistics states that 93 percent of child sexual assault victims know the BE CAUTIOUS OF AN ADULT WHO SPENDS TIME WITH CHILDREN AND EXHIBITS THESE BEHAVIORS: . Gives a child gifts without occasion or reason. . Spends time alone with children outside of their role in the child’s life or makes up excuses to be alone with the child. . Talks with children about their personal problems or relationships. . Tries to be a child’s friend rather than filling an adult role in the child’s life. . Engages in touching that a child or child’s parents/guardians have indicated is unwanted. If you are the parent or have influence over the child’s schedule, avoid putting the child in a potentially unsafe situation and listen, if the child tells you that they feel uncomfortable around a specific person. If you suspect a child in your life may be experiencing sexual abuse, you can call the National Sexual Assault Hotline at 800.656.HOPE (4673) or chat online at online.rainn.org. RECYCLING QUALITY IMPROVEMENT GRANT BACKGROUND The City of Auburn Hills was recently awarded the Recycling Quality Improvement Grant by The Recycling Partnership, a national non-profit organization that partners with communities to improve recycling, in collaboration with the Michigan Department of Environment, Great Lakes, and Energy (EGLE). Auburn Hills was one of just fifteen grantees in Michigan to receive this competitive grant to administer the Feet on the Street program. The grant’s sole purpose is to reduce recycling contamination through education and outreach. Information was distributed through social media and postcards were mailed to our residential Waste Management customers. Beginning on April 19, 2021, a tagging crew was also deployed to quickly examine the contents of recycle bins across Auburn Hills for four consecutive weeks, tagging bins with any visible contamination. Specifically, the tagging crew was looking for plastic wrap/bags, bagged recycling, to-go containers (Styrofoam and pizza boxes), tanglers (cords, hangers, wires, hoses, etc.), garbage and other items that should not be placed in our single-stream recycling carts. Finally, a pre- and post-program audit was performed by a third party to measure the effectiveness of the program. RESULTS The pre-program audit, which included random samples of recycled material prior to implementation of the program, uncovered a 16.37% contamination rate, meaning 16.37% of the content in Auburn Hills’ recycling bins should have been disposed of in other ways. The post-program audit revealed a 9.07% contamination rate, suggesting the program reduced contamination by nearly half! Of the roughly 775 tons of recycling that Auburn Hills residents dispose of each year, an estimated 56.58 tons of non-recyclable material will now be diverted due to the success of this program and the dedication of Auburn Hills residents. Furthermore, the setout rate, or the percentage of homes that set out their recycle bins each week, remained very consistent from the first week to the fourth. The 2019 State of Curbside survey conducted by the Recycling Partnership in 2019 showed that the average recycling contamination rate was 16.9% among communities that were willing to share this information. The commitment by our residents to recycle clean material is truly commendable. Way to be recycling leaders, Auburn Hills! RECYCLING CONTAMINATION – WHY IT MATTERS Addressing and reducing contamination in recycling matters for several reasons. Not only does it increase efficiency in processing, but it also promotes safe working conditions for employees who work at recycling processing plants. Unlike garbage, single-stream recycling requires plant employees to manually sort through recycling loads. Placing dangerous items like needles, knives, batteries, flammable gas canisters and appliances poses a threat to the safety of these employees. Plastic bags, packaging material, cords and other tanglers get caught in the heavy machinery and must be manually removed, forcing a standstill on processing, and creating dangerous conditions to those employees. Furthermore, greasy pizza boxes and unwashed food containers can contaminate entire batches of recycled material, resulting in increased recycling rates. MOVING FORWARD The program brought to light one particular area for improvement. We discovered that a notable percentage of Auburn Hills residents did not recycle even once during the four-week period. For residents who choose not to recycle, please be aware that all of the recycling material that you throw in the garbage is contributing to the rapid expansion of our landfills. We encourage you to do your part. Inspire your neighbors to recycle. Let’s teach each other how to be better stewards of our environment and community. Please visit auburnhills.org/recycle for more information about recycling. DEPARTMENT OF PUBLIC WORKS · PAGE 10
