Recycling Centre Malaga / 7 Cogla Street, Malaga The City of Swan is setting up the Recycling Centre Malaga, for the purpose of receiving and sorting for dispatch to other locations, dry bulk household materials for re‐use and or recycling. The facility will service the needs of Malaga as a staging facility for distribution. The catchments will also encompass areas of the neighbouring Ballajura, Whiteman, Bennett Springs and Beechboro. The centralisation of the site will assist in the reduction of some shipping of materials from the bullsbrook facility. Many of the recycling revenue receptors are also based in Malaga further reducing the footprint of the recycling process in reduced transport. As a minimum the site will be cleared each Monday when it is closed to the public for ‘housekeeping’. Location: The site of the new Recycling Centre is in Malaga, situated in the middle of the industrial estate, on the corner of Victoria road and Cogla Street. The site zoning is LPS17 Zoning – General Industrial with an area of 9550m². 7 Cogla Street, Malaga, WA, 6090 The city purchased the site as a cleared and levelled subdivision through Knight Frank. 2
Opening Hours: The centre will be open to ratepayer and the general public for a select number of days of days per week. Mondays will be the ‘house cleaning day’ where all bins and sheds are emptied of materials to other facilities or uplifted by other contracted firms. Waste will be recorded via internal waste data program (Waste Recycling Management System WRMS) that compiles all data for reports including the Annual Census as per the system that has been running at the Bullsbrook facility for many years. The main entry to the facility is located of Cogla Street; the site is enclosed by a perimeter fence with a set of auto gates at the main entry. These are set back from the street to allow one of the facility trucks to pull in off the road. These gates will be open during public operating hours the rest of the time they will be closed the facility will be accessible by city staff with access control only. During public trading hours the site access will be controlled from the booth via boom gates for entry and exit of the facility. Layout and function: The main entry to the facility is located of Cogla Street. The site is enclosed by a perimeter fence with set of auto gates at the main entry set back from the street to allow one of the facility trucks to pull in off the road. These gates will be open during public operating hours the rest of the time the facility will be accessible by city staff with access control only. The materials will be separated into a selection of designated sheds and hook lift bins by patrons to the facility. Materials will be regularly removed from the site on a weekly basis; this process will be undertaken on a Monday while the site 3
The recycling facility will consist of a combination of the following features; The key layout considerations will be safety, efficiency and maximisation of resource recovery. The layout will: Provide a safe and efficient traffic flow Encourage diversion of materials from landfill by placing recycling drop‐off areas in convenient and easy accessible areas with minimal effort required in disposing of materials Provisions will be made for users to drop‐off particular materials in dedicated areas using visually distinct containers (e.g. using different colours) ,and standard signage A one way system; The facility is marked out for a single flow of traffic direction to maintain an efficient flow and provide a safer traffic environment for staff and the general public. 5
Three sided sheds: Materials are separated into individual areas under cover and in to sub containers where required that will range from 240 litre wheelie bins to 1m3 to 30 m3 Containers with lids depending on throughput and individual unit requirements. The smaller containers will be housed in sheds enclosed on three sides with a concrete floor sloped to the front. All sheds meet a sealed bitumised road surface for the whole facility surrounded by a perimeter kerb. A collection shed example from Bullsbrook facility replicated at Malaga. Containers: In the facility materials are deposited directly into hooklift bins containers each with a 30 m3 capacity. Containers are trucked directly to external recycling processing facilities, depots or removed by companies purchasing the material. The Used Oil Receptacle: The oil tank receptacle unit at Malaga has the same in setup as the example below from the Bullsbrook facility. A fully covered enclosure with a three sided shed, bunded floor with raised access grate to the receptacle. A 3000ltr double skin oil container will be housed in the unit with an external valve to empty the unit by the oil receptacle company for export from the site. Green Waste; A separate area will be provided for the separation of clean green waste material, this material will be removed from site on a weekly basis as a minimum (additional removal services will be added should they be required depending on the quantity of material) to be downsized and processed at our Bullsbrook facility. This area will: Have sufficient space for stockpiles up to a maximum height of 2m Be located on a concrete slab floor to the shed that meets the sealed bitumised surface of the rest of the facility. The material will be protected from the elements by an enclosed structure with a roof and three sides. The material collected will be moved to the Bullsbrook facility for downsizing etc. Brick and Rubble; A separate area will be provided for the deposit of brick and rubble material. This area will: Has sufficient space for stockpiles up to a maximum height of 2m A dust suppression facility is installed to the shed by coverage of sprinklers mounted on the ceiling, controlled by site staff. Is collected on a concrete slab floor of the shed that meets the sealed bitumised surface of the rest of the facility. The material will be protected from the elements by an enclosed structure with a roof and three sides. White goods; A shed is provided on the South West corner of the site for residents / ratepayers to drop off white goods. The shed will be cleared out on a weekly basis to one of our other facilities or picked up by a contracted company for recycling. The goods requiring degassing will have that process carried out on site by City staff that are trained and certified to carry out the degassing process using tools to capture the gasses from the process to prevent emission to the environment. Licensing is through the Australian Refrigeration Council (ARC) and the licence is the Restricted Refrigerant Recoverer Licence (RRRL). It entitles the licensees to recover and handle refrigerant while decommissioning RAC equipment. All fluorocarbon refrigerant is recovered from RAC equipment prior to any recycling or compacting in accordance with the Commonwealth Ozone Protection and Synthetic Greenhouse Gas Management Act 1989. 8
Security & Alarms; The site is covered by 10 CCTV cameras covering the perimeter, entry, exit and internal circulation of the site. The site perimeter auto entry gates and gate house is secured by swipe access control linked in to the city’s security system. This will register users and log access and time of site entry and exit. The system is monitored 24/7 by an external alarm company. Should the system alarm staff are sent out to attend site to investigate. The smoke detectors to the gate house is also linked to this system should it go in to alarm (note the site is not DEFS monitored). Fire; The gate house and staff office have a smoke detection system linked to the site security system that is monitored 24/7. The site will have fire extinguishers (locations indicated by purple dots below) in all of the sheds across the site to deal with small localised issues should they occur, the gatehouse and workshop also have fire extinguishers not indicated on the map below. Spill kits are also distributed in areas of risk to manage small issues, deposits that risk spill / leakage have bunded trays under the units such as the oil collection and battery collection bays. To manage potential fuel loads materials will be regularly removed from the site on a weekly basis. This process will be undertaken on a Monday while the site is closed to the public. The site is services by two fire hydrants from the street on opposite corners of the site. 9
Should a fire break out in one of the commodity sheds with the potential to leak contaminant in to the stormwater disposal system the site management plan is to cover the drainage grates with sandbags to minimise the infiltration of unwanted materials during a hose down by the fire brigade. The water can then be collected from the site pumped into a tanker and disposed of in a suitable way. Note: A fire risk report for the site is being prepared by Fire engineers and will be submitted as an attachment to this submission. Site Drainage; The site is bitumen sealed with perimeter kerbing all designed to drain in to a series of interconnected storm water pits which soak the water into the ground. As required by Development Approval conditions stormwater is to be drained on site by this system, the minimum requirements for the site are to deal with a 1:1 year storm for a one hour duration. The project storm water system has been designed for the higher intensity 1:100 year storm of five minute duration in accordance with the Australian standards this gives the site an additional 10m³ of capacity at 97.5m³. In the unlikely event the eighteen storm water pit chain should fail to perform the system is linked in to the city’s storm water system in the road reserve on the south east corner of the site. As an additional safety measure prior to storm water leaving the site a ‘Humes ‐ Humeceptor STC 2’ has been fitted to the system for removal of Hydrocarbons and fine suspended soils. 10
The third measure of design for the civil as the site is hardstand with kerb perimeter, should the other two measures fail the site will drain out of the entry road on to Cogla Street. Full details of the drainage system can be found in the DA and Building Permit drawing sets in Attachment 5A, B&C of this licence application. Storm Water Drainage – Site Plan 11
Potential environmental impacts: Emissions No hazardous emissions or emissions which will effect nearby properties or the environment will be allowed on this site. Only dry recyclable material, inert material and clean green waste, will be allowed. Degassing and capture of that process will be carried out by qualified staff members with the appropriate training. Dust Control measures including regular watering and minimising stock piles at all times. If dust monitoring measurements are required at anytime outside regular checks, this will be carried out using licensed/recognized operators. Keeping site neat at all times of operation per management requirements of the city. All site surfaces that are not hardstand are mulched garden beds. Noise Minimize traffic movements by way of 1 way system Mandated 8 kph speed limit on the whole site Site usage times by the public are out of hours for the general industrial area. Site use by city staff will be during normal operating hours for the general industrial area it is located. Hook lift trucks, fork lift and loaders are the main types of machinery to be used on site. Materials No cement based fencing of Asbestos is accepted on this site. The public must take these materials to the red hill site for processing. 12
Accepted Materials: Entry; The site entry and exit is controlled by boom gates from the gate house of the facility which are also covered by CCTV cameras to record the incoming and outgoing materials should an incident need to be reviewed. Site operators will inspect all material entering the facility to identify potentially hazardous material (which will be refused entry and they will be advised of alternate options). All other customers will be directed to the appropriate area of the site where the material should be deposited. Waste will also be recorded via internal waste data program (Waste Recycling Management System WRMS) that compiles all data for reports including the Annual Census as per the system that has been running at the Bullsbrook facility for many years. Materials; Where feasible, all materials that are accepted into this site will be recycled through a number of recognised recycling companies or transported to our larger facility in Bullsbrook for processing. In doing this the City will conserve landfill space and natural resources, provide an income from sale of materials, reduce greenhouse gas emissions (bulk transportation of materials off site as opposed to several smaller vehicles with trailers) and other environmental impacts, and meet growing community expectations for recycling. The following materials will be received at the Transfer Station facilities and will be readily recyclable, through many different channels. 1. Green waste from City of Swan residents and the City of Swan – (no reduction on site, materials to be moved to Bullsbrook facility for this purpose). 2. E‐Waste and peripherals 3. Tyres (no more than 100 accepted on site total ) 4. Bottles and containers (both glass and plastic) 5. Cardboard and paper 6. Metals and Alloys (steel, aluminium, copper) 7. Whitegoods (not car bodies) 8. Batteries (dry cell, Car and Motorcycle) 9. Mattresses 10. Household and Office Furniture 11. Timber (untreated and unpainted) 12. Used oil – (Limit 20ltrs per resident, collected in 3000ltr emptied every 2 weeks.) 13. Fluorescent or CFL tubes and Globes 14. HDPE and PET plastics 15. Polystyrene 16. Bricks and rubble (excludes cement based fencing material and asbestos, all to be recycled off site) 13
Additional materials will be recovered where it is feasible to do so and if practical markets are available (amendments to licencing will be applied for should this become the case). Having established the preferred materials pathway, the most appropriate type of infrastructure will be selected for managing this material. Considerations establishing the pathway for all materials will include Occupational Health and Safety, transport economics, capital constraints, resource recovery opportunities and regulatory compliance. All materials stored at the site will be there for a minimum period of time, before being dispatched to other companies for further processing or permanent disposal. 14
