ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES 1 ATLANTA YOUTH UNITED 1.1 Mission 1.1.1 It is solemnly resolved by the board, operating committee and members of Atlanta Youth United that our primary goal is to provide a positive, safe and wholesome environment for our children to enjoy youth football and cheerleading. All rules, policies and actions of Atlanta Youth United should be interpreted with this primary purpose in mind. 1.1.2 AYU is committed in instilling honesty, integrity, teamwork, discipline, sportsmanship, respect, leadership, commitment in our youth participants. 1.1.3 Our mission is to provide a positive, safe and wholesome environment for teaching our youth football and cheerleading athletes' fundamentals and life lessons through the challenge of competition, spirit of teamwork, the joy of victory, and the reality of defeat on and off the playing field. 1.2 AYU Executive Board 1.2.1 These statements of league rules are meant to provide framework and guidance for the means by which Atlanta Youth United operates. 1.2.2 Operating Policies, regulations and playing rules apply to the AYU leagues except where explicitly noted. These rules will be up for interpretation and discussion amongst AYU Executive Board, Advisory Boards and League members on an annual basis. 1.2.3 The Executive Board is responsible for facilitating all AYU league matters. 1.2.4 The Executive Board has no voting privileges unless a tie breaker is needed and assists the Advisory Board in managing the AYU. 1.2.5 The Executive Board enforces rules and regulations. 1.3 Advisory Boards 1.3.1 Atlanta Youth United will have an Advisory Board. The Advisory Board will be appointed and shall consist of seven (7) members respectively from the league associations (not on probation) and serves at the direction of the AYU Executive Board. 1.3.2 Each Advisory Board member participation will be rotated every two year. Notification and participation will start in April. 1.3.3 Each Advisory Board shall provide advisement and be the “voice” of Atlanta Youth United. 1.3.4 Each Advisory Board shall meet on matters assigned by the Executive Board and bring back recommendation(s) as one unit decided by a vote amongst themselves. 05/23/2021 Page 4
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES 1.4 New Membership and Renewal 1.4.1 New applications will be accepted January 1- March 31 of each year. The application deadline is 11:59 PM on March 31 of each year. AYU membership applications are located on the AYU website (www.atlantayouth.org) and should be mailed to atlyouthu@gmail.com. A letter of departure must be submitted to the league and be kept on file in order to submit an application for reentry to the league. 1.4.2 Each new applicant will be notified of an interview date via email and will participate in a league overview session. Within 7 days of the interview, each applicant will be notified of acceptance or non-acceptance into the league. Upon notification of acceptance into the league(s), a $500 NON-REFUNDABLE cheerleading and a $500 NON-REFUNDABLE (cash app, money order or cash only) football fee per league you participate in is due within 7 days to reserve your spot. 1.4.3 Each new association is under a two year probation period. At the end of the season, the AYU Executive Board will assess ongoing membership. 1.4.4 Returning associations are also required to submit the $500 NON REFUNDABLE cheerleading and $500 NON- REFUNDABLE (cash app, money order or cash only) football fee per league you participate in for the upcoming season no later than May 31 of each year. 1.5 League Information and Schedule 1.5.1 AYU has adopted the USA Football Heads Up program to further promote safety of the game. All Coaches must go through both USA Football Heads Up program and AYU Symposiums. 1.5.2 The league shall be comprised of teams from each member association. 1.5.3 Schedules will be set by the AYU Executive Board and made available as soon as practical. 1.5.4 If an association drops or add s a team after the cutoff date set forth by the league, the association will be fined a $500 fee per team. 1.5.5 A team certification meeting will be conducted by a representative of the park and the AYU Executive Board prior to the beginning of the season. 1.5.6 All AYU games will be played under the GHSA football rules with the exceptions of those rules listed herein. 1.6 Social Media Policy 1.6.1 AYU supports the use of social media for connecting, helping others, and as a resource to learn. 1.6.2 AYU condemns slander, negative communications, threats, potential threats of violence, online bullying or other criminal acts that is posted by any member, association, coach, etc. 1.6.3 No one is authorized to speak on behalf of AYU, cite anyone without their approval, reveal any confidential or proprietary information or identify players, parents, or league members/officers by name without their permission. 1.6.4 AYU reserves the right to remove anyone from the league who seeks to defame or use the social media in any form to disrupt the mission, goals and purpose of AYU and/or violates any of the social media policies. 05/23/2021 Page 5
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES 1.7 Gambling Policy 1.7.1 There shall be NO gambling on any AYU football game during preseason, regular season and playoffs by any AYU association, coach, parent, player, fan or anyone with an affiliation with those mentioned. Any violations or suspected violations will be reported to law enforcement. 1.7.2 AYU has a zero tolerance of gambling and assesses penalties against teams in violation that could include canceled games, forfeits, and possible expulsion from the league. 1.8 Recruiting Policy 1.8.1 Association personnel, Coaches, Park Director, and Parents from one Association are prohibited from recruiting players from another AYU Association team during the season. 1.8.2 A player may be released from a team/association to go an affiliate AYU team with written consent from the exiting Coach and/or Park Director if the player has already certified with the existing team and not has participated in any AYU game. 1.8.3 A Coach may be released from an association to go to an affiliate AYU team with written consent from Park Director prior to the beginning of the AYU season if the coach has already certified under said park. 1.9 Allegations Policy 1.9.1 Any allegations of cheating or rule violations should be reported immediately, in writing via the AYU Protest Form to the Park/Association Director. Associations are to fully investigate all claims before addressing the issue with AYU Advisory Board. Once the allegations of cheating have been reported, there shall be NO further discussion until it is reviewed, investigated and acted upon appropriately by the AYU Advisory Board 1.10 Concussion Policy 1.10.1 At registration for a youth football or cheer athletic activities, Park Director/Associations are to provide to all youth athletes’ parents or legal guardian an information sheet that informs them about the nature and risk of concussion and head injury. These organizations are also strongly encouraged to establish and implement a concussion management and return to play policy. This is a requirement per the "Return to Play Act of 2013. Parks /Associations may also direct parents to the web. 1.10.2 If a youth athlete participating in a youth athletic activity exhibits symptoms of having a concussion, that athlete shall be removed from the game, competition, tryout, or practice and be evaluated by a health care provider. 1.10.3 If a youth athlete is deemed by a health care provider to have sustained a concussion, the coach or other designated personnel shall not permit the youth athlete to return to play until the youth athlete receives clearance from a health care provider for a full or graduated return to play. 05/23/2021 Page 6
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES 2 General Operating Policies and Regulations 2.1 Park/Association Director Responsibilities 2.1.1 Park/Association Director shall effectively communicate the mission of AYU, as well as the goals to parents, coaches and spectators. 2.1.2 Attendance at AYU meetings and events are required. A $25.00 fine will be imposed on any Association not in attendance at any regular, special, or called meeting given proper notice by AYU Executive Board. A second offense will result in a fine of $100. 2.1.3 Park/Association Director shall have complete knowledge of the AYU rule book to address immediate issues that may arise. 2.1.4 Park/Association Director shall perform pre-certify of ALL teams books for accuracy and completeness 3 days prior to the established AYU certification date. A revisit or reschedule to perform certification will result in a $100 fine per occurrence. 2.1.5 All fees for officials are due on team certification day. Any association having outstanding billings of any kind at the time of post season play will not be allowed to participate until all amounts owed to the league are paid in full. 2.1.6 The AYU Executive Board requires each association to perform a background check of any adult over the age of eighteen (18) on the sidelines during any AYU sanctioned game that is not a member of the officiating crew. This includes but not limited to coach, trainer, and team mom/dad. 2.1.7 The criminal background check shall include, but not limited to, conviction both inside and outside the State of Georgia, for the following, within the last 10 years: • Any crimes against children (LIFETIME BAN) • Any felony conviction involving violence • Any felony drug convictions • Any felony assault convictions • Any felony battery convictions 2.1.8 Park/Association Director is responsible for certifying the coaching staff (football and cheer) has passed the criminal background check, not the AYU Executive Board. At any said time, the AYU Executive Board has the right to perform background check for compliance. Any Association in violation is subject to a $500 fine and may result in expulsion from AYU, upon Executive Board approval. 2.1.9 Park/Association Director shall provide the AYU Executive Board proof of insurance for the Association every year. 2.1.10 Park/Association Director shall ensure clock operations, scoreboard and chains equipment are functional and all safety hazards are addressed. 2.1.11 Park/Association Director is responsible for facilitating AYU pre-game certifications at the beginning of the 4th quarter prior to scheduled game time. For the first game of the day, AYU certification is to take place no later than 15 minutes prior to kick-off. 2.1.12 Park/Association Director is responsible for being available for any game issues, protests, monitoring and supervising game day operations. 05/23/2021 Page 7
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES 2.1.13 Game Scores played at the Park for the day are to be consolidated and emailed no later than 11PM of Game day to atlyouthu@gmail.com. Timely submission of game scores is required to post results on the AYU website. 2.2 Park and Field Regulations 2.2.1 All fields must be inspected by the AYU Advisory or Executive Board before any games will be scheduled for play at that location that year. 2.2.2 Regulation High School football field measurements shall be used in all AYU games. The Five (5) and under age group shall play on a football field with a maximum of 80 yards in length. Goal posts shall be provided at each end zone. 2.2.3 Every playing field used for AYU regular or playoff game must be equipped with and an operable electric scoreboard with a clock. 2.2.4 All parks are allowed to charge a $5 admission for patrons 15 years and older to all AYU regular season games. Playoff game fee admission will apply also. 2.2.5 Each park is required to have the conference playing field cleared and ready for play at least one (1) hour prior to the scheduled starting time of the first conference game. 2.2.6 Each park must provide chains, field markers and appropriate field marking (ie, 3 yard line, restricted Area (2 or more yards off out of bounds line), Team Box (25 yard line to 25 yard line). 2.2.7 All parks shall provide an adequate and safe environment and must have emergency procedures conspicuously posted that include the telephone numbers of an ambulance service, police department and emergency rescue unit. 2.2.8 For safety, the park shall be responsible for erecting a fence or safety barrier (a minimum of 15 yards from out of bounds lines on field) to separate the playing field from the parking area and spectator section. 2.2.9 The Park/Association must provide a police presence on home game days to keep unruly spectators in line. 2.2.10 The host team shall provide adequate seating for both participating teams with the press box side designated as home field side. In the event it is not practical, both teams may be seated on the same side of the field. In such event, the host park should designate the seating area for each team’s spectators and encourage that each spectator honor this division. 2.2.11 If more than one field is available, the home team must specify which field will be the game field. If the selected field becomes unavailable, the park director must notify each member association within five (5) days prior to game date. 2.2.12 No cars will be allowed on or around the playing field, including end zones. The board member responsible for inspection of the field shall, in his or her best judgment determines the safety and sufficiency of such barrier. 2.2.13 Championship games will be held in a high school venue or park that can accommodate AYU standards. 2.3 Ineligible Player and Coaches Violations 2.3.1 Request for any coaching changes due to issues and/or violations must be presented to the Park Director; notification to AYU Executive Board certifying official as appropriate. 05/23/2021 Page 8
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES 2.3.2 When it is found that a team has permitted any coach or player who is ineligible to participate in any game, the team shall be required to forfeit each and all games in which the ineligible coach or player participated. Such violation may also subject the coach to further disciplinary action and suspension. 2.3.3 Any head coach or coach knowingly found to have an ineligible player or players will be dismissed from the league, as will the player(s) for life and his/her association can be fined up to $1000. A second violation, by an agency, can result in expulsion from AYU, upon Advisory Board review. 2.3.4 Allegations should be done as soon as possible and not after playoffs have started. 2.3.5 Ineligible or suspended players and coaches shall not be permitted to be on the sidelines or to participate in any team functions that is AYU affiliated. 2.4 Inter League Play, Non Scheduled Games, and Scrimmages 2.4.1 Controlled scrimmages will be permitted with any team, but each such scrimmage shall be considered a practice. 2.4.2 AYU football teams are prohibited to play outside the AYU league during the regular reason. Any exceptions must be approved by the AYU Executive Board. 2.5 Standings 2.5.1 Standings are determined by the following criteria: 1. Over-All Record 2. Head-to-Head 3. Won – Loss Division Record 4. Common Opponent 5. Points Allowed (Against) 2.6 Practice Rules 2.6.1 The purpose of this rule is to provide standard, fair and equal practice for AYU team preseason and during the season with the intentions of keeping players safe, injury free, and focused on not creating hardship on players in regard to school studies and other activities. 2.6.2 Practice is defined as any gathering of players, prospective players, AYU team or individual players on an AYU team, to discuss the subject of football, to view films of football, to exercise or to study football. 2.6.3 AYU has adopted multiple aspects of the USA Football, NFHS and GHSA practice guidelines as it relates to number of times per week and time limits on player on player FULL contact (defined as “THUD” & “LIVE” by USA Football). 2.6.4 Two-a-day practices are not allowed at any point throughout the season. No practice will continue past 9:00pm. 2.6.5 Practice may start after the GHSA defined “DEAD WEEK” (Sunday through Saturday) in which the Fourth of July falls each year. 2.6.6 PRE-SEASON HEAT ACCLIMATIZATION PERIOD (10-14 days), Refer to your local health department heat advisement notification: Each player shall go through a heat acclimatization period which gradually increases in length and intensity of practice and the amount of equipment that can be worn. Coaches are to limit the amount of full-contact to no more than 30 minutes per day and no more than 120 minutes per week. Coaches are to limit the amount of full-contact to no more than 30 minutes per day and no more than 120 minutes per week. Practices will be limited to ten (10) hours per week. 2.6.8 AFTER START OF SCHOOL TO REGULAR SEASON START: Practice is limited to no more than 3 times per week during the week. Saturday practices are allowed but not to exceed two (2) hours. Coaches are to limit the amount of full- contact to no more than 30 minutes per day and no more than 120 minutes per week. Practices will be limited to eight (8) hours per week 2.6.9 AFTER REGULAR SEASON START: Practice is limited to no more than 3 times per week during the week Coaches are to limit the amount of full-contact to no more than 30 minutes per day and no more than 120 minutes per week. Practices will be limited to six (6) hours per week. There shall be no mandatory practices on Saturdays or Sundays. 2.6.10 PLAYOFFS: Upon conclusion of the regularly scheduled playing season, any team scheduled to play in the AYU play-off games, division or conference championship games may hold four (4) practices during the week with a maximum of eight (8) hours of practice per week. 2.6.11 Time spent in traveling to the location of a scheduled AYU game will not be counted as a practice activity. All organized activities of a team conducted from the time of the pre-game verification until the start of the game is considered to be pre- game warm-up activities and is not counted as a practice activity. 2.6.12 In the event any AYU park, team or associated individual is deemed guilty by the AYU coordinators of violating any part of this rule, or any other rule pertaining to practice or practice type activity, the park team, and/or individual will be subject, collectively and separately, to possible suspension, probation, and/or other such action as the AYU coordinators shall deem appropriate. 2.6.13 The provisions of this rule are not intended to prohibit a AYU team, or its individual members, from viewing or listening to games on television or radio, provided such it is not used as a practice or training activity. AYU teams, and their individual members may participate in non-practice social, civic, and church activities such as picnics, banquets, pep rallies, league carnivals, and work details, etc., without being in violation of the AYU rules pertaining to practices, provided such activity is not also used for AYU football instructions and practice. 05/23/2021 Page 10
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES 2.6.14 Attending, scouting, filming, videotaping another YFA’s association/ team practices and warm-ups are prohibited. Violations of this rule after verification will result in an “IMMEDIATE” forfeit for the team involved for that next game and a $200 association fine. 2.7 Filming 2.7.1 Filming any opposing AYU association/team practice is prohibited as stated above in 2.6.14. Any coach, team member, parent or associate found or determined to be scouting another teams’ practice will be cause for the immediately suspension of the person involved and the head coach. 2.7.2 Filming opposing teams during the actual games is allowed from the stands and press box only. Videotaping from the field or end zone is strictly prohibited. 2.8 Coaches Code of Conduct 2.8.1 The coach shall be aware that he or she has a tremendous influence, for either good or ill, on the education of the athlete and, thus, shall never place the value of winning above the value of instilling the highest ideals of character. DO WHAT’S RIGHT, NOT WHAT’S EASY. 2.8.2 Coaches shall be responsible for the conduct of all players, members of the coaching staff and spectators. This includes the time periods before, during and after league games and other events. 2.8.3 Improper conduct, in the judgment of the game officials, on the part of the players, coaches or spectators may result in penalties, expulsion and suspension or forfeiture of the game. 2.8.4 The coach shall avoid the use of alcohol and tobacco products when in contact with players. 2.8.5 The coach shall master the league rules and shall teach them to his or her team members, staff and parents. The coach shall not seek an advantage by circumvention of the spirit or letter of the rules. 2.8.6 The coach shall show good sportsmanship, respect and support contest officials. The coach shall not indulge in conduct which would incite players or spectators against the officials. Public criticism of officials or players is not prohibited. 2.8.7 Coaches will strictly adhere to the policies, regulations and rules of AYU and set a proper example with their actions for everyone to follow. 2.8.8 Before and after contests, coaches for the competing teams should meet and exchange cordial greetings to set the correct tone for the event. 2.9 Parent and Spectator Code of Conduct 2.9.1 Any conduct of spectators which shall be deemed unsportsmanlike or detrimental to players, the game, or league, may subject the offending team to penalty after a warning by the referee to the coach of such misconduct. AYU’s zero tolerance policy will be enforced with the unruly spectators being removed from the park and face possible criminal prosecution. 2.9.2 The use of profanity, drugs, alcohol or tobacco as well as fighting and firearm possession (excluding law enforcement) at any AYU member’s park or during an AYU event is prohibited and subject to suspension or expulsion from AYU. Any and all incidents are subject to review by the AYU Advisory Board. 05/23/2021 Page 11
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES 2.9.3 Any parent who enters the playing field during a game risks their child being disqualified from further AYU participation. 2.9.4 Any parent who incurs an unsportsmanlike behavior penalty or engage in a fight risks their child being disqualified from further AYU participation. 2.9.5 Parent Tunnels and /or other celebrations are prohibited on any field of play before or after the game. A $200 association fine will be assessed per occurrence. Parent tunnels are allowed outside the field of play. 2.10 Athlete Code of Conduct 2.10.1 All athletes are expected to respect coaches, other players and referees at all times. 2.10.2 All athletes are expected to abide by AYU playing rules, particularly those related to safety. 2.10.3 All athletes are to demonstrate good sportsmanship (win or lose) on and off the field of play. 2.10.4 All athletes shall not engage in rude behavior. 3 Rosters 3.1 Team Composition, Captains and Coaches 3.1.1 Each AYU team shall be limited to a maximum twenty-eight (28) players. The required minimum to constitute a team shall be eighteen (16) players. Any roster requiring over twenty-eight (28) players shall make a request to the AYU Board in writing and prior to certification. The AYU Executive Board shall approve or disapprove. 3.1.2 No player certified by AYU may appear on more than one league football roster during the season. This includes all AYU team rosters. 3.1.3 A player can practice, participate and play on a (7th or 8th Grade) Middle School team and AYU team without penalty. 3.1.4 A team may have a maximum of four (4) team captains, as identified by the head coach to the game officials, who may attend the opening game ceremonies and instructions at mid-field. 3.1.5 The staff of each AYU team shall be limited to one (1) head coach and a maximum of six (6) assistant coaches. Identification badges “must” be worn on the field at all times during a game. 3.2 Ages and Weights 3.2.1 The age control dates are as follows: 8/1 (For 5 years beginning 2021 season) and 7/1 (6 – 14 years as of 2021 season) of current year (Example… if a player turns 5 on or before August 1, 2021, then he will play for the 5 year old team). During the inaugural 2021 AYU season, all teams 6 – 14 will use July 1 control date. During the 2022 AYU season teams 7 – 14 will use the July 1 control date. The July 1 control date will increase one age group per year until all July 1 team’s eligibility has expired 3.2.2 If a team has one, or more, players of a different age, the team will play in the age group of the oldest player. 3.2.3 AYU has no weight restrictions. 3.2.4 Player eligibility on AYU teams will be governed by classification set forth in section 3. 05/23/2021 Page 12
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES 3.3 Proof of Ages 3.3.1 Each AYU player must furnish proof of age by submitting one of the records specified below to the YFA certifying official during certification. Any player who does not provide one of the required proof of age records for certification will be ineligible to play on any YFA team. Only the following records shall be acceptable in providing proof of age. 3.3.2 A state issued identification card, passport or military identification. This document shall be clear and unaltered and is the primary method of establishing the child’s birth date. In the event such a record is not available, the following shall be sufficient: 3.3.2.1.1 An official school registration certificate issued by a private or public school provided the certification is personally signed by a school official and notarized. Original birth certificate and copy from the player’s school in a sealed school issued envelope. 3.3.2.1.2 An appeal may be made to the YFA Executive Board regarding other records supporting proof of age. Should the Executive Board deem an age valid as the result of investigation relative to “other records”, certification may be granted. In the event an appeal is made the player will remain ineligible until his or her appeal has been approved. 3.4 Playing Time 3.4.1 AYU encourages all coaches to give every child as much playing time as possible. Further, it is AYU’s belief that all players are entitled to play in regular season games regardless of ability level. This simply means that we expect all players to play. To that end, it will be the responsibility of each park to enforce “any” minimum play rule it sees fit. 3.4.2 Sample exceptions include: • Situations in which the head coach determines, in his discretion, that a player should not play all of his/ her allocated playing time because: • Minor injury or health restrictions • The player exhibited unsportsmanlike conduct or unacceptable behavior that is detrimental to the team (i.e., a disciplinary action) • A player becomes disruptive or refuses a coaches direction to participate in a practice session and/ or a practice disciplinary session (i.e., extra running, push ups, etc.) • A player voluntarily refuses/ avoids insertion into a game. • Mutual agreement between parent and coach. • The player has unexcused absences from practice or games (ex: 1 practice=no play in 1 st half; 2 practices=no play in first 3 quarters; 3 practices=will not dress). 4 Uniforms and Required Equipment 4.1 Uniform Assignments 4.1.1 Each AYU team must list the color of their jerseys on the team’s official roster. The jersey color to be worn by the home team in all AYU games shall be the home color so designated on the official roster. 4.1.2 Any team with an alternate set of jerseys must have players wearing the same numbers as stated on the certified roster. 4.1.3 Jersey numbers, once assigned, will not be changed from that shown on the official roster. In the event a jersey cannot be replaced due to damage, loss, or deemed unfit for future game, it should be replaced with another jersey of the same number and color. If this is not practical, a change in jersey number may be authorized by AYU certifying official. It shall be the responsibility of the park director to notify the league when a change in jersey number is required. However, if the situation 05/23/2021 Page 13
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES occurs prior to a game, the player will be allowed to play with an alternate jersey number for that game only, upon verification via picture of player by the opposing head coach and park director that the player is listed on the roster. If said player is to keep the alternate number for the remainder of the season, the player has to be recertified by an AYU official so the affidavit and roster will reflect the changes. 4.1.4 Each player must have a complete uniform and be legally equipped. All molded cleats are considered legal. For ages 10 and older, detachable cleats are permitted only in those cleats that contains a receiver (“female”) and insert (“male”) and no metal is exposed. Any player discovered to be wearing improper cleats shall be penalized for illegal equipment. 4.2 Player Equipment 4.2.1 Mandatory Equipment includes: • Helmet – with approved face guard and chin strap, OSHA approved • Tooth & mouth protector • Shoulder pads • Football pants (with thigh and knee pads) • Hip & tail pads 4.2.2 Eye glasses shall be the athletic constructed goggle type, (no metal construction) with non-shuttering glass. Face mask shields must be clear and without any tint. 4.2.3 No jewelry will be worn during practice or games by football and cheerleaders, with the exception of a medical id, which will be taped to the body. It is the responsibility of the head coach to ensure all participants are properly equipped. 4.2.4 Prior to start of each of the games, the head coach will be responsible for verifying to the referee and umpire that all of his players are legally equipped and in compliance with these rules. 4.3 First Aid Kits 4.3.1 Each team must acquire its own First Aid Kit and maintain the kit at all games and practices. The kit shall include as a minimum items to step and control bleeding of minor cuts and abrasions. 4.3.2 It is highly recommended each park have a resource trained in CPR and have adequate access to emergency response resources. 4.4 Football Sizes 4.4.1 The Ball should be of a good grade of leather or rubber with specifications as follows: • 5-7 year old divisions - Wilson K2-GST (or similar) • 8-9 year old divisions - Wilson K2-GST (or similar) • 10, 11 & 12 year old divisions- Wilson TDJ GST (or similar) • 13-14 year old divisions- Wilson Youth TDJ GST (or similar) 05/23/2021 Page 14
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES 5 Official AYU Certification (Players and Coaches) 5.1 Player Certification 5.1.1 Included on the team roster shall be the color of the team’s home jersey, telephone number for the home field, name of field marshal/coordinator, division/age classification, team name, and the names and telephone numbers of each member of the team’s coaching staff (except the team managers). 5.1.2 Each team shall submit two identical and complete team books on the official AYU certification form. A player identification records deemed complete with current digital color photographs from the waist up wearing his official roster jersey or holding a paper with their number on it and a signed statement by a parent or guardian of the player in an affidavit form attesting to the accuracy of the date of birth and proof of age. Both the park director and the AYU representative will attest with each of their signatures to the accuracy of the information contained in the affidavit. One set of each team’s identification records will be retained by the AYU Executive Board and the other by the team’s head coach. Each team must present its book prior to each game. 5.1.3 All players on a roster that does not have a state or military issued identification card or passport must be in attendance at the official AYU certification unless injury, sickness, death in family, or family emergence prevents the player’s attendance. Such absence must be supported by a doctor’s statement of illness or injury, to be verified by the designated official. Any player who fails to make an appearance at the official AYU certification for any other reason may make an appeal to the AYU certification official. A makeup date will be established for any players who were absence. NOT more than 3 players per team can certify on the make-up date. 5.1.4 A player must be certified by Atlanta Youth United, before he or she is eligible to play in a regular season game. The AYU certifying official shall have overall responsibility for certifying each player and team for play during the current season but may appoint one or more representatives to help. Each player’s state issued identification card will be examined. His age will be determined and checked against the team roster. School records military cards and passports may be used in lieu of an official birth certificate. The player identification forms will be checked to insure the information is correct and that each player can be identified with the digital photograph provided. If everything is in order, then the roster and identification forms will be signed and stamped with the official AYU seal certifying play for the current season 5.1.5 All teams, which at time of official certification have less than (15) players, will be allowed to add to their team roster after the official certification but prior to opening day, provided all other criteria is met regarding the player identification information and player affidavit. 5.1.6 Administrative errors committed by AYU certifying officials or their designees cannot be protested. AYU is obligated to correct any errors brought to their attention. 5.1.7 Before their team’s official certification, head coaches and the AYU certifying official must acknowledge and sign all certified rosters. 5.2 Coaches Certification 5.2.1 All Coaches must pass a background check, be USA Football Heads Up certified and attend a AYU symposium to be issued an AYU badge. No coach shall be permitted to access any sideline during a game without an official AYU picture badge. Park Director/Association is required to do a pre-certification check 3 days prior to the AYU Official Certification date to ensure corrections can be made in a timely manner. 5.2.2 All football coaches must attend one of the offered meetings administered by the league known as “AYU Coaches’ Symposium”. 05/23/2021 Page 15
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES 5.2.3 Before being accepted as a member of AYU team’s coaching staff, each individual must have a thorough understanding of all AYU rule and philosophies, agree to abide by all provisions of these rules, and be willing to accept any penalties which may be imposed as a result of violation of the rules. 6 Game Day Regulations 6.1 Game Officials 6.1.1 All field crews shall include more than one (1) first year official. 6.1.2 The game officials shall be required to complete a written incident report of any instance where the conduct of any member of a team, the team’s staff, chain crew, spectators or other persons who’s conduct has, in their opinion, been unsportsmanlike or detrimental to the game or conference. The incident report shall be submitted to the AYU park director/board of directors. 6.1.3 Park director must report late arriving and/or absent game officials within twenty four (24) hours after completion of the game to the Head of Officials. 6.1.4 All conference games shall be played using the indicated number of officials: • 5u - 8u; three (3) on field officials, one (1) clock operator. • 9u – 14u; four (4) on field officials, one (1) clock operator. 6.2 Forfeitures 6.2.1 Failure to comply with any AYU rule may result in game forfeiture and/or other disciplinary action as determined by the coordinators and/or department. 6.2.2 If a coach walks off the field with his team while the game is still in progress, the coach will be suspended for the next scheduled game and practices for the following week in which it is the responsibility of his/her association to uphold this rule. The association will also be fined $500. The coach will then be placed on probation for the remainder of the season. If any future fraction occurs during that calendar season, the coach will be dismissed from AYU and have to file for reinstatement. If the infraction occurs during the final game of the team’s season then the rule will be enforced at the beginning of the following season. 6.2.3 Failure to pay by said association will result in elimination from AYU. 6.3 Intervals between Games 6.3.1 In order to assure adequate time for officials’ instructions and introduction of team captains, etc., a minimum of ten (10) minutes shall elapse between the end of any one game and the beginning (kick-off) of the next following game. If games are running BEHIND schedule due to unforeseen circumstances, teams should properly condition and warm up players utilizing the surrounding fields in each park. Warm up and conditioning should not be conducted behind the goal posts on the playing field. NO GAME SHALL START BEFORE IT’S SCHEDULED TIME. 05/23/2021 Page 16
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES 6.4 Postponing Games 6.4.1 In the event of severe weather conditions, field conditions, or other unusual circumstances which may present a health or safety hazard and welfare to the players, a game may be postponed, provided the park director and head official involved have personally reviewed the conditions and are agreeable to the postponing of the game. Under these circumstances, the judgment of the park director and game official shall not be subject to question. 6.4.2 If playing conditions at game time are considered hazardous to the health and welfare of the participating teams, the game may be postponed by the park director. The rescheduling of this game will be set by park directors. This will be without forfeit. 6.4.3 A pre-game inspection of the playing fields by the head official or his designated representative is prescribed herein if at this time, or subsequently, a playing field does not meet the minimum safety standards in regard to field conditions, or other requirements set forth in AYU rules. The AYU Executive Board shall have the authority to deny the park in question the privilege of home games until such conditions are corrected. 6.5 Complete Games 6.5.1 All games must be played to completion, except under such conditions where the welfare of the players may be adversely affected. The game official has jurisdiction regarding completing a game during inclement weather. In the case of stoppage due to weather, or other unforeseen events, a game will be deemed complete at the completion of the 3rd quarter. 6.6 Pre-Game Certification 6.6.1 All pre-game verifications “must” be conducted at the BEGINNING OF THE 4TH QUARTER prior to scheduled game time by the park director. If the game is the first game of the day then it needs to be done 15 minutes prior to kick off. 6.6.2 The head coach of each team or an assistant coach will be responsible for the pre-game verifications. 6.6.3 Players who have not certified will not be allowed to play under no circumstances. 6.6.4 Any late arriving player will be given until the opening kick-off to report to the opposing coach, prior to playing, for verification. Upon doing so he will be eligible for play. Any player who misses the opening kick-off must wait until the 3rd quarter to play. He must report to the park director and both head coaches prior to playing. The park director must be informed as to who is present and eligible for play. Any player that arrives after the 2nd half kick-off is ineligible for that game. 6.6.5 The AYU pre-game verification shall not be open to the public. Parents and other onlookers are not to be permitted in the immediate area of the verification. Only the head coaches and/or his representative shall be allowed to be in the verification area at the time of verification. 6.6.6 Teams must have their book for pre-game verification, “NO BOOK, NO PLAY” and the game will be considered a forfeit. 6.6.7 Check in consists of checking pictures, numbers and names only. “NO QUESTION SHALL BE ASKED OF EACH PLAYER WITH THE EXCEPTION OF PLAYERS NAME” 6.6.8 Once a team is certified the team must remain on the playing field until the start of the game. If a team leaves the playing field (before the game or at halftime) after certifying then the team must certify again. 05/23/2021 Page 17
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES 6.7 Game Balls & Snaps 6.7.1 The game balls used for each division are identified in section 4.4. 6.7.2 Officials will inspect games balls and have the right to declare a ball not eligible for play. 6.7.3 A center may snap the ball from a horizontal (east/west) or vertical (north/south) orientation to the line of scrimmage. Measurements will be conducted based on the orientation of the ball. 6.8 Sideline Restrictions and Management 6.8.1 During any conference game, no one is allowed on the sidelines, outside the coaching box, except the following: • Cheerleaders, but only when adequate space cannot be provided outside the restraining lines. • The official chain crew. • Newspaper, magazine, television and/or professional photography staffs which have been authorized to take pictures of/or film the game. • A maximum of one team statistician. • A ball boy (17yrs or younger) or other personnel to assist the officials when specifically requested by the officiating crew. 6.8.2 Unless otherwise noted in these rules, during any AYU game no one is allowed on the sidelines inside the coaching box except the following: the members of the participating team and the team’s coaching staff who are listed as coaches on the team’s official roster. The team’s official park representative but only when their presence is required to assure orderly conduct of the game or their presence on the sideline has been requested by the coordinator or the officials. The coordinator and/or other members of the department may be on the sideline at any AYU game, inside or outside the coaching box, when they feel such action is appropriate and in the best interest of the game or league. 6.8.3 Water boys must be 17 years or younger and are only allowed to administer water on the field of play. 6.9 Communications Devices 6.9.1 No electronic communication on the playing field. 6.9.2 The use of electronic communication equipment by either team can be used during a game (coach to coach) and has no restrictions. This excludes coaches on the field. 6.9.3 Any team may use headsets during a game and the host park will be under no obligation to supply the same nor shall any team be prohibited from using headsets because the other participant does not have access to the same. 6.10 Chains 6.10.1 Chain crews shall be provided by the host team. The chain crew shall consist of adults (no one under 18 years of age) whenever possible. 6.10.2 Chain crews may be located on either side of the field. 05/23/2021 Page 18
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES 6.10.3 The same crews should be maintained throughout the season so as to assure more efficient performance. The chain crew shall take their post at least five (5) minutes prior to time for the kick-off. Each park is encouraged to provide vest identifying the chain crew during the game. 6.11 Timeouts and Half-Time 6.11.1 Per high school rules, not more than three (3) time-outs per team per half. 6.11.2 A coach must take a charged time-out in order to have a discussion with a Game Official. 6.11.3 There are only two types of authorized conferences during timeouts- 1) All coaches and players outside the hash mark OR 2) ONE Coach inside the hash marks. (Water boys coming on field are prohibited from coaching) 6.11.4 Half-Time: Half times shall consist of no less than 6 minutes and no more than 8 minutes. 6.12 Protests 6.12.1 Protests of eligibility must be made known to the head official handling the game at the time of incident and the official must be informed that the game is being played under protest. The intent to protest a game must be declared to the park director at the same time when notifying the head official. 6.12.2 The protest must be in writing and submitted to the park director/Association, along with $300.00 CASH protest fee, no later than 12:00 noon the Monday directly following of the game protested. The protest must come from the park director/association protesting the contest. If the protest is won by the protesting team the protest fee will be refunded. The burden is upon the team filing the protest to prove the allegations. 6.12.3 Protests of matters of judgments rendered by a game official will not be considered. No forfeit or replay will be allowed due to the conduct or decision of any official, but inappropriate conduct of an official may be brought before the board by written request and addressed by the board at a determined time. 6.13 Post-Game Sportsmanship 6.13.1 All teams must shake hands in a sportsmanlike manner after the game is completed or the head coach will be suspended for one (1) game. Only roster player, cheerleaders and team coaching staff will engage in the post-game hand shake. 6.13.2 No post game celebrations are allowed on the playing field (ex: taunting, dancing on opponent logo at midfield, parent tunnels on the field, any choreographed celebration, the “Who’s House is This” chant on the road. Violation of such rule is subject to forfeiture of the next scheduled game. 7 Playing Rules 7.1 Mercy Rule 7.1.1 When one team is thirty (30) points or more ahead in the 3rd quarter or eighteen (18) points or more ahead in the 4th quarter, the following rules shall apply: • A “running clock” will be used and only stopped for an official’s timeout. • There shall be no further kick-offs by the ahead team. 05/23/2021 Page 19
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES • The team behind shall be awarded the ball at the 30 yard line after each score by the winning team in 7 – 14 divisions only. If the losing team scores while the mercy rule is in effect, they must kick off to the winning team in the 7 – 14 divisions only. • In the 5 and 6 year old division, the team behind shall be awarded the ball at the 40 yard line after a score by the winning team. 7.1.2 The game is considered “conceded” to the winning team once the mercy rule takes effect. The game must be played out with a running clock regardless of the situation. 7.1.3 Intentionally running up the score in lopsided games is unsportsmanlike. It is demoralizing to a losing team. Any coach who practices this is subject to be disciplined by the AYU Executive board. 7.1.4 It is not the opposing coach’s option to not follow the Mercy rule nor is it anyone else’s. 7.2 Overtime Rules/Tie Game 7.2.1 No game shall end in a tie. If two teams are tied at the end of regulation play, the "10 yard overtime procedure" set for in the National Federation High School Associations rulebook will be used until a winner is determined. 7.2.2 For the 1st overtime period only a coin toss will determine which team is on offense to start the overtime period. Teams will rotate on Offense and Defense to Start any additional overtime Periods (The team on Offence to Start the 1st OT Period will be on Defense to Start the 2nd OT Period). 7.2.3 Each team gets the ball on the 10 yard line to start their set of downs for any overtime Period. A fumble recovery or an interception will stop a team’s remaining attempts/possession. 7.2.4 Each team will have 4 attempts to score a touchdown or field goal. If a team scores a touchdown, they will have the opportunity to try for an extra point. 7.2.5 It is NOT a requirement for a team to use all 4 attempts. 7.2.6 Each team is granted one time out per overtime period. 7.3 Coach and Player Ejections 7.3.1 Any player, coach or other adult supervisor who shall be deemed guilty by the league of cheating or misrepresenting any record shall be subject to indefinite suspension from the league. 7.3.2 Any player or coach who shall be guilty of conduct detrimental to the league, under the influence of alcohol at any scheduled AYU event including practice, unbecoming conduct or unsportsmanlike conduct shall be expelled from any game being played. The officials shall make an incident report of such conduct to the park director. 7.3.3 Any player or coach ejected from a game must be suspended from the next game. Game officials should report to AYU along with the opposing team in order that all incidents are reported. If it is found that a player/coach participates in the next game, they will be suspended for two additional games. 7.3.4 Players ejected due to flagrant, defenseless player and targeting fouls are subject to more than the normal one game suspension. 05/23/2021 Page 20
ATLANTA YOUTH UNITED OPERATING POLICIES, REGULATIONS AND PLAYING RULES 7.3.5 A coach or official reported by a game official, park representative or league coordinator, in writing, as demonstrating unsportsmanlike conduct will, if deemed guilty by the board, be subject to one more of the following penalties: • Probation for 12 months • Three (3) game suspension • Permanent suspension from AYU participation • Such other penalty as deemed appropriate by AYU 7.4 Player Safety / Touchdown Celebration 7.4.1 Any player injured during a game shall be removed by the coach when the player’s health or safety is in jeopardy and is the responsibility of the association to follow the guidelines. 7.4.2 Any player who is knocked unconscious or when a player’s health or safety is in jeopardy, said player shall be taken out of the game by the coach and shall not be allowed to return to practice without a doctor’s approval and is the responsibility of the association to follow the guidelines. 7.4.3 Under no circumstances will the player who was knocked unconscious, or removed from the field by medical personnel, be allowed to participate in any game or practice until the park director has received a doctor’s approval of the player’s condition stating that said player is fully recovered and that he or she can participate in the football program and is the responsibility of the association to follow the guidelines. 7.4.4 If ball carrier losses his/her helmet during a play, the play will be blown dead and the ball placed at the spot. If helmet is knocked off due to a penalty by opposing team, he/she may remain in the game, otherwise, they must sit out one (1) play. 7.4.5 Any injured player must sit out one down, unless halftime or an overtime intermission occurs. 7.4.6 Any player bleeding must be removed from the game until the wound is cared for. 7.4.7 On hot days, officials may grant a timeout for water only (NO COACHING ALLOWED). 7.4.8 Any player demonstrating signs or symptoms of Concussion (vomiting, dizziness, and confusion, balance problems, slow to get to feet, loss of conscious, and headache) must be removed from the game and will not be allowed to return 7.4.9 Players are allowed to celebrate after touchdowns. Rather it’s a spike of the ball or a choreography celebration with teammates that are already on the field. No one from the sidelines are permitted to participate in such celebration. 7.5 Five (5) and Six (6) Year Old Division Governing Rules 7.5.1 Length of Quarters: 5 Year Division games will be governed by six (6) minute quarters, while 6 Year Old Division will be governed by eight (8) minute quarters 7.5.2 Playing field: 80 yards for 5 Years Division and 100 yards for 6 Years Division 7.5.3 Play Second Clock: 35 second play clock enforced. 05/23/2021 Page 21

BOTH coaches must remain silent until the play has ended. 7.5.6.3 Coach must be at least fifteen (15) yards behind the line of scrimmage and 5 yards behind the deepest player, when the play starts and remain away from interfering with the play until the play has ended. 7.5.6.4 If it is the opinion of the game official that an on-the-field coach has interfered with the play verbally, an unsportsmanlike conduct penalty shall be assessed (one warning per team at the referee’s discretion). It will be an automatic 10 yard for physical interference by the coach. 7.5.7 Punts and Kickoffs 7.5.7.1 The ball will be placed at the 30 yard line to begin each half and after all scores. Exception: ball placed at mid- field (40 yard line) for Mercy Rule. 7.5.7.2 Any team declaring to punt the football will receive a 20 yard walk off by the official with the game clock running. There will be no walk-offs allowed when a team has possession at or inside their opponents 30 yard line. 7.5.7.3 An offensive team cannot intentionally create a foul to receive a walk-off. The officials will have the final ruling on enforcement of penalty and walk-off. An intentional walk-off is considered unsportsmanlike conduct and will be penalized as such after change of possession. 7.5.8 Free Point After Kick 7.5.8.1 No Rush Free kick in an attempt to kick the point after touchdown. 7.5.8.2 All players with the exception of the center, holder, and kicker are to remain at their regular position and not physically interfere with the play. The defending team may wave their hands, jump laterally and make noise to distract the kicker. Any defender crossing the line of scrimmage is considered off sides and the team will be penalized accordingly 7.5.8.3 If it is the opinion of the game official that an infraction of this rule has occurred, an encroachment violation shall be assessed. 05/23/2021 Page 22
