CHAIRMAN OF NHA On behalf of The National Horseracing Authority of Southern Africa (NHA), it is my great pleasure to invite you to the 38th Asian Racing Conference (ARC) to be held in Cape Town in February 2020. It is both an honour and a privilege for South Africa to have been chosen to host the ARC for a second time, the first being in 1997 when South Africa became a full member of the Asian Racing Federation. It seems only fitting that it should be held in Cape Town, which has been voted, for the fifth year running, as the World’s Best Travel Destination. In the shadow of Table Mountain, a UNESCO World Heritage Site, we have a rich history of horseracing in the Western Cape. The very first race meeting in South Africa took place on the Green Point Common in June 1796. The formation of the South African Turf Club followed in 1814. Our local racing industry is over 200 years old and we take pride in striving to improve and maintain the high international standards, which our fellow ARF members subscribe to. South African-bred horses have competed with distinction at the international level when given the opportunity, this despite our current export protocols. There is immense potential for growth not only for our local racing and breeding industries, but also for the global racing community should the current export moratorium against South Africa be successfully reviewed. The ARC is one of the largest Thoroughbred racing conferences in the world and provides a forum for international leaders within racing to discuss and address all issues which the global industry faces. The theme for the upcoming ARC is “Unlocking Potential”. It embodies not only the outlook of the South African racing industry, but our country as a whole. Conference delegates will get to experience the very best of what the Western Cape has to offer in our summer season, as well as sharing their wealth of racing knowledge and insights with us. CHAIRMAN OF ARF On behalf of the Executive Council of the Asian Racing Federation (ARF), it is with great pleasure that I invite you to attend the 38th Asian Racing Conference (ARC) to be held in Cape Town, South Africa from 18th February to 23rd February, 2020. The enduring hallmark of the ARCs is their capacity to consistently provide a stimulating marketplace of ideas, and to act as a platform to launch innovations which shape our global sport. They are a renowned forum for industry leaders from around the world to meet together, to identify emerging issues, and to develop new strategies. At the 37th ARC held in Korea in May 2018, we explored the key elements which constitute a global brand of racing. In doing so, we emphasised the importance of supporting wagering as the lifeblood of our sport, our need to focus on developing our fan base, and the absolute imperatives of ensuring the integrity of racing and horse welfare. Further, the 37th ARC considered how our sport needs to provide an articulated offering, being one that creates an emotional connection for its participants, especially with the equine athletes. Racing has significant potential for transformational growth and innovation across all areas of the sport. Through the ARCs, the ARF has a proud history of highlighting and driving a broad range of value-creating initiatives, from sophisticated wagering strategies, commingling arrangements, to world-class digital fan engagement approaches, to developing new ways to protect intellectual property rights. Further, the ARCs have elevated the importance of integrity and equine welfare which are fundamental to the reputation and existence of our sport. Set in a country which is itself making a major drive to unlock its significant potential to be a global destination for racing and breeding, the 38th ARC in South Africa provides an exceptional opportunity to consider pressing issues, and to identify and develop the key strategies for the future of our sport. I look forward to seeing you in the magnificent and vibrant city of Cape Town in February 2020. I am sure that the 38th ARC will be full of energy and interest across both the business and social programmes, and will continue the important work of the ARCs. ARF HISTORY The first ARC was held in Tokyo in 1960, attended by 69 delegates from 12 racing organisations, representing seven countries. The ARF was established as a permanent organisation at the 28th conference and named as the “Asian Racing Mongolia Federation”. NATIONAL HORSERACING AUTHORITY OF SOUTHERN AFRICA HISTORY The National Horseracing Authority of Southern Africa (NHA), formerly the Jockey Club of Southern Africa, is the Southern African equivalent of the American and British Jockey Clubs. The name change came into effect on 19 January 2004. The organisation is established by an act of parliament in South Africa and regulates the thoroughbred horse racing industry in South Africa. The organisation’s motto is “maintaining the integrity of the sport of horse racing”, and its primary source of funding is Phumelela Gaming and Leisure, Gold Circle and Kenilworth Racing, three South African horse racing companies. Mission OBJECTIVES Our greatest imaginable The objectives of the National Horseracing Authority challenge, our reason for being. of Southern Africa (NHA) in its identified territories are: “To regulate, govern, serve and promote 1. PLENARY SESSION 4 PROTECTING RACING INTEGRITY This session will commence by bringing together legal and integrity leaders from racing and other major sports to examine the key threats to clean racing and sport. It will consider trends in cheating within sports – from motivation to method - and look at cutting-edge approaches to intelligence, investigations, and integrity programmes, to identify and deal with those who seek to cross the line. Having explored these matters, the focus of the session will move to a special presentation on the breaking of integrity-related stories, from the perspectives of a leading news-breaking journalist, and an experienced racing regulator. ARF COMMEMORATIVE RACE STUD TOUR Kenilworth Racecourse is the country’s oldest racecourse and enjoys a special Drakenstein Stud Farm comprises 130 hectares of land situated on the lower place in the history and tradition of South African horseracing. The course was slopes of the L’Ormarins Wine Estate. In 1688 Jean Roi, a Huguenot from established and raced on for the first time in 1881. The left-handed Kenilworth Lourmarin, Provence, fled France and settled in the Franschhoek Valley where Racecourse is unique for having three tracks: An “old” course that is 2700m in his name was soon changed to Jannie Rooi. In 1694 he was granted this land by circumference with a 450m run-in, a “new” course of 2800m with a 600m run-in the Governor of the Cape, Maurtis Pacques de Chevonnes. and a separate 1200m straight. Today, this is the home of Drakenstein Stud. Passing some of Cape Town’s landmarks, a short drive brings us to District Six where we elaborate on the next tier in the South African story i.e. Apartheid South Africa. TRANSPORTATION OFFICIAL SHUTTLE SERVICE FOR THE 38TH ARC (COMPLIMENTARY) The 38th ARC Organising Committee offers complementary airport pick-up and send-off services for all participants, arriving at Cape Town International Airport. Shuttle buses will stop at the official hotels of the conference, namely The Westin, the Cullinan and the Southern Sun Waterfront. Every participant will be greeted by ARC ground staff with a signboard and guided to the shuttle bus stop. There will also be branded information desks in both the domestic and international terminals at the Cape Town International Airport for any queries the participants may have. TAXI SERVICES It is advised to arrange a taxi service through your hotel concierge only and not accept ad-hoc taxi services. The use of well-known dedicated online services, such as UBER or BOLT is recommended, however, ensure you have data or Wi-Fi connectivity at your departure point and destination.
