Rugby League Northland Adam Blair Trophy Rugby League Northland would like to invite your school to sign up for the 2021 Northland Secondary School Adam Blair Rugby League Competition. In 2020 the Adam Blair Trophy Competition boasted 6 teams from 5 schools which is a great achievement. The Adam Blair Trophy Competition provides Northland Secondary School students with an opportunity to participate in Rugby League while representing their school with pride. What is the aim of the Adam Blair Trophy Competition? • To establish a sustainable competition which in turn creates interest and provides growth in Rugby League. • Promote possible opportunities for coaches and players through Rugby League Northland and New Zealand Rugby League pathways. • Promote Rugby League as safe and enjoyable sport to play for all participants. What can RLN offer your school through the Adam Blair Competition? • Coaching sessions. Free of charge to schools. We can also assist in helping schools find a coach if needed. • All Registrations, draws, rules and requirements will be coordinated by Rugby League Northland & Sport Northland. • Qualified referees. • Provide RLN club competition links to schools in their area. What can RLN offer Your Players? • The opportunity to experience Rugby League in a professionally run competition. • An opportunity to participate at the highest secondary school level through Rugby League Northland and NZRL National Secondary School Tournament. Rugby League Northland Adam Blair Trophy Format • Games will be played Wednesday afternoons, after school, at school venues. • If necessary, games can be re-scheduled for either Tuesday or Thursday due to clashes. This needs to be communicated to the other participating school and Rugby League Northland no less than 10 days before the fixture. • Pools will be split into North and South Zones. • South Zone: From Warkworth to Whangarei. • North Zone: From Kawakawa to Kaitaia. Competition Dates: Commence: 24th February 2021 Grand Final: 7th April 2021 (Dependent on Draw) Spare Grand Final Date: TBC How to Enter To enter your school team into the competition – please register with Rugby League Northland • Contact RLN Competition Manager at admin@rln.co.nz for a registration pack. • These can be returned to the RLN Competition Manager – Teri Tito. Rugby League Northland Adam Blair Trophy Competition Rules: 1. Full International Rules apply (Rule book supplied on request) a. All games will be played over two halves of 30 minutes with a 5-minute break at half time. b. No Shoulder charges. c. Forty twenty kicks will apply. d. Each team will be asked to supply a touch judge before the game kicks off e. If points are drawn at the conclusion of the round robin, rankings will be determined in order firstly by: i. Point’s differential will apply, that is the team that has the highest difference of points for minus points against will be the higher ranked. ii. If teams are still tied after points differential the team that has accumulated the most points scored during pool play will be deemed to be the highest placed team. iii. In the event that teams are still tied then the team with the highest points percentage will be deemed the highest. The points percentage is calculated as (Points For ÷ Points Against × 100 = Total). iv. In the event that the teams are still tied then a toss of the coin will deem the higher ranked team. f. Sin Bin - If the sin bin is needed it will be for a max of 5 minutes. g. Points won in any game in which an unregistered player participated will be forfeited and a 30 – Nil score will be awarded to the non-offending team. Please refer to the www.nzrl.co.nz/laws-of-the-game.aspx for full international rules. 2. Composite Teams Will be permitted only if: a. All other eligibility rules regarding age and attendance are met. b. The Principals of the schools that the students attend agree. c. One Principal accepts responsibility for the composite team. d. The team will be called by a name that indicates that more than one school has contributed players. e. The team will be permitted through the preliminary rounds and will be eligible for placing or competition trophies 3. Registered Players a. All players must be current students at your school or with a partnered school. b. Parental consents for players to represent the school are the responsibility of the school. RLN does not require individual consent forms from 2021 onwards. Please see below. P a g e |4
Rugby League Northland Adam Blair Trophy c. All players must be registered to Rugby League Northland. Players listed on the “Adam Blair Competition Registration Form” consent to abide by RLN and NZRL rules and regulations. d. The Registration Form must be signed by your school principal. Please note any forms NOT signed by the principal will NOT be allocated any competition points until this is done. Schools are advised to follow up with any parental consent obligations. e. The Registration Form must be emailed to Rugby League Northland by Monday 15th February. f. Unlimited players may be registered per team. g. Players may only be registered to one team. When a school has two or more teams in the competition they will, for the purposes of the competition, be considered separate teams. No player can be registered to two different teams during the competition. g. Any new registrations must be lodged with RLN by 12pm prior to the match on the day of the game. Any new players will only be added to the team registration form ONLY if they are signed off by the school principal. h. To be eligible for the semi/grand finals, players must have been played a minimum of one pool game. 4. Team Cards a. Maximum of 17 Players will be able to play per game (13 on the field with 4 reserves). b. Team lists will be provided to teams by Tuesday 5pm each week with eligible players. c. Please ensure the numbers on the card match the jersey number of the player. d. Team cards will be supplied and must be filled in before each game by either the Team Manager or Coach. e. Team cards must be signed by the referee and coaches of each team. f. Team cards must be fully completed and signed by each individual player. If a player has not signed, they will not be recorded as playing this match. g. The Team Manager will be responsible for emailing the Team card to Rugby League Northland by 12pm Thursday following each match. h. Match Managers will be provided for all final’s games. 4. Interchanges a. There will be unlimited interchanges. P a g e |5
Rugby League Northland Adam Blair Trophy b. Players must have fully left the field before they can be replaced. c. No interchanges are permitted during a scrum. 5. Trainers a. A maximum of 2 trainers per team per game permitted. b. The Trainers are permitted on the field for the rehydration of players and attending to injuries and as such, on field time should be limited to that purpose. Only when in possession or attending to injuries. c. Trainers, when not re-hydrating the players, are to return to the reserve bench area and are not permitted to wander up and down the touch line. d. Trainers under no circumstance are to remain standing in or behind their team’s line or in goal area during the run of play. 6. Mouth guards a. Mouth guards must be worn at all times. b. No mouth guard = no play. c. Referees will send a player to the sin bin if he is not wearing his mouth guard. 7. Points a. Points system will be – 2 points for a win/default, 1 for a draw, 0 for a loss. b. Each team will play in a round robin format within their Zone. c. The Adam Blair Trophy will be won by the overall winner of the competition 8. Misconduct a. If any serious misconduct occurs resulting in a player being sent off, they will be given an automatic suspension. b. If schools wish to contest this, they may do so by contacting Rugby League Northland before midday on the Friday after the game. c. If they are still found guilty their suspension will double. Automatic suspension periods are stipulated later in this manual. 9. Host venue responsibilities/Ground Control P a g e |6
Rugby League Northland Adam Blair Trophy a. To set up field as per international standard. Line flags, padded posts and sidelines roped off. b. Have changing sheds and toilets available for the visiting team. c. It is the responsibility of each school to ensure all students and spectators behave in an orderly manner. It will be their responsibility to ensure there is no smoking. Gang patches or verbal abuse. Any issues will be addressed by a nominated person from the hosting school. d. Each school is to have a visible Be-a-Sport person present on the sidelines during the game to control sideline behaviour. No game should commence without this person. Each team Be-a-Sport person is to be listed on the Match Cards at the end of the game. If schools cannot provide a Hi-Vis vest RLN will provide one for you. 10. First Aid a. Each team is responsible for their own first aid. 11. Defaults and rescheduling – a. Games can be rescheduled for either Tuesday or Thursday due to clashes. This needs to be communicated to the other Participating school and Rugby League Northland no less than 7 days before the fixture. b. Defaults will also need to be communicated at least 24 hours prior to kick-off. It is also important to advise the other participating schools and Rugby League Northland. c. If a team defaults a competition game during the season, the non-offending team will be awarded the competition points and a 30-nil result for calculation of percentages. 12. Disputes / Protests etc. a. If for any reason your school wishes to protest or dispute a result, a report must be submitted to RLN by 12pm Thursday immediately following a game. Rugby League Northland will then deal with the matter accordingly via the RLN Judicial process. P a g e |7

The 2021 Adam Blair Trophy runners up will be guaranteed a spot in the Developing Schools Division at the 2021 Secondary Schools Nationals. Wild Cards – There may also be a chance for Wildcard entries given to other schools interested in playing at the Tournament at the organisers discretion. Rugby League Northland Adam Blair Trophy Discipline and Disputes Process Misconduct: If any serious misconduct occurs resulting in a player being sent off, they will be given an automatic suspension. • Automatic suspension periods are stipulated below • The suspension will be dependent on a referee’s report • A referee’s report must be submitted to the RLN Development Manager at corip@rln.co.nz by 5.00pm Thursday following the game in question. Process: If a player is sent off during a game (red card), a referee’s report will be sent to Rugby League Northland. Players will then have the option of taking the automatic suspension period as above or they can choose to appeal. If they choose to appeal and they are still found guilty the penalty may be doubled. Schools will be advised once a referee’s report is in and they will have until midday Friday to lodge an appeal via email to Development Manager Appeal: If a player chooses to appeal and they are still found guilty the penalty may be doubled. All appeals will be dealt with by the judicial committee by 9pm Tuesday evening following the lodging of an appeal.
