ACC Hockey Challenge Procedures & Rules 2021 Associated and Catholic Colleges (ACC) and Hockey WA reserve the right to cancel, change or amend any or all parts of this format leading up to and on the day including playing times and the fixtures. The ACC endeavours to uphold the Associations Motto of ‘Sport in the Right Spirit’ in all stages of planning and running of this competition. EQUIPMENT: All fields in the Division 1 & 2 are set up by Perth Hockey Stadium. Each team is to supply a quality hockey ball – game ball. Schools are also to supply their own warm up hockey balls. Mouth guards and shin guards are strongly recommended by the ACC for all players. Face masks also strongly recommended for short corner defenders. Schools allowing players to play without mouth guards must take full responsibility for any injuries incurred. Goal keepers must wear full protection and a helmet at all times. No Kicking Fullbacks permitted in accordance with Hockey WA guidelines and FIH rules. SQUAD NUMBERS / AGE OF PLAYERS: ACC Hockey Challenge teams are “open age” and can be selected from any secondary students in Year 7-12. Hockey squads up to a maximum of 16 players with 11 on field (5 substitute players). COACH/MANAGER & UMPIRE BRIEFING: This will occur approximately 30 minutes prior to round 1 in a central location at Perth Hockey Stadium (Grandstand) and will be coordinator by the ACC Carnival Manager. UMPIRES: Accredited hockey umpires will be sourced by the ACC and each school will be invoiced after the carnival for this umpire cost. The umpires in accordance with normal hockey rules and procedures carry out duties of scorer and timer during the games. FORMAT: All fixtures will be 2 x 14 minute halves with a 3 minute half time. 9 minute changeover between rounds. TIMING: Central timing will be used across all fields. All round will start on time; coaches are expected to have their teams and players in position ready to go on field before the starting siren. WARM-UP: Teams should arrive 15 minutes prior and warm-up on their allocated round 1 field SCORECARDS: Scorecards are to be signed by the umpire at the completion of each fixture. It is assumed that scoring discrepancies are settled immediately at the conclusion of the game and that all results handed in to the ACC are final. TOILETS: There are toilets available at Perth Hockey Stadium. DRINKS/FOOD: Responsibility of each team. Drink fountains are available at the venue. Should school drink containers require refilling, there are taps available. Students should be advised to bring a packed lunch and eat during the small intervals between rounds or when team has a bye scheduled. Perth Hockey Stadium cafeteria will be open during the carnival days for purchasing light refreshments and drinks.
FIRST AID: St John Ambulance will be available at the venue (organised by the ACC). POST-GAME Presentations will commence immediately following the Grand Final. All players, coaches and referees are invited to make their way to the designated point ASAP (PHS1 – Grandstand). INTERCHANGE/SUBSTITUTION This must be made through the umpires and should be made at the end of each half or a stoppage i.e. injury. Interchange rules apply to the philosophy of participation and not to be used for time wasting. Being a One Day Carnival with many games, players being substituted off can return to the field (player can be substituted on/off). UNIFORMS For all games, players dress standards must be consistent with, and in line with the usual expectations for hockey and be the official team uniform for that school. All players should wear the same type of shirt, shorts/skirt, and socks. All teams to ensure they have an alternative set of tops/vests in the event of a uniform clash in a fixture. No jewellery can be worn. TEAM STAFFING Each team should be supervised by a suitably experienced adult assigned in a coaching or manager role. Schools must understand their "Duty of Care" and ensure the presence of teaching staff at the venue as applicable. EVENT RULES Rules are in accordance with local junior Hockey WA and FIH rules unless otherwise stated. https://fih.ch/inside-fih/our-official-documents/rules-of-hockey/ Start and End-of-game acknowledgements: Due to COVID-19 restrictions, no hand shaking is permitted. At the completion of games each team captain will call their team to give three cheers to the opposition team. POINTS FOR GAMES: 3 points for a win. 1 point for a draw and 0 points for a loss. In the case of a draw, teams are to immediately move to sudden death penalty strokes (no extra time – see below). There should be adequate time for this within the fixtures. Forfeits should be avoided. Forfeit winning team will earn 3 points and 5-0 score. PENALTIES / NO EXTRA TIME: Should scores be tied at full time (i.e. 0-0 or 1-1) the game immediately moves into penalty strokes. The draw will be the official final result recorded i.e. 1 point each team. However, the penalties may be called upon to help define the two teams should they be tied in the final ladder standings at the end of the pool rounds, including both teams having equal goals for and against differential. Each team will take one for one penalties in alternating order. The sudden death penalties will continue until one team misses a goal and winner is defined i.e. it will not be 5 for 5 penalties that takes longer to complete. RESULTS Carnival results are available online at the ACC website and on the ACC mobile app, and ACC GoJaro app - ACCWA.
LADDER STANDINGS Ladder standings are firstly determined by Total Points (i.e. 2 wins = 6 points), then by Goal Differential (goals scored minus goals against – “in game goals”). If two teams are tied on Total Points & Goal Differential, the result will then be determined by which team won the head-to-head (this may have been via the penalty strokes). Finally – if 3 teams are tied on the ladder standings in both Total Points & Goal Differential, in game goals scored (goals for) will be weighted as double. The highest scoring offensive team across the carnival will be ranked highest. The final measure to be used if 3 teams are tied will be the total number of short corners earned within the fixtures (umpires tally). SEMI FINALS & GRAND FINAL REQUIRMENTS All Semi Finals and Grand Finals require a defined winner from the game. All finals must have a result and cannot be a draw. Semi Finals will not play extra time. Drawn Semi Final games move directly into sudden death penalties 1 for 1 until the deadlock is broken and a winning team progresses. Grand Final will have 10 minutes extra time added at the end of the second half and then the game moves directly into sudden death penalties 1 for 1 until the deadlock is broken and a winning team awarded.
Players Code of Behaviour • Respect the rights, dignity and worth of all participants regardless of their gender, age, ability, cultural background or religion. • Never argue with an official. If you disagree with a decision, speak with your coach and they will deem an appropriate time to communicate the concerns with the umpire. • Control your temper. Verbal abuse of officials and sledging other players, deliberately distracting or provoking an opponent are not acceptable. • Work equally hard for yourself and your team. Your team’s performance will benefit and so will you. • Positive and sportsmanlike behavior should be exhibited by extending standard courtesies to the opposing teams. E.g. – applaud good play; thank referees and opposition at the end of the game. • Treat all participants in your sport, as you like to be treated. Do not bully or use unfair or illegal tactics to gain an advantage. • Cooperate with your coach, teammates and opponents. Without them there would be no competition. • Immodest behavior in victory or success is an act of poor sportsmanship and not acceptable. Coaches Code of Behaviour • Respect the rights, dignity and worth of every young person regardless of their gender, age, ability, cultural background or religion. • Remember that young people participate for pleasure and winning is only part of the fun. Ensure the time players spend with you is a positive. • Never ridicule or yell at a young player for making a mistake or not winning. • Be reasonable in your demands on players’ time, energy and enthusiasm. • Set an example to your students by always playing by the rules and in the spirit of your sport. Expect and encourage your players to do the same. • Ensure that equipment and facilities adhere to the charter recommendations and meet all safety standards. • Display control, respect and professionalism to all involved. Encourage your players to do the same. • Do not publicly question an umpire /referees decision and avoid blaming a team’s defeat on ‘poor umpiring’. • Any scoring or umpiring discrepancies between teams needs to be settled before schools part ways from the playing venue. If coaches are in doubt, the Sport Coordinator of the Home team needs to be advised and take on the role of the mediator using the charter to assist in coming to a mutual decision. • Establish and foster professional relationships with the coaches of opposing teams. • Any physical contact with a young person should be appropriate to the situation and necessary for the player’s skill development Schools Code of Behaviour • Heads of Sport, Sport Coordinators and teachers in charge of individual sports aim to foster sportsmanlike behavior and positive attitudes amongst their players, supporters and coaches. • Sport Coordinators must communicate and advise the relevant Principal and Sport Coordinators if there are concerns with players or spectators not meeting the ACC Codes of Behaviour. This needs to be addressed immediately and confidentially in the interests of the players, coaches and the ongoing competition. • Sport Coordinators support coaches and officials to highlight appropriate behaviour and skill development, and endeavor to improve the standards of coaching and officiating. • Ensure that everyone involved in ACC events encourage fair play and support the ACC maxim of ‘Sport in the Right Spirit’ • Make the ACC Codes of Behaviour available to the necessary people. This should include spectators, officials, coaches, players and other persons you deem necessary • Make it very clear that any form of physical or verbal abuse or intimidation of players, coaches, spectators or officials is completely unacceptable and will result in disciplinary action if deemed necessary.
Parents and other spectators Code of Behaviour • Children appreciate the presence and support of their parents. Set an example of good sportsmanship and give enthusiastic, but not excessive or inappropriate support. Applaud good performance and efforts from all individuals and teams. Congratulate all participants on their performance regardless of the game’s outcome. • Host school parents are invited to assume responsibility for making visiting parents feel welcome. Respect the rights, dignity and worth of every young person regardless of their gender, age, ability, cultural background or religion. • Parents should not under any circumstances approach or give advice during a match to coaches, umpires/ referees or players. • Respect the decisions of officials and encourage players to do the same by following the rules and the officials’ decisions. • Never ridicule or scold a young player for making a mistake. • Condemn the use of violence in any form, whether it is by spectators, coaches, officials or players. • Do not use foul language, sledge or harass players, coaches or officials. Officials Code of Behaviour • Give all young people a ‘fair go’ regardless of their gender, age, ability, cultural background or religion. • Compliment and encourage all participants and promote the spirit of the game rather than the errors. • Be consistent, objective and courteous when making decisions. • Do not tolerate bad sportsmanship but instead promote respect for all players. Communicate with the coach concerned and advise them of any inappropriate behavior. • Keep up to date with the latest trends in officiating and the principles of growth and development of young people. • Remember, you set an example. Your behaviour and comments should be positive and supportive. • Place the safety and welfare of the participants above all else. • If you have any concerns regarding the credibility of the game communicate your concern with the coaches and seek assistance from the Host Sport Coordinators. • Any form of intimidation, abuse or persuasive advice from players, coaches or spectators will not be tolerated. Advise the Sport Coordinator at the host school if you need support to resolve the matter. Feedback of this nature must be reported to the Sport Coordinator even if you do not call for assistance.
COVID 19 Safety Procedures All players, staff/coaches, umpires and other personnel are asked to follow the COVID- 19 safety rules to keep everyone safe. COVID-19 SAFE EQUIPMENT • No sharing of personal items such as water bottles, towels, protective equipment, whistles and clothing is allowed. • Shared equipment (i.e. match balls/hockey sticks) to be cleaned by the school after each match. Schools to provide own cleaning station. PHYSICAL DISTANCING • Schools should maintain a strict limit of a minimum of 1.5sqm metres per person where practicable. • Schools to carefully manage shared communal spaces to ensure physical distancing, i.e. toilets, team huddles. • Schools to manage entry/exit at the venue/transport to ensure physical distancing. GOOD HYGIENE • Schools to provide hand sanitization stations for players. Hands to be cleaned on arrival, after games and before departure. • ACC to provide hand sanitization station for umpires and other personnel. • Schools to promote importance of personal hygiene to players; hand cleaning, no physical greeting contact (i.e. hand shakes, high 5's, hugs, physical goal celebrations, team huddles), no spitting, cough and sneeze covering. • Venue to maintain frequent cleaning regimes of facilities and toilets after use. IF YOU ARE FEELING UNWELL • Players should report any flu or cold symptoms to their teacher if they are feeling • unwell. • Officials and other personnel should report any flu or cold symptoms to the ACC controller if they are feeling unwell. • People feeling unwell and showing flu/cold like symptoms will be isolated from other people and arrangements made for them to leave the venue ASAP. School staff and ACC to action their COVID-19 emergency response plan.
