11/30/21, 11:00 PM AAMVA's The Week in Review for October 18, 2021 October 18, 2021 AAMVA's Brian Ursino Appointed to Lifesavers Board of Directors On October 13, 2013, Brian Ursino, AAMVA's Director of Law Enforcement, was appointed to the Lifesavers Conference, Inc., Board of Directors. Lifesavers, Inc. is a nonprofit organization that sponsors and oversees the annual Lifesavers Conference on Highway Safety Priorities. In his Board position, Brian will help govern the organization to ensure the success of the annual Lifesavers Conference. AAMVA Seeks New Exhibits and Sponsorship Manager and Registration & Travel Manager AAMVA has recently initiated a search for two new positions in our Member Services & Public Affairs department. AAMVA is seeking an Exhibits and Sponsorship Manager and a Registration & Travel Manager. The Exhibits and Sponsorship Manager is responsible for the execution of all logistics related to conference exhibits and sponsorships, to include: exhibit hall layout, managing relationships with general service contractors, managing logistics related to sponsorships; and managing additional event logistics required for conferences and meetings. The Registration & Travel Manager is responsible for all registration and travel arrangements of all AAMVA meetings, from building the travel and registration portals for attendees to access through reviewing and providing first-line approval of member reimbursement. This position oversees all travel elements related to meetings. Responsibilities also include webinars management and events and conferences webpage management, in addition to other tasks as assigned. Tomorrow: S2S Driver History Record (DHR) Administration Training AAMVA is offering a DHR Administration training course on October 19, 2021, from 1:30 pm ET to 4:00 pm ET. DHR Administration provides states with new measures to improve the administration of non-CDL driver history (DH). Specifically, DHR supports the electronic exchange of out-of-state convictions and withdrawals, provides visibility of individuals that may have more than one DHR, and sets rules for maintaining DH in a standardized manner, all specifically for non-CDLIS drivers. It is recommended that attendees have prior knowledge of S2S and/or represent a state that is already participating in S2S. This course focuses on DHR Administration. Now Available: Best Practices for Potential Duplicate Resolution Training AAMVA is now offering a Best Practices for Potential Duplicate Resolution training course on October 26, 2021, from 1:30 pm ET to 3:30 pm ET. Identification of potential duplicates is one of the most critical functions that S2S provides and is instrumental in allowing S2S participants to limit a person to one driver license and, where applicable, one REAL ID credential. This training provides S2S states guidance on the best practices for resolving potential duplicates identified for their state. It is highly recommended that you have prior knowledge of S2S or have already implemented S2S when taking this class. This class does not cover any other concepts for S2S, for other S2S related training courses, please refer to intevista (AAMVA’s virtual classroom). SGI Inviting Feedback Regarding E-Scooters (Saskatchewan) SGI wants to hear from members of the public and stakeholders about potential regulation of electric scooters on public roads. Currently, e-scooters are classified as unlicensed motor vehicles. 11/30/21, 11:00 PM AAMVA's The Week in Review for October 18, 2021 The Motor Vehicles Act Amendments Will Strengthen Impaired and Dangerous Driving Laws (Yukon) Highways and Public Works Minister Nils Clarke tabled amendments to the Motor Vehicles Act today to align it with updates to the Criminal Code of Canada...The proposed amendments to the Motor Vehicles Act include aligning the language with the updated Criminal Code of Canada, providing the Yukon’s enforcement officers with better tools to impose penalties for impaired driving, expanding the ability to impound vehicles and updating the ignition interlock device program. NCHRP Project Statement on Harmonization of State AV Law More than two-thirds of states have enacted automated vehicle (AV) legislation, an executive order regarding AVs, or with both. AV laws and regulations may differ with respect to licensing, registration, operator requirements, equipment, insurance, platooning, cell phone use, crash reporting, passenger restrictions (e.g., school buses), and operational restrictions (e.g., weather), among other items. The American Association of State Highway Transportation Officials (AASHTO) plays a crucial role in the development of highway standards that transition into federal and state law. The National Highway Traffic Safety Administration (NHTSA) plays a crucial role in setting safety standards for AVs. Conversely, there are no federal laws regarding vehicle title and registration. The American Association of Motor Vehicle Administrators (AAMVA) has guidelines for the safe testing and deployment of AVs that are voluntary and provide recommendations for state law enactments in general rather than specific terms. Differences in state AV laws can lead to friction in state border crossings and may negatively impact transportation safety, how companies deploy, and interstate commerce. Without a consistent deployment framework, AV technology will not be achieved nationwide. Read more at apps.trb.org. FMCSA Seeks Renewal of Electronic Logging Device Vendor Registration Information FMCSA has requested a renewal of its information collection activities related to electronic logging device (ELD) vendor certification and registration. ELD vendors must self-certify and register their devices with FMCSA online via Form MCSA– 5893, ‘‘Electronic Logging Device (ELD) Vendor Registration and Certification.’’ FMCSA expects 100% of respondents to submit their information electronically. Once completed, FMCSA issues a unique identification number that the ELD vendor will embed in their device(s). FMCSA maintains a list on its website of the current ELD vendors and devices that have been certified (by the vendors) to meet the functional specifications. The information is necessary for fleets and drivers to easily find a compliant ELD for their use in meeting the FMCSA regulation requiring the use of ELDs. Read more at govinfo.gov. FMCSA Seeks Renewal of Medical Qualification Requirements The Federal Motor Carrier Safety Administration (FMCSA) has submitted a request to renew its information collection regarding medical qualification requirements. The renewal request relates to the following six information collection activities – physical qualification standards, resolution of medical conflict, medical exemptions, the SPE Certificate Program, the National Registry of Certified Medical Examiners, and the qualifications of drivers – diabetes standard. FMCSA cites the respondents for this information to be CMV drivers, motor carriers, medical examiners, testing centers, and treating clinicians, with an estimated 6,225,262 respondents and 2,707,479 estimated annual burden hours. 11/30/21, 11:00 PM AAMVA's The Week in Review for October 18, 2021 The United States House of Representatives sent legislation raising the statutory debt ceiling by $480 billion to President Joe Biden's desk on a 219-206 vote. The House used a procedure known as "deem and pass" where upon adoption of a separate rule for floor debate (H Res 716), the debt limit measure (S 1301) was considered cleared. The Senate passed the measure last week, 50-48, after 11 Republicans voted for cloture to get over the 60-vote hurdle to end debate and bring the bill to a final vote with a simple majority threshold. The short-term measure will give the Treasury Department enough borrowing room to last into December before lawmakers would need to act again. Recall Search Tool Surpasses 1 Billion Vehicles Checked for Open Safety Recalls (CARFAX) A major milestone in the ongoing effort to keep car owners and shoppers safe has been reached. More than 1 billion vehicle checks for unfixed safety recalls have been processed through the Vehicle Recall Search Service (VRSS), the auto industry’s groundbreaking collaboration with CARFAX. An increasing number of state governments and businesses have been using VRSS since its March 2018 launch to identify open recalls on thousands of vehicles at one time. The innovative free tool lets users inform consumers when their vehicle has an open recall that needs to be addressed. Consumers can then get the covered repair fixed free of charge.
