              Developments arising from the pandemic may determine changes to the information provided
              in this manual in order to assure the best possible safety conditions. Any updates will be made
              available immediately at www.2021portugal.eu, on the social media of the Portuguese Presidency
              and in a new version of this document.

Accreditation

              Portugal’s Presidency of the Council of the European Union, in compliance with
              strict safety and verification criteria, will grant accreditation for six months
              to national and international journalists requesting this.

              The accreditation process will be exclusively online, through the platform
              available at 2021portugal.eu/en/media/accreditation, and consists of two steps:

                     1. Request for six-month accreditation for Portugal’s Presidency
                     of the Council of the European Union;

                     2. Request to register for each one of the events on the official calendar
                     of Portugal’s Presidency. Requests must be made in each journalist’s reserved
                     area as soon as possible and not less than 14 days before the date of the event.

              During the initial accreditation phase, journalists must agree to provide
              the following information regarding their personal and professional identity:

                      • Copy of valid passport or citizen’s card or identity card;

                      • Passport sized photo, in colour;

                      • Copy of press card or copy of a document proving the labour
                        relationship with the media outlet represented.

              Their personal data will be processed in accordance with the following provisions
              of the General Data Protection Regulation (GDPR)*:

                      • Article 6(1)(a), in the situations where the data subject has given
                        his/her consent;

                      • Article 6(1)(b), if the processing is necessary for compliance with
                        a contract or for procedures prior to signing a contract;

                      • Article 6(1)(c), if the processing is necessary for compliance with a legal
                        obligation that the Task Group for Portugal’s Presidency of the Council
                        of the European Union in 2021 is bound by;

                      • Article 6(1)(d), if the processing is necessary for protecting the vital
                        interests of the person in question or another individual;

                      • Article 6(1)(e), if the processing is necessary for carrying out duties
                        of public interest or the exercise of the public authority invested
                        in the controller.

Accreditation

              When approved, the accreditation cards* may only be picked up in person by
              their holders at the Accreditation Centre located in Centro Cultural de Belém,
              headquarters of Portugal’s Presidency of the Council of the European Union,
              on business days between 9 am and 1 pm, or at the Temporary Accreditation
              Centres spread throughout the country, according to the official calendar
              of events scheduled.

              The following documents must be presented when the accreditation card
              is picked up:

                   • Valid passport or citizen’s card/identity card;

                   • E-mail with the accreditation authorisation granted by Portugal’s
                     Presidency of the Council of the European Union;

                   • Press card or copy of a document proving the labour relationship
                     with the media outlet represented.

              When can accreditation be requested?
              Accreditation may be requested throughout the Presidency. However,
              it is recommended that accreditation requests be made by 1 January 2021.

              Last-minute accreditation requests will be processed, but this may imply a wait
              of several hours. Due to the current pandemic and bearing in mind possible
              changes to the calendar, the format of the events or other restrictions to be
              introduced in order to ensure the best possible safety conditions, we suggest
              that accreditation requests be made within the recommended period.

              Note that valid accreditation does not grant automatic access to events
              and people and vehicles must register again for each event. To see the official

               It is important to point out that the Presidency may revoke the accreditation granted at any time
              if the accredited person breaks the rules established.

Press Centre

              The Press Centre is located in the Centro Cultural de Belém (CCB) in Lisbon,
              headquarters of Portugal’s Presidency of the Council of the European Union.
              This building, designed by architects Vittorio Gregotti (Italy) and Manuel Salgado
              (Portugal), has been classified as a public interest monument since 2002.
              The CCB is made up of a temporary exhibition centre, housing the Berardo
              Museum, a module with two multipurpose rooms, two auditoriums and a meeting
              centre, and it hosted Portugal’s first Presidency of the Council of the European
              Union in 1992.

Press Centre

              Access
              Located around nine kilometres from Lisbon’s city centre, the headquarters
              of Portugal’s Presidency of the Council of the European Union is in Belém,
              a riverside area in the capital, where some of the most frequently visited
              monuments and museums in the city are to be found, such as the Monastery
              of the Hieronymites (Mosteiro dos Jerónimos) – UNESCO World Heritage
              – and the Tower of Belém.

              The area is served by a number of transport networks:

              Buses:

                  • 727 - from Restelo to Roma–Areeiro station (the Marquês de Pombal
                    exit connects with the 783 and 744 buses that serve Lisbon Airport);

                  • 728 - connects Restelo and Avenida dos Descobrimentos (the Cais
                    do Sodré exit connects with the number 1 bus to the airport and gives
                    access to the Metro’s Green Line, intersecting with the Red Line which
                    stops at the airport);

                  • 729 - connecting Algés and Bairro Padre Cruz;

                  • 751 - connecting Mosteiro dos Jerónimos and Campolide Station.

              Trams:

                  • 15E – connecting Algés and Praça da Figueira;

                  • 18E – connecting Belém and Cais do Sodré.

              Trains: Oeiras/Cascais Line – station 800 metres away.

              Ferry: Belém/Matt – connecting with Trafaria (approximately 15-minute walk).

              Parking: Apart from the reserved spaces for duly accredited outside broadcast
              and technical vehicles, Portugal’s Presidency of the Council of the European
              Union does not provide any parking spaces. However, there is a paid car park
              in the CCB and free car parks that are easy to access in the vicinity of the Centro
              Cultural de Belém.

Press Centre

              Description of the Press Centre
              The Press Centre for Portugal’s Presidency of the Council
              of the European Union will open two hours before the beginning of each
              event and close three hours after the end of the event and provides:

                  • Workspaces with broadband internet, fixed telephone and power sources;

                  • TV and radio booths;

                  • Wireless internet connection;

                  • Multipurpose equipment (printer/photocopier and scanner);

                  • CCTV;

                  • A rest area and an area for snacks and coffee.

              It is important to note that, due to the pandemic, access to the Press Centre
              may be subject to partial or total restrictions in order to ensure the best possible
              safety conditions.

Host Broadcaster

              During Portugal’s fourth Presidency of the Council of the European Union,
              RTP will be providing the services of Host Broadcaster for all events. The public
              radio and television service operator in Portugal will thus be providing images
              of the Presidency, free of charge, for broadcast and archive by television, radio,
              online media and national and international agencies.

              Audiovisual material will also be distributed through the traditional channels
              in Brussels (Europe by Satellite).

       Media Partner

              Lusa is the Media Partner for Portugal’s Presidency of the Council of the European
              Union, assuring coverage of ministerial events and meetings in Portugal and
              in Brussels (face-to-face, virtual or hybrid), as well as the associated cultural events.

              Lusa will be providing a news service accessible to the general public
              at www.lusa.pt/ppue2021, with all the news, photos and reports related
              to Portugal’s Presidency of the Council of the European Union.

Photos and Videos

              Portugal’s Presidency of the Council of the European Union will have a photo
              and video service available to all journalists. The images can be accessed
              and downloaded on the official Flickr channel, 2021Portugal.eu and can be
              used provided that the source is acknowledged.

              www.2021portugal.eu is the address of the website for Portugal’s Presidency
              of the Council of the European Union, which will be providing information
              in three languages – Portuguese, English and French. Apart from the updated
              calendar of meetings and events, the cultural programme, the main news, press
              releases and programme information on Portugal’s Presidency of the Council
              of the European Union, the website will also provide information on the journalist
              accreditation process and contact information for the Host Broadcaster
              and Media Partner.
