ABSTRACT This study discusses conceptual study in government initiative for digital India transformation along with the industry revolutionary policy in manufacturing. The government gives efforts with a focus on the rural areas for digital transformation. The transformation has started already in late 80’s.The main aim of digitization was the scheme and the facility that are offered by Indian government can reach to every people those are needs that facilities. This paper highlights the impact of digitisation that applied in several fields like farming ,education and how it improve the access of facility that are enjoyed by common people. This paper also aims to highlight the impact of government policy for manufacturing industry The government trying to expand the production-linked incentive (PLI) scheme to include as many as sectors such as food processing and textiles other than the already included smart phones, and other equipment related to it, pharmaceutical ingredients and devices that are related to medical. PLI scheme not only looking for reduce the import also try to focus on domestic market. INTRODUCTION The government Plan for Industry revolution along with digital India plan In context of industry revolution, IoT is already made a big foot step in revolutionizing industry. It is capturing the global connection of the Internet with industrial capabilities to hold, distribute, and manage the physical world of goods, and the existing factories, and their infrastructure. The initiative starts at 80’s,one of the biggest initiative of government has taken , digital government strategy is the key policy that gave big return to our nation, it is used for strengthening economic development and direct us the societal problems. The Association of Southeast Asian Nations (ASEAN) has included the progress that e- government has took to reduce the development gap between societies. [8] II. EFFECT OF DIGITAL TRANSFORMATION IN INDIA Since 80’s, continuous efforts are made at several levels that will try to enhance the delivery of public services and also try to make the method easier that general people can access them. In this regard, several-governance initiatives are already implemented by various State Governments and Central Ministries and the common people has starts taking the advantages. E-Governance in India has planned to computerize the various departments to give better and transparent services. Some initiatives that common people already started to enjoying are mentioned as below • Health and Jobs • Electricity, • Online Money and Taxes transfer • Water and Local services Justice, Law and Grievances • Travel and Tourism • Trading, • Certificates related to child births and care, Deaths, Marriages • Retirement benefits III. EFFECT OF INDUSTRY REVOLUTION OF INDIA Autonomous robots based on artificial intelligences perform actions based on their own decisions. In government Industry revolution 4.0 plans, autonomous robots and humans are expected to cooperate and help each other in such a way that they will execute a complex task in more perfectly, efficiently and with more than expected accuracy. The task which are interlinking can be perform using smart sensor human-machine interfaces.[21] Now a days Autonomous robots and human collaboration has starts to play a big role for Indian SMMEs adopting digitalization. India’s SMMEs are expected to move up the value chain and deliver smarter. The best feature of these is, that it can customized products more efficiently. IV. EYES ON IDEA FOR DIGITAL TRANSFORMATION Considering the e-Kranti that has been taken by Union by the Union Cabinet on 25.03.2015 on the basis of the vision “Transforming e-Governance for Transforming Governance” government starts to promote mobile Governance and Good Governance within the every state in our country.[8] 4.1 ICT Infrastructure on Demand – All allied department along with Government departments should get the ICT infrastructure, like high speed connectivity, own cloud and mobile platform on demand. 4.2 Cloud for everyone – The main idea of digitization is paper free work, for these reason departments’ need huge cloud storage facilities. The Government should provide default cloud for all Government Departments. Every sensitive information of Government has been stored in a Government Cloud .This is the reason government has provided cloud like “Meghraj”. 4.3 Mobile Application – The services that are provided for common people should be available in all mobile platforms. 4.4 Varity Language facility – The facility that given in e-Governance scheme will be access by all language that common people can take advantage of it. 4.5 Equality on Standards and Protocols – e-Governance standards and protocols as described by DeitY will be followed by all e-governance projects. 4.6 Pace approach work –. Once the Detailed Project Report (DPR) of a project is approved by the Competent Authority, project Committees may be added with delegated powers to take all subsequent decisions and work will perform very fast. 4.7 Security in network and Encrypted digital Data Preservation - All private and sensitive data will be transmitted, applications and e-services should maintain the prescribed security measures that are given by The National Cyber Security Policy 2013 notified by DeitY . V. KEY FOCUS ON INDUSTRY EVOLUTION PLAN OF INDIA 5.1 Boost on domestic manufacturing:-In order to give important to domestic manufacturing the government in March this year introduced a scheme, based on that scheme government trying to give foreign companies incentives that will increase production in domestic units. [15] 5.2 Inviting foreign companies: Government eyes on the matter that not only foreign company will open shop on country as well as they will start a manufacturing unit. The scheme also includes local companies along with foreign one to set up or expands existing manufacturing units. 5.3 Creating environments for electronics item production:- As India is one of the largest market on world for digital goods, government has started to create environments for manufacturing units under PLI scheme. 5.4 Focus on creating new jobs:- Under the PLI scheme mobile and allied equipment company, pharmaceutical ingredients and medical devices manufacturing company boost its production, on the basis on their production many new job has created.[15] VI. VII. SOME INITIATIVES UNDER GOVERNMENT 4.0 DIGITAL INDIAN PROGRAM FOR RURAL PEOPLE 7.1. The agrimarket mobile application has been developed for the farmers by focusing on the problem that farmers are facing for their crops. This app is develop in such a way that it will give information about price of crops in the radius on 50 km, and the farmer need not to sell the crops with low value as because they now the present rate of crops. This app presently available on English and hindi.[8] 7.2. Crop Insurance mobile app will help the farmers by automatically calculate the Insurance Premium for crops based on area, along with that it will calculate coverage amount and loan amount for loanee farmer in they are not able to do it. [1] 7.3. e-Panchayat is a major success of digital india plan . By using this facility rural area people can communicate with other for different problem and their solutions. It provides platform for panchayat representatives can represent themselves in front of the world along with their voice, culture sociological problems.[9] 7.4 .Mid-day Meal is one of the great initiatives by Government of India. But the biggest problem is that communication between the administrative people and the teacher who in charge for these operation. SMS- Based Mid-Day Meal mobile app is developed for effective monitoring of daily and monthly mid-day meal data to be sent by the schools. Once the app downloaded in mobile they don’t need internet for further communication, application has the ability to communicate by their own sms based facility.[17] 7.5 NPTEL is one of the biggest online education system that will help the technical student to get world class education in home. Rural area student may have different problem for their education, NPTEL give equal opportunity to all by providing free lecture in all subjects.[8] 7.6 SWAYAM is a initiative that give taste students on online classrooms format, from 9th class till post- graduation student can accessed from anywhere at any time. The main idea of this initiative is creating a bridge between the students those who are untouched by the world class education given by the government.[8] VIII. IMPACT OF GOVT.4.0 INITIATIVE OF MODERN TECHNOLOGIES ON RURAL AREA AND INDUSTRY Implementation of Artificial Intelligence in farming 8.1. Agricultural drones are one of the best examples of Artificial Intelligence. Agricultural drone are mostly two types, ground based and aerial based ,the most benefits of these drone are it can measure the field , analyse the health of the crop and can give huge information about irrigation planting and health of soil spreading seeds and water etc. The drone technology will provides a high-tech makeover to the agriculture industry by making use of strategy and planning supported real-time data collection.[12][14] www.irjmets.com @International Research Journal of Modernization in Engineering, Technology and Science [995]

Weather forecasting is one of the oldest methods for farming. Now days by accruing the previous data, analysing the real data by data science and applying machine learning algorithm forecasting become more accurate. It helps a lot to farmer for their farming. Paper free Work 8.3. As a world of digitization the big foot step is paper free work. As data are stored in cloud there no tension about the paper, their storage capacities and the problem they faced for accessing the data. The data is already in cloud whenever it’s needed can be access through internet in a very cost effective manner. Rapid Response Mechanism 8.4. In Gvt 4.0 digital India scheme all the scheme, information and data are available in the web, but some time user may have query about many things. For these reason AI based query system been made to give user rapid and quick answer for any query. Adaptation of customize product Industry 8.5. Day by day Customer requirements are becoming more complex and the companies which make the products are becoming smarter as of AI. All the requirement and information of customer are stored in database. Later on company starts to analyze data through machine learning algorithm. Digital Empowerment of Citizens 8.6. To empower citizen through universal digital literacy. To provide universal accessible digital resource. To make available digital resources / services in Indian languages. To provide collaborative digital platforms for participative governance. Citizens not required to physically submitting Govt. documents / certificates. Language variety: India has more than thousand languages and dialects. Non availability of digital services in local languages is a great barrier in digital literacy.[20] 2. High level of digital illiteracy: This is the biggest challenge in the success of digital India programme. Low digital literacy is key hindrance in adaptation of technologies. According to ASSOCHAM-Deloitte report on Digital India, November,2016, around 950 million Indians are still not on internet. [20] 3. Connectivity problem : It is a mammoth task to have connectivity with each and every village , town and city. Connecting 250000 Gram Panchayats through National Optical Fibre is not an easy task. The biggest challenge is ensuring that each panchayat point of broad band is fixed up and functional. It is found that 67% of NOFN points are non-functional even at the pilot stage.[20] 4. Cost: The biggest issue of this scheme is cost, implementation of different scheme fetch give amount of cost to government. 5. Loss of million Jobs: The major area where government should look is job. In india its already been observe that many semi and low skilled labour lost their job because of Automaton industry. As robot are more accurate and cost effective job become more complex in India. 6. Adaptation of right policies: Technological achievements may harm public policies issue. The key of successful achievements of technology is government right policy making decision that will balance for all. 7. Income inequality gap widening: Now a day’s global inequality is at its own pace, world 8% richest people hold half of the money and 92% people hold half. This is the biggest challenge for government to keep eye on the problem.[21] X. CONCLUSION It has been seen that with some modification that are initiated by the government people are in position of that they have tasted the effectiveness of digitization. As the modification made by the government in several field like bank, farming and other sector, it should be reach in every side of India. As IoT has starts capability to reach more people as compare to any other technology it has great significance in rural digitization in India. IoT always minimize the human effort so it is very mush useful to government. If we have a system where all the devices are connected then it is very much easier to secure the system. If government try to adopt the IoT concept it is very much easier to protect the government document. Industry associations can take a foot step in gvt4.0 adoption in India. Overall adoption of gvt 4.0 scheme would require collective willingness of industry associations. This team has the capabilities to identify and perform technological advancement. Under PLI scheme many company has started work closely with the government to expand faster adoption of gvt4.0 in India. XI.
