Foreword by Audrey Azouley Director-General of UNESCO Paris, 2019 It is a great honour for UNESCO to host the 46th edition of the United Nations Inter-Agency Games in Portugal's beautiful city of Lisbon, one of the oldest cities in Europe. It is very fitting that we are holding the Games here in this historic city, as it was from this gateway of Europe that the great explorers set out to discover new worlds. It was also from here through which generations of immigrants have passed and bound our countries together. The UN Inter-Agency Games is a time when the UN organizations can come together, as a unique reminder to us that we are all part of the same family. By bringing together more than 156 nationalities, the UN Games reaffirms UNESCO's pledge of sport as a true enabler of peace and sustainable development. UNESCO is the United Nations’ lead agency for Physical Education and Sport and as a founding member, UNESCO has played a vital role in the organization of the UN Games. It has hosted the event over eight times with the aim to bring together staff of the United Nations family to meet through sporting events and thereby improve mutual understanding and working relations, and create a convivial and challenging atmosphere. In addition, the universal framework of sports values, namely, team spirit, integrity, respect, fairness and inclusion has guided UNESCO’s active participation. Sport is about both self-effort and collective effort, individual activity and social practice; it relies upon the concepts of respect, understanding, integration and dialogue, and it contributes to the development and fulfilment of individuals regardless of age, gender, origins, beliefs and opinions. That is why sport is a unique forum for action and reflection to transform our societies. Sport is a powerful vehicle for social inclusion, gender equality and youth empowerment, with benefits far beyond the stadiums. The values acquired through sport such as fair play and team spirit, are invaluable to the whole of society. At a time when more of us are looking for new ways to channel our creative forces, there are certain efforts that challenge us as we strive to set new goals, achieve them and experience a sense of euphoria, both spiritual and physical. Undoubtedly, active participation in sports can create this kind of feeling. The United Nations Inter-Agency Games can be a source for you to channel this energy. I am pleased to welcome over 1000 UN staff members pertaining to 50 entities of the United Nations System to the 46th edition of the Games. Audrey Azoulay Director-General of UNESCO

Message from the Minister for Foreign Affairs Dear participants to the 46th Inter-Agency Games, Welcome to Lisbon! It is an honour to host in our capital this long and successful initiative, which is held for the first time in Portugal. Lisbon is proudly a multicultural city – a place of encounters, open to the world, and committed to contributing to a sustainable society model. Through sports, we promote not only a healthier life, but also a salutary competitive spirit, empathy, and solidarity which work as true bridges and are facilitators of mutual understanding between people of different nationalities and backgrounds as are these athletes, thus echoing Article 1 of the General Rules of the Games. I wish the best of luck to all participants – staff, consultants, and retirees – who are competing this year and I send the best wishes to this year’s host, UNESCO. Augusto Santos Silva Minister for Foreign Affairs 5
Message from the President of the UNESCO Inter-Agency Games Committee Dear Friends and Colleagues, We, as the UNESCO Inter-Agency Games (IAG) Committee, are extremely delighted to welcome you to Lisbon, the stunning capital city of Portugal, and one of the most charismatic and vibrant cities of Europe. In 2019, UNESCO takes pride in leading the organization of the 46th UN IAG. In 1968, UNESCO was the lead agency, together with UN Geneva, who started the IAG in order to bring together staff of the UN to participate in a fun and challenging atmosphere. Today, 51 years later, the IAG has grown from 4 UN Organizations and 300 participants to more than 1500 UN staff members and over 50 UN entities. We have a very small but dedicated Committee who have worked tirelessly to make the 46th UN IAG a most enjoyable experience for you. The cooperation, solidarity and teamwork that has been demonstrated by our team has been totally inspirational, given the short time that we had to ensure that this event materializes. We do hope that you have a wonderful time in Lisbon and may the spirit of the UN IAG live on for a very long time! Good luck and have fun! Best regards, Rovani Sigamoney President UNESCO IAG Committee 6
