QUALIFYING PROCEDURES Divers will qualify for the NCAA championships based on performances at their respective regional meet. Qualifying Procedures Each regional diving meet will be given a fixed number of NCAA championship qualifiers to ensure equitable access opportunities. This number will be determined by the number of divers eligible to compete in a given region who have submitted all necessary information to compete in regional competition. At the end of the qualification period, all divers eligible to compete in a regional meet, as determined by the criteria listed, will be assigned to their geographic region. The number of eligible divers at each region will be divided by the total number of eligible divers at all regions then multiplied by 24 for men and 29 for women to determine the ratio for assigned qualification spots. Regardless of ratios, no region will have less than two qualifiers. The regional qualification allocation shall be posted on ncaa.org by Thursday, February 23rd, 2023. Qualifiers for the NCAA Division III Men’s and Women’s Swimming and Diving Championships will be determined through the processes listed on page 18 of this manual. Facility Information Palladium Athletic Facility 140 East 14th St., New York, NY 10003 (212) 992-8500 From Local Airport Arrive into LaGuardia, Kennedy or Newark Airport. Take a taxi to 140 E. 14th Street, or take a shuttle bus or charter bus to Grand Central Station. Once at Grand Central Station, take Lexington Avenue subway (Local or Express 4,5,6,) downtown to Union Square stop (14th St. Station). Exit the subway station and walk east along 14th Street. Palladium is located on the south side of the street between 3rd and 4th Avenues. By Train Conrail to Grand Central Station: Take Lexington Avenue subway (Local or Express 4,5,6,) downtown to Union Square stop (14th St. Station). Amtrak to New York Penn Station at 34th Street: Take Eighth Avenue subway (Local or Express A,C,E) downtown to 14th Street. Transfer to the Brooklyn bound L train to 3rd Avenue stop. By Car From Upstate New York or the New England area: Take the New York State Thruway to Willis Avenue Bridge (Major Deegan Expressway in the Bronx, I-87). Cross over to FDR Drive in Manhattan and drive south to the 23rd Street exit. Make a right onto the exit and drive to 3rd Avenue. Make a left down 3rd Avenue and continue until 14th Street. Make a right on 14th Street. Palladium is located immediately on the south side of the street between 3rd and 4th Avenues. Lincoln Tunnel (New Jersey): Upon exiting the tunnel follow signs for downtown. Make a right onto 9th Avenue. Drive south and make a left onto 14th Street. Palladium is located on the south side of the street between 3rd and 4th Avenue. Holland Tunnel (New Jersey): Upon exiting the tunnel, take the ramp towards Downtown/Brooklyn. Make a left onto Avenue of Americas (6th Avenue). Drive uptown and make a right onto 14th Street. Palladium is located on the south side of the street between 3rd and 4th Avenue. Midtown Tunnel (Long Island): Upon exiting the tunnel, stay to the left towards the signs that read "Downtown." Make a left at the first light onto 35th Street. TEAM PARKING/ENTRANCE Team Parking There is no team or spectator parking. Below are parking garages in the area that are a short distance to PAF. Team buses may drop off in front of the facility at the 140 E. 14th Street location. Parking It is highly recommended to contact local garages ahead of time to confirm space for Passenger vans. Here are a couple local garages nearby that typically take vans… Passenger Vans ● LaSalle Parking, 220 E 9th St, New York, NY 10003 ● Park-it Lafayette, 410 Lafayette St, New York, NY 10003 ● LAZ PARKING, 85 Wanamaker Pl, New York, NY 10003 Passenger vehicles ● Icon Parking, 101 E 13th St, New York, NY 10003 ● Parkitny, 200 E 15th St #1, New York, NY 10003 Entrances for Palladium Athletic Facility Main Entrance, 140 E. 14th Street, between 3rd Ave & 4th Ave Secondary Entrance, 133 E. 13th Street, between 3rd Ave & 4th Ave ****14th Street TRAFFIC PATTERN CHANGES**** The NYC DOT has recently made changes to 14th Street, limiting traffic to buses between 3rd Ave and 9th Ave, 6am-10pm. Please plan your travel route accordingly if you are driving. CREDENTIALS Lanyard credentials will be issued to all coaches, athletic trainers and other staff listed in the official travel party. Student-athletes will receive bag-tag credentials in the coaches’ packet at the Wednesday afternoon coaches’ meeting. Credentials will gain staff and student-athletes access to areas closed to spectators, such as the pool deck. Credentials must be worn at all times while on-site. Please fill out the Team Travel Party Form (Page 22) to ensure we have the proper number of credentials made for your staff upon arrival. 10
COACHES’ MEETING A mandatory coaches’ meeting will be held Friday, February 24th at 10 a.m. at Palladium Athletic Facility Conference Room C2. Each coach will receive their championships packet containing credentials and updated information pertinent to the championships at this meeting. The judges’ panel will be determined by random selection in this meeting. CONCESSIONS No Concessions will be available at Palladium, but there are ample restaurants and delis that you can take advantage of in the area. DRUG TESTING All student-athletes may be subject to NCAA drug testing at all NCAA championships or in conjunction with all postseason certified events. The goal of the drug-testing program is to provide safe, fair, and equitable competition as well as to protect the health and safety of all NCAA student-athletes participating in NCAA championships and postseason certified events. Additional information regarding the NCAA’s championship drug-testing program is located at www.ncaa.org/drugtesting. EMERGENCY CONTACTS Emergency: 911 NYU Campus Security: 212-998-2222 HOSPITALITY Hospitality will be available to all student-athletes, coaches, and team personnel. Coaches/Championship Staff Snacks and drinks will be provided all day in Conference Room C2. A lunch and dinner will be provided each day of competition. Student-Athletes PAF Pool Storage Room right off the pool deck. Snacks and drinks will be provided throughout the competition. **All hospitality areas will require credentials to access. LOCKERS Locker rooms are located on C1 or C2 in PAF. The entrance will be available through from the main lobby hallway. Participating teams will not have assigned lockers and must provide their own locks. Our deck space is limited. Place all backpacks and other non-essential items in lockers. All participants will be responsible for their personal items. The host site is not responsible for lost or stolen items. 11
MEDIA INFORMATION Event Broadcast A live broadcast of the meet will be available at: https://gonyuathletics.com/sports/2022/8/23/live-broadcasts.aspx Event Results Live results will be available at www.divemeets.com and: https://secure.meetcontrol.com/divemeets/system/meetinfoext.php?meetnum=8932. The athletic communication offices of participating institutions will be provided with results via email. Credentials All media members and SIDs interested in covering the championships should submit requests to Jeffrey Bernstein (jmb14@nyu.edu) by February 22. General Information ● Wireless Internet access will be available. Guest pass codes will be posted on the pool deck. ● There will be no designated interview area. Please contact Steve Herishen to make any interview requests. MEDICAL INFORMATION All medical care will be coordinated through the Palladium Athletic Facility Athletic Training Room by the Head Athletic Trainer, Roy Flores. The athletic training room is located outside the pool area, in the Varsity Hallway. At least one Certified Athletic Trainer and one athletic training student will be present during all practice and competition times. A team physician will be on-call for the competition preliminaries and finals. During the championships, the NYU Athletic Training Room hours will coincide with the hours the PAF is open and available for swimmers and divers. Host Emergency Medical Plan 1. Student-athlete injured in the diving well. a. Natatorium lifeguard staff will provide initial care while a student-athlete is in water. b. The injured student-athlete’s athletic trainer or the on-site athletic trainer will handle care of their student-athlete once the diver is removed from the pool. c. Assistance will be provided by the host athletic trainer as required by the level of seriousness of the situation. d. In the event that the injury is a medical emergency, EMS will be activated. e. In the event EMS personnel are present at the facility, they will be summoned by the following: (1) The aquatics director or assistant aquatics director. (2) Championships medical director or designee. (3) Department of recreational services staff. (4) Natatorium lifeguard 12
f. In the event EMS personnel are not present at the Natatorium, the EMS system will be activated by using a cellular telephone, a regular telephone located on the pool deck, or a regular telephone located in the athletic training room office. g. The call to the 9-1-1 dispatcher will be made by one of the following individuals: (1) The aquatics director or assistant aquatics director. (2) Championships medical director or designee. (3) Department of recreational services staff. (4) Natatorium lifeguard. h. The following information will be provided to the 9-1-1 dispatcher in the event of a medical emergency: (1) Name of individual placing the call. (2) Nature of the emergency (“injured diver during diving competition”). (3) Type of injury (head injury, fracture, dislocation, loss of consciousness, collision with diving board). (4) Location - PAF Pool (5) Access point - example: loading dock, south entrance of CRWC, West Court Street. (6) The individual making the call to the 9-1-1 dispatcher will meet the responding emergency personnel and escort them to the Natatorium and the injured diver. (7) If the injury is not a medical emergency, the respective student-athlete’s athletic trainer will manage the situation accordingly. They will be assisted by the Championships Medical Director or designee. 2. Non-student-athlete medical issues (on the pool deck). ● Will be managed by the championships medical director or designee. 3. Spectator medical issues. a. Spectators in the stands will ask the nearest event staff worker for assistance. b. A Natatorium lifeguard will provide first aid to any spectator. Miscellaneous Information 1. (6) BBP control kits. ● Located in Natatorium on lifeguard stands. b. Certified athletic trainers. (1) Emergency vacuum immobilizer splints. (2) Knee immobilizer. (3) Crutches. (4) OSHA supplies. (6) Medical kit. All located in the athletic training room. 2. Telephone locations in/around the competition pools. ● Land-line telephones are found in the following locations. a. Medical facilities available for the championships. ● Student-athlete health care is provided at PALLADIUM ATHLETIC TRAINING ROOM. For the most urgent emergency medical issues that arise during the championships, NYU LANGONE HEALTH MEDICAL CENTER will be the contact hospital. The TISCH HOSPITAL is located at 550 1st Ave., New York, NY 10016. This facility will be used for non-urgent medical care (x-rays, MRI, clinical examinations, laboratory work). a. MERCHANDISE Event1 is the official merchandiser for NCAA championships. Merchandise will be available at the entrance of the PAF starting 90 minutes prior to the start of the day’s events. It will remain close 1 hour after the beginning of the second event. UNIFORMS Regulations regarding uniforms for divers are detailed in Rule 3 of the NCAA Swimming and Diving Rules Book. If a student-athlete competes in an illegal swimsuit, that student-athlete shall be disqualified from that event. VIDEOTAPING Videotaping for personal use is permitted if it does not interfere with spectators or media. Each participating team is permitted to have one person tape competition with a single camera for institutional purposes only. Flash photography is prohibited. 15
NCAA Regional Judging Panel Selection Form *Use this form to aid in the selection of judges for each day/event. (Makes copies as necessary.) 1. Fill out the respective Regional form as names are pulled. 2. Identify the number of institutions competing/judges available; this will determine the number of judges need. 3. Draw names by random selection and complete the respective column. 4. Head Referee will be hired by host sites and used as Head Referee and Judge for all Panels. 5. The Head Referee will name an assistant Referee for each panel. 6. If a coach coaches 2 institutions, a representative from both institutions will be in the judging pools. However, both representatives cannot serve on the same panel. The selection process in this instance will be following: a. Both institutions are entered into the selection pool. b. For the 6-12 judge panels, once one institution is selected for Panel A, the other institution is automatically put on Panel B or vice versa. (There is no opportunity for the 2nd institution to be selected for Panel A&B). c. In the 13+ judge panel, once one institution is selected for Panel A, the 2nd institution is taken out of consideration for Panel A. The second institution is then put back out for selection for Panel B. If neither institution is selected for Panel A, once one is selected for Panel B, the other institution is removed from the pool. The NCAA Rep on site will manage the Judges Selection process. 16

DIVING TIEBREAKER (Applies to ties on an individual board to identify order of finish) In the event of a tie between two or more divers from a regional qualifying meet, the tie will be broken by comparing each of the diver’s total optional score on the board in which the tie has occurred. The diver with the highest total optional score would have the higher finishing position at their regional event. In the event there is a tie on the total optional score, the tie will be broken by the higher place on the opposite board. If one competitor is not competing on the opposite board, the competitor who is competing on the opposite board automatically will receive the higher selection position. All ties must be broken prior to diving qualifications/allocations being identified. DIVING QUALIFICATION (Applies to identification of each allocated spot) When all results are made final, including any tiebreakers, the allocated spots will be determined as follows (refer to the Diving Selection Criteria for the allocation formula): 1. First place finishers from each board will be selected, using two of the allocated spots. If the same person finishes first on both boards, only one allocation will be used for that athlete. 2. Next, second place finishers from each board will be selected, using two of the allocated spots. If the same person finishes second on both boards, or one/both of the athletes have already been selected, only one or no allocations will be used. 3. This will continue with each finishing spot (third, fourth, fifth, etc.) until all the allocated spots have been assigned for each region. 4. If there is one allocation left and two divers who have not been selected are up for qualification, finishing in the same ranking on each board, the committee will use the divers combined score made up of their one-meter and three-meter scores. The competitor who has the highest score will be invited to the meet, earning the final allocation. 19
DIVING PROTEST PROCEDURE - At the coaches’ meeting, a meet committee must be designated who will hear and decide all protests. - The committee shall consist of five coaches to be selected at the coaches’ meeting. An alternate coach should also be identified in the case one of the initial coaches’ student athletes is involved in the protest. The site representative and head referee will serve as advisors (non-voting). - If a protest should occur, the protesting coach should find a member of the meet committee to turn in the protest form. - Protests must be received within 30 minutes of the final diving results of that particular event. - A member of the meet committee must call Will Hopkins (317-917-6779) to communicate what the protest entails. - The meet committee will review and vote on the protest; if a protesting coach is involved with the meet committee, they should remove themselves from discussion and voting. - The meet committee will communicate back to the protesting coach what action they agreed upon. All protests are final once action has been taken. 20
NCAA DIVING PROTEST FORM This protest form must be complete in full and submitted to the meet committee not later than 30 minutes after the final diving results of which the protest is applicable. Protests must be acted upon by the appropriate meet committee. The decision of this committee is final. Any protest before, during or immediately after a race should be resolved at the earliest opportunity, but not later than immediately following the current session.
