I have received a petition packet to be a candidate for the board of Education and swear the following to be true:

         Office-District Clerk, by 5:00 pm on Monday, April 18, 2022.
   4. Biographical sketch to be completed and returned to the District Clerk by Monday, April 18, 2022.
   5. First Expense Statement is due Monday, April 18, 2022 (Lynn Carey, District Clerk is a Notary)
   6. Drawing for ballot position will be held at 5:30 pm, Tuesday, April 19, 2022 in the District Office Board Room, 105
         Casey Road, E. Amherst, NY 14051. Your attendance is optional.
   7. PTSA Council Candidates Night will be held in May 11, 2022 (time TBD).
   8. Second Expense Statement is due Thursday, May 12, 2022.
   9. Final Expense Statement is due Monday, June 6, 2022 and Final Short Form to Report Expenditures of $500 or Less.

2022 Procedure and Timeline for Election of School Board Members
February 1 - April 18    Candidate packets (WCSD information and blank petition forms) will be available to interested persons.
                         Packets may be picked up from the District Clerk at the school district offices (105 Casey Road), or
                         downloaded from the website:
                         https://www.williamsvillek12.org/aboutus/board_of_education/board_candidate_information.php
                         Upon prior request, packets will also be available before and after meetings of the Board of Education
                         during this time period. There will be a limit of one packet per person. Information about eligibility
                         requirements for school board candidates and election procedures will also be available on the district
                         website.

February 1 - April 18    Completed petitions must be delivered to the office of the District Clerk, accompanied by a signed statement
                         from the candidate indicating that she or he (1) meets the qualifications for serving on the school board and
                         (2) has received information regarding nomination, campaigning and election procedures. The Clerk will
                         keep a list of petitions received and provide the list to the Board in a weekly report.
                         Candidates who wish to provide additional information about themselves are encouraged to complete the
                         brief biographical sketch sent out by the District clerk and participate in the PTSA Council Candidates
                         Night. PTSA Council Candidates Night will occur on May 11, 2022 time TBD.

By April 18 at 5:00 PM   Petitions from qualified candidates which contain 84 valid signatures must be received by the District Clerk
                         no later than 5:00 PM at District Offices, 105 Casey Road, P.O. Box 5000, E. Amherst, NY 14051-5000.
                         First Expense Statement - must be submitted to the District Clerk on or before the thirtieth day preceding
                         the election to which it relates, for all expenditures and contributions totaling more than $500. (Education
                         Law Section 1529.)

April 19 at 5:30 PM      A public drawing for ballot position will be held at the District Office Board Room, 105 Casey Road,
                         E. Amherst, NY 14051. Candidates are invited, however, not required to attend.

Campaigning is not allowed inside school buildings during school hours including board visitations to schools. Such
actions are permitted inside school buildings prior to and after events outside the room an event is being held.
The principal or person in charge of an event may request that the action cease if they feel it is a disruption to the event
being held.
Campaigning outside of the building, on school grounds, must not be disruptive or considered a safety issue.

Regarding: Order of Candidates Appearing on the Ballot

Section 2032(2)(b) of the State of New York Education Law, states that the names of the candidates appearing on the school district
election ballot shall be listed in the order as determined by a drawing by lot. Such drawing shall be conducted by the Clerk of the
Board of Education and shall be held the day after the last possible date for candidates to file a petition.

Note: Nominating Petitions must be filed in the Office of the District Clerk no later than 30 days prior to the vote.
If the deadline falls on a “Saturday, Sunday or public holiday, the filing may be performed on the next succeeding business day”

         CANDIDATES:

         This notice serves to inform you of the regulations and policy regarding the posting of signs as defined in the Town
         of Amherst Zoning Ordinance including but not limited to signs regarding political issues, school board issues,
         political or school board candidates.

         Sections 7-8-2 and 7-8-3 of the Town of Amherst Zoning Ordinance contain the following prohibitions and
         regulations:

         •    Section 7-8-3(B.) – Political Sign – Definition: A temporary sign that supports or opposes any political
              candidate, political issue, political referendum or political party.
                   Standards: (1) Political signs shall be placed only on private property. (2) Such signs shall not block any
              intersection clear sight triangle. (3) Such signs shall be removed within seven days after an election.
              (Note: For information regarding the clear sight triangle, see the back page of this notice.)

         •    Section 7-8-2(I.) – Prohibited Signs – Signs that encroach into the clear sight triangle as described in Section 2-
              5-1.

         •    Section 7-8-2(J.) – Prohibited Signs - Signs in the public right-of-way or on other public property.

         For your further information, there are potential penalties for each violation of the zoning ordinance. Those
         penalties are as follows:

              Section 8-16-1. PENALTIES FOR VIOLATION. Any person who violates any provision of this ordinance or
              any regulation adopted hereunder is guilty of an offense punishable by a fine not exceeding $350 or
              imprisonment for a period not to exceed 6 months, or both; for conviction of a second offense both of which
              were committed within a period of five years, punishable by a fine not less than $350 nor more than $700 or
              imprisonment for a period not to exceed 6 months, or both; and upon a conviction for a third or subsequent
              offense all of which were committed within a period of five years, punishable by a fine not less than $700 nor
              more than $1,000 or imprisonment for a period not to exceed six months, or both. Each week's continued
              violation shall constitute a separate violation.

         Upon consultation with the Town Attorney, I have been informed that it is permissible for the employees of the
         Building Department to remove and discard illegal signs from any street right-of-way, public property or the clear
         vision triangle on a corner lot. This department will exercise that option as deemed appropriate.

         On behalf of the Town of Amherst and in the interest of public safety, I ask for your cooperation in complying with
         the policies and regulations contained herein.

Clear Vision Triangle
       A clear vision triangle is the triangle formed on corner lots between points on the front, side or
       rear lot lines 35 feet from the intersection of the right-of-way lines. Within that area no fence,
       wall, ornamental gate or portal, bushes, shrubbery or stored material shall be permitted higher
       than two feet above the average finished grade of the lot. Trees shall be permitted within the
       area only if maintained and trimmed so that no branches or foliage are less than eight feet
       above the average finished grade of the lot. No building shall be located within the areas,
       except that this restriction shall not apply above the bottom of the second floor nor to columns
       of a size required to carry the weight of upper stories.

1110 School District and Board of Education Legal Status and Authority

The Constitution of New York State, as amended in 1894, instructs the Legislature to provide for a system of free common
schools wherein all children of the State may be educated.

The State Legislature has implemented this constitutional mandate through the creation of school districts of various types.
The Williamsville Central School District is governed by the laws set forth for Central School Districts in Education Law
Article 37, and by laws relating to, or affecting, Union Free School Districts as set forth in Education Law Article 35 and
Common School Districts as set forth in Education Law Article 33.

The District constitutes a corporate entity that possesses all the usual powers of a corporation for public purposes, and in
that name may sue and be sued, purchase, hold and sell personal property and real estate, and enter into such obligations
as are authorized by law.

The Constitution of the State of New York places the responsibility for public education on the State Legislature, and directs
the establishment of a State Department of Education for general supervision over the schools and headed by a
Commissioner of Education. The New York State Constitution further provides that local public schools under the general
supervision of the State Education Department shall be maintained, developed and operated by locally elected boards.
Legally, local boards are instruments of the New York State Constitution, the New York Statutes and the regulations of the
State Education Department and its Commissioner.

Board of Education Authority
As a body created under the Education Law of New York State, the Board of Education of the Williamsville Central School
District has full authority, within the limitations of federal and state laws and the Regulations of the Commissioner of
Education and interpretations of them, to carry out the will of the people of its District in matters of education.

In all cases where laws or regulations of the State Commissioner of Education do not provide, permit, or prohibit, the Board
shall consider itself the agent responsible for establishing and appraising educational matters and activities.

Board members have no authority over school affairs as individuals. They have authority only when acting as a body duly
called in session.

1120 Board of Education Members: Qualifications, Numbers and Terms of Office

A Board of Education member of the Williamsville Central School District must meet the following
qualifications:
      a) A citizen of the United States;
      b) Eighteen (18) years of age or older;
      c) Able to read and write;
      d) A legal resident of the District for a continuous and uninterrupted period of at least one (1) year prior to the
      election;
      e) Cannot be an employee of the Williamsville Central School District;
      f) The only member of their family (that is, cannot be a member of the same household) on the Williamsville Central
      School District Board;
      g) May not simultaneously hold another incompatible public office, including, but not limited to Superintendent, tax
      collector, treasurer or librarian, or an employee of the Board;
      h) In central school districts, however, a Board member may be appointed clerk of the Board and of the District; and
      i) Must not have been removed from a school district office within one (1) year preceding the date of appointment or
      election to the Board.

Number of Members
The Board of Education of the Williamsville Central School District shall consist of nine (9) members elected by the qualified
voters of the District at the annual election as prescribed by law.

Terms of Office
Members of the Board of Education shall serve for three (3) years beginning July 1 following their election and each term
shall expire on the thirtieth (30th) day of June of the third year. The terms of office are staggered so that three members'
full terms expire each year.

1210 Board of Education Members: Nomination and Election
         a) Candidates for the office of member of the Board of Education shall be nominated by a petition directed to the
         Clerk of the School District which is signed by at least twenty-five (25) qualified voters of the District, or by two
         percent (2%) of the number of voters who voted in the previous annual election, whichever is greater. Petitions must
         state the residence of each signer, the name and residence of each candidate.

         b) The notice of the Annual District Meeting must state that petitions nominating candidates for the Board of
         Education must be filed with the Clerk of the District no later than thirty (30) days before the Annual or Special
         District Meeting at which the school board election will occur, between 9 a.m. and 5 p.m.

         c) Voting will be by machine, and provision shall be made for the election by "write-in-vote" of any candidate not
         previously nominated. The position of candidates on ballots shall be determined by lot at a drawing conducted by the
         District Clerk on the day after the last filing. Candidates or their proxies may be present for the drawing.

         d) The hours of voting shall be as indicated by Board resolution.

         e) The candidates receiving the largest number of votes shall be declared elected in accordance with Education Law.

         f) At least ten (10) days prior to the election, the Board shall appoint at least two (2) inspectors of election for each
         voting machine, and set their salary.

         g) The District Clerk shall oversee the election. The Clerk shall give notice immediately to each person declared
         elected to the Board, informing them of the election and their term of office.

         h) Only qualified voters as determined by Education Law Section 2012 may vote at any District meeting or election.

         i) No electioneering will be allowed within one hundred (100) feet of the polling place.

         j) When a term of office expires at the end of a school year and the office has become vacant at the time of election,
         the person elected to fill the new full term vacancy also fills the remaining days of the previous term, beginning
         his/her term of office immediately upon election and the taking and filing of the oath of office.

1220 Reporting of Expenditures and Contributions

Each candidate for the position of member of the Board of Education whose expenses and/or contributions received exceed
five hundred dollars ($500) must file a statement accounting for their campaign expenditures and contributions with the
District Clerk and an additional statement with the Commissioner of Education. In the event the expenses do not exceed
five hundred dollars ($500) and the aggregate amount of all contributions made to the candidate do not exceed five
hundred dollars ($500), then a sworn statement to that effect must only be filed with the District Clerk.

Required contribution statements shall include:
     a) The dollar amount and/or fair market value of any receipt, contribution or transfer which is other than money;
     b) The name and address of the transferor, contributor or person from whom received;
     c) If that transferor, contributor or person is a political committee as defined in Election Law Section 14-100;
     d) The name and political unit represented by the committee;
     e) The date of receipt;
     f) The dollar amount of every expenditure;
     g) The name and address of the person to whom the expenditure was made, or the name of and political unit
     represented by the committee to which it was made; and
     h) The date of the expenditure.

The times for filing the statements are as follows:
      a) The first statement on or before the thirtieth day preceding the election to which it relates;
      b) A second statement on or before the fifth day before the election;
      c) A third statement within twenty days after the election.

Any contribution or loan in excess of one thousand dollars ($1000) received after the close of the period covered in the last
statement filed before the election (b above) but before the election itself shall be reported within twenty-four (24) hours
after receipt.

All statements must be sworn before a notary public, a commissioner of deeds, a lawyer or a public official authorized by
New York State law to administer oaths.

About the District
For 128 years, education has been a civic priority in Williamsville, NY. Williamsville
Central Schools continue to receive widespread community support for the many academic
and extracurricular programs that prepare our students for lives in a rapidly changing world.

As the largest suburban school district in Western New York, Williamsville CSD

DISTRICT
  Complete stakeholder meetings with administrators, teachers, parents, and community members to finalize the District Strategic Plan.
  Further advance a plan for diversity and multicultural appreciation in our school district in alignment with the New York State Board of
     Regents policy on Diversity, Equity and Inclusion.
  Continue to enhance communication with all stakeholder groups so that they are accurately informed regarding the District's school
     challenges and solutions and give stakeholders a chance to ask meaningful questions.
INSTRUCTION
   Further develop and enhance opportunities for student learning, engagement, and innovation.
   Work in partnership with stakeholders to plan and implement a successful transition for the 2021-2022 school year.
EXCEPTIONAL EDUCATION and STUDENT SERVICES
  In the coming school year, in order to prevent a spike in the classification rate, it will be important for our teachers and service providers
    to monitor and recognize any adverse impact form the COVID-19 Pandemic on individual student learning.
  Recognizing that students and staff may be returning back to school with new, individual specific needs, we understand that social
    emotional awareness in support of learning is a primary area where continuous support and monitoring is needed. Therefore we plan, with
    intention, to provide students, parents and staff with predictable, connected and safe school environments to support the whole child.
  Continue to monitor the COVID-19 Pandemic and its implications for school (student attendance, temperature screening, and health
    monitoring).
TECHNOLOGY SERVICES
  Enhance our technology network security via the continuation of threat prevention practices, software/hardware tactics, and external threat
    assessment programs.
  Update and implement the New York State Technology plan per all guidelines and requirements set forth by the New York State Education
    Department (NYSED).
HUMAN RESOURCES
  Research the costs and methods to effectively develop and implement a plan to convert the records in the HR Department to an
   electronic/digital format.
  Review and revise methods to evaluate support staff.
  Review the hiring practices utilized for CSEA staff members and update the forms related to the hiring process.

NON-INSTRUCTIONAL SUPPORT OPERATIONS
  Capital project oversight on work progress, scheduling and budget performance related to the completion of the 2018 music project and
    the start of the 2020 security project.
  Financial planning that facilitates the development of a fiscally sound 2022-23 budget that also emphasizes a positive future budget
    position for the District when the special COVID related federal funding ends.

                                                      2021-2022 Calendar Notes
1. With the exception of the Regents examination periods, all blue/green shaded areas including Superintendent's Conference Days and
Staff Development Days: No School for Students K-12.
2. The first semester begins September 8. The second semester begins January 31.
3. Emergency closing days are built into the school calendar. Make up instructional days, if needed, will be used in the following order:
June 20, April 14, 13, 12, 11; February 25, 24, 23, 22.
4. June 10, 17, 23: Half days for K-4 students are contingent upon meeting the minimum 180 day attendance requirement. The 24th
of June is a rating day and no students (K-12) will be in attendance. Last day of student attendance will be June 23rd.
