THE WEXNER SENIOR LEADERS The Wexner Foundation is focused on strengthening Jewish professional and volunteer leaders in North America and public service leaders in the State of Israel. This has been our steadfast mission for nearly four decades. The Foundation’s professionalism, drive for excellence, commitment to pluralism, cohort learning model, and a committed network of leaders have earned The Wexner Foundation an outstanding reputation as both a leader and driver of talent development. Our widely diverse Alumni network includes more than 3,000 individuals including 280 Israeli public officials who earned an MPA from the Harvard Kennedy School as Wexner Israel Fellows and 253 Wexner Senior Leaders (WSL) who have been students in a unique executive education program established in 2014. We are thrilled to welcome our seventh cohort of Wexner Senior Leaders to Harvard. This program offers the skills and strategies required to exercise transformative leadership in the public sphere. We are confident each participant will acquire tools for better decision-making and will be offered the environment to shape innovative visions for better serving the Israeli public. Each cohort of learners is pushed to exercise collaborative leadership within and across organizations and sectors. This, we believe, is central to effective problem solving in today’s complex world. We are confident the WSL Network, a thriving collective of driven public servants, will take seriously their responsibility to create new synergies at the highest level of Israel’s public service. They will lead the way for future cohorts to participate in collaborative efforts aspiring to advance positive systemic change. The WSL 2022 cohort will arrive on campus as COVID-19 loosens its grip on the world. The pandemic has created an entirely new set of problems that require effective, collective actions from the public service. This month of immersive leadership learning will provide a much needed and far too rare opportunity to for high level public service professionals think deeply and critically about solutions to the mounting challenges of our day. CENTER FOR PUBLIC LEADERSHIP AT HARVARD KENNEDY SCHOOL The Center for Public Leadership (CPL) is honored to welcome the sixth class of the Wexner Senior Leadership Program. Established in 2000 through a generous grant from The Wexner Foundation, CPL has dedicated itself for two decades to the development of principled, effective, and just public leaders who are advancing the common good in a myriad of ways. We integrate academic preparation with practice to help students build the knowledge and character needed to advance positive change in the world. At the core of CPL’s activities is support for students who are engaged in, and committed to, careers in service of the public good. The Center invests in more than 100 fellows on campus each year who participate in robust CPL programming or engage in Executive Education programs. The Wexner Israel Fellowship was integrated into CPL in 2000, and is the longest-standing fellowship program at CPL. Supported by the Wexner Foundation—and now in its 32nd year—the Fellowship provides generous support, including full tuition, for up to ten Mid-Career Master’s in Public Administration candidates each year from across Israel’s public sector. We were pleased to hear that your December Seminar in Israel was a success. We anticipate an engaging and productive month at Harvard Kennedy School through our Executive Education program, working both in and outside of the classroom. The session will conclude with a motivating seminar this June in Israel. We are honored to contribute to the Wexner Foundation’s goals of strengthening Israel’s public sector through management and leadership development, including skills essential to leading in the highest levels of the government and facilitating collaboration between ministries and agencies to address complex problems. At the close of 2022, over 300 Israeli public officials will have participated in the Wexner Israel Fellowship, among them leaders who have gone on to become Directors General of government ministries, Generals and Commanders in the Israeli military, and top advisors to Prime Ministers. We look forward to tracking your own distinguished service in government. The 46 of you will soon join the ranks of the Wexner Senior Leader Network, which includes the 253 participants who have gone through the program over the last several years. WEXNER SENIOR LEADERS PARTICIPANT BIOGRAPHIES ARIEL ABLIN Ariel Ablin is a Senior Deputy Director General of the Government Companies Authority in charge of energy and water sector state-owned enterprises (SOEs). Prior to his current position, he was a strategic consultant to various public entities, Deputy Director and Head of the Business Division of the Israel Lands Administration, and held various positions in the Budget Department of the Ministry of Finance. Ariel holds a BA in Economics and Cognitive Science and an MBA, both from the Hebrew University. Ariel lives in Modi’in with his wife and three children. RAMI ABUDRAHAM Brigadier General Rami Abudraham is the Chief of Staff of the Central Command. Prior to his current position, Rami served as the head of the Planning Department in the Army. Rami holds a Bsc in Industrial and Management Engineering, a BA in Business Management, and an MA in National Security. Rami lives in Herzliya with his wife and their three children. AVIRAM ATZABA Aviram Atzaba is the Executive Director for Strategy and International Cooperation in the National Cyber Directorate, promoting defense and policy cybersecurity collaborations and forging industry partnerships. Previously he was responsible for Cyber Defense methodologies for the Israeli market. Aviram served for 26 years in the Israeli Air Force specializing in Avionics, SoS engineering, and Network Centric Warfare. He holds an EMBA from Tel Aviv University and a BSc in physics-mathematics from the Hebrew University. Aviram enjoys lifelong learning, jogging, and traveling around the world. Aviram lives in Modi’in with his wife, three children, and their dog. MAYA AVISHAI Maya Avishai is the Spokesperson for the State Comptroller office. In her current position, Maya sees a special mission in creating an inclusive public discourse of the state comptroller’s audit that will effect change. Previously Maya served as Spokesperson for the General Director at the Prime Minister’s Office, spokesperson for the Israel Postal Company, and head of global communications for ICL. Maya holds an MA in communications from Ben Gurion University. Maya was born and raised in Ramla and lectures at schools about social mobility. She lives in Tel Aviv with her husband and two children. DINA BARULFAN Dina Barulfan is the Deputy Director General of Ashdod Municipality. Dina has been working in the Municipality since 1993 in different positions. She has a BA in Integrated Social Sciences from Bar Ilan University and an MA in Labor Studies and Human Resources Management from Tel Aviv University. Dina lives in Ezer with her spouse and three children.
WEXNER SENIOR LEADERS PARTICIPANT BIOGRAPHIES ANNA BEN MORDECHAI RAZIEL Anna Ben Mordechai Raziel is the Brigadier General, Head of Policing, Community, and Volunteers Division of Israel Police. Anna joined the Israeli Police in 1994 with the Under-Cover Special Unit. During her career as a police officer, she experienced a variety of managerial and operational positions, leading in fields such as intelligence, investigation, and policing, and serving as the co- founder of the Police Signal Intelligence Department. Anna served as Chief of the Police Station in the Jerusalem district and during this time, she was responsible for 16 multicultural cities whose residents held varied political points of view. In her last position, Anna was the Security Advisor to the Minister of Public Security and Homeland Affairs. She has a BA in General History, MA in Criminology, and LLB from the Hebrew University. Anna lives in Jerusalem with her partner and their two daughters. RACHELI CHEN Racheli Chen is the Director of the Defense Export Control Agency (DECA) of the Israeli Ministry of Defense. Prior to her current position, she served as Deputy Director of the DECA. Racheli holds a BSc in Business Administration and an MBA from the New York Institute of Technology. Racheli lives in Modi’in with her husband and their three children. URIEL CITROEN Uriel Citroen is Head of the Markets Department at the Israel Competition Authority. Uriel started his professional career in the Economics Department of the Israel Competition Authority and previously was Deputy Chief Economist and Head of the Antitrust Division. Uriel has a BA in Economics and International Relations from the Hebrew University and an MA in Law from Bar Ilan University. He also holds a master’s degree from the School of Public Policy at the Hebrew University in a special program for senior managers in the public sector. He lives in Modi’in with his wife and five children. GIL COHEN Gil Cohen is a Senior Deputy Accountant General and heads the Finance and Credit Division in the Accountant General’s Department at Israel’s Ministry of Finance. In this role, Gil oversees the Government Debt Management Unit, State Guarantees Department, and the Government Insurance, Credit, and Debt Collection Unit. Prior to this position, Gil served as Head of the Government Debt Management Unit responsible for the government’s debt-raising and risk management activities. Gil holds an MA in Economics and a BA in Business Administration from Ben-Gurion University. He is married with four children and lives in Modi’in. SHIRA DEKEL-KATZ Shira Dekel-Katz is the Director General of the Southern Soreq Cluster, an organization designed to create regional cooperation between ten local authorities to improve the quality of life for the residents in the area. Prior to that, Shira was the Director General of the Yehud-Monosson municipality. Shira carried out construction and infrastructure projects and solved complex problems. Shira holds an MBA and lives in Ariel with her spouse and three children.
WEXNER SENIOR LEADERS PARTICIPANT BIOGRAPHIES MENI DOANISS Meni Doaniss is the Head of Staff, Technologies, and Innovation Directorate in the Prime Minister’s office. He has been working there since 1998 in a variety of positions. He has a BA in Management and Political Science and an MA in Diplomacy from Tel Aviv University. Meni resides in Petah Tikva with his wife and two children. He loves playing chess and following the San Francisco 49ers team. HILLA ERLICH Hilla Erlich is the Principal Deputy General Counsel at the Ministry of Defense. During her career she has held several key legal positions in the Office of the General Counsel, including Head of the Commercial Law Department and Deputy General Counsel for Administrative Law and Security. Hilla holds an LLB and an LLM from Bar-Ilan University. She lives in Givat-Shmuel with her husband and their four children. TADMOR ETZION Tadmor Etzion is the head of the Legal Department of the National Planning Administration. Prior to her current position, she worked as a prosecutor and a civil attorney for the Jerusalem District Attorney, the State’s Attorney’s office, and in the High Court of Justice department. Tadmor holds an LLB and an LLM from the Hebrew University Law School. Tadmor lives in Jerusalem with her family. AYALA FEILES-SHARON Ayala Feiles-Sharon is the District Attorney (Civil Law) in Haifa. Prior to her current position, Ayala was Head of the Real Estate and Property department in the Haifa District Attorney’s office (Civil Law). Ayala holds an LLB from Tel Aviv University and an LLM in a joint Master’s Degree program of Tel Aviv University and Northwestern University in Chicago Law Schools in Public and International Law. She is married, the mother of twins, and lives with her family in Haifa. ROEY FISHER Roey Fisher has been a Senior Deputy Director General for Human Resources and Administration at the Ministry of Economy and Industry since 2014. Prior to his current position, he served as Deputy Head of the Foreign Trade Administration. Roey holds an MA in Management of Non- profit Organizations and a BA in International Relations both from the Hebrew University of Jerusalem. Roey lives in Jerusalem with his wife and three children. AMIT GAL Amit Gal serves as Senior Deputy Commissioner at the Capital Markets, Insurance, and Savings Authority (CMISA), responsible for Risk Management and Information Technology. Prior to his current position, Amit served in various risk management positions in insurance companies. Amit has a BSc in Mathematics and Economics and an MBA (Finance), both with honors, from Tel Aviv University. Amit lives in Tel Aviv with his partner.
WEXNER SENIOR LEADERS PARTICIPANT BIOGRAPHIES LIOR GEORGI Lior Georgi is the Director of the Information Technology Department (CIO) and a Member of the Board of Directors of the Bank of Israel. Lior has been working at the Bank of Israel for the last 17 years. His previous position was the Head of the Infrastructure Division at the IT department. He has a BA in Computer Engineering and an MA in Computer Science. Lior is married, has three children, and lives in Tzur Haddasa. SHOSHY GOLDBERG Shoshy Goldberg is the Director of the Nursing Division and National Head Nurse of the Ministry of Health. Prior to her current position, she was the Director of the Nursing Division and the Health Professions at the Sheba Medical Center. Shoshy holds an MA in Health and Business Administration from Tel Aviv University and a PhD in Health and Business Administration from Ben Gurion University. Shoshy lives in Rishon LeZion with her family. SHONY GOLDBERGER Shony Goldberger is the Director of the Jerusalem district in the Ministry of Environmental Protection. Prior to his current position, he was the Jerusalem District Planner. He holds a BA and an MA in Geography from the Hebrew University in Jerusalem, specializing in urban planning, environment, and sustainability. Over the years Shony has specialized in air quality, water (streams, beaches, and wastewater treatment), waste treatment, hazardous materials, ecology, biodiversity and open spaces, noise and radiation prevention, and environmental planning. Shony lives in Mevaseret Zion with his wife and three daughters. VERED GOSHEN Vered Goshen currently serves as the Director of Be’er Sheva Municipality’s Strategic Planning Department, where, among other responsibilities, she oversees implementing the city’s strategic plan known as ‘Be’er-Sheva 2030.’ Prior to her current position, Vered established and managed the City’s Innovation Team, helping the Municipality tackle the toughest challenges through innovative thinking. Vered also served as Deputy Director of the Negev Development Authority and dealt with implementing tools and models for regional economic development. She earned her BA (summa cum laude) in Tourism Management and her MBA from Ben Gurion University. Vered lives with her husband and their four children in Mishmar Hanegev. TOMER GOTHELF Tomer Gothelf is the District Planner of the Southern District of Israel in the Israeli Planning Administration. Tomer leads and guides many of the district’s major plans and implements a policy of promoting the Negev and Be’er-Sheva. Prior to his current position, Tomer served for over a decade as a private planner and led planning processes for private parties, governmental institutions, and local authorities. He led the planning of many of the significant renewable energy projects in Israel. He holds a law degree and an MA in Urban Planning. Tomer lives in Omer with his family. SOREL HARLEV Sorel Harlev has been the Legal Adviser of the Ministry for Social Equality since 2007. The Ministry is responsible for promoting the populations of senior citizens, women, the young population, the Arab sector, the ultra-orthodox sector, and has projects regarding the LGBT population. Prior to that, Sorel was an associate attorney in a law firm in the private sector. Sorel holds an LLB (with honors) in law, a BA in economics, and an MBA in business management from Tel Aviv University. Sorel lives with his wife and four children in Modi’in.
WEXNER SENIOR LEADERS PARTICIPANT BIOGRAPHIES EFRAT HAREL Efrat Harel is the Head of Research and Analysis at the Prime Minister’s Office. Efrat has been working in the PMO since 2003, serving in a variety of management positions. Efrat holds a PhD in Middle Eastern Studies. She is married and a mother of three and lives in Hod Hasharon. MIKI HALBERTHAL Professor Miki Halberthal is the General Manager of Rambam Health Care Campus in Haifa. He is an Associate Professor of Medicine at the Technion. He completed medical studies at The Technion Faculty of Medicine and is a specialist in Pediatrics, Pediatric Critical Care, and hospital management. He’s also the Chairman of the Teaching Center for Trauma and Mass Casualty Events and has worked as a paramedic and as an aeromedical physician in the IAF air rescue unit. Miki is involved in research in the field of management trauma and medical system preparedness and in quality and patient safety. He lives in Zichron Yaacov, is married to Marlene, and has four children and six grandchildren. ANGELA IRONY Angela Irony is the Director of the Sharon District at Maccabi Health Care Services. In the last decade she performed senior management positions in Maccabi’s headquarters as a Co-Founder and Director of the Telehealth Center and as the Chief Nursing and Medical Centers Officer. Angela has led innovative ventures concerning telecare and remote monitoring, as well as significant strategic programs. Angela is a lecturer at the ONO Academic College. She lives in Raanana and is a mother of two sons. HASSAN ISMAEL Hassan Ismael is the Chief of Finance at the Ministry of Health, an employee of the Ministry of Finance, Head of the Health Finance Division. Prior to his current position, Hassan held several positions in the Accountant General, including Senior Deputy Accountant General, Director of the Audit Division, and accountant of the Ministry of Finance and the Central Bureau of Statistics. Hassan is a CPA and holds an MBA in Financial Management from the Hebrew University. Hassan is married with four children and lives in Ramla. MAYA DVORI JACOBSON Maya Dvori Jacobson is Senior Director of Service in the Israel Population and Immigration Authority. She established a new service division, promoting comprehensive omnichannel service management. Previously Maya served in the Prime Minister’s Office as Head of Organization and Methods, Policy and Standards Division in the Government Service Improvement Unit. She served in the IDF for nine years, leading projects of information system development. Following an additional 11 years of reserve service, Maya was discharged with the rank of Major. Maya holds a BA in Computer Sciences and Management and an MBA from Tel Aviv University. She lives with her family in Modi’in. MARIAM KABAHA Mariam Kabaha has served as the National Commissioner of the Equal Employment Opportunities Commission (EEOC) since 2016. The EEOC aims to eliminate discrimination and to promote equality and diversity within the Israeli labor market. Prior to her current position, Mariam served as the regional commissioner for Haifa and the North district at the EEOC after working several years as a partner in a private law firm. Mariam holds an LLB in Law from Haifa University and an MA in Public Policy from the Hebrew University. She lives in Haifa with her husband and two children.
WEXNER SENIOR LEADERS PARTICIPANT BIOGRAPHIES SARA KANDLER Sara Kandler is Director of the Corporate Finance Department of the Israel Securities Authority (ISA), responsible for the regulation, supervision, and enforcement of companies traded on the Tel Aviv Stock Exchange, as well as the activities of credit rating agencies, underwriters, and debit note trustees. She has been working at the ISA for 20 years. Prior to her current position, she was the Senior Advisor to the ISA Chairwoman. Sara is a lawyer and holds an LLM from the Hebrew University and an LLB from Bar Ilan University. Sara lives with her family in Modi’in. OZ KATZ Oz Katz has been the Deputy General Manager of Industries in the Ministry of Economy since 2016. Prior to this position, he served as the head of the Strategy Division. Before serving in the government, Oz led the Israeli branch of an international investment fund and managed the business development of a high-tech company in New York. Oz has a BSc in Economics and an MA in the Public Policy Honors Program of the Hebrew University. Oz lives in Har Adar with his wife and three children. NIR KAIDAR Nir Kaidar is the Head of the Administration for Strategy, Economic Planning, Research, and Regulation in the Ministry of Welfare and Social Security. Prior to his current position, he was the Head of the Administration for Strategic and Economic Planning in the Ministry of Health. Nir holds a BA in Economics, Philosophy, and Political Science and an MA in Public Policy from the Hebrew University. In addition, Nir holds an MA in Humanitarian Affairs from the Sapienza University of Rome. Nir lives in Jerusalem with his wife and their three children. ETI KISOS Eti Kisos is the Director of Haifa and the Northern District at the Ministry of Welfare and Social Security. She has worked at the Ministry of Welfare for over 20 years in various positions. Eti is a graduate of the National College of Management, Leadership, and Government. She holds a BA in Social Work from Ben Gurion University and an MA in Social Work and an MBA, both from Haifa University. Eti lives with her family in Shavey Zion. EHUD LAZAR Ehud Lazar is the Director General of the Herzilya Municipality. Prior to his current position, he served as Deputy Director General of the Herzliya municipality. Ehud enrolled in a double-major program earning an LLB and a BA in Diplomacy and Strategy at Reichman University and an LLM at Reichman University and graduated (with honors). Ehud lives in Herzliya with his family. RACHEL MATAR Rachel Matar is the Director of the Criminal Department in the State Attorney’s Office. She oversees all criminal appeals set before the Israeli Supreme Court, and is part of the leading department for forming Criminal Prosecution Policy in Israel. In her prior position, Rachel was the Director of the Department of Staying Criminal Proceedings. Rachel holds an LLB from the Hebrew University and an MPP with Honors. She lives in Jerusalem, is married, a mother, and a grandmother.
WEXNER SENIOR LEADERS PARTICIPANT BIOGRAPHIES HADAS MINKA Brigadier General Hadas Minka is the Head of the Behavioral Sciences Center of the Israel Defense Force and serves as the organizational advisor to the Army Chief of Staff and the General Staff Forum. In her previous position, she served as Head of the Behavioral Sciences Unit of the IDF Intelligence Division. Hadas holds an MA in Labour Studies from Tel Aviv University and a PhD from the Hebrew University in the fields of leadership and complexity. Hadas lives in Jerusalem with her family. SHLOMO MENDELOVIC Dr. Shlomo Mendelovic has been the Director of the Shalvata Mental Health Center for the past three years. Shlomo began studying medicine at the age of 18. He completed an MSc and a PhD in immunology at the Weizmann Institute of Science and then graduated from Med school. Shlomo served as a doctor in the IDF for five years, specialized in psychiatry at the Shalvata Mental Health Center, and was appointed Director of a closed ward. His main interest in psychiatry is psychotherapy and combat PTSD. Shlomo is also the co-founder of MindSense, a start-up company that integrates machine learning strategies in dynamic psychotherapy. He lives in Raanana with his wife and four children. YEVGENI OSTROVSKY Yevgeni Ostrovsky has been the Senior Deputy to the Commissioner of the Capital Markets, Insurance, and Savings Authority of Israel since 2019, where he is Head of the Accounting Division. Prior to his current role, he held several senior positions with the Israel Securities Authority. Since 2011, he has also been a lecturer in accounting, real estate, and finance at the Hebrew University and Reichman University. He is a co-author of the four-volume award-winning book titled “New Financial Accounting: IFRS 2020,” recognized by many as the most comprehensive financial accounting guide in Hebrew. He is a certified public accountant and holds a BA and an MBA in accounting and economics from the Hebrew University. Yevgeni lives with his wife and their four children in Mevaseret Zion. RACHEL PISAM Rachel Pisam is the Deputy Director General of Administration and Human Resources in the Ministry of Public Security. Rachel served as a captain in the air force. In the last few years, she has served as a mentor to young women and helps them achieve a work-home balance without losing their aspirations. She has an MA in Public Policy from the Hebrew University. Rachel has 11 children and is a grandmother to several grandchildren. Rachel is ultra-Orthodox and lives in Bnei-Brak. HAGIT RESHEF Hagit Reshef is the Commissioner of Defense and Foreign Affairs in the Civil Service Commission. Hagit began her career in the IDF, where she served for 25 years, of which 19 years were in the Israel Air Force (IAF), in human resources and logistics positions. For the last five years of service, Hagit served as the Commander of an Administration Squadron and as the Head of the Recruiting Branch of the IAF. Amongst the founders of the Ultra-Orthodox recruiting project to the IAF, Hagit retired as a Lieutenant Colonel. She joined the Public Service, leading HR administrations in the Israel Atomic Energy Commission, serving as the Deputy Director General for HR at Soreq Nuclear Research Center and later on in the Israel Atomic Energy Commission. She led and founded several HR programs in order to recruit and preserve technological talents. Born and raised in Ashdod, she now lives in Omer with her spouse and two children.
WEXNER SENIOR LEADERS PARTICIPANT BIOGRAPHIES MICHAL KAPLAN ROKMAN Michal Kaplan Rokman is the President of the Israeli Juvenile Courts. In 2007 she was appointed a judge, and six years later as a Vice President of the Juvenile Courts. Prior to her role in the Judiciary, she was a lawyer, part of the team of founders of the Public Defense Office in Israel, and served there as the Israeli Director of the Juvenile Delinquent Department and a Vice County Public Defender. Michal holds an LLB and an LLM from Tel Aviv University. She lives in Ramat Gan with her family. AVI ROSENFELD Brigadier General Avi Rosenfeld is the 99th Division Commander, a new multi-dimensional division of which he is leading its formation and building. During 2022, Avi is scheduled to be the Gaza Division Commander. Avi has a BLM from Reichman University and an MA in Political Science from Haifa University. He is married and a father of four children. MIRI SAVION Miri Savion has been the First Deputy Director General of the Israel Tax Authority since 2017 and Senior Deputy for Planning and Economy since 2018. Prior to her current position, she served as First Deputy Director General – Audit and Assessment. Miri is a Certified Public Account. She holds an MBA from Tel Aviv University and a BA in economics and accounting, also from the TAU. Miri is married, has three children, and lives in Ramat-Gan. ZVIKA TSORAN Zvika Tsoran is the Head of Fire and Rescue National Academy of Israel. He retired from the IDF after 30 years of service in various positions as a commander in the combat-operation field. Prior to his current position, he served as the Brigade Commander of Haifa District in the Home Front Command Unit. Zvika holds a BA in Human Resources Management and an MA in Military and Strategic Studies from AWC Carlisle. Zvika lives in Bat Hefer and is married with four children. HASSAN TOWAFRA Hassan Towafra is the head of the Authority of Social-Economic Development of Arab society. Prior to his current position, Hassan served as the Senior Deputy of the General Director of the Government Companies Authority. Hassan is a CPA and holds a BA and an MBA (magna cum laude) from the Hebrew University. Hassan lives in Jerusalem with his wife and his daughter.
WEXNER SENIOR LEADERS PARTICIPANT BIOGRAPHIES ELYASAF VARMAN Elyasaf Varman is the head of the Policy, Planning, and Budgeting Senior Department in the Israel Central Bureau of Statistics (ICBS). Elyasaf initiated a digital transformation in ICBS focusing on the “Government Data Lake,” forming a large-scale national data project in the Israeli government. He was formerly in the Ministry of Construction and Housing, in charge of all building plans and construction in the southern district of Israel. He has a BA in Social Studies, Media, and Middle East studies, and an MA in Public Policy and Management. Elyasaf is married, father to five children, and lives in Beit Shemesh. GALIT WITTENBERG Galit Wittenberg is the Head of the Agriculture Department in the Israel Land Authority. She holds a degree in law and an MBA, both with distinction. Prior to her current position, Galit served as a Legal Advisor and as Head of the Jerusalem district in the Israel land authority. Galit lives in Modi’in with her husband and three daughters.
WEXNER SENIOR LEADERS FACULTY BIOGRAPHIES BRIAN S. MANDELL Brian S. Mandell (Faculty Chair) is the Mohamed Kamal Senior Lecturer in Negotiation and Public Policy and Faculty Chair of the Negotiation and Conflict Resolution Collaboratory at the Center for Public leadership. He is also Vice Chair of Executive Education at the Program on Negotiation at Harvard Law School and Chair of the Wexner Senior Leadership Program. His teaching and research address the theory and practice of negotiation, emphasizing third-party facilitation and consensus building in domestic and international protracted policy disputes. He writes about contentious disputes and is completing a book on scenario planning for conflict managers and negotiation practitioners. Before coming to Harvard, Brian taught at the Norman Paterson School of International Affairs at Carleton University in Ottawa. Previously, he was a strategic analyst for the Canadian Department of National Defense, specializing in UN peacekeeping and the implementation of arms control agreements. A Pew Faculty Fellow, a faculty member at Harvard’s Program on Negotiation (PON) and at the Kennedy School’s Center for Public Leadership (CPL), as well as a Senior Research Associate at the Belfer Center for Science and International Affairs, Brian holds a PhD from the University of Toronto. MATT ANDREWS Matt Andrews is a Senior Lecturer in Public Policy. His research focuses on public sector reform, particularly budgeting and financial management reform, and participatory governance in developing and transitional governments. Recent articles focus on forging a theoretical understanding of the nontechnical factors influencing success in reform processes. Specific emphasis lies on the informal institutional context of reform, as well as leadership structures within government-wide networks. This research developed out of his work in the provincial government of Kwa-Zulu Natal in South Africa and more recently from his tenure as a Public Sector Specialist working in the Europe and Central Asia Region of the World Bank. He brings this experience to courses on public management and development. He holds a BCom (Hons) degree from the University of Natal, Durban (South Africa), an MSc from the University of London, and a PhD in Public Administration from the Maxwell School, Syracuse University. JULIE BATTILANA Julie Battilana is a professor of organizational behavior and social innovation at the Harvard Business School and the Harvard Kennedy School, where she is also the founder and faculty chair of the Social Innovation and Change Initiative. Julie’s research examines the politics of change in organizations and in society. She’s especially focused on organizations and individuals that initiate and implement changes that diverge from the taken-for-granted norm – that break with the status quo. She teaches on Power and influence, leadership and organizational change. She is the author of two books: The Working Manifesto, co-authored by Isabelle Ferreras and Dominique Méda (Forthcoming, University of Chicago Press, originally published in French by Le Seuil, 2020), provides a roadmap for rethinking our social and economic systems for a more just, green and fair tomorrow. Her second book is titled Power, for All: How it Really Works and Why It Is Everyone’s Business (New York: Simon & Schuster, 2021). WEXNER SENIOR LEADERS FACULTY BIOGRAPHIES IRIS BOHNET Iris Bohnet is the Albert Pratt Professor of Business and Government and the co-director of the Women and Public Policy Program at Harvard Kennedy School. She is a behavioral economist, combining insights from economics and psychology to improve decision-making in organizations and society, often with a gender or cross-cultural perspective. Her most recent research examines behavioral design to de-bias how we live, learn, and work. She is the author of the award-winning book What Works: Gender Equality by Design, (an example of a book talk can be viewed HERE) and advises governments and companies on the topic around the world. Iris served as academic dean of Harvard Kennedy School from 2011-2014 and 2018-2021. She is also the faculty co-chair of the executive program “Global Leadership and Public Policy for the 21st Century” for the World Economic Forum’s Young Global Leaders. She serves on the boards, advisory boards, or as a patron of Credit Suisse Group, Applied, Edge, We Shape Tech, Women in Banking and Finance, and the UK Government’s Equalities Office. She was appointed to the Gender Equality Advisory Council of the G7 in 2021. She was named one of the Most Influential People in Gender Policy by apolitical in 2018 and 2019, a Leading Thinker of Victoria, Australia, 2016-2019, and has received an honorary degree from the University of Lucerne, Switzerland, in 2016. ANSELM DANNECKER Anselm Dannecker is a Fellow at the Negotiation and Conflict Resolution Collaboratory at the Center for Public Leadership at Harvard Kennedy School. Anselm focuses on complex multistakeholder negotiations in international finance, international climate change, and European politics. His approach to negotiation is grounded in game theory and behavioral sciences. Currently, he is leading a project to explore how findings from other fields can be leveraged for negotiating effectively. As a Coach for the Kennedy School Negotiation Project, Anselm has worked with individuals in targeted one-on-one settings on understanding default behavioral patterns in negotiation settings and improving individual negotiation performance. He has trained and consulted clients from various sectors, including European legislators and international climate NGOs. Anselm’s prior career has spanned entrepreneurship and public service. He has co-founded a payments venture, has served as an Economist and as an Adviser to the CEO at IFC, has advanced international financial policy working at the German central bank, and has designed policy as an economic adviser for the Green Group in the German Parliament. Anselm holds a Master’s in Public Administration (MPA) from Harvard Kennedy School, where he had been studying as a McCloy Fellow. He holds a Master’s in Science (MSc, International Political Economy) from the London School of Economics and a Bachelor of Arts (BA) in Philosophy & Economics from Bayreuth University. DR. JOAN DONOVAN Dr. Joan Donovan is a leading public scholar and disinformation researcher, specializing in media manipulation, political movements, critical internet studies, and online extremism. She is the Research Director of the Harvard Kennedy School’s Shorenstein Center on Media, Politics and Public Policy and the Director of the Technology and Social Change project (TaSC). Through TaSC, Joan explores how media manipulation is a means to control public conversation, derail democracy, and disrupt society. TaSC conducts research, develops methods, and facilitates workshops for journalists, policy makers, technologists, and civil society organizations on how to detect, document, and debunk media manipulation campaigns. Joan is co-founder of Harvard Kennedy School’s Misinformation Review. Her research can be found in academic peer-reviewed journals such as Social Media + Society, Journal of Contemporary Ethnography, Information, Communication & Society, and Social Studies of Science. She is a columnist at MIT Technology Review, a regular contributor to The New York Times, The Guardian, NPR, and PBS, and is quoted often on radio and in print. Joan has laid out the philosophical frameworks for how to research, report on, and understand this moment in internet history and American politics. Her conceptualizations of strategic silence, meme wars, and media manipulation campaigns provide crucial frameworks for understanding how the US got to this point. She coined many of the terms that the disinformation research field and mainstream media use to understand technology’s impact on society. She is the co-creator of the beaver emoji.
WEXNER SENIOR LEADERS FACULTY BIOGRAPHIES DAVID EAVES David Eaves is a public policy entrepreneur and expert in information technology and government. In 2009, as an adviser to the Office of the Mayor of Vancouver, David proposed and helped draft the Open Motion that created one of the first open data portals in Canada and the world. He subsequently advised the Canadian government on its open data strategy where his parliamentary committee testimony laid out the core policy structure that has guided multiple governments’ approach to the issue. He has gone on to work with local and national governments advising on technology and policy issues, including sitting on Ontario’s Open Government Engagement Team in 2014–2015. David served as the first Director of Education for Code for America, training each cohort of fellows for their work with cities. David has also worked with 18F and the Presidential Innovation Fellows at the White House providing training. With a background in negotiation, David advises non-profits and advocacy groups on critical negotiations. He developed and helped implement collaborative strategies for open-source communities such as Drupal and Mozilla. He served as a negotiation adviser to a coalition of Canadian environmental government organizations during two years of negotiations with the Forestry Products Association of Canada, which helped cement the ground-breaking Canadian Boreal Forest Agreement. David subsequently served as a mediator and facilitator on critical implementation committees for the agreement. In 2018 and 2019 he was named one of 20 most influential on Apolitical’s World’s 100 Most Influential People in Digital Government. MARK FAGAN Mark Fagan is a Lecturer in Public Policy and former Senior Fellow at the Mossavar-Rahmani Center for Business and Government at Harvard Kennedy School. Mark teaches Operations Management, Policy Development Field Lab, Lobbying: Theory, Practice, and Simulations, and Supply Chain Management in the degree program. In executive education programs, he teaches about infrastructure, strategy, and cross boundary collaboration. The focus of his research is on the role of regulation in competitive markets. He is presently spearheading an HKS initiative examining the policy and associated regulatory impacts of autonomous vehicles. He has written about the impact of deregulation in the railroad industry, including a paper published by Transportation examining the impact of regulatory differences on rail freight share between the United States and the European Union. He has also published papers examining the safety and security externalities associated with the transportation of hazardous materials. He has examined the impact of electricity restructuring in the United States. The research in electricity markets has been published in the Electricity Journal and cited in The New York Times. Mark was a founding partner of Norbridge, Inc. a general management consulting firm with a distinctive competence in the transportation sector. Mark earned an MA in City and Regional Planning at Harvard University and a BA at Bucknell University.
WEXNER SENIOR LEADERS FACULTY BIOGRAPHIES DR. RACHEL FISH Dr. Rachel Fish is a celebrated academic with 20 years of experience in the fields of Israeli history, Zionist thought, and Middle Eastern Studies. Rachel is the Co-founder of Boundless, a nonprofit think-action tank reimagining Israel education and engagement in North America that supports institutions and individuals wanting to explore, question, and find their footing in this space. Recognized for her teaching prowess and pedagogical approaches, Rachel has published extensively and is frequently called upon to advise on community interventions to reclaim an Israel discourse that is nuanced and complex while remaining accessible to a broad audience. Most recently, Rachel was the founding executive director of the Foundation to Combat Antisemitism, which was established to catalyze dynamic new solutions to stop the age-old hatred advanced by those who seek the elimination of Judaism and the Jewish people and the modern movement to destroy the world’s only Jewish State. Rachel was previously Senior Advisor and Resident Scholar of Jewish/Israel Philanthropy at the Paul E. Singer Foundation in New York City. She worked closely with grantees to support them and provided framing around their educational content and programming and previously served as the executive director for the Schusterman Center for Israel Studies at Brandeis University. Rachel completed her doctoral degree in the Near Eastern and Judaic Studies department at Brandeis University. Her dissertation, “Configurations of Bi-nationalism: The Transformation of Bi-nationalism in Palestine/Israel 1920’s-Present,” examines the history of the idea of bi-nationalism and alternative visions for constructing the State of Israel. In 2015 Rachel held the Rohr Visiting Professorship at Harvard University, where she lectured on modern Israel and received the Derek Bok Certificate of Teaching Excellence. She is co-editor, with Ilan Troen, of the book Essential Israel: Essays for the Twenty-First Century. MONICA GIANNONE Monica Giannone is the Director of the Negotiation and Conflict Resolution Collaboratory at the Center for Public Leadership at Harvard Kennedy School and an Instructor at Harvard Kennedy School, where she teaches in Executive Education programs and co-teaches two-degree program courses on negotiation. She is also an Adjunct Lecturer in the Management Division at Babson College and teaches negotiation in the MBA program. Monica’s current areas of work focus on international climate negotiations, overcoming partisan divide in U.S. legislatures, negotiation in cities and local government, value-based conflict, situations of low-power, and gender and negotiation. Her newest project seeks to expand and analyze the use of coaching for negotiation skill development and strategic career negotiation. Monica has worked with foundations, non- profits, government institutions, and companies in the public and private sectors to deliver customized trainings on interest-based negotiation focusing on two-party negotiation, multi-party negotiation, team based/internal-external negotiation, influence and persuasion, and situations of low-power and/or status differences. Clients include Israeli, Palestinian and international diplomats and political leaders, U.S. Congress, U.S. military, multinational foundations, and private sector companies in the manufacturing, consulting, and tech industries. She is a Coach in the Program on Negotiation’s Master Class and teaches in the Mastering Negotiation Executive Education course at Harvard Kennedy School. Monica has a Master’s in Public Policy from Harvard Kennedy School and a Bachelor of Arts in Political Science and Religion from Wake Forest University, where she graduated Phi Beta Kappa. ERIC GOLDMAN Eric Goldman is adjunct professor of cinema at Yeshiva University and founder of Ergo Media, a distributor of Jewish, Yiddish, and Israeli cinema. He holds a PhD in cinema studies from New York University, graduate degrees in Theater Arts and Contemporary Jewish Studies from Brandeis and was a fellow at the Katz Center for Advanced Judaic Studies at Penn and Schusterman Institute for Israel Studies at Brandeis. Eric curated and co-hosted a 20-film series on “The Jewish Experience on Film” on the Turner Classic Movies television network and contributed introductions to over 15 Jewish-oriented and Israeli movies for the FilmStruck streaming service. In addition to his teaching, he currently hosts “Jewish Cinematheque” on the Jewish Broadcasting Service. His most recent book is “The American Jewish Story through Cinema,” and he is currently writing a book on Israeli society through the lens of film.

ELANA STEIN HAIN Dr. Elana Stein Hain is the Director of Faculty and a Senior Fellow at the Shalom Hartman Institute of North America, where she serves as lead faculty, directs the activities of the Kogod Research Center for Contemporary Jewish Thought, and consults on the content of lay and professional leadership programs. A widely well-regarded teacher and scholar, Elana is passionate about bringing rabbinic thought into conversation with contemporary life. To this end, she created Talmud from the Balcony, an occasional learning seminar exposing the big ideas, questions, and issues motivating rabbinic discussions; she leads the Created Equal Research Seminar, which considers the relationships between gender consciousness and Jewish thought; and she co-hosts For Heaven’s Sake, a bi-weekly podcast with Donniel Hartman and Yossi Klein Halevi, exploring contemporary issues related to Israel and the Jewish world. Elana earned her doctorate in Religion from Columbia University where she wrote her dissertation on the topic of legal loopholes as a prism for understanding rabbinic views on law and ethics. She is an alumna of the Yeshiva University Graduate Program in Advanced Talmudic Studies, as well as the Consortium in Jewish Studies and Legal Theory Graduate Fellowship at Cardozo School of Law. She also served for eight years as a clergy member on the Upper West Side of Manhattan, at both Lincoln Square Synagogue and the Jewish Center, has taught at the Wagner School at NYU, and sits on the board of Sefaria: A Living Library of Jewish Texts. Elana lives on the Upper West Side of Manhattan with her family. RICARDO HAUSMANN Ricardo Hausmann is Director of the Growth Lab at Harvard’s Center for International Development and the Rafik Hariri Professor of the Practice of International Political Economy at Harvard Kennedy School. Previously, he served as the Director of the Center for International Development. He also teaches a capstone course on the MPAID program. Previously, he served as the first Chief Economist of the Inter-American Development Bank, where he created the Research Department. He has served as Minister of Planning of Venezuela and as a member of the Board of the Central Bank of Venezuela. He also served as Chair of the IMF-World Bank Development Committee. He was Professor of Economics at the Instituto de Estudios Superiores de Administracion (IESA) in Caracas, where he founded the Center for Public Policy. His research interests include issues of growth, macroeconomic stability, international finance, and the social dimensions of development. He holds a PhD in economics from Cornell University. JULIETTE KAYYEM Juliette Kayyem is currently the Senior Belfer Lecturer in International Security at HKS where she is faculty chair of the Homeland Security and Security and Global Health Projects. Juliette is the author of Security Mom, a memoir that explores the intersection and commonalities of her life in homeland security and her life as a mother. She is also the founder of Kayyem Solutions, LLC, providing strategic advice in resiliency planning, risk management, mega-event security, infrastructure protection and cybersecurity. Juliette appears frequently on CNN as their on- air national security analyst. Most recently, she was President Obama’s Assistant Secretary for Intergovernmental Affairs at the Department of Homeland Security. There she played a pivotal role in major response operations and organized major policy efforts in critical infrastructure protections and community resiliency. Before that, she was Massachusetts Governor Deval Patrick’s homeland security advisor. She has served as a member of the National Commission on Terrorism, a legal advisor to US Attorney General Janet Reno, and a trial attorney and counselor in the Civil Rights Division at the Justice Department. In 2013, she was named the Pulitzer Prize finalist for editorial columns in the Boston Globe focused on ending the Pentagon’s combat exclusion rule against women, a policy that was changed that year. A graduate of Harvard College and Harvard Law School, and the mother of three children, she is married to First Circuit Court of Appeals Judge David Barron.
WEXNER SENIOR LEADERS FACULTY BIOGRAPHIES HERMAN B. “DUTCH” LEONARD Herman B. “Dutch” Leonard is the George F. Baker, Jr. Professor of Public Management at Harvard Kennedy School (HKS) and faculty Co-Director of HKS Program on Crisis Leadership, and Eliot I. Snider and Family Professor of Business Administration and Co-Chair of the Social Enterprise Initiative at Harvard Business School (HBS). He teaches leadership, crisis management, organizational strategy, and corporate social responsibility. He is the faculty co-chair of HKS Leadership in Crises executive program, of the General and Flag Officers executive program, of the Leadership in Homeland Security executive program, and of the joint HKS and GSE executive program on crisis management for higher education institutions. He was a member of the World Economic Forum Global Agenda Council on Catastrophic Risk from 2008 to 2012. He has provided advice to numerous international, national, local, nonprofit, and private organizations about risk management and crisis leadership and preparation and recovery. He was a member of the board of directors of Harvard Pilgrim Health Care, a 1.2 million-member Massachusetts nonprofit health insurance company, and of the boards of directors of the American Civil Liberties Union of Massachusetts, of the Hitachi Foundation, of the Massachusetts Health and Education Facilities Authority, and of Civic Investments. He received his PhD in economics in 1979 from Harvard. DAN LEVY Dan Levy, Senior Lecturer in Public Policy, teaches courses in quantitative methods, policy analysis, and program evaluation. He recently served as co-principal investigator of Transparency for Development (T4D), a project consisting in the design and mixed-methods evaluation of interventions aimed at improving transparency and accountability in delivery of health services in developing countries. He oversaw the training component of BCURE, a project that involves training policymakers in better using evidence through a combination of online and in-person sessions. He directed impact evaluations of girl-friendly school construction programs in Burkina Faso and Niger, was involved in the evaluation of a conditional cash transfer program in Jamaica, and a technical assistance project to Mexico’s Social Development Ministry (Sedesol). He received his PhD in Economics from Northwestern University, grew up in Venezuela, and is fluent in Spanish and French. He serves as faculty affiliate of JPAL (MIT), CID, EPoD and the Ash Center. He currently serves as the faculty director of the Public Leadership Credential, the Harvard Kennedy School’s flagship online learning initiative. He co-founded Teachly, a web application aimed at helping faculty members to teach more effectively and more inclusively. WEXNER SENIOR LEADERS FOUNDATION BIOGRAPHIES JULIA MINSON Julia Minson is an Associate Professor of Public Policy at the Harvard Kennedy School of government. She is a decision scientist with research interests in conflict, negotiations and judgment, and decision making. Her primary line of research addresses the “psychology of disagreement” – How do people engage with opinions, judgments and decisions that are different from their own? She explores this theme in the context of group decision making to uncover the psychological biases that prevent managers, consumers, and policymakers from maximizing the benefits of collaboration. Much of Julia’s research is conducted in collaboration with the graduate and post-doctoral members of MC² – the Minson Conflict and Collaboration Lab. At the Kennedy School Julia is affiliated with the Taubman Center for State and Local Government and the Center for Public Leadership. Julia teaches courses on negotiations and decision-making as part of the Management, Leadership and Decision Science area, as well as through HKS Executive Education. Julia is the organizer of the Leadership Influence and Decision-Making speaker series, sponsored by the Center for Public Leadership and the Management Leadership and Decision Sciences Area. Prior to coming to the Kennedy School, Julia served as a Lecturer at the Wharton School, University of Pennsylvania, where she taught Negotiations at both the MBA and the undergraduate levels. She received her PhD in Social Psychology from Stanford University and her BA in Psychology from Harvard University. TIM O’BRIEN Tim O’Brien is a Lecturer in Public Policy at the Harvard Kennedy School. He is Faculty Chair of the Leadership for the 21st Century program (L21). Tim also teaches two-degree courses: Exercising Leadership: The Politics of Change and Developing People: Individual & Systemic Capacity Building. Tim’s research interests focus on the complex challenges people hope to address, the understanding they bring, and the meaning-making they need to address those challenges. This lens on leadership development emphasizes self, group, and organizational awareness over content and skills. How to develop and cultivate that self-awareness is the primary concern of Tim’s research. His teaching methods are experiential, collaborative, and reflective in nature and help participants develop the insight and inquiry they need to meet the demands of the challenges they face. Tim also directs leadership development programs and workshops for state government, multinationals, non-profits, and foundations and speaks on the challenges of developing leadership capacity alongside management skills. Before his appointment at HKS, Tim was a leadership consultant for INSEAD Business School’s Management Acceleration Program and faculty for the Harvard Graduate School of Education’s Programs in Professional Education. Tim holds a BS from NYU and an EdM and EdD from the Harvard Graduate School of Education in Human Development and Education. He is a member of The Academy of Management and The A.K. Rice Institute for the Study of Social Systems. He earned his 100-ton captains license directing sail-training programs aboard traditionally rigged wooden schooners in the Atlantic and Caribbean. CHRISTOPHER ROBICHAUD Christopher Robichaud is Senior Lecturer in Ethics and Public Policy at the Harvard Kennedy School (HKS) of Government and Director of Pedagogical Innovation at the Edmond J. Safra Center for Ethics. His work at HKS focuses primarily on developing ethics pedagogy for professional policymakers. He is the course head for the MPP core ethics program and has led efforts to transform the ethics curriculum into a case-based and simulation-driven enterprise. Christopher has created simulations that give professionals opportunities to explore ethical decision-making in the context of practicing leadership skills and engaging in negotiations. These simulations are also used in a variety of executive education programs at HKS, including Emerging Leaders (for which he is co-chair), Leadership and Decision Making, and Senior Executive Fellows. They have also been used in programs at the Harvard Medical School, Harvard Business School, and Harvard Graduate School of Education. He is dedicated to bringing philosophical ideas to a wider audience and pursues this goal by looking at issues in moral and political philosophy that arise in pop culture stories, especially superhero narratives.
