2022 NEW HIRE BENEFITS ENROLLMENT FREQUENTLY ASKED QUESTIONS (FAQS) What is new employee initial enrollment? New employees have 14 days after your hire date to enroll in benefit elections. If you do not enroll within 14 days, you will have to wait until Open Enrollment, unless you have a qualifying life event (marriage, birth, etc.). Open Enrollment occurs in October of each year with an effective date of January 1 of the next year. How are my benefits paid for? All benefits are deducted bi-weekly from your paycheck. Your health, dental, vision, short and long term disability are paid a month in advance. (Example: if these benefits start January 1 st, those premiums will be deducted from your December checks). Other benefits are deducted for the current month of coverage. What medical plans are offered? There are three main medical plans offered in 2022, HSA1500, POS1000, and POS750. These three plans are designed for employees in the Hampton Roads area and include a robust local network of physicians and coverage. Click here to access the Medical Plans page of the website for more information. There is another plan available only for those employees who live out of state. That plan is the PPO750 OOA. This plan includes an out of area network of physicians and coverage. How do I know what medical plan is right for me? Review the Enrollment materials and website for further information. You can also call Anthem at 1-833- 988-2030. The Anthem Customer Service Team (known as the Anthem Health Guides) can answer questions, verify that your physician is in network, or help you choose the plan that’s right for you. This line is open from 8:00 am – 8:00 pm Monday through Friday. Are my prescriptions covered under the same vendor as my health insurance? Medical and pharmacy coverage are integrated with Anthem Blue Cross and Blue Shield. Anthem provides your pharmacy coverage with the support of their pharmacy benefit manager, IngenioRx. You will receive one (1) card for both medical and prescriptions. Can I make changes to my benefits after the initial enrollment period? No, once the enrollment period has closed, you will no longer be able to make changes unless you have a qualifying life event change such as: loss of health coverage, change in household (marriage, divorce, birth, death, etc.), and/or change in residence. If you have a life event change, you can make changes to your health, dental, vision, and flexible spending accounts within 30 days of the life event date. You can make changes to your Optional Life Insurance, 457 Deferred Compensation Plan, and Roth IRA any time during the year. Can I carry my partner, fiancée, or common-law spouse on my health, dental and/or vision plan? Can I carry my parent on my health, dental, and/or vision plan? No. Parents cannot be carried on health, dental or vision even if you claim them as a dependent on your taxes. Can I carry my 29 year old dependent on my health, dental and/or vision plan? You can cover dependents until age 26. If carrying a disabled dependent, you must provide documentation to extend coverage. Please contact the Benefits Team if you have additional questions: HRBenefits@norfolk.gov When do my benefits begin? New employee benefits begin on the first of the month following 30 days of employment. Be sure to have the personal information of the dependents you want to cover on hand when you enroll for benefits via the employee self-service portal. You will be required to submit dependent verification documents. Dependent verification documents must be submitted within 30 days of your enrollment selection. If this applies to you, be sure to follow the instructions for returning this material so your family members aren’t dropped from any of the selected benefit plans. Is enrollment mandatory? No. Enrollment in the City of Norfolk benefit programs are optional, but all individuals are required by law to have medical coverage per the Affordable Care Act or face a tax penalty. You will be required to show proof of other creditable healthcare coverage. If I leave employment with the City, when will my benefits end? Benefits will end the last day of the month in which you leave. Flexible Spending Account (FSA) will end on the last day worked. For example: If your last day worked is 7/10/2022, benefits end 7/31/2022 and FSA ends 7/10/2022. WHAT PROGRAMS DOES ANTHEM OFFER? Anthem Health Guides Anthem Health Guides are highly trained Anthem associates and personal support guides who can help you with all your health care needs. They can help you connect with the right resources, stay on top of the screenings and tests you need, and find doctors. LiveHealth Online LiveHealth Online is a virtual consult service. When you need non-emergency care right away you can have a video visit with a doctor using your mobile device or computer, whether you’re at home, at the workplace, or on the go using LiveHealth Online. Doctors are available 24/7 for advice, treatment, and prescriptions, if needed. Live Health Online Psychology If you’re feeling stressed, worried or having a tough time, you may need someone to speak with. You can see a licensed therapist using LiveHealth Online Psychology or talk with a therapist from your home or wherever you have internet access. Sydney Health Mobile App You can find everything you need to know about your benefits – all in one place with this app. You can quickly access your digital ID card to show it to your doctor or pharmacy. 24/7 NurseLine Connect with a registered nurse who will answer your health questions wherever you are – anytime, day or night. They can help you decide where to go for care and find providers in your area. Find a Doctor The Find a Doctor tool helps you find doctors, dentists, hospitals, labs and other health care providers in your plan. If you decide to get care from doctors outside the plan, it’ll cost you more and your care might not be covered at all. EMPLOYEE ASSISTANCE PROGRAM (EAP) What is the Employee Assistance Program (EAP)? The EAP provides confidential counseling for personal issues as well as online health resources, information, and tools. Contact ComPsych 24 hours a day at 844-266-0707. LEGAL PLANS AND IDENTITY THEFT PROTECTION Do we have legal resources and/or identity theft protection benefits? Yes. Legal Resources coverage provides an affordable way for you and your family to have legal representation whenever you need it. You pay no attorney’s fees for the most common legal services and you work directly with a local law firm. There is also a separate identity theft protection benefit that you can enroll in. Click here to access the website for additional information. HEALTHCARE FLEXIBLE SPENDING ACCOUNT (FSA) What if I have unused funds at the end of the year for my Healthcare FSA? You can carry over your remaining 2021 balance into 2022. You will be able to submit claims for 2021 during the first three months of 2022 (runout period). How much can I put into my Healthcare FSA? For the 2022 benefit year, you can contribute a minimum of $120 to a maximum of $2,850. The full amount that you elect will be available to you from day one, January 1, 2022. Can I enroll under a Healthcare FSA (HCFSA) and an HSA (Health Savings Account) at the same time? No. You cannot be enrolled under an FSA and HSA at the same time. NOTE: Those participating in the Health Savings Account can participate in Dependent Care Flexible Spending. DEPENDENT CARE FLEXIBLE SPENDING ACCOUNT (FSA) What is a Dependent Care FSA? A Dependent Care FSA allows you to set aside pre-tax money from every paycheck to help pay for dependent care expenses. A qualifying ‘dependent’ may be a child under age 13, a disabled spouse, or an older parent in eldercare. For example: daycare, nursery school and preschool; summer day camp; elder daycare; before and after school programs. How much can I put into my Dependent Care FSA? For the 2022 benefit year, you can contribute a minimum of $120 and a maximum of $5,000. What if I have unused funds at the end of the year for my FSA Dependent Care? There is no carry over option with the FSA dependent care. You must have services rendered by December 31. SHORT-TERM DISABILITY (STD) What does STD cover? The STD benefit provides income replacement when you are unable to work due to maternity, sickness or an off the job accident. If you were hired prior to January 1, 2022, and did not enroll previously, and want to enroll in STD during this Open Enrollment, this will be your one time opportunity to enroll without the need to answer health questions through Evidence of Insurability. After this Open Enrollment, if you have not previously enrolled, your application for STD coverage will be subject to approval of Evidence of Insurability by The Hartford. New Hires: New Hires hired prior to January 1, 2022 who enroll within 14 days of their hire date, can enroll without the need to answer health questions through Evidence of Insurability. After this open enrollment, if you have not previously enrolled, your application for STD coverage will be subject to approval of Evidence of Insurability.
