2021 Iowa Swimming, Inc. Long Course Championships University of Iowa College Recreation and Wellness Center, Iowa City July 29th through August 1st, 2021 (incl.) Prelim/Finals for 13-14 and Senior Swimmers Hosted by the Iowa City Eels (ICE) and Piranhas Swim Club (PSC) The meet hosts and the University of Iowa CRWC have taken enhanced health and safety measures – for you, guests, volunteers, and athletes. You must follow all posted instructions while attending this championship meet. An inherent risk of exposure to COVID-19 exists in any public place where people are present. COVID-19 is an extremely contagious disease that can lead to severe illness and death. According to the Centers for Disease Control and Prevention, senior citizens and guests with underlying medical conditions are especially vulnerable. By attending the 2021 IASI Long Course Championships, you voluntarily assume all risks related to exposure to COVID-19. Sanction & Rules: IA-21-093-R. Held under the sanction of USA Swimming and Iowa Swimming, Inc. (IASI). Current USA Swimming technical and administrative rules and IASI Policies and Procedures as modified by this Meet Announcement will govern this meet. All applicable adults participating in or associated with the meet, acknowledge that they are subject to the provisions of the USA Swimming Minor Athlete Abuse Prevention Policy (“MAAPP”), and that they understand that compliance with the MAAPP policy is a condition of participation in the conduct of this competition. EVERY athlete must be a USA Swimming athlete member, as confirmed by the Pre-Meet Recon. NO athletes can enter the meet once the Registration Recon has been performed unless cleared by IASI staff. There will be no deck entries for new competitors. Meet Classification: This is a closed meet; it is open only to current IASI registered athletes. Page 1 of 24

2021 IASI 13-14 AND SENIOR LONG COURSE CHAMPIONSHIPS Facilities: Competition Pool: Indoor, 8 lane, 50-meter pool with a starting end depth of 7 feet and a turning end depth of 7 feet. The competition course has been certified in accordance with Rule 104.2.2C(4) of USA Swimming Rules and Regulations. A copy of such certification is on file with USA Swimming. Warm-up Pool: The diving well will be available for warm-up and cool down only to those athletes participating in the session in progress. Coaches: Only currently registered USA Swimming member coaches will be permitted on deck in designated areas. Each coach must sign the Coaches Meet Sign-In (APP-29) and present proof of current USA Swimming coach membership credentials to the Referee or his designee to verify that all certifications are current and on file and to receive his or her deck pass. Any coach not attending the Thursday morning coaches’ meeting must first report to the meet check-in table at the pool entrance to receive their deck credentials and the deck credentials for their athletes. Deck passes must be worn so they are always clearly visible to athletes and meet personnel while on deck or in the stands. Deck Passes are not transferable. Warm-ups: The ISI mandatory warm-up procedure will be followed. All athletes must be under the supervision of a USA Swimming member coach during warm-up, competition, and cool down. Any athlete without a coach shall report to the Referee prior to his or her warm-up. The Referee will assist the athlete in making arrangements for such supervision, but it is the athlete’s responsibility to ensure such arrangements are made prior to the start of the meet. The competition pool will be cleared 10 minutes prior to competition. The diving well will be open for warm-up and cool down starting at the beginning of the warm-up session continuing through the competition and concluding 15 minutes after the conclusion of competition for each session. 2021 IASI 13-14 AND SENIOR LONG COURSE CHAMPIONSHIPS Racing Start Any athlete entered in the meet must be certified by a USA Swimming Certification: member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member coach, it is the responsibility of the athlete or the athlete’s legal guardian to ensure compliance with this requirement. ENTRY INFORMATION Entry Requirements: 1. Athletes must have the published IASI Qualifying time standard in each individual event in which they compete. 2. No USA Swimming registrations will be accepted at this meet. Athletes whose names do not appear on the current IASI registration list and who cannot show proof of IASI membership will not be permitted on the deck of the pool. 3. Relay-only athletes whose names do not appear in team entry files or on team entry sheets will not be permitted on the deck of the pool. Coaches will need to provide proof of IASI membership for these athletes to the Referee prior to the athlete being permitted on the pool deck. 4. Athletes aged 18 and over must have completed the Athlete Protection Training as outlined in the USA Swimming Minor Athlete Protection Program. 2021 IASI 13-14 AND SENIOR LONG COURSE CHAMPIONSHIPS Seed Times: 1. Entry times must meet or exceed the IASI Qualifying time standard and must be entered in the proper course in which achieved (LCM, SCM, SCY). Entry times conforming to the course length (LCM) shall be considered conforming times. All other times meeting the appropriate time standard will be considered non-conforming times. Converted times will not be accepted. 2. The order of seeding is LCM, SCM, and then SCY. 3. An athlete’s seed time is the athlete’s best time recorded in USA Swimming’s Data Base (“SWIMS”) achieved in an event since February 21st, 2019. 4. Athletes who have a non-conforming time recorded in SWIMS achieved since February 21st, 2019 will be seeded at that non- conforming time that is recorded in SWIMS for the length of course in which the entry time was achieved. If an athlete’s time is in SWIMS but is achieved before February 21st, 2019 the athlete shall be seeded at the slowest qualifying time for the length achieved. 5. If the seed time is not in SWIMS then the athlete shall be seeded at the slowest qualifying time for short course yards. Proof of time is required if the athlete fails to achieve the event’s qualifying time at the meet. 6. Athletes must be prepared to document their seed times. Individual No Time (“NT”) entries will not be accepted. Only relays may enter this meet with a NT entry. 7. Qualifying and seed times for Events 17, 18, 19, 20 (50 Back); 39, 40, 41, 42 (50 Breast); and 59, 60, 61, 62 (50 Fly) are the 100L/S/Y times for the respective stroke. The Meet Entry file will have these labeled at 100m for entry purposes. 8. Swimmers who qualify for the 800 m Freestyle also qualify for the 1500 m Freestyle and vice-versa. These swimmers will be seeded at the qualifying time for the course in which the time was achieved. These are not counted as bonus events. 9. Relay entry times shall be either the aggregate time based on athletes entered in the meet, a relay time achieved by the club since February 19th, 2021, or entered as NT. 2021 IASI 13-14 AND SENIOR LONG COURSE CHAMPIONSHIPS Individual Entry 1. Each athlete is limited to three individual events per day and six Limits: individual events for the entire meet. 2. An athlete may enter as many events as he/she has qualifying times. However, athletes who are over- entered must scratch down to the allowable number of events by 6:00 p.m. on the day preceding those events in order for that event not to count toward the maximum. No-shows will count as an event. See the ISI Scratch Policy for more information. 3. Time Trial Events will count toward the daily event limit. 4. Bonus Events. Any athlete with at least one individual qualifying time is entitled to swim at least 3 individual events for a meet (excepting the 800 Freestyle and 1500 Freestyle individual events cannot be entered as bonus events). If an athlete has only one individual qualifying time, the athlete may enter up to 2 individual bonus events. If an athlete has only two individual qualifying times, the athlete may enter another individual bonus event. Relay Entries: There are no time standard requirements for athletes participating only in relay events. Each team may enter up to three relays per relay event within the meet with the following limitations: 1. One to four swimmers qualified in individual events within an age group for a gender–no more than one relay team per relay event for that gender and age group. 2. Five to eight swimmers qualified in individual events within an age group for a gender–no more than two relay teams per relay event for that gender and age group. 3. Greater than eight swimmers qualified in individual events within an age group for a gender–no more than three relay teams per relay event for that gender and age group. 4. Teams should designate the relays A, B, C. Regardless of the number of qualified athletes, a team may enter no more than three relay teams per relay event (an A relay, a B relay and a C relay). Each team may only score two relays in each event. 5. The relay team shall be disqualified if an athlete participates in a relay prior to entering the meet and providing proof of membership in ISI, even if proof of registration is provided after the relay has competed. 2021 IASI 13-14_senior long course championships rev 3.docx Page 6 of 24
2021 IASI 13-14 AND SENIOR LONG COURSE CHAMPIONSHIPS Entry Submission: Entry fees are as follows: Individual event: $8.00 per event Relays: $12.00 per relay IASI athlete surcharge: $5.00 per athlete Program & Facility surcharge: $7.00 per athlete Outreach Swimmers $5.00 per athlete total which includes all surcharges Manual entries (for teams entering more than five athletes): $2.00 surcharge per athlete Late entry fees: Individual events - $16.00 per athlete Relay events - $24.00 per relay Entries will be accepted beginning at noon on June 24th, 2021. See below for acceptable methods of entry submission. The Entry Chair will confirm entries have been received within 24 hours of submission. Entries may be submitted via the USA Swimming Online Meet Entry system (OME-Primary), by generating an electronic entry file in a format compatible with Hy-Tek Meet Manager software, or by using APP-8 for manual entries. If submitting team generated electronic entries, the team must include a copy of the entries and a financial summary in PDF Format. No team generated electronic entries will be accepted without these attachments. Athletes whose names do not appear in team entry files or on team entry sheets will need to provide proof of USA Swimming registration in the Iowa LSC to the Referee prior to being entered into the meet. Payment shall be by check made payable to Iowa City Eels. All entry fees, including ISI athlete surcharge, should be combined on one check. Iowa City Eels reserves the right to require payment by money order or cashier’s check. Entry fees are non-refundable; IASI athlete surcharge fees will be refunded only if the entire meet is cancelled. Page 7 of 24 2021 IASI 13-14_senior long course championships rev 3.docx
2021 IASI 13-14 AND SENIOR LONG COURSE CHAMPIONSHIPS Entry Dates & 1. A Regular Entry is an event entry received prior to the Regular Entry Deadlines: Deadline. The Regular Entry Deadline for all entries shall be: a. Entries received by the Entry Chair or made online through usaswimming.org/OME no later than Thursday, July 22nd, 2021, by 11:59 a.m. Central Time except New Qualifying Swims. b. New Qualifying Swims are swims achieving an event’s IASI Qualifying time standard for the first time from Thursday, July 22nd, 2021, through Sunday, July 25th,2021. New Qualifying Swims must be submitted to the Entries Chair no later than 11:59 a.m. Central on Monday, July 26th, 2021. 2. A Late Entry is a new or updated entry received after the Regular Entry Deadline. Late Entries will be accepted from the Regular Entry Deadline up to the Scratch Deadline for that event. 3. Late entered relays shall be seeded as NT. 4. Entry changes will not be accepted by phone or fax. 5. Entry changes requested after 08:00 PM Wednesday, July 29th, 2021 must be submitted to the Clerk of Course Table no later than the Scratch Deadline for the event. Regardless of the entry system used, a hardcopy of the entries, along with entry fees and financial sheet, must be received by the meet host no later than 15 minutes prior to the start of warm-ups of the first session in which the team has swimmers for Regular and Late Entries submitted to that time. Swimmers who enter the meet through a Late Entry (for either individual or relay events) shall be required to provide proof of USA Swimming Registration in the Iowa LSC to the Referee or designee prior to competing in the meet. Teams will not receive the Coach packet, deck passes, or relay cards until fees have been paid unless exempted by the Referee or designee. Send electronic entries by email and all printed materials to the Meet Entries Chair. If sent by rush delivery, indicate no signature required. Athletes with Athletes with disabilities are encouraged to compete. There are no Disabilities: qualifying times for disabled athletes for this event. The Information Form for Adapted Competitive Athletes (APP-21) indicating limitations and requested modifications should be completed and attached to the meet entries. The committee shall serve as the meet jury to consider any administrative protests filed at the meet. Protests against judgment decisions can only be considered by the Referee and the Referee’s decision is final. Timers & Officials: Clubs and unattached athletes participating in this meet must provide 50% of the timers and/or officials on a prorated basis according to number of entries. Teams will be informed of the number of timers needed and sessions to be worked by 8:00 p.m. Tuesday, July 27th, 2021. This meet may be sanctioned as a USA Swimming N2/N3 Officials Qualifying Meet (QM21-085) and a National Evaluator will be in attendance for certification and re-certification evaluations. 2021 IASI 13-14 AND SENIOR LONG COURSE CHAMPIONSHIPS MEET MANAGEMENT Meet Operations: 1. Heat sheets will be posted on deck and available online for coaches and spectators. 2. It is the responsibility of each athlete and relay team to be aware of his/her event number, heat number, and lane assignment and to report to the correct assembly area on time to swim the event (for prelims and finals). 3. If names are on entry sheets for relays, those names will be on the relay cards at the meet. Relay cards for each day’s morning and evening sessions will be distributed before warm-ups. All four athletes’ full names, ages, and order of swimming must be listed on each card and the order should be verified as correct by the coach. All relay cards are due to the Clerk Of Course by the end of the warmup session for the session in which the heat occurs. Any relay that enters the water before the relay card is presented to the administration table will be disqualified. 4. It is not the meet host responsibility to provide rest for athletes that enter consecutive events. 5. Timed final sessions on Thursday, Friday and Sunday will be swum slowest to fastest alternating Women/Men. a. The fastest heats of the 13-14 Girls’ 1500 Freestyle and the Senior Women’s 1500 Freestyle will be swum separately – all other athletes in those events will swim in a combined event. The fastest heats of the 13-14 Boy’s 800 Freestyle and the Senior Men’s 800 Freestyle will be swum separately – all other athletes in those events will swim in a combined event. b. The fastest heats of the 13-14 Girls’ 800 Freestyle and the Senior Women’s 800 Freestyle will be swum separately – all other athletes in those events will swim in a combined event. For all prelims/finals events, the top eight swimmers from prelims will qualify for the Championship (A) Final, with the next eight athletes qualify for the Consolation (B) Final, then for Senior events, the next eight athletes aged 18 & Under will qualify for Bonus (C) Final. 7. All preliminary events will be circle seeded. 8. Order of Finals will be C (if Senior event), B, then A. Athletes in the fastest heat of finals will have their names announced behind the blocks. All other athlete names will be announced after the race start when the athletes are in the water. 9. FINA whistle starts and no recall on false starts policy will be used. Flyover starts will be used during all preliminary sessions and timed final sessions. 10. All 50-meter events will start at the scoreboard end (north end). All 100 meter and above individual events and all relays will start from the diving well end (south end). 11. Any athlete who fails to step up (or step in for backstroke) upon the Referee’s first long whistle shall be deemed a No Show. 12. Deck changing is prohibited. 13. Deck Pass is acceptable proof of membership in USA Swimming. Coaches and Officials must produce proof of membership in USA Swimming immediately upon request by the Referee or his delegate or leave the pool deck. 14. Operation of a drone, or any other flying apparatus, is prohibited over the pools, athlete/coach areas, spectator areas any time athletes, coaches, officials and/or spectators are present. 15. Athletes ages 12 and younger shall not compete while wearing "Tech" suits, A list of suits that are considered to be "Tech" suits and those deemed acceptable is posted on the USA Swimming website. 2021 IASI 13-14 AND SENIOR LONG COURSE CHAMPIONSHIPS Scratches and 1. All Individual Timed Final events require Positive Check-In. Positive Check-In: 2. The Positive Check-In and Scratch Deadline for an event is 6:00 p.m. of the day prior to the event. If an event is split over two or more days, the Scratch Deadline shall be 6:00 p.m. of the day before the event first starts. 3. If a swimmer has over-entered events and does not scratch down to the maximum allowable number of entries for a session, day and/or meet, then the swimmer shall be scratched from the session’s events from the last chronological event to the earliest until the maximum number of allowed events is achieved. 4. Positive Check-In and Scratches by email and phone will only be accepted prior to the Wednesday scratch deadline – these will be confirmed by email. After this, all Check-Ins and scratches must be completed using the scratch box. Proof of Time: An athlete whose qualifying time was not in SWIMS at the entry deadline and who fails to make the minimum qualifying time for any event will have 30 minutes after the close of the session in which that event was swum to provide proof of time or be subject to a $100 per event fine payable to ICE. Acceptable proof of time is a copy of USA Swimming sanctioned or approved meet results, publicly published final results or printout from the IASI database. Should the athlete not prove or pay, the athlete will be barred from further competition at this meet. Results that require proof of time will be considered an exhibition swim if not proven within 30 minutes after the close of a session. Exhibition swims are not eligible to swim in Finals or be awarded points or medals/ribbons. Fine money will be refunded if times can be proved later, but awards and scoring will not be changed. Points will be scored in the age group in which the event was swum. TEAM AGE GROUP AWARDS – A team award will be presented to the team champion of each gender’s age group and for the Senior group. Points will be scored in the age group in which the event was swum. TEAM AWARDS – A traveling team trophy will be presented to the team scoring the most points in the 13 & Over division and the Combined Overall division (using points from the 12&Under Long Course Championships). ISI SPORTSMANSHIP-SPIRIT AWARD – IASI will provide and present this award. One coach and one athlete from each team will vote, as well as the Meet Referee. Criteria to use will be included in the coaches’ packet. Awards Places will be announced at the end of the final heat of that event and Presentations: the top 3 place finishes will receive their awards prior to the start of the next event. 2021 IASI 13-14 AND SENIOR LONG COURSE CHAMPIONSHIPS Scholarships: The IASI Scholarship Awards were established in 1991 to give recognition to athletes in IASI who have attained a degree of recognition among their peers. These awards are presented to Iowa competitive athletes from a list of nominations by IASI member clubs and unattached ISI members. The 2021 Scholarship winners are: Judy Hoffman Scholarship: Aurora Roghair IASI Scholarships: Annie Galvin and Brek Stukerjurgen GENERAL VENUE INFORMATION Cameras: USE OF AUDIO OR VISUAL RECORDING DEVICES, INCLUDING CELL PHONES, IS NOT PERMITTED AT ANY TIME IN CHANGING AREAS, RESTROOMS, OR LOCKER ROOMS. No Tobacco or Smoking and the use of any tobacco products or the consumption of Alcohol: alcohol is not permitted anywhere in the pool or surrounding areas where athletes are present. Image Authorization: All participants agree to be filmed and photographed by the official photographer(s) and network(s) of IASI and the meet hosts under the conditions authored by the meet hosts, and allow event organizers the right to use names, pictures, likenesses, and biographical information before, during or after the period of participation in Iowa Swimming competitions to promote such competitions. All participants agree not to use medals or photos, or portraits or films with the medals, which are received for performances in this competition, for the purpose of trade or financial gain. Team Banners & Teams, athletes, and parents are not permitted to tape or hang signs Posters: and banners anywhere in the facility. This is the University of Iowa policy and one that must be strictly followed. All team and individual signs that are taped or posted will be taken down. 2021 IASI 13-14 AND SENIOR LONG COURSE CHAMPIONSHIPS Spectator Fees: Spectator fees are $5.00 per day. Children aged 12 and younger are free. Anyone (except for facility staff) accessing the spectator viewing area without a wristband or meet credential will be removed from the facility. Parking: Parking will have limited availability in Lot 11, located on the corner of Madison and Court Street (with lot entrance on Madison St and Harrison St) on Thursday and Friday of the meet until 4:30 PM. After that time, this lot will have greater availability. Parking will also be available in the Court Street Transportation Center located on the corner of Court Street and Dubuque St (380 S Dubuque St) and in the Old Capitol Town Center Garage located on the corner of Burlington S and Clinton St (253 S Clinton St). Concessions: A concession stand provided by the University of Iowa will be available during the meet. The hours of operation will be controlled by the University, but the stand will be open for the duration of the meet. Merchandise: Splash Multisport will be on site and will have a variety of swimwear and accessories available for sale. Entry to Deck: Entry to the pool deck will be strictly controlled. Only those athletes, coaches, officials, facility staff and volunteers participating in the current session will be allowed on the pool deck. Psych Sheets, Psych sheets will be posted on the ISI website by 12:00 PM, Tuesday, Programs and Final July 27th, 2021. Programs and Heat Sheets will be available online during Results: the meet. All teams will receive an email containing an attached com- link file of final results. Final results will not be mailed to participating teams unless the team requests final results at the time of entry or during the meet. There will be a $10.00 charge due in advance for each request of mailed final results. Event results will be available on Meet Mobile however the host club is not responsible for the operation of the Hytek web service.
