About Sandhills District and the Key 3+ Team Sandhills District is part of Occoneechee Council, Boy Scouts of America. It serves Scouting units in Lee, Cumberland, Moore, and Harnett Counties of North Carolina. Scouting units and programming in the Sandhills District is supported by a small but dedicated District Committee (Membership, Unit Fund Development, Outdoor, Activities and Civics, Advancement, Training, Youth Protection Champion, and Quartermaster). There is also a Key 3+ Team involved in providing leadership to the efforts to support Scouting. All are there as a resource for you and your unit. As we come out of a challenging 2020 year, there are great opportunities available moving forward for Packs and Troops. The Order of the Arrow is the BSA’s National Honor Society. It recognizes Scouts and Scouters who best exemplify the Scout Oath and Law in their daily lives. This recognition provides encouragement for others to live these ideals as well. OA service, activities, adventures, and training for youth and adults are models of quality leadership development and programming that enrich and help to extend Scouting to America's youth. Occoneechee Scout Reservation Camp Durant is the primary summer camping facility of the Occoneechee Council. Camp Durant is a part of the Occoneechee Scout Reservation, a 2,400-acre (9.7 km2) tract in northwestern Moore County, North Carolina. The property straddles the geographic division of the Piedmont and Sandhills regions of North Carolina. Camp Durant is also available year-round for Scouting usage. Fundraising Opportunities The Sandhills District Popcorn and Camp Card Sales are a very important source of funding for local Scouting unit activities. The sales provide units with a safe, coordinated, money-earning opportunity with no upfront cost to the unit. What does this mean for your unit? • You can use the council fundraisers to fund your entire year’s activities. Imagine being able to have great events, campouts, and have every youth go to summer camp without asking the family for any money. • Last year, the average popcorn sale per Scout was about $335 and some units achieved over $1200 per Scout! Would you like to… • Teach the Scouts the principles of free enterprise & “paying their own way”? • Have all Scout activities paid without having to dip into your wallet? Unit Commissions • Help offset the cost of the BSA membership fees. • You can earn enough money to fund your unit’s Scouting program for the entire year. No Up-Front Money • The Council allows your unit to order the product needed and pay later. Teaches Life Lessons • Teaches Scouts the responsibility of “Earning Their Own Way” and builds self-confidence. • Scouts learn leadership skills and financial skills. Sandhills District Membership 46% of families in Scouting were never asked to join Scouting!! Recruitment efforts take place throughout the year. Scouting units conduct a coordinated effort to enroll new members in the fall. The spring campaign focuses on recruiting youth that are kindergarten through 5th grades. The Scouts in troops, crews, ships and posts typically recruit other youth. Recruiting events are put on by packs, troops, crews and ships throughout the local community. Studies have shown that families/youth prefer to attend meetings at their school, and in their neighborhood. This will help ensure that every youth is invited to join Scouting. Our main objective is to give multiple joining opportunities to ensure that every youth is invited to join Scouting, and to fulfill our promise to new Scouts for a great Scouting program. Adventure is Calling - Join Scouting! Membership Inventories - Unit leaders and Unit Commissioners working in collaboration with local units to guarantee all youth who are participating, that applications have been processed. Conduct inventories twice a year in October and April. School Talks - The school talk recruiting presentation is a three-to-five-minute talk to potential members who are interested in joining the Scouting program usually held during the day. In addition, to school presentations, can be given at community centers, churches, and directly to other youth organizations. Fall/Spring Recruiting - To enroll prospective Lions, Tigers, Cub Scouts, Scouts BSA, and their families into existing packs and troops, and to enlist parent participation in the program. BeAScout - BeAScout.org provides a 24/7 resource for interested parents to find local Scouting programs and apply online. Peer to Peer Recruitment - Consider having a recruitment campaign within the pack and troop. Offer incentives to each Scout who brings in a friend, as well as an overall prize for the top recruiter. Webelos to Scout Transition - Scouts joining troops from Webelos dens continue to be the best resource for growing the troop and expanding patrols. Many thriving troops have a close working relationship with a Cub Scout pack that provides them with a new group of enthusiastic youth every year. Roster Checks (Any event that occurs at the council) - Check rosters for all youth registrants at all district and council events and activities to ensure that every Scout participating is registered. Career Interest Survey - Provides contact information of students who could be invited to join a Post, a club, or even a crew. Demonstrates to prospective participating organizations just how many high school students could join their program. Builds relationships with participating schools 17
Community Service Scouting was founded on the premise of doing a Good Turn Daily. Service projects may help the natural world, the community, or the chartered organization. Here are some examples of service activities Scouts can do. Helping the natural world Pick up litter around your neighborhood. Clean up trash in and around rivers, lakes, and streams. Plant seedlings, flowers, or trees. Helping the community Conduct a flag ceremony for a school. Collect food for food banks. Shovel snow or rake leaves for seniors. Conduct visiting or reading programs for seniors. Helping the chartered organization Do a cleanup project. Conduct a flag ceremony. Help set up for a special event. Hand out programs or bulletins at a meeting of the organization. What is Scouting for Food? As Scouts, we know how fortunate we are to have a warm meal every night — whether around the campfire or at the kitchen table. And we know that not everyone is so lucky. Scouts across the nation do their part to help address this problem in their local communities through this annual food drive. Why Participate? This is a great opportunity for Scouts to earn service hours for ranks while making a big impact on their com- munity. It helps to strengthen Scouting’s ties to the community and is also an easy-to-plan program for your Pack or Troop to do in March. And most importantly, Scouts have fun doing it! District Staff District Key 3 District Chair: The district chair is responsible for the successful operation of all the committees of the district. He provides leadership to the committee chairs and ensures full, functioning committees. District Commissioner: The job of the District Commissioner is the quality control officer who recruits, trains, and leads a staff of commissioners who coach adult leaders of every unit to succeed. The District Commissioner is responsible for the unit service function of the district. District Executive: The Family Scouting Executive is the full-time professional assigned to guide the District and its top leadership in the overall functions of the district. The Family Scouting Executive serves under the direction of the Council Scout Executive. District Staff Program Chair: The job of the District Program Chair is to recruit volunteers & lead the team in the four functions of the Program Committee: Activities, Advancement, Outdoor Program, and Training. Camping & Outdoors Chair: In addition to promoting camping programs, the camping committee also tracks trends in summer camp attendance and provides input into the operation of the summer camping facilities. Order of the Arrow Advisor: The Order of the Arrow is Scouting’s national honor society. The chapter advisor serves as the mentor, coach, and trainer of the youth officers. Membership & Marketing Chair: The job of the District Membership Chair is to lead the district’s membership team charged with recruiting new youth into the scouting program, developing more opportunities for youth to join the program, and working with the other district operating committees to ensure the structure is in place to accommodate our growth. Advancement Chair: The district advancement program provides youth and adults the knowledge and skills necessary to have a great unit advancement program. We counsel and train leadership on record keeping, merit badge counseling techniques, and the requirements for becoming an Eagle Scout. Training Chair: Training courses are developed to provide all levels of knowledge for unit operations. This ranges from the youth member who has been elected a patrol leader for the first time to the Scoutmaster with 20 years of experience. Training is essential! By learning the best practices for your position, you will become a better leader! Activities and Civic Services Chair: The district helps units to coordinate events and activities. In addition to having district-sponsored events, we also encourage units to sponsor their own events and invite units from around the district to participate. Unit Fundraising Chair: The Unit Fundraising Committee is responsible for helping units raise funds to support their planned scouting activities. Also assist Council with fundraising to provide training and other services to units throughout the District. 19
The Scouting Programs The Scouting experience is divided into programs according to age and activities. CUB SCOUTING – Boys and Girls - Grades K-5 (5-10 years old) Cub Scouting is fun for the whole family. SCOUTS BSA – Youth - Grades 6-12 (11-17 years old) Scouts BSA is the traditional Scouting experience for youth in the fifth grade through high school. Service, community engagement, and leadership development become increasingly important parts of the program as youth lead their own activities and work their way toward earning Scouting’s highest rank, Eagle Scout. Venturing – Co-ed - 14-20 years old You love exploring your passions, making new friends, and discovering the world. You’re always looking for an adventure. Rappelling a cliff. Perfecting your shot. Designing a robot. Kayaking into the sunset. Volunteering at an animal shelter. The choice is yours! Venturing is youth-led and youth-inspired. You’ll acquire life skills and gain experiences that will prove to be valuable regardless of where your Find a unit near You! future takes you, all while having a blast: leadership, event-planning, organization, communication, responsibility – the list goes on!
