1 Introduction The South African Sporting Sector like many sectors of the economy has been under lockdown since the 26th of March 2020. With COVID-19 being declared a Pandemic by the World Health Organisation. South Africa joined the global world when the country entered a government imposed full lockdown as a National Disaster was declared. This full lockdown sort to flatten the curve and to reduce the spread of the COVID-19 virus. The initial lockdown at Level 5 ran for five straight weeks and was then replaced by a Risk Adjusted Strategy. South Africa’s Risk Adjusted Strategy has been embarked on to manage a phased societal return to economic activity and reintegration of daily life, including exercise in communities and sport training. As the country moves from one Alert Level to the other of this strategy, SA Hockey remains committed to playing a part in flattening the curve in the months to come and will continue all efforts to educate & highlight the need to stop transmissions in our country by following all regulated legislation and health & safety guidelines. Prior to the lockdown SA Hockey had already taken up the health messaging to its members and replaced the traditional pre-match & post- match handshake with stick tapping. This new tradition will be maintained as and when competitive matches are permissible. Given the current Level 3 regulations SA Hockey has a responsibility to get hockey players back to sport training in a phased manner as per Government Gazette 43434. This return to play has to balance the participants health & safety and mitigating risks through strategies of physical distancing, wearing of masks, frequent hand washing/sanitizing and promoting personal hygiene whilst considering vulnerable groups. Exercise has been proven to contribute positively to improve the immune system, overall physical health and mental health. Whilst players have had an opportunity to maintain levels of activity by exercising at home it is important to note that the rigorous requirements of a return to full training should be managed gradually and preferably with advice from medical professionals in order not to overload too early. This operational guideline seeks to address the conditions under which hockey as a contact sport can begin again with the prerequisite Government approval and taking the above into consideration. 1|Page
In this context, the outdoor hockey field of play is rectangular in shape, is 91.40 meters long and is 55.00 meters wide. The size of the hockey field is optimum for technical skills training with physical distancing, which requires a 1.5m minimum distance between each player. Due to hockey being a contact sport and to mitigate risk only non-contact technical training within a small group will be permitted at this stage of the Risk Adjusted Strategy and as per the SA Hockey Return to Play Framework. At all stages, it is important for the reader to note that players should be consulted on the timetable for resuming play, the gradual phased intensity of training and for the conditions under which play should resume. As with all activities, there is always going to be a reasonable level of risk (e.g. crossing the road on foot or driving in a car), and as such, different people adhere to different risk profiles. Conversely, exercise has a positive impact on health and should be encouraged where possible. However, good health practices remain a priority and, as such, players over 60 or with underlying conditions (high blood pressure, respiratory problems, obesity, diabetes, reduced immune system) should consider very carefully when/if they should return to train and seek medical advice, as should people living in the same household with them. 2|Page
A recent journal as issued by the South African Sports Medicine Association (SAJSM Vol.32 No. 1 2020) “Implications of COVID-19 for resumption of sport in South Africa: A South African Sports Medicine Association (SASMA) position statement”, makes a compelling analysis of the return to play for sports organization. 4 Risk Assessment SA Hockey is the custodian of hockey in South Africa and has undertaken a Risk Assessment of Return to Play and stakeholder readiness. Various international best practice return-to- play guidelines were evaluated including the International Hockey Federation Safety Guidelines. This submission reflects the most practical, conservative, and compliant scenario assessed with the best outcomes for compliancy with Government Gazette 43434. The Risk Assessment management may also be further enhanced by the use of health digital platforms. 4.1 Hockey in the context of COVID-19 Hockey as a contact team sport has been prohibited under Level 5 and Level 4. The criteria below have been derived from the National Risk Adjusted Strategy rating1 and may be subject to change. Compliance with any adjusted strategy will be disseminated to Provinces, Affiliates Clubs and participants, but at date of publishing are correct. Per the National Risk Adjusted Strategy, the following criteria apply during various Levels of the lockdown. Alert Level 5 Drastic measures to contain the spread of the virus and save lives 1. 5 Criteria for Return to Play As a minimum requirement, all of the issues below must be met and each facility (club) must: • Ensure all coaches and team staff are in good standing with Club, Province, and SA Hockey; • Ensure all players are registered and are paid-up members (All Affiliation Fees); • Ensure that all members abide by the SA Hockey Return to Play Framework and the Standard Operational Procedure as contained in this guide. • Ensure that a Certificate of Operation has been issued for the facility • A summary of permitted participants and facilities per Phase, is provided by SA Hockey and the Province. 5.1 General Control Measures Applicable to all phases • All appropriate information material relating to COVID-19 must be displayed in a prominent place within the club/training venue. • Masks as required by the health protocols and legislation must be worn by all personnel on entering and exiting the club/training venue. • A dedicated isolation area for use by any individual who exhibits symptoms of COVID- 19 while in the club/training venue must be identified. • The club/training venue and SA Hockey will keep a register, archived for 6 months, with full contact details of professional athletes and coaches. 5.2 Standard Operation Procedure 5.2.1 Phase 1: Return to Training – National High Performance and Provincial High Performance Squads. from 1 July 2020 8|Page

SA Hockey Return to Play Framework and Operational Guidelines o Compliance with the SA Hockey Return to Play Framework and Operational Guidelines must be adhered to at all times 7. Use of Training Venue or Club o Venues will used for designated training groups as determined by SA Hockey and the relevant Provincial Association o Where possible, training groups and coaches per astro quarter will remain the same throughout to ensure less risk and ease of contact tracing if required. 9|Page
8. Wearing Masks o Masks to be worn by all venue or club staff– masks will be worn at all times o Masks or face shields to be worn by all coaching staff at all times. o Masks to be worn at all time by all visitors/contractors o Masks or face shields to be worn on arrival and departure by all players and to be removed only on entry of the field of play 9. Venue Bookings o Training session bookings to allow sufficient time to ensure no contact between groups arriving and groups living o Bookings to include a register of all persons that will be arriving at the venue 10. Protocol on Arrival at Venue (applicable to all venue or club users/visitors): o Designated Compliance Officer to do temperature screening o Players and Coaching staff to arrive in their training gear as change rooms will be closed o Players and Coaching staff to sanitize hands o Bags to be left in designated bag drop area. This area should cater for physical distancing of each person’s belongings o Player Mask or face shields to be removed on entry of the field of play o Players and coaching staff to bring and use their own water bottles. These must be prefilled prior to arrival at the training venue or club 11. Protocol on Departure: o Collect belongings while maintaining physical distance o Masks or face shield to be worn o Sanitize hands o Leave the training venue or club immediately o Masks or face shields to be kept on until you reach your vehicle. 12. Bathrooms: o Change rooms will be closed. Please change at home. o Only 1 person at a time will be allowed in the bathroom o Proper handwashing will be emphasized for anyone using the restroom, including posters of correct handwashing technique. 10 | P a g e
13. Cleaning and Sanitation Guidelines: Follow cleaning guidelines as per the venues hockey Astroturf installer taking to consideration the FIH guidelines http://www.fih.ch/news/covid-19-fih-issues-guidance-to-ensure-playing- fields-are-ready-when-restrictions-end/ o Frequently used items such as light switches, door handles, counter tops and taps will be sanitized after each training session o A thorough clean of all areas to be done daily. o All cleaning schedules will be recorded and documented. o COVID-19 Awareness posters will be placed in clearly visible areas as determined by the venue Compliance Officer. 14. Player equipment: o All players to bring their own hockey sticks, shin pads, face masks and/or goal keeping equipment o All equipment to be sanitized – hockey balls, beacons etc o All equipment – hockey balls, beacons etc to only be handled by coaches 15. Player Responsibility: o All Players to familiarise themselves with all policies related to training during COVID-19 these to include the Training venue or Club Policy and the SA Hockey Return to Play Framework and Operational Guidelines o Each player is required before they return to training to sign a COVID-19 indemnity form. o A player is required to stay at home if not feeling well or exhibiting any COVID-19 symptoms o Players to observe high levels of personal hygiene, keep 1.5m physical distancing from others, wear their mask as determined o Each player is responsible for their own water bottle and equipment o Each player to abide by the principle of “Arrive-Train-Depart” 16. o All coaches to familiarise themselves with all policies related to training during the COVID-19 these to include the Training venue or Club Policy and the SA Hockey Return to Play Framework and Operational Guidelines o Each Coach is required before they return to training to sign a COVID-19 indemnity form. o A Coach is required to stay at home if not feeling well or exhibiting any COVID-19 symptoms o Coaches to observe high levels of personal hygiene, keep 1.5m physical distancing from others, wear their mask as determined o Coaches to handle all hockey balls, beacons etc used for a training session and to ensure that these are appropriately sanitized. o Coaches to ensure that all training activities and technical skills training are done with physical distancing of a minimum of 1.5m per player. o Coaches to ensure that all training sessions abide by the principle of “Arrive-Train- Depart” o Coaches to familiarize themselves with SASMA Journal - SAJSM Vol. 32 No. 1 2020 17. Recommended Low Risk Technical Skills Training with Physical Distancing o Static skill training (passing and receiving of all kinds) o Mobile drills with a limited number of people on the field per astro quarter, ending in a shot at goal (undefended, except with a goalkeeper). o Individual skill training with a coach and player in a 1-on-1 session. o Skill circuits and stations with players training as individuals. o Goalkeeper training. o Penalty corner training, with individual components separated (push and stop in one circle, flickers in another). o Modified small-sided games with no contact (no elimination skills or tackling). o General conditioning training without equipment. 18. Training Venue or Club Staff Responsibility: o All staff to abide by the Health & Safety Policy of the training venue or club o All staff to abide by the SA Hockey Return to Play Framework and Operational Guideline o All staff members will be thoroughly educated on all new policies by the health and safety officer. 12 | P a g e
o A signed COVID-19 indemnity form is required from each staff member before they return to work o All staff will be screened (temperature and wellness check) every day. 5.2.2 Phase 2: Expanded elite athletes and coaching Date to be determined by updated regulations of Government Standard Operating Procedure as above 5.2.3 Phase 3: Return to competition Date to be determined by updated regulations of Government • International/ National/ Provincial/ Regional/ District Tournaments may resume. The respective provincial/district association should set out its requirements in line with Government guidance in force at the time and may use these guidelines. This will also require: 1. Competition – 1.1. A clear delineation of responsibility for the organisation of the event, the Club Management’s role, the role of the event officials (Tournament Director, Umpires etc.) and the role of the host. 1.2. The provincial/district association should appoint a COVID-19 Compliance Officer and/or a COVID-19 Medical Doctor to support the event who may be on call or available at specific times. 1.3. Similarly, the provincial association should undertake a comprehensive Risk Management Assessment with all stakeholders and agree and implement mitigation strategies including how many people at any one 13 | P a g e
time can be in the facility, access and exit, cleaning etc. This Risk Management Assessment must be provided to SA Hockey for approval at the time the competition is being planned. Indemnity requirements should be met. 1.4. All participants (players, team management, team officials, event organisers) must be informed of the Risks and Mitigation measures, as well as their Roles & Responsibilities in them. This may include each participant completing a screening questionnaire by a required date before the event begins to be assessed by the COVID- 19 medical professional. It may also require each participant signing a form to confirm that they understand the process in full and take full responsibility for their participation. 1.5. Should any player have recently recovered from COVID-19, they are required to present a medical certificate confirming they are medically fit to play or participate. 1.6. Compliance with the “FIH Recommendation for Top Level, Spectated Events” as per the FIH Safety Guidelines 14 | P a g e
6 Protocols for Managing Positive Cases The following applies equally to training and matches (tournaments and events). 6.1 Before the Event/Training Should a person be entering the club display symptoms of COVID-19 (dry cough, fever, malaise, shortness of breath, sore throat, muscle aches, loss of smell or other flu-like symptoms) DURING SCREENING ON ENTRY to the venue/event, the COVID-19 Compliance Officer must: • Send them home and advise them to go to their nearest health provider for testing. • Inform the local Department of Health immediately providing details as required. 6.2 During the Event/Training Response to someone displaying symptoms of COVID-19 at the venue for training or an event: • Identify a room or area where someone who is feeling unwell or may have symptoms can be safely isolated. Where an individual isolation room is not available, a 2 m distance should be kept between the suspected COVID-19 case and other people, all of whom should be wearing masks/face coverings. • Provide the individual with a mask if necessary, organise for them to contact their own health provider or Department of Health for further management and investigations as per the NICD PUI – “Person Under Investigation” protocols. • As participants (players, officials, spectators, staff) depart, the COVID-19 Compliance Officer should inform them that someone at the venue during the training/event is a PUI COVID-19 case and advise them: o To monitor themselves for symptoms for 14 days and take their temperature twice a day. o Advise them that the Department of Health may inform them of the result once the test result is available. o To keep a record of people with whom they may be in contact with. 15 | P a g e
In the event of a person testing positive for COVID-19 while an event is in PROGRESS or while using a venue for training purposes: • The venue must immediately shut down for deep cleaning • The organisers must find a new venue to be found to stage the event if the assessment undertaken with the Department of Health indicates that the event should not be cancelled • Players having potentially come into contact with the infected person to be notified and asked to make contact with their medical professional and the Department of Health providing any details required. • The COVID-19 Compliance Officer should inform the Department of Health and prepare information required for contact tracing 6.3 After the Event/Training Response to someone displaying symptoms of COVID-19 AFTER the event: • The COVID-19 Compliance Officer must retain the names and contact details of all participants for at least six months. This will help the Department of Health trace people who may have been exposed to COVID-19 if one or more participants become ill shortly after the event and test positive. • If a person tests positive, the Department of Health will contact the COVID-19 Compliance Officer to advise which members were present for a defined period prior to the individual testing positive. • If any person develops even a mild cough or low-grade fever (temp of 37.3°C or more), shortness of breath, sore throat, muscle aches or other flu-like symptoms from 2 – 14 days after contact with a person suspected of having COVID-19 they should stay at home, self-isolate and make contact with their medical professional and the Department of Health providing any details required. This means avoiding close contact (1m or nearer) with other people, including family members. Close contact is defined as a person having face-to-face contact (≤1m) or having been in a closed space with a suspected or confirmed COVID-19 case for at least 15 minutes. Asymptomatic close contacts should not routinely be tested but should just monitor themselves for 2 - 14 days after contact. Response to someone being confirmed positive for COVID-19 AFTER the event: 16 | P a g e
• The individual should inform the COVID-19 Compliance Officer that they have tested positive so that they can follow the necessary protocols and close down the facility for deep cleaning. • The COVID-19 Compliance Officer should liaise with the Department of Health about contact tracing. • The COVID-19 Compliance Officer should inform SA Hockey so that assistance can be offered where necessary. • Coaches must suspend all lessons and seek medical advice. • The COVID-19 Compliance Officer must close the club for a deep clean before allowing play to resume again. 6.4 After Recovering from COVID-19 If a person wishes to return to play after testing positive for COVID-19, they may only return to play if: • They have undergone a medical examination and been medically cleared, after at least 14 days of isolation. • They wear the minimum of a mask at all times for the remaining period of 21 days from the date of initial testing. • They adhere to social distancing, hygiene, and cough etiquette and the COVID-19 Compliance Officer will closely monitor them for symptoms on return to play. 7 Proposed Draft National Calendar 7.1 National and International Calendar These proposed draft dates for major national and international events are provided only in draft and are subject to change and/or cancellation as more information becomes available pertaining to the Lockdown Alert Levels, the Risk Adjusted Strategy and the approvals of the SA Hockey Council. 17 | P a g e

9 Conclusion SA Hockey, has worked diligently with multiple sporting codes, the Department of Sport, Art and Culture (DSAC), and stakeholders, including documentation provided by the International Hockey Federation, to prepare a comprehensive analysis and return-to-play, plans for the resumption of hockey. We recognise the positive contributions to physical and mental wellness that sporting, and exercise provide but also remain cautiously aware of health protocols in South Africa. This plan incorporates the latest available information as at June 2020, the departmental guidelines and provides a definitive roadmap to the resumption of hockey in South Africa.
