About the TaiwanICDF The International Cooperation and Development Fund (TaiwanICDF) is dedicated to boosting socio-economic development, enhancing human resources and promoting economic relations in a range of developing partner countries. We also offer humanitarian assistance and provide aid in the event of natural disasters or international refugee crises. To carry out our mission, we offer a range of assistance that centers on four core operations: lending and investment, technical cooperation, humanitarian assistance, and international education and training. Our Fund is used to make direct or indirect investments and to finance lending operations. Revenues generated by the Fund are used to support our bilateral or multilateral technical cooperation projects, humanitarian assistance operations and education and training. Every new project from the TaiwanICDF proceeds according to a rigorous project cycle and is backed by mutual covenants signed in cooperation with relevant stakeholders. Our projects are designed to address the strategic development goals of each of our partner countries, pay due consideration to associated regional trends, and maximize results by employing the right combination of capital and technical cooperation. Ultimately, our work is tailor-made to the local needs of each partner country. Our assistance covers a variety of contemporary development issues such as environmental protection, public health, agriculture, education, and information and communications technology. We are also acting to improve human resources and build institutional capacity at the TaiwanICDF itself. We believe that as a stronger, more professional organization, we will be better placed to advise decision-making bodies within our government. Efforts to improve our own organization will also help us to deepen the coverage of our projects and transfer technological know-how to our partners. We aspire to making the most effective use of manpower and resources, and replicating and adapting successful experiences from one partner country to another. 04
Overview of the International Higher Education Scholarship Program International education and training from the TaiwanICDF shares Taiwan’s own development experiences with developing partner countries around the world. Our aim is to help these partner countries cultivate and nurture a talented pool of human resources. To achieve this objective, our International Education and Training Department performs a range of interconnected operations. Our in-depth, professional workshops are dedicated to contemporary trends in development, while our higher education scholarship program draws on expertise at Taiwanese universities to strengthen know-how in critical disciplines. We also cooperate with a number of international organizations on training projects. Our International Higher Education Scholarship Program was initiated in 1998 when we joined forces with a group of Taiwanese universities to offer scholarships for a number of English-language courses, up to and including Ph.D. level. The program enables talented young citizens to come to Taiwan to pursue their higher education and follow course materials and learning objectives that are specifically designed to address key development issues. The program provides full financial support for tuition and living expenses, and having grown in scope over the years, now covers 35 courses from 21 universities — 11 bachelor's, 21 master's and 3 Ph.D. programs. These courses focus on the development needs of our partner countries by addressing issues such as tropical agriculture, aquatic sciences, business administration, information technology, human resource development, medicine and public health, or various fields of engineering. All of these disciplines are in high demand in our developing partner countries. We aim to boost social development and economic growth by generating a pool of quality human resources. 05
TaiwanICDF Scholarship Application Instructions 1. Eligibility Applicants applying for a TaiwanICDF scholarship must meet both the general eli- gibility criteria (please refer to appendix 1) and be a national of a country on the List of Countries Eligible for TaiwanICDF Scholarship (please refer to appendix 2). Applicants must also meet the Regulations Governing Visiting, Resident, and Permanent Residency of Aliens set by ROC (Taiwan) National Immigration Agen- cy. ***Please Note: All Undergraduate Programs only accept applications submit- ted by citizens of allied countries of ROC (Taiwan). 2. Application Procedure The 2019 TaiwanICDF Scholarship application period will run from January 1 to March 15 (GMT +08:00). For the 2019 TaiwanICDF International Higher Education Scholarship Program, there are a total of 31 study programs available for scholarship application. Applicants should: (1) complete the TaiwanICDF International Higher Education Scholarship Program Online Application, and (2) submit the documents listed below to the ROC (Taiwan) Embassy/Consulate General/ Representative Office in their country. Applicants must ensure that they submit accurate and complete documentation; failure to do so will result in the application not being processed. Please also note: (1) Late submissions will not be accepted and/or processed; (2) All Undergraduate Programs only accept applications submitted by citizens of allied countries of ROC (Taiwan). Documents to be submitted: (1) A photocopy of applicant’s passport or other document showing proof of nationality. (2) A photocopy of applicant’s highest-level diploma and academic transcripts. (3) A photocopy of applicant’s English proficiency certificate. Please note: This means a TOEFL test score or that of another recognized English proficiency exam, or documents certifying that the applicant has graduated from a program where all courses were taught in English. Applicants who are unable to provide such proof of English proficiency due to special circumstances may be assessed for English proficiency by an ROC (Taiwan) Embassy/Consulate (General)/Representative Office via interview or other forms of testing. Applicants whose official national language is English are 06
exempt from needing to supply these documents. (4) Two letters of reference. (5) Any other documents specifically requested by an ROC (Taiwan) Embassy/ Consulate (General)/ Representative Office. Please Note: In addition to the above documents requested as part of their scholarship application, applicants should also submit all documents required by the TaiwanICDF partner university that they are applying to before the admission deadline of that university. For detailed information on such documents, please refer to Section 4: Study Programs Available for TaiwanICDF Scholarship Application at Partner Universities in 2019 in this brochure and the related websites of each study program for further admission information. The ROC (Taiwan) Embassy/Consulate General/Representative Office will conduct a first review of applicants based on the eligibility requirements and selection criteria of the TaiwanICDF, and then submit their list of recommended applicants to the TaiwanICDF no later than March 31 each year. A second review of the qualified applicants will be conducted by an academic committee organized by the individual partner university in joint cooperation with TaiwanICDF representatives. Such reviews will be based on each university’s selection criteria, whilst also accounting for the eligibility requirements and selection criteria of the TaiwanICDF. After the second review has been conducted in cooperation with all partner universities, the TaiwanICDF will announce its list of scholarship recipients, in principle, no later than June 30 each year. Successful applicants will receive an acceptance letter through the ROC (Taiwan) Embassy/Consulate (General)/ Representative Office to whom they originally applied. Please note: Gaining admission from the university does not necessarily mean that the applicant has also been given a TaiwanICDF scholarship. NPUST National Pingtung University of Science and Technology Ph.D. Program in Tropical Agriculture ▲ABOUT THE PROGRAM The curriculum is grouped into three major categories: Tropical Agricultural Resource Planning; Production and Management of Tropical Agricultural Resources; and Conservation and Utilization of Tropical Agriculture Resources. Agronomy, Horticulture, Plant Protection, Rural Planning, Veterinary Medicine, Animal Science, Forestry, Wood Industry, Aquaculture, Food Science, Agribusiness Management and Wildlife Conservation are the focus areas. Except for required courses, the selective courses will be tailor-made upon the request of major professor(s) on specific topics for the student. Ph.D. students must complete the following requirements before the Ph.D. dissertation exam: 1. Minimum of 30 credits (including 18 credits in courses and 12 credits in Ph.D. dissertation). 2. Publications. 3. Minimum TOEFL ITP score 550 or equivalent English-proficiency verifications (except for foreign students from English speaking countries). If the students could not pass the English-proficiency test, an additional full research paper published in SCI (or the same) journals or three English papers published in peer reviewed journals as a substitute should be provided before the Ph.D. dissertation exam. After completion of dissertation, the students will receive the “Doctor of Philosophy” degree from the Department of Tropical Agriculture and International Cooperation, International College. ▲ENTRY REQUIREMENTS 1. NPUST National Pingtung University of Science and Technology Master Program in Tropical Agriculture ▲ABOUT THE PROGRAM The curriculum covers all fields related to tropical agriculture, including agronomy, horticulture, plant protection, rural planning, veterinary medicine, animal science, forestry, wood industry, aquaculture, food science, agribusiness management and water and soil conservation, etc. In addition to the required courses (14 credits, including 6 credits for thesis), the selective courses (16 credits) are tailor-made according to the requests from the supervisor(s) of a student. Students must complete a minimum of 30 credits and a minimum TOEFL ITP score 530 or equivalent English-proficiency verifications (except for foreign students from English speaking countries) before the master’s thesis oral exam. NPUST National Pingtung University of Science and Technology Undergraduate Program in Tropical Agriculture ▲ABOUT THE PROGRAM Courses in fields of tropical agriculture, including agronomy, horticulture, animal science, aquaculture, veterinary medicine, food science, agribusiness, and plant production are offered for this undergraduate program. Students must complete a total of 130 credits hours (including required credits and elective credits) to graduate with the “Bachelor of Science”. For elective credits, students can choose courses freely in all fields according to their personal interests and availability of courses, and acquire general and diversified knowledge in agriculture. However, if a major is desired, the department currently offers two majors, “Animal Production” and “Plant Production”. Students must complete more than 70% elective credits in the same major, either “Animal Production” or “Plant Production”, so that the major can be specified on the graduate certificate. In plant production, the courses include but are not limited to: agronomic and horticultural crop production; plant protection; and agri-business management. In animal production, the courses include but are not limited to: anatomy and physiology of animals; utilization of animal products; fish breeding and propagation; and pond management. English Ability Examination: Students must pass a minimum of TOEFL ITP score 500 or equivalent English-proficiency verifications before graduate (Except for foreign students from English speaking countries). After completion of all required courses and English Ability Examination, the students will receive the “Bachelor of Science” degree from the Department of Tropical Agriculture and International Cooperation, International College with or without a major. ▲ENTRY REQUIREMENTS 1. NCCU National Chengchi University International Undergraduate Program in Business Administration (IUP in BA) ▲ABOUT THE PROGRAM The IUP in BA provides most courses in English which includes various professional courses and focuses on relevant management courses. Students require to fulfill 128 credits for graduation (minimum requirement), which includes 54 credits for require courses,42-46 credits for elective courses, 28-32 credits for general courses, 4 PE and 2 service learning courses. After completing their studies, students will receive a “Bachelor of Business Administration” Degree from the Department of Business Administration at the College of Commerce. ▲ENTRY REQUIREMENTS International Students who meet the following requirements are eligible to apply: 1. Applicants of foreign nationality and have never held R.O.C nationality and also who do not possess overseas Chinese student status at the time of their applications and who comply with the regulations regarding ”International Students undertaking Studies in Taiwan” of the Ministry of Education (MOE). 2.
