Otero County Fair & Rodeo Queen 2019 Contestant Packet Entry Deadline: July 15, 2019 Contact: Marnee Singer 575-491-4418 or oteroqueens@gmail.com Dear Contestant, On behalf of the Otero County Fair and Rodeo, I am inviting you to become one of our contestants for the 2019-2020 Otero County Fair & Rodeo Queen. Our pageant is set for September 15, 2019 at the Otero County Fairgrounds with Horsemanship held the evening of September 13, 2019 at the Otero County Fairgrounds Rodeo Arena. We will have one mandatory Orientation which will be July 20, 2019 at 2:00 p.m. at the Otero County Fairgrounds and one mandatory dress rehearsal which will be determined during Orientation. The Otero County Fair & Rodeo Queen will be selected from a group of contestants who meet the age and residency requirements as set forth in the general rules which are attached in this packet. There are eight (8) phases of this competition which are detailed below: Horsemanship: Horsemanship allows the contestants to showcase their riding ability; control; precise execution of patterns; balance of rider; position of hands, feet, and seat; mounting and dismounting. Each contestant will demonstrate the set pattern as described in the general rules, a queens run, flag run, and horsemanship interview. Each contestant must provide their own horse for this competition. Contestants must ride in a western style saddle. Each contestant must wear a white button-down collared shirt with dark jeans, boots and western black felt hat, with hair pulled back away from the face. No chaps are allowed during horsemanship. Split reins are not required, however are recommended, as you move further into higher competitions split reins are required. No horses under the age of 3 are allowed, and no stallions. The use of tie-downs is at the discretion of the contestant. Flag boots can be provided by the committee. It is the responsibility of the contestant to make sure their hats stay securely on their heads. Failure to do so will result in severe point penalties. The judges may elect to require the contestants to perform any other horsemanship related task they deem relevant. The judges reserve the right to make alternations and/or additions to these instructions. Prepared Speech: Speeches allow the judges to evaluate contestants’ public speaking ability, poise, confidence, correct use of grammar, creativity and personality. Each contestant is responsible for preparing a 3-5 minute speech on a topic of their choosing. Judging is based on content, delivery and the time allotted for the presentation as well as knowledge, poise, professionalism. Be Creative! The speech will immediately follow the Elegance Modeling, and will be performed in your elegance outfit.
Impromptu Question: The purpose of the impromptu question is to test a contestant’s ability to think quickly, respond gracefully and intelligently under pressure. Each contestant will draw a question, this could relate to the contestant’s person (personality and/or personal experiences), rodeo, horsemanship, current events or the Otero County Fair and Rodeo. Each contestant will answer a different question. The impromptu question immediately follows Western Trendy Modeling and is performed in your western trendy outfit. Western Trendy (Fashion Forward) Modeling: The purpose of the western trendy or fashion forward modeling is as a Fair and Rodeo Queen, you must keep your appearance professional and trendy. This will test each contestant’s knowledge of current rodeo fashion trends. This is also a way to showcase the many sponsors of the rodeo and fair community, as many of them are clothing labels. For this competition, you choose your own outfit and are scored on the way you put your outfit together. Each outfit should keep the professional appearance of the title and the current trends in fashion. If you choose a skirt or dress, we do follow the rules of Miss Rodeo America which state: Skirts and dresses need to be no shorter than 3 inches above the knee, dresses should not show cleavage, nothing extremely low in the back, and must be longer than a cap sleeve, or you need to wear a jacket over it. Western felt hat is mandatory. Immediately following the modeling, each contestant will stay on stage for their impromptu question. Elegance/Appearance Modeling: The elegance modeling competition allows the judges to evaluate each contestant’s posture, poise, projection of self-confidence, grooming, and elegance. Each contestant is responsible for a dressy outfit. All dresses shall be within the guidelines as stated above. Immediately following the elegance modeling, each contestant will be handed a microphone to begin their prepared speech. Written Test: A written test will be given to each contestant. The purpose of this test is to determine a contestant’s knowledge of the Otero County Fair and Rodeo. If a contestant is caught with printed or written material or any other means of cheating, she will be disqualified. Contestants may request reasonable testing accommodation if needed. Requests should be submitted to the Queens Committee no later than one week prior to taking the test. These requests are kept confidential. The test score is a tie breaker score only. Essay: Each contestant shall provide a one-page Essay Entitled “Why I want to be the Otero County Fair & Rodeo Queen.” This is due with your application. Be sure to keep your essay fun and interesting. Each Essay should be double spaced and typed. The presentation of the Essay is very important and points will be deducted for spelling and grammar errors. The Essay score is a tie breaker score only. Personal Interview: The purpose of the personal interview is to allow the judges to have one on one time with each contestant to evaluate and observe their personality, intelligence, common sense, conversational ability and maturity. The questions posed by the judges are not limited to any subject but may include, rodeo knowledge, knowledge of the Otero County Fair and Rodeo, knowledge of Otero County, current events, general horse health care, contestants’ goals and aspirations, contestant’s life experiences, etc. The interview sessions will be closed to the public and all other contestants. The only people present in the interview room are: contestant, the judges and one judge chaperone. It is up to the contestant to come up with an appropriate outfit for the interview and will be judged on appearance, poise, and confidence.
The Otero County Rodeo Fair & Rodeo serves as an ambassador for the Otero County Fair & Rodeo. She is the “face of the fair and rodeo” and is the highest Queen in the court. She is responsible of being a role model for the other Queens, Princesses and Dusty Diamonds, as well as a role model to the public. She will have numerous required appearances throughout the year, must have her own transportation, and must be punctual to all events. In order to participate in Otero County Fair and Rodeo Queen Pageant, each contestant is responsible for $100 entry fee (which can be from a sponsor) plus each contestant is required to raise $100 of sponsorships for the program for a total of $200.00. This benefits the Otero County Fair and Rodeo Queen program, awards, events and activities for the year. Included in this packet are the General Rules, Application, Contract, Sponsor Letter and Sponsor Form. Please review each and return the application and essay to any Queen Committee Member or to the Otero County Fair Office at 401 Fairgrounds Rd. Alamogordo, NM, before July 15, 2019. We will review all contracts at the Orientation and will accept contracts at that time. A complete entry includes a complete application, entry fee and Essay. If your entry fee is sponsored, please include the sponsor form for your entry. The sponsorship deadline will be determined at Orientation. You do not need to provide a photo; the Queens Committee will provide a photographer and will determine the date of photos at Orientation. We look forward to you as an addition to our Queen Family. Otero County Fair & Rodeo Pageant Competition Information and Rules Entry Deadline: July 15, 2019 Contact: Marnee Singer 575-491-4418 or oteroqueens@gmail.com We would like to remind all who are involved that the Queens Committee for the Otero County Fair & Rodeo Queen Pageant and Scholarship Program are all volunteers who donate many hours without any kind of monetary compensation. They do this willingly out of passion and for their love of the young women who compete. Conduct The Otero County Fair Dusty Diamonds, Fair Princess, Rodeo Princess, Fair Queen and Fair & Rodeo Queen and contestants serve as ambassadors of Otero County Fair Association to the general public, portraying excellence in sportsmanship, high moral and ethical character, and reflect careful and humane treatment of animals. She is expected to act, speak and dress according to the prestige of the title at all times. Eligibility Each contestant regardless of category below must: *Be a natural born female, *Have been a resident of Otero County for 12 consecutive months prior to entry date, *Have never been pregnant or married, and *If selected as titleholder must surrender the title if for any reason not be able to fulfill her obligations Each Dusty Diamond Contestant must: *Be at least 6 and not more than 10 years of age by Wednesday of Otero County Fair of the year of competition. *Entries are limited to the first ten (10) completed entries. Each Fair Princess Contestant must: * Be at least 10 and not more than 13 years of age by Wednesday of Otero County Fair of the year of competition. Each Rodeo Princess Contestant must: *Be at least 13 and not more than 16 years of age by Wednesday of Otero County Fair of the year of competition. Each Fair Queen Contestant must: *Be at least 14 and not more than 17 years of age by Wednesday of Otero County Fair of the year of competition. Each Fair and Rodeo Queen Contestant Must: *Be at least 17 and not more than 23 years of age by Wednesday of Otero County Fair of the year of competition. Entry Entry dates will be announced through various media, and entry deadlines will not be extended. Each entry must be accompanied by: *Completed Entry form plus one-page essay stating the reason why you would like to be considered for the category you are applying for. *Entry Fees: Dusty Diamonds - Fifty Dollars ($50.00) Entry Fee plus minimum Fifty Dollars ($50.00) Sponsorship. All other age categories - One hundred dollars ($100.00) plus minimum of one hundred dollars ($100.00) sponsorship. ** Completed Entry consists of fully completed application, written essay and entry fee (paid in full) ** All Entry fees and Sponsorships go towards awards and other fees such as offical photos and other miscellaneous costs to run the program.
Judged Categories Contestants will be judged on the over-all effect of their performance. This includes, but is not limited: appearance, personality, skill, charisma, gracefulness and knowledge. The number of Judges may vary from year to year but will be no less than three (3). Divisions of judging include, but are not limited to: *Demonstration - Fair Queen and Fair Princess Contestants will participate in a Demonstration. The Demonstration should be entertaining, resemble a typical demonstration with an introduction, body and a conclusion. Each contestant is responsible for providing all props needed for the demonstration. No live animals allowed. No parents allowed on stage; the current Queens Court will assist the contestant to set up their props. The time limit for Queens Contestants is 5-7 minutes and 3-5 minutes for Princess Contestants. Each contestant is required to enter a project into the fair. This can be entered in either 4-H, FFA or Open divisions. *Written Essay - Contestants will write at least one-page essay stating why they want to be selected as the title position they are competing for. *Impromptu questions - Contestants will be asked an impromptu question during the Modeling portion of the contest. The question will be pulled from a hat and read aloud by the master of ceremonies. The questions will be designated for the appropriate age categories. *Modeling (Western Trendy) - Modeling will be done individually. Must be western trendy attire. Western skirt or dress is optional. Western style felt hat is mandatory. *Appearance (Elegance) - Modeling will be done individually. Must be western formal attire. Western style felt hat is mandatory. *Personal Interview - Each contestant will have a personal interview before a panel of judges. This may include discussion of personal opinions, as well as current affairs. *Prepared Speech - Contestant does not have to author speech. It should be memorized and reading off note cards may cause points to be deducted from score. Time limit is up to 3-5 minutes for Queen Contestants and 2-3 minutes for Princess Contestants. *Written Test - Contestants will take written test pertaining to the Otero County Fair, Rodeo, Horsemanship, and Current Events. Test will be age appropriate for each division. *Congeniality - Contestant will be judged by how she interacts with other contestants and judges. *Horsemanship - Fair & Rodeo Queen and Rodeo Princess will participate in Horsemanship and must have a minimum score of 75% in this division. Contestants shall be prepared to compete in the horsemanship pattern as set forth in this document. Contestants in this judged category shall ride a horse of their choosing, keeping in mind the safety of other riders. All horses will be healthy and in good physical condition. Horsemanship judging includes: control of the contestant’s mount and the way she handles any situation which may occur; balance of the ability to sit properly in the saddle; positions - positioning of hands and feet and seat; mounting and dismounting - “Queen mounts” are acceptable, however not required, and should only done if they are done properly. The skill of the contestant will be judged, not the horse or the equipment. All tack should be clean and in good working order - any safety issues with tack will be grounds for disqualification. Contestants will not be allowed to use spurs, chaps, or other aids during the horsemanship phase of the competition. Tack items which are standard for the contestant’s horse (i.e. tie-downs) will be allowed. Otero County Fair & Rodeo Pageant Information and Rules Page 2

Fair & Rodeo Queen Horsemanship Pattern 1 to 2 Run with speed, past center marker 2. Stop and back up to center of pattern 3. Settle horse for approximately 10 seconds. Start lope to the right Figure Eight should be made inside the end markers. 4. & 5 ride small figure eight at a slow lope 6. &7 Ride a larger figure eight at a faster lope 8. Left roll back over hocks (should be made past end markers) 9. Right roll back over hocks (should be made past near end markers) 10. Stop (should be made past center marker), let horse settle and in approximate area of stop, do pivots. 11. Pivots, right or left, no more than 90 degrees. 12. Horsemanship Continued: ** All contestants will do a flag run and a Queens Run ** It will be the judge’s option whether or not to require a demonstration of mounting and dismounting. saddling and unsaddling, or any other horsemanship skills. **After the pattern is complete the judges will ask each contestant some horsemanship related questions. A CONTESTANT MUST RECEIVE A TOTAL SCORE OF SEVENTY-FIVE PERECENT (75%) TO BECOME A TITLEHOLDER. IF THERE IS ONLY ONE CONTESTANT AND THE CONTESTANT DOES NOT RECEIVE AT LEAST A 75% ON THEIR HORSEMANSHIP SCORE, THERE WILL BE NO TITLEHOLDER AWARDED. IF A FAIR QUEEN OR FAIR PRINCESS CONTESTANT WOULD LIKE TO RIDE THEIR HORSE IN THE RODEO, CARRYING FLAGS, ETC, THEY MUST COMPLETE THE PRINCESS PATTERN, FLAG RUN, AND QUEENS RUN IN HORSEMANSHIP AND RECEIVE AT LEAST A 75% ON THEIR SCORE. THIS SCORE DOES WILL NOT EFFECT ANYTHING IN THEIR COMPETITION, JUST ALLOWS US TO KNOW THEY CAN SAFELY HANDLE THEIR HORSE. Finality of Judge’s Scoring The decision of the Judges is Final, and no appeal will be considered with the Judges. In the event the Contestant feels the need to appeal the results of the Judges, all appeals must be submitted in writing and submit a check for $100.00 to the Pageant Director no later than one hour after the conclusion of the coronation. The appeal will be considered at the first meeting of the Queen committee following the coronation. All appeals shall be reviewed by the Queens Committee and brought to the attention of the Otero County Fair Association. Action if deemed necessary of said appeal will be determined by the Otero County Fair Association upon the recommendation of the Queens Committee. Contestant Requirements *Fully Completed Entry *Attend orientation, clinics/workshops *Represent Otero County Fair & Rodeo in parades, county functions and other activities wearing appropriate attire. All appearances as a contestant must be approved by the Queens Committee. *Must participate in her coronation, and if selected as title holder must appear at next year’s coronation. *Contestants are expected to appear in “full western attire” at all times unless otherwise specified. Examples are: western pants and long-sleeve shirt or blouse; vest and/or jacket; western skirt and blouse or shirt; or western dress; all with western style felt had, boots and belt. Shirt-tails shall always be tucked in unless the style indicates otherwise. *All dresses, skirts and blouses must reflect a western theme. Cocktail type dresses are not acceptable. *All dresses and skirts must follow Miss Rodeo America’s rules which state, skirts and dresses need to be no shorter than 3 inches above the knee, dresses should not show cleavage, nothing extremely low in the back, and must be longer than a cap sleeve, or you need to wear a jacket over it. *Dress for the horsemanship competition for all age division will be white, long-sleeve western shirt, a blue denim “wrangler type” pant product and black western style felt hat (with hair pulled back), boots and belt. NOTE: “Fashion” or “modern” type boots are not acceptable, and chaps, jackets, vests or gloves are not permitted. All riding attire should be neat and fit properly. *Dress for fair demonstration competition for all age division will be white, long-sleeve western shirt, a blue denim “wrangler type” pant product and black western style felt hat, boots and belt. NOTE: Fashion or trendy styles are not permitted in this competition. *Any event designated as “trendy” will indicate the following type of wardrobe: Clothing that would be worn to a “western” theme party and could be either a dress or pants. Will also include western style felt hat, boots and belt. If a dress is worn, it must fit within the Miss Rodeo America guidelines as stated above. *Any event designated as “Elegance” will indicate the following type wardrobe: Dressy attire that would be worn to enhance poise, posture and projection of self-confidence. All dresses should follow the guidelines of Miss Rodeo America stated above. Each outfit will also include, western style felt hat, boots and belt. Awards *Awards will be presented to category winners and titleholders at the coronation on Saturday morning of the fair. *Dusty Diamonds will be crowned at their own coronation either at the pageant or during the fair. This date is to be determined. *Any cash or scholarship prizes will not be awarded until after the fulfillment of the contest requirements. *Contestants should be aware that titleholders do not receive a salary. *Titleholders will receive an official crown, trophy buckle and sash, as funds are available. All crowns, with the exception of the Dusty Diamonds, are perpetual and will be turned over at the completion of the titleholder’s reign. A complete listing of awards will be posted when available. Otero County Fair & Rodeo Queen 2019-2020 Contract THIS CONTRACT is entered by and between the Otero County Fair & Rodeo Queen Committee (hereinafter referred to as “Committee”) and _______________________________ (hereinafter referred to as “Contestant”.) WHEREAS Contestant is desirous of representing the Otero County Fair and Rodeo as its 2019- 2020 Otero County Fair and Rodeo Queen, and WHEREAS Committee is desirous of having Contestant, if selected as the 2019 -2020 Otero County Fair and Rodeo Queen, represent the Otero County Fair and Rodeo at various events around New Mexico, and IT IS HEREBY AGREED AS FOLLOWS: 1. Contestant understands that by signing this contract and the Expectation Statements that she is committing herself to the Otero County Fair and Rodeo Queen Program. This is to include one (1) year as the titleholder. During this entire period, she shall conduct herself with dignity and ethical behavior befitting the title. She understands that she will be living in the public eye for this period and will be a role model. She should always be properly attired at all public events, including social media websites. 2. Committee shall furnish a crown, buckle, sash and other awards as is feasible, but shall offer no form of financial assistance, nor assume the financial responsibility for reimbursement to Contestant for any expenses incurred during her reign. The furnished crown will be handed down at the end of her reign to the next year’s Contestant/title holder. The Contestant understands and agrees that if she loses or damages the crown that she is financially responsible to replace the damaged or lost crown with one in kind of the same monetary value. 3. Contestant is required and agrees to attend events, including but not limited to the following: a. Otero County Fair and Rodeo Events b. Fair Parade c. Christmas Parade d. Fourth of July Parade e. Kiwanis Pancake Breakfast f. First National Bank Popcorn Fridays g. Pageant Workshops, Orientation, Rehearsal, and Pageant h. Any other events as required by Committee
4. It is agreed that Contestant agrees to provide information on what she has done during her reign. This information will be used for future contacts and to ensure legitimacy of the Otero County Fair and Rodeo Queen Program. 5. It is agreed that should Contestant fail to attend the required events or fulfill the duties of the Otero County Fair and Rodeo Queen, bring embarrassment or negative attention to the Committee or the Otero County Fair and Rodeo Association, she shall be in danger of losing her title and any prizes awarded thereof. Contestant receives a second disciplinary action or breach of contract, she shall forfeit her title, crown, sash, and buckle to Committee immediately. 6. Committee reserves the right to the title of Otero County Fair and Rodeo Queen. If Contestant wishes to use her title in some form of media other than the official avenues, she must first get approval from Committee in order to protect Committee and title. All outside media items, other than interviews shall get prior approval from Committee. This is including websites, articles, and news releases. 7. The decision of the Judges is Final, and no appeal will be considered with the Judges. In the event Contestant feels the need to appeal the result of the judges, all appeals must be submitted in writing and submit a check for $100.00 to the Pageant Director no later than one hour after the conclusion of the coronation. All appeals shall be reviewed by Committee and brought to the Otero County Fair Association. Action if deemed necessary of said appeal will be determined by the Otero County Fair Association upon the recommendation of Committee. 8. Any and all appeals of disciplinary action must be filed in writing with Committee no later than one hour after disciplinary action. The appeal will be considered by Committee within ten (10) days of the appeal. All parties will be duly notified at the time and place for consideration of appeals. The decision of any disciplinary action from Committee are Final. 9. It is agreed that failure to follow this contract or conduct herself in any way not befitting the title of the Otero County Fair and Rodeo Queen, said title holder will be asked to relinquish her title. If it comes to the attention of Committee that Contestant has participated in activities that could be negative to the reputation of Committee, or title, either prior to or after the contest, she may be asked to relinquish the title and awards immediately. Otero County Fair & Rodeo Queen Expectation Statement & Code of Conduct I, ________________________________, understand that participation with the OTERO COUNTY FAIR & RODEO and the FAIR & RODEO QUEENS Pageant is voluntary and I am free to resign at will at any time, and that the OTERO COUNTY FAIR BOARD, and/or Committee, may terminate the relationship at will any time, with or without notice or cause. I hereby agree to participate in any and all events scheduled by the Committee. I will make myself available during the OTERO COUNTY FAIR & RODEO will represent the FAIR & RODEO to the best of my ability. My duties to the Committee will take precedence over other activities during the OTERO COUNTY FAIR & RODEO. POSSIBLE REASONS FOR DISQUALIFICATION: I further understand that I may be disqualified and terminated, including but not limited to the following: 1. Use of tobacco products, illegal drugs, non-prescribed medications, drinking alcohol, or any behavior or language unbecoming of a representative of the OTERO COUNTY FAIR & RODEO. 2. Tardiness or leaving before an activity is over, without prior authorization from the Committee. 3. Being disrespectful to any member of the Committee, Fair Board, Contestant, or any representative thereof, in body language, spoken word, written word, or body gesture. 4. I understand my child’s participation with the OTERO COUNTY FAIR & RODEO and the FAIR & RODEO QUEENS Pageant may be terminated at the discretion of the Committee, or the Fair Board.
