Avalon Airport is ideally located to provide a secure isolated quarantine facility, with the ability to
establish bespoke accommodation outside of the Melbourne CBD. Avalon Airport is controlled by
the Department of Defence and leased to the Linfox Group. It is located 50 kilometres south-west
of Melbourne and 15 kilometres north-east of Geelong. Avalon Airport is adjacent to the Princess
Freeway providing easy access to either Melbourne or Geelong, enabling direct freeway access to
nearby medical facilities.
Linfox and Avalon Airport management are pleased to present a conceptual proposal for the
establishment of the Avalon Airport Quarantine Facility. Avalon Airport has the land capacity to
ensure it can continue to operate airport operations and the Australian International Airshow whilst
maintaining a safe and isolated Quarantine Facility.
The initiative would be specifically designed to assist in processing international arrivals and housing
international guests for the mandatory quarantine period. Our proposal is based on a staged
approach, with the initial phase being Stage 1.
This proposition provides a unique opportunity for Australians to return from overseas by flying
directing into Avalon Airport and walking to the adjacent quarantine facility. The International
terminal would be dedicated for processing international passengers requiring quarantine, with all
the auxiliary support readily available, effectively keeping the community safe.

The airport provides for a high security environment, where quarantined passengers can disembark
the aircraft and be in their accommodation facility in less than five minutes. The environment would
effectively mitigate cross over between general public and quarantined persons. The mass
greenfield sites can enable effective positioning and distance between accommodation areas.
The key objective of Avalon Airports purpose-built facility is assist the Government in reducing the
spread of COVID-19 and creating a bespoke facility to ensure those who are quarantined have the
ability to open up the doors, open the windows, get fresh air, get into the sunshine and do some
exercise, without coming into contact with the community.

Avalon Airport can provide for alternative forms of accommodation, ensuring suitability in design for
quarantine use.
Pending Government timelines, Avalon Airport could offer timely solutions such as;
• Caravans with external awnings and zip on annexes,
• Miners style accommodation, similar to that of Howard Springs,
• Bespoke built portable housing, or
• Pending timeframes bespoke Hotel, designed and constructed for quarantine use.
As an alternative option, Avalon Airport can provide serviced and un-serviced greenfield sites which are
readily available for development by Government agencies.
Avalon Airport have the ability to tailor the configuration of the proposed facility to meet Government
expectations and requirements. We have prepared the below conceptual plan to showcase one of many
suitable options.
The facility (at minimum) would provide for;
• Secure compound adequately fenced;
• Security office – fitted with amenities, change room and kitchen facilities;
• Access control;
• Security fencing - entire area fenced using 2.4mt chainmesh (black power coasted fencing)
• Paths on external perimeters for external patrols;

• CCTV for internal monitoring of movement;
• Each stage to be fenced independently;
• Allow for internal Roadways/walkways;
• Provide for common use grassed park area;
• Provide sand running track around inner perimeter fence;
• Basketball court etc;
• Outdoor BBQ areas;
• Services provisions - electricity, domestic and wastewater supply to each caravan site;
• Common area kitchen etc; and
• Fire hydrant system.
Other facilities that could form a part of the facility would be;
• Secure entry processing area separate from accommodation for resident processing/initial
health checks;
• Space for DHHS donning/doffing stations in between each area of the facility;
• Offices/basic amenities for staff, separate from accommodation;
• Space for individual recreation activities (e.g. running);
• Area to manage goods on and off site; and
• Meals preparation area.
Arrival
Avalon Airport would expect that all passengers are tested prior to departing country of origin and obtain a
negative result prior to departure. It is also expected that all passengers will be processed by DHHS and re-
tested on arrival into Avalon Airport.
On arrival the aircraft will be positioned on an isolated apron with direct contactless access to the
International Terminal. Home Affairs will process passengers, COVID measures will ensure effective
processing of quarantined passenger. Passengers will then be redirected to the quarantine facility.
Transportation
The site is fully contained and only 600 metres from the dedicated international terminal. Passengers have
the ability to be bused or potentially walk on foot under strict supervision (within a secure environment) to
the quarantine facility.

• Linfox have already established relations with State and Federal Governments
• Located well away from urban areas but very accessible to Melbourne, Geelong, and Regional
Victoria
• Options include a site lease or a turnkey solution.
• Allows for an efficient transfer of passengers from the aircraft to the quarantine facility.
• Isolated location, which is secure and easily accessible.
• Willingness to deign and construct and bespoke facility.
• Secure entry processing area separate from accommodation for resident processing/initial
health checks.
• Facilities onsite include 2 commercial kitchens.
• Less risk of community transmissions
• Better quarantined experience for quarantined persons.
• Mitigates indoor confined spaces, creates open air accessibility.
We stand ready to work with the Government in establishing suitable quarantine solutions in a secure
airport environment, with the ability to initially accommodate up to 200 quarantined persons. Pending
advice from government we have the ability to further develop the facility to accommodate more than 300
additional units.
