Introduction from our Bishop Continuing education benefits you and the Church! It strengthens you and gives you new skills and ideas for ministry. I really believe in taking time away for theological reflection and new learning. While I am not always sure of the fruit that a particular activity will yield, time away to think and pray and hear new ideas is a gift that the Church is giving us. I had no idea where it would lead to when I signed up for one course in management, but it built on my interests and gave me new ways of thinking. Some of the opportunities will come through trainings which our Diocesan Human Resources Standing Committee sponsors – such as Safe Church, Retirement Information and Planning Days, Clergy Days, or Youth Ministry and Congregational Development Training as well as courses at the Montreal Diocesan Theological College. Even our Conference Synods count for some hours towards the minimum of 60 hours over 3 years that we ask you to invest in your continuing education and professional formation. Each of you is gifted in certain ways for the ministry which we share. Each of us has areas where we are weak or need to grow. The Clergy Continuing Education Program offers us a chance to deepen our professional formation and build on our competencies and specific areas of interest. Let me encourage you personally to take some time to think and grow and to hone your gifts for ministry. Your Archdeacon, the Human Resources Director and I would be glad to give you some time discussing ideas for what would work for you. 1. Who can benefit from the continuing education program? All licensed clergy, with the exception of non-stipendiary members. 2. General requirements All licensed clergy are required to devote at least 60 hours to continuing education activities related to their ministry during each three-year reference period. You must complete a continuing education program in order to retain your diocesan licence. The current reference period runs from January 1st, 2019 to December 31st, 2021. Clergy licensed by the Diocese of Montreal after May 1, 2019 must complete a number of hours calculated on the basis of the number of months from the date from the issue date of their license to the end of the reference period, at a rate of 1.66 hours per month. Training taken prior to obtaining a license is not eligible for credit. Supplementary training hours (more than 60) completed during a given reference period cannot be carried over to the following period. However, no minimum number of hours has been established for each year within the three-year reference period. The following types of activities are limited to a minimum or maximum number of eligible hours per reference period: o Self-study activities: Maximum of 15 hours; o Upgrading or acquiring computer: Maximum of 10 hours combined; o Language skills: Maximum of 10 hours; o Mentoring and coaching activities (for the person being coached): Maximum of 15 hours combined. 3. Recognized content While the daily practice of ministry provides professional development, not all clergy activity should be considered continuing education. educational experiences that are relevant to this practice. The Diocesan Human Resources and Program Manager can assist in determining the validity of an activity. Discover the variety of activities recognized in the program. These activities are offered by the Diocese and by other suppliers. Training activities must be directly linked to one of the following: one of the five basic competencies for clergy recognized by The General Synod of the Anglican Church of Canada. Please refer to the Competencies for Ordination to the Priesthood in the Anglican Church of Canada for more information concerning the relevant skills/competencies and areas of practice; and/or the managerial competencies: o Planning: Strategy formation and implementation, technology/data, and the legal environment; o Controlling: Financial literacy, budgeting, transparency, and financial statements; o Organizing: Human resources, organizational structure and behavior, and advisory board utilization; o Leading: Group dynamics, supervisory skills, ecclesiological perspectives, and alignment between the faith community work and values; and/or other related competencies. Discover the variety of activities recognized in the program (see section 5 – Type of activities recognized). These activities are offered by the Diocese and by other suppliers. 4. Types of activities recognized Licensed clergy can choose from various types of activities: Conference or archdeaconry or diocesan training seminars; Training courses; Courses offered by an educational institution (ex. Montreal Diocesan Theological College); Symposiums, seminars, conferences or congresses; Preparation and presentation of a training session or a lecture/paper - Up to 3 hours of preparation for each hour of presentation; Authorship and publication of specialized articles or works; o Up to 3 hours of preparation for every 1,500 words; Last Update February 2019 5 | Page
o Up to 1.5 hours eligible for a text of fewer than 1,500 words; Participation in a discussion group; Participation in a research project - Up to 3 hours of preparation for each hour of presentation; Self-study activities – Maximum 15 hours; Mentoring activities – Maximum 15 hours; Coaching activities (for the person being coached only) – Maximum 10 hours. Examples of activities that would probably not qualify under CCEP: Study for a sermon or Bible study, reading a magazine or professional journal, viewing an informative television program or listening to a presentation at the local service club meeting, etc. 5. Supporting documents A summary table of the documents to be retained for each type of activity is set out below in order to prepare for a possible verification. Verifications are conducted at random by the Diocesan Human Resources and Program Manager. These documents must be kept for one year following the three-year reference period (e.g.: until December 31, 2022 for the reference period ending December 31, 2021). Types of recognized activities documents to be retained: a) Training course: o Certificate of participation o Course outline (title, objectives, content overview, duration, biographical sketch of trainer/instructor) b) Courses offered by an educational institution; o Course outline (meeting schedule, educational institution, topics addressed, duration) o Transcript confirming successful completion c) Symposiums, seminars, conferences or congresses; o Certificate of participation o Summary of presentations o Duration of presentations o Biographical sketch(es) of speaker(s) d) Preparation and presentation of a training session or a lecture/paper; o Training plan (title, objectives, content overview, duration) o Participant’s kit (presentation of content) e) Authorship and publication of specialized articles or works; o References and a copy of the published or an Internet link o References for published work Last Update February 2019 6 | Page
f) Participation in a discussion group or co-development group; o Discussion plan (meeting dates, topics addressed, participants’ signatures and job, titles, name of employer, duration) g) Participation in a research project; o Successfully completed research paper signed by the professor in charge h) Self-study activities; o References for articles and publications read o Webcast references o Any other references related to the activity selected i) Mentoring activities; o Detailed plan of mentoring program (objectives, various follow-up activities (meeting plan), evaluation of results and biographical sketches of the mentor and mentee) j) Coaching activities (for the person being coached only) o Coaching agreement, objectives, action plan and follow-up of meetings 6. About the CCEP Self-Registry As in most careers, professional standing requires keeping up with the developments in one’s profession. Ministry is no different. However, clergy in the Anglican Diocese of Montreal perform their ministry in a range of contexts. One size or type of continuing education program cannot fit all clergy settings or needs. Further, not all clergy have the same access to educational resources. The self-registry (see the CCEP Activities Declaration Log available on the diocesan website; sample below) allows clergy to take charge of their own continuing education by self-selecting and self-reporting their professional development efforts appropriate to their own context. Each credentialed minister is responsible for his/her own participation and record to meet the tri-annual expectation of 60 hours Continuing educational activities entered in your registry do not require prior approval by an adjudicating group (i.e., Diocesan Human Resources and Program Manager , the Archdeacon, or Synod Office), but will rather be evaluated at the time of submission for credit. Calculation of CCEP hours With the exception of self-study activities, all recognized activities must last at least one hour. When calculating eligible continuing education hours, the entire duration of the activity must be taken into account, excluding non-educational periods such as meals and breaks. 8. Exemptions Members may be granted exemptions under certain circumstances. They must indicate the reasons for their application for an exemption in their file as soon as possible, and keep all supporting documents, where applicable. Exemptions may be granted for a minimum of one month, and a maximum of one year, and may be renewed. During the exemption period, each month is equivalent to 1.66 hours. Exemptions may be granted in the case of disability, maternity or parental leave, exceptional circumstances (sabbaticals or periods of unemployment are not considered to be exceptional circumstances or fortuitous.) 9. How to update your file Licensed clergy must update their training file before December 31st of each year. However, it is strongly recommended that you update your file at the time that you engage in a training activity. It is not necessary to send any papers or supporting documents to the Diocesan Human Resources and Program Manager before the expiration of the 3-year period. Licensed clergy are only required to provide these documents if requested. 10.Access to your registry The only persons who have access to your personal registry are designated administrators (i.e., Diocesan Human Resources and Program Manager, Archdeacons, Executive Archdeacon and or representatives and the Bishop) from the diocese. The administrators may use your continuing education registry for the purposes of review and evaluation. 11.Sources of funding All active clergy in the Diocese of Montreal, as well as some diocesan lay staff, are members of the Continuing Education Plan of the National Church. The following make up Professional Development in the Diocese: Continuing Education Plan (C.E.P.) The National Church offers the Continuing Education Plan. This National Individual Account is administered through the Pension Office, who can be contacted for more information about the plan or details on a personal account. Pension Office at (416) 960-2484/ toll free 1-800-265-1070 Diocesan contact: Stephen Tam, 514-843-6577 ext. 247 a) Each participant in the Professional Development Plan may accumulate funds in his/her individual account to a maximum amount (set by the Plan). Funds not used after this amount has been reached are directed to the general assistance account. b) Participants in the plan may use money from their individual accounts for a wide variety of programs, courses, events, retreats, degrees, career assessment, conferences, conventions, tapes, software, books, magazine subscriptions, and resources that will contribute to their effectiveness in ministry. c) Participants who go on leave, transfer from the diocese or retire from the active ministry may continue to draw from their personal account for a period determined by the National Church, at the approval of the Bishop or Executive Archdeacon. Application Process: 1. Complete the Application for Reimbursement Form and attach the applicable receipts. 2. Send the completed form to Mr. Stephen Tam at 1444 Union, Montréal, QC H3A 2B8 or by email to stam@montreal.anglican.ca. 3. Stephen will ensure that your form is signed by the Bishop and sent to the National Church Pension Office. Enabling of Clergy grant The Diocese of Montreal offers the Enabling of Clergy grant. Please see general and specific criteria available at the beginning of the Grant Application Form Grants that involve the professional development, personal training, or the acquisition of portable skills of clergy and lay persons (such as conferences, seminars, workshops, etc.) are made with the expectation that recipients will, in turn, apply the benefits of their experience and training to work within the diocese. As a condition of the grant, therefore, individuals supported by an Enabling of Clergy Grant agree to make intentional use of their new skills within the diocese for a period of one (1) year. Applicants shall, in their grant application, address the work they intend to do during the year. It is this work which serves as the focus of the Episcopal Council’s evaluation. Complete the Grant Application Form. Please be sure to sign the form on the bottom of page 3. Where practicable, applicants will be invited to make a presentation to the Episcopal Council. a) Applicants should allow sufficient time for their grant requests to be processed. Requests which are incomplete, or which do not provide the information as required in the instructions, will be referred back to the Last Update February 2019 10 | P a g e
applicant. Normally, the Episcopal Council will decline to award a grant after the fact. It is the applicant's responsibility to apply in sufficient time. b) Grant are awarded on a first come, first served basis. c) Grants will normally not exceed $2000. 2. Send the completed Grant requests to: The Programme Office, Diocese of Montreal, 1444 Union Avenue, Montreal, QC, H3A 2B8 or by email to programme.office@montreal.anglican.ca. It is the applicant’s responsibility to ensure that the application is received.
