Theme: Celebrating 25 Years of Democracy Madam Speaker, Honourable Premier Honourable Members, Distinguished guests, Ladies and gentlemen, This budget vote comes at a time when our country is celebrating 25 years of democracy. It also comes at a time when the country still mourns the passing of Johnny Clegg, an artist whose music broke barriers during the apartheid era and who was a living example that our country’s beauty lies in its diversity. The new dawn also comes with a renewed mandate that the people of KwaZulu-Natal have entrusted to the African National Congress, a task that we do not take lightly. The ruling party’s manifesto spoke to the direct needs of communities. It committed to - among numerous other aspects - advancing nation-building and social cohesion by stepping up the fight against racism, sexism, homophobia and other intolerances. This steadfastness is aligned to the Freedom Charter which it states that “government shall discover, develop and encourage national talent for the enhancement of our cultural life. All cultural treasures of mankind shall be open to all, be a free exchange of books, ideas and contact with other lands”. This budget policy statement will outline this department ‘s role in achieving the above-mentioned. KwaZulu-Natal Arts and Culture will be instrumental in ensuring we build a better province and most importantly a better country in which all belong. The department will roll out an inclusive programme that will be reflective of our democracy to mark 25 years of a constitutional government. To achieve this, we will use various platforms in the arts, culture and heritage sectors, which to this day remain instruments of change in transforming society. We are working towards strengthening cooperation between the Department and artists in the province. I am pleased to report to the artists of KwaZulu- Natal that, In December 2018, the Executive Council approved a special payment policy for artists and cultural experts in the province. This policy will streamline and improve the pay brackets for all artists as it standardizes a payment structure by the provincial government. It is a major achievement, Chairperson as it will improve the lives of artists and cultural experts. I want to indicate that this policy was a collective effort of everyone involved in the sector and we will continue to engage the sector broadly to ensure that our artists have a better relationship with the provincial government. The department is committed to strengthening the sound administrative systems already in place which are based on good corporate governance principles. In the 2018/19 financial year, the department received an unqualified audit opinion. The department continues to work hard in resolving some of the challenging areas identified by the last audit findings. We continue to strengthen our systems and controls to improve performance management results to get a better audit outcome. We remain focused on achieving equity targets at a senior management level. We currently stand at 37 percent of women at senior management level; however, a plan is in place to improve this situation over the MTEF. The number of disabled people employed by the department stands at 1.7 percent. We will continue conducting targeted recruitment to improve on this percentage by working closely with the relevant associations. Arts Development Honourable Chairperson, we have staged various programmes that contribute to economic growth and enhancement of social cohesion and moral regeneration. We support projects such as the KZN Choral Music competition, which we stage annually and it accommodates all district winners as they compete at provincial level, this year the department will continue to support this initiative as it promotes social cohesion and moral generation. 6 KZN Department of Arts and Culture | Budget Speech 2019/2020
The department will continuously take arts, craft and fashion earnestly as we are taking various enterprises into various marketing platforms both locally and internationally. I would like to further report to this house that a budget of R7 million has been set aside to renovate Osizweni Arts Centre which is in an undesirable state. The department will continue to support film and television by staging the Africa Television Market where more than 150 young and aspirant producers participate as they prepare to enter the mainstream economy of the film and television. This year, we will continue to support the Africa Television Market which will be staged alongside the Durban International Film Festival (DIFF). Honourable Chairperson, I want to take this opportunity to announce in this house that we have committed to honour the legacy of legends as pronounced by the former Premiers and the current Premier Honourable Sihle Zikalala, our focus in this financial will be to honour two jazz musicians Sipho Gumede, Dr Brian Thusi and two authors Mazisi Kunene, Professor Nyembezi. Once we finalise our plans working with families, we will return to this house to announce a detailed programme that will honour this commitment. Culture Development Honourable Chairperson, we have the mandate to preserve, develop and promote the diverse cultures in KwaZulu-Natal. We carry out this mandate by creating awareness about the significance of cultural days which feature prominently in our provincial calendar such as Freedom Day, Africa Day, uMkhosi kaNomkhubulwane, uMkhosi WoMhlanga, uMkhosi Wesivivane, uMkhosi weLembe, Diwali, uMkhosi Woselwa, the Afrikaner Cultural Festival and Eastern Rendezvous. We have since expanded the programme yeZingoma/amaHubo which continues to grow and attract more young people. R27 million is allocated to supporting Imikhosi and other cultural programmes Furthermore, the increase in myths and taboos around the killings of people with albinism and related social ills such as ukuthwala and other cultural distortions have forced upon us to seek cultural remedies that can change the mindset of our people towards social cohesion and nation- building. We should be prudent now more than ever that as we seek to KZN Department of Arts and Culture | Budget Speech 2019/2020 7
build a nation, proper cultural foundations must be put in place. We should not allow distortion of culture towards cultural genocide by people that seek to self-enrich themselves through cannibalism and muthi killings in the guise of culture to contaminate the cultural values that we seek so much to preserve in line with ubuntu and cultural values. Cultural dialogues, community conversations (with a specific focus on Youth, and other designated groups) and Moral Regeneration Programs towards nation Building will be the vehicle that Culture Development will seek to advance this mammoth task. Cutting edge research on cultural practices will help that we design programs and make evidence-based policymaking towards pragmatic interventions that will propel progress and social cohesion in the province that is so much endowed with cultural diversity, Language Services We have a partnership with the department of education, through this partnership, we will continue to stage various programmes to promote multilingualism. We will continue to provide support to reading and writing clubs as part of our efforts to encourage authors who write in indigenous languages. The department will continue to offer translation, interpreting and editing services to government department s, agencies and state institutions. We urge these stakeholders to take advantage of this provision to increase access to government services to the people of KZN. Review of the KZN Provincial Language Policy The KZN Provincial Languages policy has been reviewed and consultations in all district have been concluded. The revised policy will inform the bill and promote inclusivity and access to government services and information for previously marginalized languages and for people with disabilities. The department will continue monitoring the implementation of the KZN Languages Policy from government institutions as part of the promotion of indigenous languages that were previously marginalized. Honourable Chair, I want to emphasise that this policy will be tabled before the Executive Council in October 2019. 8 KZN Department of Arts and Culture | Budget Speech 2019/2020
Language coordinating structures such as KWANILAFO, reading and writing clubs and KwaZulu-Natal Geographical Names Committee will continue to receive financial and administrative support from the department in recognition of the role play in developing previously marginalized languages. The focus on literacy development and promotion this year will be to assist in publishing the winning manuscripts of the budding writers who won in the previous years. All our efforts will be creating space in public libraries for the literature written in indigenous languages. Geographical naming The Department is a process of reconstituting a new Provincial Geographical Place Names Committee in this financial year and the Department will also change its focus and no longer focus on the orthography and spelling rules but on town names i.e. Richards Bay, Newcastle, Utrecht which has already started. It will also embark on awareness programmes that will address Moral Regeneration, Social Cohesion and Nation Building. KZN Department of Arts and Culture | Budget Speech 2019/2020 9
Learn Another Language The Learn Another Language programme was initiated by the department a few years ago, it entails government officials learning another language other than their mother tongue, such as Sesotho including the learning of sign language. The department is aiming at extending this programme of learning Sign Language to the political leadership of the province including the members of the executive council and legislature. Library Services Honourable Chairperson, this provincial government now boasts at least one public library per local municipality. I wish to report to this house that the department has built numerous libraries between 2014 and 2018 in the areas that include Ndumo, Nkungumathe, Manyiseni, Vulamehlo, Charlestown and Port Sheptone. 18 modular libraries have been erected since 2014. Modular libraries were introduced to fast track access to public libraries. These were strategically placed in Nkwezela (Dr Nkosazane Dlamini-Zuma); KwaMthethwa(Mfolozi); Chwezi (Nkandla); Ngolokodo (Nquthu); Sthembile (eNdumeni); Bhekuzulu (Abaqulusi); Ibisi (Mzimkhulu); Sithebe (Mandeni); Hafuleni (uMuziwabantu); Qondile(Jozini); Mnqobokazi (Big 5 Hlabisa); Maqongqo(Mkhambathini); Osuthu (Nongoma); eMamfemfetheni (Okhahlamba); Indaka (Alfred Duma). The libraries we build are world-class facilities with great standard boasting with internet facilities and access to modern era information. This is indeed worth celebrating, especially given the high levels of illiteracy in the province. During the 2019/20 financial year, R78,6 million will be spent on the construction of new libraries as well as the finalization of those already being built. KwaMdakane and Dukuduku Libraries planning, and designs have been concluded and Construction of Dukuduku library is in a procurement phase. The department has started a procurement process for the appointment of Project Managers who will design the following new libraries: Umzumbe, Imbali, KwaDlangezwa and, Endaleni. I want to further highlight honourable members that a further five libraries are at the planning stage – these are in Franklin, Lubisi, Umvoti and Ofabeni. 10 KZN Department of Arts and Culture | Budget Speech 2019/2020

These infrastructure projects will see more than hundreds of job opportunities being created during construction and permanent jobs for staff employed to run these libraries. The department will be transferring a total of R262 Million to local municipalities toward addressing the unfunded mandate of the provision of public library services by the municipalities. We also plan to increase the number of libraries offering free internet access. By the end of the current financial year, almost all libraries will boast this competence. The specialized library service includes toy collections to help entice young children in 36 libraries and gaming equipment also available in 65 libraries. These services are geared towards attracting youth to use the library for recreational purposes. The public libraries also provide library materials to support students who are studying at various tertiary institutions and learner support material to support learners in schools. Since 2019 is the year of indigenous languages, the department will also add on to its collection of library materials in indigenous languages and include SiSwati language books for communities living in areas where this language is spoken. A total budget for library materials for 2019/20 is R34 million will be used to procure the above library materials including magazines and electronic resources (EBooks). We also cater for people with visual disabilities through a partnership with the South African Library for the Blind, we are in a process of buying braille dictionaries for all our public libraries. We have increased our efforts to support more mini-libraries and in this regard, we have a budget of R1,6 million to maintain existing mini libraries for the blind in 30 libraries and advocacy. Mini libraries for the blind in 30 libraries across KZN. As part of efforts to enhance youth skills development, libraries will undertake promotional projects which include participation in National Library Week; World Book Day and celebration of National Book Week. Honourable Chairperson, in his recent State of the Nation Address, President Cyril Ramaphosa, made a policy pronouncement that “If we are to ensure that within the next decade, every 10-year-old will be able to read for meaning, we will need to mobilise the entire nation behind a massive reading campaign”. 12 KZN Department of Arts and Culture | Budget Speech 2019/2020
If we are to achieve this noble idea of a massive reading campaign, we need to redirect our focus and energy in the right direction. Our intervention must be clear, direct and measurable, in this regard I have directed the Head of Department (HOD) to ensure that library services focus on promoting the use of libraries as tools of development in our communities. The HOD together with his team will develop a detailed programme that will see libraries being used as centres of information and knowledge development. We must ensure that professional librarians are focused and supported in their profession as librarians, library service is more than the construction of libraries, the role of a librarian is important as we seek to change lives for the better. We want fully functional libraries with all services available to our communities. Our libraries must be innovative, embrace new technologies that advance access to information and be accessible to assist our youth in their quest of self-development. Archives The Archives and Records Management Service will continue to roll out campaigns promoting national symbols and orders. School visits to explain the meaning of symbols and provision of flags and memory boxes will be funded from this budget in 2019/2020. Our Records Management unit within the Archives Service continues to work with the Auditor General of South Africa to strengthen record- keeping practices within all provincial government department s and municipalities. As Arts and Culture, we believe that a sound record- keeping culture facilitates easy access to government information and enhances service delivery. The Oral History unit of the Archives Service continues to interview senior citizens and marginalised groups in our society thus contributing to KZN’s Archives Service efforts of making social memory and history of this province to reflect the diversity of its people, culture and heritage. Archives digitization project continues in this Financial Year. This process will save numerous fragile heritage records of our province. As part of its efforts to create a Special Collections Archives, the Archives Directorate will acquire three Collections of historical documents or donations from families in our province as part of its Internal Repatriation project. DAC will announce these Collections within this Financial Year. Archives and Museum Services will continue to help the Prince Mangosuthu Documentation Centre to preserve priceless heritage records of Mntwana Mangosuthu Buthelezi. The construction of the KZN Archives repository will commence in this current financial. Once completed, it will help preserve the historical record and memory of our province. Museum Service Most Museums in KZN are dilapidated and need major upgrades. Due to the lack of funds, the department has mainly managed to do minor renovations for only two Museums per year. We have however managed to get funds to build the Port Shepstone Maritime Museum and for the current MTEF we have managed to secure funds to upgrade KwaDukuza Museum. KwaDukuza Museum building has been condemned for years and it’s a great pleasure that the upgrade of this Museum will eventually commence. The department will fund this project with R10 Million over the MTEF. We will continue doing minor renovations in the other Museums and these will include the construction of ablution facilities at Weenen Museum. The funding of the 40 affiliated Museums in the Province continues to be a major part of the budget from Museum Service. For this financial year, the department will transfer R12, 4 million to local Municipalities and R5, 5 million to Board of Trustees Museums as support for salaries and operational costs. The preservation and the promotion of the heritage of the people of the Province is made possible through this funding. Most Museums don’t have enough funding to send their employees to conferences and workshops, the department will continue to hold free workshops and training 14 KZN Department of Arts and Culture | Budget Speech 2019/2020
sessions for affiliated Museum employees. Museum Service will continue to transform the affiliated Museums through exhibitions. For this financial year, we will transform exhibitions at Richmond, Zululand Historical, KwaDukuza and Lucas Meijer Museums. The cooperation with the affiliated Museums and the events in the various regions has provided a platform for the creation of awareness of Museum work especially among those in areas remote from the Museums. The realized value of the Mobile Museum has caused a constant demand especially to the events at regions to the extent that not all invitations can be honoured. We will continue using the Mobile Museum through outreach programmes to increase awareness about Museums in the Province. To address one of the current issues in the country we have designed a travelling exhibition called “Land as Heritage”. This exhibition is meant to create a healthy debate among the community of KwaZulu-Natal on the issue of land. The exhibition was first exhibited during Freedom Day at King Zwelithini Stadium and has been to Old Court House and Howick Museums. Heritage Progress has also been made in the complete transfer of Heritage from OTP to the department of Arts and Culture which started in April 2019. We currently are waiting for a report to be finalised which will clarify how the heritage, DAC and KZN Amafa Institute will work as an entity. Advert for the nomination of the KZN Heritage Council has been done before the unit was moved to the department. Having the Heritage moved to the department will assist in the KwaZulu-Natal Heritage Preservation Initiative (KZNHPI) continues to make available online museum and cultural artefacts, allowing generations to come to understand their past and learn about this province’s rich heritage. Acting CEO of Amafa /Heritage KwaZulu-Natal, Reverend Dr. Mnculwane is retiring end of July. I would like to take this opportunity to thank him for his service and wish him well in his retirement. Conclusion I would like to express my gratitude to the Honourable Premier for entrusting me with the responsibility of providing political leadership to Department of Arts and Culture, the support and oversight given by the Arts and Culture and the Finance Portfolio Committees.
