Tournament Events Teams are invited to participate in the following tournament events during the weekend: SATURDAY 3 FEBRUARY 8:00: Vientiane International Rugby Championship Day 1 Kick Off 19:00 Finish Day 1 of Matches 19:30 2018 Legends’ Welcome at Roast Vientiane All teams and individuals are invited to join the event that will include welcome speeches from the 100 World Legends joining for the competition, a fundraiser for the LRF’s Champa Ban Youth Rugby programme, the debut of the LRF’s 2017 Year in Review Video and a baci for all visiting teams. Appetizers will be on offer for the first teams and guests who arrive. Additional food and beverages may be ordered from the menu and all teams/individuals are expected to settle their tabs directly. 20:00 Finals draws will be posted on the Lao Rugby Federation’s Facebook page. SUNDAY 4 FEBRUARY 8:06: Vientiane International Rugby Championship Day 2 Kick Off 14:00 Finals Kick Off 16:20 Trophy and Lao Rugby Awards Ceremony 19:00 Post Match Social at M Park All teams and individuals are invited to join the event. Food and beverages may be ordered from the menu and all teams/individuals are expected to settle their tabs directly. MONDAY 5 FEBRUARY 6:30: Super Bowl LII will be shown at Scorpion Wings Any interested players or teams are welcome to visit Scorpion Wings to watch the game where a special breakfast menu will be offered alongside the full menu. Transport to the restaurant can be arranged and all teams/individuals are expected to settle their tabs directly.
Structure MEN’S ELITE COMPETITION A round robin will be played for the elite competition and the 3 pools will be ranked according to points. Teams will be awarded points for each match during the pool stages as follows: • 4 points for a win • 2 points for a draw • 0 points for a loss • 1 bonus point for a loss within 7 points • 1 bonus point for scoring 4 tries or more in one match • 5 points awarded to a team if their opposition forfeits Pool games for all divisions will consist of one fourteen minute match with no halftime. Ranking at the end of pool play will be as follows: Ranking Red Blue White 1 A1 B1 C1 2 A2 B2 C2 3 A3 B3 C3 4 A4 B4 C4 5 A5 The eight top ranked teams will be seeded in the Men’s Elite Cup Quarter Finals. The top team from the Men’s Development Division will join the bottom five teams from the Elite Division. The six teams will be seeded into two pools and compete in a round robin. The winners of each pool based on points will compete for the Sticky Rice Basket Trophy. WOMEN’S ELITE COMPETITION A round robin will be played for the elite competition and the pool will be ranked according to points. Teams will be awarded points for each match during the pool stages as follows: • 4 points for a win • 2 points for a draw • 0 points for a loss • 1 bonus point for a loss within 7 points • 1 bonus point for scoring 4 tries or more in one match • 5 points awarded to a team if their opposition forfeits Following pool play, teams will be seeded for the Women’s Elite Cup Semi Final matches. Women’s Elite matches on the second day of competition will be two 10 minute halves with a two minute half time.
Structure WOMEN’S JUNIOR COMPETITION A double round robin will be played for the junior competition and the pool will be ranked according to points. Teams will be awarded points for each match during the pool stages. Following two round robins, teams will be seeded for the Junior Women’s Cup Final match. MEN’S DEVELOPMENT COMPETITION A round robin will be played for the development competition and the pool will be ranked according to points. Teams will be awarded points for each match during the pool stages. Following the round robin, the top seeded team will ascend to Men’s Elite Division to compete for the Sticky Rice Basket Trophy and the remaining three seeds will be knocked out. IN THE EVENT OF A POINTS TIE AFTER POOL GAMES Any teams with equal points after the completion of pool games will be given a ranking based on: • The highest number of tries scored; • The score between the two teams when they met in pool play; • The highest number of try conversions; • The team with the least number of yellow and red cards; • Three conversions taken by three different players in each team (left, centre and right side of the pitch); • Toss of a coin. IN THE EVENT OF A TIE IN PLAYOFF MATCHES IN MEN’S OR WOMEN’S COMPETITION In the event of a tie after completion of fulltime in a playoff match for any match except the Cup Final, the team who scored first (any kind of points scored count as a score) will be named the winner. In the event that the score is 0-0 at the end of fulltime, a 5 minute period of sudden death will be played. If the score remains 0-0 at the end of the sudden death period, the referee will administer a coin toss to determine the winner. IN THE EVENT OF A TIE IN CUP MATCHES IN MEN’S OR WOMEN’S COMPETITION In the event of a tie after the completion of fulltime in a Cup Final match play will continue as follows: • Two minuted rest followed by five minutes of sudden death overtime; • Two minute rest followed by five additional minutes of sudden death overtime; • Two minute rest followed by five minutes of sudden death overtime with each team reduced by one player; • Drop kicks taken from in front of the posts on the 22, one kick per player. The first team to miss a kick will lose the game.
Rules TOURNAMENT RULES All matches shall be played according to the current Laws of the Game as framed by World Rugby. In case of difference of interpretation, the English text of the World Rugby Handbook and Tournament Manual shall be authoritative and final. Note: By the final whistle of the previous match, teams must be standing in a line lead by their captain by the referees tent ready to take the pitch. Teams not present at the line ups will forfeit their game. As listed in the fixtures, Team 1 (listed on the left column of the schedule) will always kick- off from left to right when looking at the pitch from the main stand; Team 1 will take the left dug-out and Team 2 (listed on the right column of the schedule) will take the right dug-out. All teams must observe the technical area during their matches and players warming up may do so in the try area in front of their dugout or outside the pitch area on the side of their dugout. The sound maker will be blown at the end of time and the referee will blow the final whistle at the next appropriate stoppage. Structure TEAM REGISTRATION Teams are permitted to nominate a maximum of 16 players for the tournament. Players shall be identified by submitting the Team Registration Form by 18:00pm on Friday, 2 February. All teams must submit a signed Team Registration form, which will be provided by the Tournament Director. Submissions can be scanned and sent on electronically or handed to the Tournament Director directly. Only players on the Team Registration form that is signed and submitted to the Tournament Director shall be wearing match jerseys. Changes to the Team Registration must have written sign off from the Tournament Director. Any player who leaves a squad may not return to the competition at any point. Any changes to the Team Registration must have sign off from the Tournament Director prior to any kick-off. These rules apply strictly to the Men’s and Women’s Elite Divisions. Junior and development players may move to the Elite Divisions with Tournament Director Sign Off. In all cases of player movement, written sign off from the Tournament Director must be on file at the Officials table. If the Tournament Director suspects an undocumented player change has been made, the player in question will be asked to produce a valid passport or ID and the final decision will be at the discretion of the Tournament Director. A team who fields an unregistered or undocumented transfer player will be subject to consequences as outlined in the disputes section.
Substitutions Rolling substitutions are permitted from named squads for each game; teams are responsible for ensuring that they do not have more than 10 players on the playing field at any time. As per World Rugby directives, all players entering the field of play should do so at the half-way point once departing players have left the playing area. Players leaving the field may do so at any point. Officials The hosts will provide match officials for all games. The officials will safety check each team prior to playing. This is for the safety and welfare of everyone participating. SQUAD CAPTAINS Each side should nominate one squad captain at player registration. It is the role of the squad captain to communicate with the referee and their team accordingly. TOURNAMENT MANAGEMENT The tournament hosts will appoint: • Tournament Director (TD); responsible for administration and management of the tournament. • Match Commissioner (MC); to deal with any disciplinary issues and to ensure that tournament rules are followed. The Match Commissioner’s decision will always be final. MEDICAL Tournament organisers will ensure that qualified medical personnel are present at all games. However, ALL TEAMS ARE RESPONSIBLE FOR ENSURING THAT THEIR PLAYERS HAVE ADEQUATE INSURANCE TO COVER THE COST OF ANY TREATMENT IN THE EVENT OF INJURY. DISPUTES The Tournament Director shall deal with minor complaints and disputes relating to the day- to-day administration and management of the tournament but shall refer all complaints and disputes which are, in the opinion of the Tournament Director, of a serious nature to the Match Commissioner. The following sanctions are available: • to expel a Team from the remainder of the Tournament; and/or • to expel any Member of a Team from the remainder of the Tournament; and/or • to suspend a Team and/or any Member of a Team; and/or • to cancel and/or vary the result of a Match and/or the points awarded in relation thereto; and/or
• to caution/reprimand/warn as to future conduct any Team and/or any Member of any Team; and/or • to impose such other punishment, penalty, restriction or other terms the MC considers appropriate. Any decisions made by the Match Commissioner shall be final and binding immediately upon notification to the parties. DISCIPLINE Any yellow cards issued will result in a player being removed from the field of play for two minutes. Any red cards issued will result in a player being banned from any remaining matches for that day. All disciplinary issues will be dealt with by the Match Commissioner; the Match Commissioner also has the power to cite a player for foul play when that player has not been ordered off the playing enclosure. The Match Commissioner will be responsible for reviewing any evidence and agreeing, with tournament officials, on any punishment. The decision of the Match Commissioner is final and binding. LATE SHOWS All teams are responsible for arriving in time for tournament matches; any late shows will be considered as a forfeit and the opposition will be awarded 5 points. In the event that neither team shows up for their game, each team will receive 0 points. Code of Conduct The LRF is committed to providing spaces that children are comfortable in at all times. Children will be participating in this event and teams are reminded to ensure that their behaviour supports the LRF to provide a safe and welcoming environment for children at all times. All participating teams, players, officials and other persons in attendance: • must ensure that the Game is played and conducted in accordance with disciplined and sportspersonlike behavior; • shall cooperate in ensuring that the spirit of the Laws of the Game is upheld and refrain from selecting players guilty of foul play; • shall not breach the Laws of the Game; • shall promote the reputation of the Game and take all possible steps to prevent it from being brought into disrepute; • shall not abuse, threaten or intimidate a Match Official, Assistant Referee, or any other Tournament Official, on or off the field of play; • shall not use crude or abusive language or gestures towards Match Officials, Assistant Referees, Tournament Officials or spectators; • shall not do anything which is likely to intimidate, offend, insult, humiliate or discriminate against any other person including players on the ground of religion, race, colour or national or ethnic origin.
